On May 1, Education Ministry held a Board Meeting on the theme of ‘Rationalization of a school chain.’
Education Minister, Misir Mardanov, talked about the school chain history, and noted that at the beginning of the last century, there were a small number of secondary schools in Azerbaijan, however, from the 1920s-1930s the number of schools had considerably increased. First, this process has accelerated in the general compulsory primary education, afterwards; with the view of provide each individual with general compulsory education even in small settlements had been opened schools, the Minister said. Misir Mardanov noted instead of brining school to a learner would be correctly to bring him to school. Having underlined existing of this experience in the world, he stressed that in small settlements of several countries, as well as in big cities pupils are taking to schools by bus. Education Minister brought to the attention of participants the schedule of statistical data for placement secondary schools with a small number of pupils in districts, the number of schools operating in one settlement and teachers, who are working in several schools. Afterwards, the minister has acquainted participants with proposals of rationalization of the school chain in Ujar district, which have been prepared. Tasks for the school chain rationalization in the country have been given to the relevant departments of Ministry, as well as district and city’s education departments.

On May 1, Education Ministry held a Board Meeting on the theme of ‘Organizational condition of methodical service and measures for its improvement.’
Having delivered an opening address Education Minister, Misir Mardanov, first, gave information about issues, which will be raised. Noting the policy founded by the great leader Heydar Aliyev today has been successfully continued by the President Mr. Ilham Aliyev, the Minister said that Mrs. Mehriban Aliyeva, the President of Heydar Aliyev Foundation, supported closely changes and innovations carried out in all spheres, including the education area. Afterwards, Misir Mardanov made a presentation on the theme of ‘Organizational condition of methodical service and measures for its improvement.’ Having underlined the urgency of the issue and noted creating of Working Group for this purpose, he also stressed the importance of reforms in the methodical service organization. Referring to the current situation in this field, the Minister said that Methodical Cabinets are operating in the Education Departments of 73 cities and districts (including Nakhchivan AR), as well as Methodical Center under the Education Department of Baku. He spoke about the positive experience of this service, as well as highlighted the work of Methodical Center of Baku, and Methodical Cabinet of Sumgayit State Education Department. Misir Mardanov noted the use of rational forms of methodical service providing by Methodical Cabinets of educational institutions, and purposeful works carried out in the field of attracting Methodists to the curriculum training in recent years. Afterwards, the Minister explained in detail tasks of methodical cabinets. At the presentation have been given information on Methodical Cabinets operating in Nakhchivan AR, as well as country’ cities and districts, statistical data on Methodists, who are working there, and conducted the extensive analysis of this issue. At the meeting have been noted problems existing in the organization of methodical service, foreign countries ‘experience in this field, and suggestions for improving work in this direction.

On May 1, Education Ministry of the Azerbaijan Republic held the next Board Meeting.
At the meeting has been discussed the issue of ‘Results of exams in IX and XI grades, which have been organized in the centralized order and preparation to the final examination.’ Education Minister, Misir Mardanov in its speech on the theme, said that holding final examination in the centralized order at schools is one of the important events, which have been realized by the Ministry in the last years. He noted that pupils of IX and XI grades will pass the final exam in the centralized order as well. Efforts, which have been spending for several years were not useless, and community accepted holding examinations in the centralized order with satisfaction, the Minister said. He underlined the new assessment system serves to the education development; increase the reputation of pupils and teachers, as well as a sense of responsibility in participants of the education process. Misir Mardanov underlined that this year final examination results have been increased by ten per cent, in comparison to the last year and gave some statistical data on exam results to participants. He noted that 127796 pupils from 138006 (92, 6%) in IX grades took part in the exam, and 82691 of them (64, 71%) received a positive score; as well as 90134 pupils from 96394 (93, 5%) in XI grades took part in the exam, and 37181 (41, 25 %) of them received positive score. The Minister has negatively assessed dismissing of 1927 pupils from the graduate list for indefinite reasons from September 16, 2009 to April 28, 2010.The Minister has acquainted participants with the difference in success rates of centralized testing examinations of IX and XI grades in the 2009/10 academic year, and comparative analysis of the last two-year exams. Moreover, he has revealed the name of cities and districts, which have been prepared to the exam well, and bad, as well as noted the name of exam inspectors, who have distinguished at the exam, and whose work was in a very low level. The Minister in its report expressed suggestions about works realizing in the field of the exam preparation, and events, which are holding and will be held in school, international and national assessment spheres.

The Awards Ceremony of the winners of 44th Pupils International Mendeleev Chemistry Olympiad was held at the Crescent Beach Hotel, on May 3.
Having opened the event, Education Minister, Misir Mardanov, welcomed the participants and guests to the International Mendeleev Olympiad. The Minister underlined the special role of the member of the Russian Academy of Sciences, co-chair of the Organizing Committee of the Olympiad, Valery Lunin, correspondent member of ANAS, Professor Vagif Abbasov, and the head of Education Ministry Department, Aydin Ahmadov, in organizing the Olympiad. He also congratulated V. Lunin on 70th anniversary, wished him new success in his fruitful activity. The correspondent member of the ANAS, Professor Vagif Abbasov in its speech noted the care of President Ilham Aliyev plays a special role in the heightened interest to the Olympiad. Having stressed the knowledge contest has successfully finished; V. Abbasov informed that the Olympiad winners will be awarded diplomas, as well as bronze, silver and gold medals. Afterwards, presents were handed over to winners, who have been chosen by a jury consisting of international scientists in chemistry. At the Olympiad with participation of 14 countries Azerbaijani pupils had won 1 gold (from 10), and 3 bronze (from 27) medals. From 12 pupils presented our country Agil Azimzade, student of Lenkeran Private Turkish Lyceum won the gold, Rashad Yusifov, student of Guba Private Turkish Lyceum, Agil Safarlizade, 10th grade pupil of Dada Gorgud Lyseum, and Vugar Mirzakhanov, 11th grade pupil of Baku school No.60 had won bronze medals. V. Lunin, co-chair of the Organizing Committee of the Olympiad, expressed satisfaction from holding the 44th Pupils International Mendeleev Chemistry Olympiad for a second time in Baku, and underlined great achievements of President Ilham Aliyev, who successfully continue the policy of national leader Heydar Aliyev, in the development of the country He has thanked the Education Minister, Misir Mardanov and others for helping to organize this knowledge contest. The Education Minister, Misir Mardanov congratulated all winners of the Olympiad, and thanked the organizers. Azerbaijani teachers, pupils and scientists have won in this contest, and winning gold, as well as three bronze medals is a great achievement, the Minister said. Having noted winners could have entered the Chemistry Department of Moscow State University, named after M. Lomonosov, University of Toronto (Canada) and other authoritative universities of the world without any examination, the Minister informed that 21 winners of the Olympiad are continuing their education at the Chemistry Department of Moscow State University.

On May 4, Education Minister, Misir Mardanov met with the ambassador of extraordinary and plenipotentiary of France to Azerbaijan, Gabriel Keller.
Having warmly welcomed the guest, Misir Mardanov, expressed gratitude at seeing him again in the Education Ministry. He talked about relations existing between France and Azerbaijan, have touched some issues in the direction of the development of relationships, and about teaching French language in schools. Misir Mardanov emphasized a willingness to give a necessary support to other important projects in the framework of existing relations. Gabriel Keller, the ambassador of extraordinary and plenipotentiary of France to Azerbaijan, has thanked the Minister for the warm reception. The ambassador talked about the development of relations between two countries during the last years, and noted the special place of education in these relations. Having underlined some issues relating to the founding of Azerbaijan-France School, the guest talked about the existence of such school in Georgia, which is functioning under the name of ‘French school of Caucasus.’ Gabriel Keller wished the school not being the unique, and noted questions relating to that issue. Having agreed and supported the guest thoughts, the Minister said that Azerbaijan needs such school. Misir Mardanov talked about signing the appropriate document, and expressed confidence in making mutual relations in the education field stronger. At the meeting have been made suggestions on solving some problems faced by Azeri students’ studying in French universities; as well as creating a Working Group.

On May 6, the awards ceremony of the winners of an essay contest, devoted to the 87th birthday anniversary of national leader Heydar Aliyev among pupils of secondary schools took place in Gulustan Palace. The contest was organized by the New Azerbaijan Party, Heydar Aliyev Foundation, Ministry of Education, Azerbaijan Trade Unions Confederation, and Ministry of Communication and Information Technologies.
First, participants visited the Alley of Honours to lay a wreath at the tomb of Azerbaijan’s national leader Heydar Aliyev, and they also put flowers at the grave of the prominent ophthalmologist, academician Zarifa Aliyeva. Afterwards, they visited the Alley of Martyrs to pay their tribute to those who gave their lives for the Azerbaijan's independence and territory integrity, and put carnations at their grave. Education Minister, Misir Mardanov, in its opening address said that in every part of the Azerbaijan celebrating the 87th birthday anniversary of national leader Heydar Aliyev, the architect and constructor of the modern state of Azerbaijan, author of the education strategy and big friend of children, pupils and youth. He gave wide information on the essay contest dedicated to the 87th birthday anniversary of national leader Heydar Aliyev to participants. The Minister noted more than 600 pupils of secondary schools and vocational lyceums participated in the knowledge contest in the nomination of “Thinking of the great leader Heydar Aliyev”, which was held in 3 stages (school, district (city), and republican), as well as 5 participants had won the first, 5 of them the second and 11 the third place, and 56 pupils were awarded by the Honorary Diploma of the Ministry of Education. Misir Mardanov underlined that pupils in their essays sincerely expressed their thoughts and feelings about the great leader, as well as deep respect and endless esteem. He also stressed that publishing a book under the name of “Heydar Aliyev through school children's eyes”, which consisted of essays of the 7th and 8th grades pupils, dedicated to the honorable life, bright political and rich state activity of national leader Heydar Aliyev, and giving them to the winners and their schools became a tradition. Ten winners of the essay contest held in Nakhchivan Autonomous Republic were added to the book as well, the Minister said. He talked about some aspects of the development path of the education system initiated by the founder of national education strategy Heydar Aliyev, and has today successfully continued by the President Ilham Aliyev. Having enumerated main reasons of the dynamic development of education in the last years, the Minister at the end thanked everyone, who supported this contest. Deputy Chairman of the New Azerbaijan Party, MP Ali Ahmadov has highly estimated holding the contest, and said that learning by the young generation the rich heritage and ideas of Heydar Aliyev will positively affect their state thinking and formed views. He underlined that the winners of the first, second and third places despite entering any universities will be received a monthly scholarship from the New Azerbaijan Party, and wished success to the winners. Chairman of the Azerbaijan Trade Unions Confederation, MP Sattar Mehbaliyev noted the care of the great leader to the education and teachers, and this issue to be at the centre of attention of the President Ilham Aliyev all the time. He wished to winners all the best, and informed that they will be awarded by cash prizes. Anar Alakbarov, Executive Director of the Heydar Aliyev Foundation expressed congratulations and best wishes to participants. He talked about projects carried out by the President of Heydar Aliyev Foundation, Mrs. Mehriban Aliyeva in the education field. He emphasized the importance of the contest and informed that 21 winners of the contest will be sent to the Kingdom of Belgium, France and Germany by the order of Mrs. M. Aliyeva. Deputy Minister of the Ministry of Communication and Information Technologies, Elmir Valizade congratulated the contest winners and wished them success. Afterwards, the 21 winners of the first, second and third places, and 56 pupils, who were awarded by the Honorary Diploma have been invited to the stage. A final meeting of the Scientific-Methodical Conference on the theme of “Optimal paths to develop the potential of talented pupils,” implementing by the joint decision of Baku city Education Department, and Free Trade Union Republican Committee for Education Staff was held at the Assembly Hall of the Azerbaijan Trade Unions Confederation, on May 6.
Naila Rzaguliyev, director of the Baku city Education Department in the opening speech noted that conference, devoted to the 87th birthday anniversary of the national leader, is a big push for capital teachers to reveal talented pupils and develop their potential. She stressed that the great leader paid more attention to the development of talented children and pupils and by its order dated on June 22, 1996, created a “Gold book” of the Azerbaijani young talent. Moreover, the President of Azerbaijan, Ilham Aliyev and President of Heydar Aliyev Foundation, MP Mehriban Aliyeva continue this policy successfully by paying more attention and care to the talented youth as well. She acquainted participants with results of the contest. According to results 65 teachers from Baku have won the contest, collection of their articles was published and 21 teachers were awarded by honor diplomas and souvenirs. At the end, she congratulated the winners. About 919 (91.6%) calls were accepted by phone, 84 (8.4%) by e-mail. All of them, regardless of the value and subject, have been listened and registered. Calls demanding special investigation were sent to corresponding bodies, leading the corresponding investigation, and given written answers to address references. Likewise, past months the majority of them were anonymous. The most part of them had inquiry quantity. It is connected with results of final examinations holding in centralized order in 9th and 10th grades of secondary schools, suggestions and offers on its organization, considerations for wide application of new mechanisms for hiring teachers in the future, and organization, realization and results of Republican Subject and International Olympiads, as well as study abroad, recognition of equivalence of documents received in foreign countries. Such references make more than 75-80 % of the general inquiries. Others connected with teacher salary scale, reception of educational documents and, etc. The majority of inquiries connected with secondary schools of Baku (74), some of them were received from Ganja (3), Sumgayit (5) Shirvan (1), and MIngachevir (3). The vast majority of calls was received from Absheron, Goranboy, Gabala, Gedebey, Shamakhi, Jalilabad, Lenkeran, Bilesuvar, and Fizuli districts. Shortcomings in the organization of the education process, and in the field of material-technical equipment, as well as in school’s director management, etc. reflected on inquiries. In accordance with receiving inquire, has been carried out the investigation of the current situation in the school No 63 of Baku. Have been revealed that pupil-teacher-parent relations were not built correctly, observance of sanitation service was not realized, and as a result were announced a reprimand to the director of school. Situation in schools No 1 and 8 of Jalilabad were investigated as well. Directors of both schools were fired for shortcomings in their works. The Hotline of the Ministry of Education has received message of thanks from people, whom calls were investigated operatively by the service.

On May 7 the Education Minister, Misir Mardanov met with the ambassador of extraordinary and plenipotentiary of the Kingdom of Norway to Azerbaijan, Jon Ramberg and Norwegian delegation.
Having warmly welcomed the guests the Minister noted the development of current relations existing between Azerbaijan and Norway, especially collaboration in the education field in the last years. He has stressed the importance of implementation different projects in terms of develop collaboration. The ambassador, Jon Ramberg, first, thanked the Minister for the warm reception. Having noted the high level of educational relations between two countries, he touched cooperation between universities. The ambassador talked about the importance of the project carried out between Azerbaijan University of Languages and Oslo University, and thanked the Minister for its support. Afterwards, the ambassador talked about the study of Azeri students in Norway's universities in the framework of “State Program on education of young people of Azerbaijan abroad in 2007-2015,” implementation of International School of the Economics (ISET) programme in Azerbaijan, development of relations between Norwegian University of Life Sciences and Azerbaijan State Agrarian University, as well as carrying out new projects. Education Minister laid stress on the implementing project between Azerbaijan University of Languages and Oslo University, and made suggestions on discussion issues, as well as expressed its readiness to render the necessary support. The awards ceremony of winners of republican painting competition, dedicated to the 87th birthday anniversary of national leader Heydar Aliyev on a theme of “Heydar Aliyev and Independent Azerbaijan” among school children took place in the “Child World” Art Gallery of the Young Children’s Art Palace, named after T. Ismailov, on May 7.
Misir Mardanov, the Education Minister, Sattar Mehbaliyev, MP and chairman of the Azerbaijan Trade Unions Confederation, Elmar Gasimov, Deputy Minister of Education, Ismayil Ismayilov, Deputy Minister of Youth and Sports, Adalat Valiyev, Deputy Minister of Culture and Tourism, as well as MPs Fattah Heydarov, Ganira Pashayeva and Fuad Muradov took part in the event. Having delivered an opening address, Elmar Gasimov, Deputy Minister of Education, welcomed guests and participants. He noted the importance of painting contest and wished to the winners’ new success. Afterwards, the winners received diplomas and presents of the Education Ministry. At the end of awards ceremony participants acquainted with creative works of children.
