The Deputy Minister of Science and Education meets with the Regional Director of the British Council for Europe
On October 26, Deputy Minister of Science and Education Hasan Hasanli met with Joanna Burke, Regional Director of the British Council for Europe. At the meeting, the sides expressed satisfaction with the current state of bilateral relations in the field of education and discussed prospects for further cooperation. The sides noted that a number of projects have been successfully implemented in the Republic of Azerbaijan with the support of the British Council. It was noted that within the framework of the projects covering the spheres of general, vocational, and higher education, positive contributions were made to the development of teachers' knowledge and skills, as well as to the improvement of the quality of English language teaching. Support was given to the establishment of cooperation between higher education institutions in the Republic of Azerbaijan and the United Kingdom and the development of applied arts and entrepreneurial skills among young people. At the end of the meeting, a ceremony was held to sign the Letter of Intent on Cooperation between the Ministry of Science and Education and the British Council in Azerbaijan and the Action Plan for the 2023–2024 academic year.

Agreement signed between the Ministry of Science and Education and the Ministry of Commerce of the People's Republic of China
On October 26, the Ministry of Science and Education and the Ministry of Commerce of the People's Republic of China signed an agreement on the project "Interactive educational assistance to the Nakhchivan Autonomous Republic". The agreement was signed by Minister of Science and Education Emin Amrullayev and Ambassador Extraordinary and Plenipotentiary of the People's Republic of China, Ms. Guo Min. It should be noted that the said agreement was signed within the framework of agreements on technical and economic cooperation concluded between the government of the People's Republic of China and the government of the Republic of Azerbaijan. According to the agreement, building the technical infrastructure of the Ministry of Education of the Nakhchivan Autonomous Republic and its subordinate enterprises, as well as the creation of a data center and electronic platform, is envisaged.

International Conference on the occasion of the 70th anniversary of Masud Efendiyev
On October 23, the opening ceremony of the international conference on "Nonlinear Manifestations in Biology, Ecology, Physics, and Mechanics" was held. The conference, organized by the Ministry of Science and Education, the State Committee for Work with Diaspora, and the Azerbaijan State Economic University, is dedicated to the 70th anniversary of Masud Efendiyev, an honored scientist and professor at the Technical University of Munich in Germany, the first Azerbaijani scientist to receive the Humboldt Prize, Doctor of Physical and Mathematical Sciences. Participants in the event first visited the tomb of national leader Heydar Aliyev in the Alley of Honor, laid wreaths and flowers on his tomb, and paid tribute to the great leader's memory. The opening ceremony of the conference held at the Azerbaijan State University of Economics (UNEC) was attended by Minister of Science and Education Emin Amrullayev, Minister of Ecology and Natural Resources Mukhtar Babayev, Chairman of the State Committee for Work with Diaspora Fuad Muradov, Rector of UNEC Adalat Muradov, heads of state structures, rectors, as well as scientists from different countries and friends of Masud Efendiyev. UNEC Rector Adalat Muradov, in his opening speech, welcomed the participants and called the celebration of the 70th anniversary of world-renowned Azerbaijani scientist Masud Efendiyev at the university where he is headed a significant event. Minister of Science and Education Emin Amrullayev congratulated Masud Efendiyev on his 70th birthday and wished him success. Emphasizing the importance of holding the scientist's jubilee in his homeland, the Minister noted the importance of this step in terms of fostering a sense of patriotism in the younger generation. Chairman of the State Committee for Work with Diaspora Fuad Muradov noted that despite the fact that Masud Efendiyev lived in Germany for many years, he always worked for the benefit of his homeland and his people. The jubilee event was also addressed by Director of the Canadian Fields Institute Humar Murtu, former Georgian Minister of Science and Education Mikhail Chhenkeli, Rector of the University of International Business in Toronto Feridun Hamdilahpour, Nobel Prize winner in Chemistry Ariel Warsaw, who joined the event online, Professor Roald Sagdeyev, and Head of Sponsorship and Networking Department at the Alexander von Humbolt Foundation Steffen Mehlich. The speakers spoke about the contribution of the Azerbaijani scientist to mathematical science. At the end of the event, Masud Efendiyev thanked for attention shown to him and kind words. It should be noted that the conference will run until October 26 with panel discussions.

President has laid a foundation stone for a 240-seat kindergarten in the city of Fuzuli
President of the Republic of Azerbaijan Ilham Aliyev has laid a foundation stone for a 240-seat kindergarten in the city of Fuzuli. The head of state was informed about the kindergarten. The kindergarten occupies an area of 2.4 hectares. Under the project, the main building, playground, parking lot and technical zone will be created. The Minister of Science and Education meets with the Ambassador of the United Mexican States to the Republic of Azerbaijan
On 13 October, Minister of Science and Education Emin Amrullayev has met with Ambassador Extraordinary and Plenipotentiary of the United Mexican States to the Republic of Azerbaijan Maria Victoria Romero Caballero. During the meeting the possibilities of teaching Spanish language in general education institutions of the Republic of Azerbaijan, implementation of "Twinning schools" project between general education institutions of the two countries, as well as exchange of students and teachers between universities were discussed.

Deputy Minister of Science and Education is on a visit to Ankara
A delegation led by Deputy Minister of Science and Education Hasan Hasanli is on a visit to Ankara, Republic of Turkey. On 12 October, the delegation held a meeting at the Higher Education Council of the Republic of Turkey to continue discussions on the establishment of the Azerbaijani-Turkish University (ATU). In the course of the meeting, negotiations on the formation of a legal basis for the establishment of the ATU were continued. The delegation then visited the technopark of the Bilkent University and met with the rector of the university, Kursat Aydogan.

Azerbaijani Minister of Science and Education meets with the Minister of Education, Science and Culture of the Republic of Suriname
On 11 October, Minister of Science and Education Emin Amrullaev met with a delegation headed by Minister of Education, Science and Culture of the Republic of Suriname Henry Ori. During the meeting, the prospects of co-operation between the two countries in the field of education were discussed. It should be mentioned that the delegation is on a practical visit to Azerbaijan from 10-15 October. The purpose of the visit, carried out within the framework of the project "Support to General and Vocational Education", is to study Azerbaijan's experience in the field of general and vocational education. Within the framework of the visit it is planned to visit ADA University, Baku Higher School of Oil, STEAM Innovation Centre, Baku State Vocational Education Centre for Industry and Innovation and Educational Complex No. 132-134.

Baku hosts the opening ceremony of the VIII International Conference on Medical Education
The opening ceremony of the 8th International Conference on Medical Education (ICME) was held in Baku on 9 October. The event is being held for the first time in Azerbaijan and is jointly organized by the Ministry of Health of the Republic of Azerbaijan, Azerbaijan Medical University (AMU) and Riphah International University of the Islamic Republic of Pakistan. Speaking at the opening ceremony, Health Minister Teymur Musayev spoke about the work being done in the Republic of Azerbaijan to bring medical education in line with global standards, train highly qualified medical personnel and expand ties with prestigious higher medical schools of the world. Noting that the event will hold relevant discussions on future directions of medical education, the Health Minister also wished success to the conference. Speaking at the conference, Minister of Science and Education Emin Amrullayev spoke about the importance of medical education in addressing the country's strategic objectives and protecting the health of the population. The Minister noted that for receiving higher education in the future, medicine is usually chosen by the holders of the highest results in entrance examinations. This in its turn leads to the formation of highly qualified doctors in the country. Rector of Azerbaijan Medical University Garay Garaybeyli, in his turn, expressed confidence that the event will serve as a platform for exchange of innovative ideas, best practices and latest achievements in the field of medical education. President of the World Federation of Medical Education (WFME), Professor Ricardo Leon-Borges said that the current ICME conference, held for the first time in Baku, aims to provide a stable platform for interaction between world-renowned experts in the field of medical education. Other guests who spoke afterwards spoke about the importance of the conference and said that the conference was important in terms of sharing experiences. After the opening ceremony, the conference continued with symposia on various topics. It should be noted that the conference will run until 10 October.

The IV International Forum on “New Challenges in Education” took place
The IV International Forum on "New Challenges in Education" was held on October 5. Chief of Staff of the Ministry of Science and Education Matin Kerimli, MP Jeyhun Mammadov, rectors of universities, representatives of the scientific and educational community, world-renowned experts in the field of education, school principals, teachers, and other guests took part in the international forum. Addressing the opening speech at the Forum, Chief of Staff of the Ministry of Science and Education Matin Kerimli said the event was dedicated to the "Year of Heydar Aliyev", and emphasized that the national leader always paid great attention and care to education and teachers, and this policy is successfully continued by President Ilham Aliyev. Matin Kerimli said that the victory achieved under the leadership of the Supreme Commander-in-Chief also defines new priorities and needs for our education. At present, numerous educational institutions are being built in the territories liberated from occupation, and in the next 3 years, new schools are also planned to be built and start working in these territories. Chief of Staff of the Ministry of Science and Education Matin Kerimli underlined that the most important directions are improvement of moral and psychological environment in schools, effective organisation of educational work and proper establishment of school-family relations. At the end of his speech, the Chief of Staff congratulated the participants on International Teacher's Day and wished them success in the work of the forum. Rector of Azerbaijan State Pedagogical University Jafar Jafarov, who hosted the forum, welcomed the guests and spoke about the necessity of applying the model of university-school co-operation. The rector said that the main goal of the university he heads is to train future teachers in accordance with the challenges of the modern world. Ziya Selcuk, former Minister of National Education of Turkey and founder of the “Maya” School Network, gave a presentation on "From Digitalisation to Naturalness: Creating Balance in Education". Drawing the attention of forum participants to the professional development of teachers, the impact of technological innovations on the learning environment, and the importance of teacher-student relationships in general, Ziya Selcuk also gave his recommendations to the teachers participating in the forum. Academic Director of the International Centre for Education and Innovation "XXI Century" Turan Zakariyeva in her presentation "Happy student = happy personality" touched upon such topics as the frequency of knowledge acquisition, artificial intelligence, and acquisition of executive skills at an early age. Writer and psychologist Azra Cohen, who joined the online forum, gave a presentation called "The intelligence menu" and spoke about the importance of teaching children to learn. Speaking afterwards, Fernando Reimers, Professor at Harvard University and Director of the Global Education Innovation Initiative, noted the importance of teaching the Sustainable Development Goals through a number of lesson topics and emphasised the importance of students acquiring experience-based knowledge. Andreas Schleicher, Special Adviser to the Secretary General of the Organization for Economic Co-operation and Development (OECD) on Education Policy and Director of Education and Skills, then gave a presentation on "The Real World’s Requirements for Education". Andreas Schleicher, who presented statistics on the results of a study on creativity and digital skills conducted among 10-15-year-old children, spoke about the importance of analytical, cognitive, and metacognitive, social-emotional skills. The forum included answering questions from the participants. It should be noted that the main goal of the forum was to discuss new challenges in education and review the educational requirements of the new era. The international forum was held in a hybrid format with the organisational support of the Ministry of Science and Education, the Organisation for Economic Co-operation and Development (OECD), the Education Development Fund, the “T-Network” experimental and communication platform for educators, the Institute of Education of the Republic of Azerbaijan, and the Azerbaijan State Pedagogical University.
