On April 21, a ceremony of introduction of the Okan University, one of the youngest universities of Turkey, took place at the Elite Gymnasium named after I. Afandiyev.

Education Minister, Misir Mardanov, Ambassador Hulusi Kilic, a delegation of the mentioned university, directors, teachers and senior pupils of lyceums and gymnasiums under the Education Ministry took part in the ceremony. The event was held by the initiative of the Embassy of the Republic of Turkey in Azerbaijan, and support of the Ministry of Education. Speaking at the event Misir Maradanov, has welcomed Turkish delegation and other participants, and noted the rector of the Okan University, which was founded 7 years ago, and the delegation led by him have visited our country. Having underlined the main goal of the visit is strengthening relations in the education sphere, the minister added the guests within two days of the visit to Azerbaijan had been intimately acquainted with several schools of Baku, and satisfied with the impression of them. Having noted the relationship between Azerbaijan and Turkey, the Minister, underlined the increase of cooperation in the field of education, as well as nearly five thousand students from Azerbaijan studying at Turkish universities.  Hulusi Kilic, the ambassador extraordinary and plenipotentiary of the Republic of Turkey to Azerbaijan, expressed gratitude to the minister, Misir Mardanov for the support that he has made for the organization of the event. The ambassador noted the increasing role of the education in the world, and that both countries pay great attention to the development of this area. Having delivered a speech at the event the rector of Okan University, Sadik Kirbas, first, expressed gratitude for hospitality. He noted it is its second visit to Azerbaijan , and gave information about the Okan University. According to him at five faculties of the university are studying different specialties in Turkish and English languages. He added that in the 2009/10 academic year, over five thousand students studying at the university. Short films about Istanbul and Okan University had been demonstrated at the event. Afterwards Hulya Arslan, Deputy Dean of the Literature faculty of the Okan University, gave a broad introduction to the university. At the end Education Minister, Misir Mardanov and Sadik Kirbas, answered to pupils ‘questions.

On April 21 at the school No.60 of Yasamal district, by the joint organization of the Education Ministry, Baku city Education Department and Press Council took place a round table on the theme of “Educational institutions and media; mutual relations.”

Education Minister, Misir Mardanov, chief of the Baku city Education Department, Naila Rzaguliyeva, chairman of the Press Council, Aflatun Amashov, board members of the Council, and some school directors took part in the event. First, the guests have been acquainted with school No.60, and took part in lessons with new teaching methods. Afterwards, discussions on the frame of the theme of mutual relations between educational institutions and media have been held. The chief of International and Public Relations Department of the Baku city Education Department, Zamina Aligizi, noted that their department has an intimate collaboration with media, and spoke about realizing works in this filed, as well as existing problems. Having noted the importance of broadening relations between educational institutions and media, the chairman of Press Council, Aflatun Amashov, stressed that education journalists should help to solve problems in this field. Moreover, he emphasized that the Press Council, cooperates with the Education Ministry, and Baku city Education Department. Afterwards, he advised to the media editors and journalists to give a special importance to the education fields as one important strategic directions of the society. Having highly appreciated works carrying out in the education area, A. Amashov stressed that society should be informed in this direction continuously. Having paid attention to the importance of this topic, the Education Minister, Misir Mardanov, noted that the society should be correctly informed about educational innovations. The Minister has emphasized, that cooperation with media is a push for positive results of carried out reforms in the field of education. The Minister,  has noted the importance of holding such meetings continuously and has come forth with a trip of journalists and newspaper ’editors to rural schools, and familiarize with educational conditions closer. The chief editor of the “Azerbaijan” newspaper, member of the Press Council, Bakhtiyar Sadigov gave broad information on the current situation of the journalism. He said that it is advisable for state institutions and journalists to fight together against media which is on the blacklist of the Press Council. Afterwards, he has invited intellectuals and head of educational institutions to increased activity and intimate cooperation, as well as noted that the Azerbaijan newspaper pays attention to the education sector and these works will be continued.  Vugar Safarli, Executive Director of the Fund of State Support for the Development of Mass Media under the President of Azerbaijan in its speech talked about works, which is jointly carried out with media. He also emphasized that the programs and projects approved by the fund are giving a special importance to the education area, and stressed that works at these directions will be strengthened. Afterwards, Chief Editor of “Iki sahil” newspaper, head of the Press Council's commission on prevention of “racketeering journalism”, Vugar Rahimzade, noted that its newspaper and the Press Council are paying great attention to the educational field. Having spoken at the round table the director of Public Relations Department of the Education Ministry, Bayram Huseynzade, talked about relations between the ministry and media, and gave suggestions and opinions on making bilateral relations better. The school directors spoke about the publishing of materials in some newspapers, where the reputation of teachers is being damaged, as well as its influence on the public. At the end of the event have been held discussions on increasing classification of the journalists writing about education, organizing of a joint contest of the Education Ministry, the Fund of State Support for Mass Media and the Press Council, as well as has been established a Working Group to prepare an action plan. At the event, the Press Council presented to participants the blacklist with the name of 94 newspapers, which have been announced “racketeering press.”

On April 22, the Pedagogical Faculty of Azerbaijan State Pedagogical University celebrated the 50th anniversary on its founding.

First, university’s staff, and guests visited the Alley of Honours to lay a wreath at the tomb of Azerbaijan’s national leader Heydar Aliyev, and they also put flowers at the grave of the prominent ophthalmologist, academician Zarifa Aliyeva. The Education Minister, Misir Mardanov, chief of the Baku city Education Department, Naila Rzaguliyeva, the officials of the Council of Higher Education of the Republic of Turkey, associates of the University Hacettepe, members of Parliament, famous scientists and teachers of the country, heads of some state and non-state university institutions, as well as teachers and students of university took part in the event. Having delivered his address, the rector of the Azerbaijan State Pedagogical University, Yusif Mammadov expressed the pleasure of seeing guests in the university. He paid tribute to the university for holding 90 years of the honourable way of training teachers in the field of education, and emphasized the special role and place of the Pedagogical Faculty among other existing faculties. Y.Mammadov noticed that the faculty has been established in 1958 under the name of ‘Pedagogy and Methods of Primary Education’, and nearly 15 thousands students have graduated during the 50 years. He gave detailed information on events carried out in the last years for the education development, applied innovations, and international relations of the university. Afterwards, Minister of Education Misir Mardanov delivered a speech. Having noted the education and science development in the country, the minister underlined that the national leader Heydar Aliyev always highly appreciated teaching staff, and that his worthy follower, President Ilham Aliyev also pays a great attention to the education and science spheres of Azerbaijan. Noting teachers always being the main persons and influential people in the education, the Minister stressed that they are always accepting by society with respect. The minister has positively estimated the fruitful activity of Pedagogical Faculty. He awarded some staffs of the faculty with a breast badge of ‘Advanced educator of the Azerbaijan Republic’ and Certificates of honour. At the end Mr. Mardanov has congratulated university management, teachers and students of Pedagogical Faculty on the anniversary, wished them every success in the future activity.  The Dean of Pedagogical Faculty, Farruh Rustamov delivered a speech on the theme of ’50 years of honour.’ In its speech, he gave broad information on the historical way of the university, and noted its achievements. The dean of Pedagogical Faculty of the University Hacettepe, Buket Akkojunlu, the ambassador extraordinary and plenipotentiary of the Islamic Republic of Iran to Azerbaijan, Mammadbagir Bahrami, the director of Institute of Oriental Studies of Azerbaijan National Academy of Sciences, Govhar Bakhshaliyeva congratulated staff of the Pedagogical Faculty, and wished them success.  The event has proceeded with the musical composition prepared by students of faculty.

On April 23, the 80th anniversary of the birth of the professor of Azerbaijan Teachers' Institute, famous scientist and public figure Ramiz Mammadzade has been celebrated. The Education Minister, Misir Mardanov attended the event.

Having opened the event, the rector of the institute, Agiya Nakhchivanli congratulated Ramiz Mammadzade, has talked about his personality, and presented to him a gift from the institution's staff.   The associate professor of the ATI, Rashid Jabbarov, gave broad information to the participants on rich course of its life, as well as scientific and pedagogical activity. The Education Minister, MIsir Mardanov congratulated R. Mammadzade on his 80th anniversary. Naming him ‘the teacher of teachers’, the Minister underlined that he has big authority on society, as well as stressed that he was one of those rare people who lived all their lives with dignity. Mr. Mardanov noted that R. Mammadzade was very competencies in all positions he had worked, always lived with novelty, and set an example for future generation by its sincerity, simplicity, and nobleness. The professor of the Azerbaijan State Pedagogical University, Abdul Alizade, chairman of the Azerbaijan Education Council, Ajdar Agayev, the director of the school No. 177 of Baku, Hagiga Mammadova and others in their address congratulated R. Mammadzade. At the end, bunches of flowers and presents were being given to R. Mammadzade.

On April 27, a Steering Committee Meeting of the ‘Vocational Education and Training Reform Strategy’ project conducted by the British Council in collaboration with the Education Ministry, and financial support from the European Union took place.

The third report of the project has been listened at the meeting, as well as realizing works during the last six months, and planning measures for the next 6 months have been discussed. Education Minister, Misir Mardanov has welcomed participants and gave information on the project goal. He talked about works carried out in the direction of building Tourism Vocational Education Complex in Ismayilli district, and added that representatives of the Ministry of Education, Economic Development, Culture and Tourism, Labor and Social Protection, Executive Power of Ismayilli district, European Commission Office, National Confederations of Entrepreneurs (Employers’) Organizations of Azerbaijan, and Centre of the Economic Reforms and Science Researches represented on the Steering Committee. The main goal of the ‘Vocational Education and Training Reform Strategy’ project is the development of the non-oil sector in the Azerbaijan Republic, and other projects intend to be realized in the future, said Jean-Louis Lavroff, head of Operation Section. The head of the project, Ann Castis delivered a lecture on achievements in the frame of the project, and about future duties. Having noted the appropriate knowledge and abilities development training of staffs and heads of the pilot school will be carried out, the guest underlined that staffs from the Tourism Institute and Mingachevir Tourism College should be involved to this school. Namig Mammadov, Director of Vocational Education Department of the Ministry, said that the building of Tourism Vocational Education Complex in Ismayilli district is about to finish and appropriate equipment will be given to the school. He noted the pilot school teachers’ knowledge and abilities assessment had been carried out, as well as appropriate reports prepared. The Education Minister underlined the necessity of a correct structure of activity of pilot school, which has huge value for the future vocational training of Azerbaijan, as well as choosing staffs with modern leadership skills. Having noted the development of the vocational education is always at the centre of attention of the President, the Minister said that in the last years some success has been achieved in this direction. Misir Mardanoy thanked the meeting participants and emphasized the project report has been accepted, as well as expressed hoped that the mutual collaboration will give more positive results in the future.

On April 27, a ceremony of the final stage and the winner's award conference ‘Schoolchildren by the Light of Heydar Aliyev intellect’ dedicated to activities of Baku secondary schools’ pupils took place in the ‘Guba’ hall of Hyatt Regency Hotel.

Education Minister, Misir Mardanov, chief of Baku city Education Department, Naila Rzaguliyeva, chairman of the Press Council, Aflatun Amashov, Executive Director of the Fund of State Support for the Development of Mass Media under the President of Azerbaijan, Vugar Safarli, the vice-chairman of the State Committee for Family, Women and Children Affairs, Aynur Sofiyeva, Chief of Executive Power of the Binagady District, Ali Garayev, the vice-chairman of Independent Trade Union of Education Workers of the Azerbaijan, Shaig Asgarov, MP Melahat Ibrahimgizi, famous scientists and pedagogues, Baku school directors and teachers took part in the event. Having delivered a speech, chief of the Baku city Education Department, Naila Rzaguliyeva talked about works carried out in accordance with ‘State program on the development of creative potential of children (youth) with special talent (2006-2010)’ signed by President Ilham Ailyev. She gave information on the conference and underlined that about 180 pupils from 110 schools of Baku made a presentation on the different subjects in 13 sectors, including different periods of the Azerbaijan history, international position of Azerbaijan, its socio-economic, socio-cultural life, famous historical people, literary and art figures, the role of youth in the society, environmental problems and, etc. N.Rzaguliyeva informed that the jury selected the best lecture and presentation materials, as well as defined the winners. At the end, she wished good luck to the winners. The participants watched a documentary film - ‘Azerbaijan – my world’ about deferent moments of works, which had been carried out by the national leader Heydar Aliyev, and its worthy follower President Ilham Aliyev in the education sphere. Afterwards, 50 pupils, owners of I, II and III places, have been invited to the stage, and handed over diplomas and presents of Baku city Education Department. Furthermore, 11 pupils, winners of Baku stage of the essay contest, dedicated to the 87th birthday anniversary of national leader Heydar Aliyev, have been received presents as well. Vagif Abbasov, Associate Member of the Academy of Science, Aynur Sofiyeva, the vice-chairman of the State Committee for Family, Women and Children Affairs, Aflatun Amashov, chairman of the Press Council, Ali Garayev, chief of Executive Power of the Binagady District in their speech talked about successful development of the Azerbaijan education, having a lot of gifted and talented children, carrying out successful works and having positive results in this field.  Moreover, have been emphasized the irreplaceable merits of the President of Heydar Aliyev Foundation, UNESCO and ISESCO goodwill ambassador, MP Mehriban Aliyeva of the development of Azerbaijan education. At the end of ceremony, the Education Minister, Misir Mardanov noted that Heydar Aliyev had always expressed special respect to the teachers and highly valued their works. He reminded to participants Heydar Aliyev’ valuable words about teachers, and stressed that his worthy follower, President Ilham Aliyev pays a special attention and care to the education and science development. Misir Mardanov noted the important role of such events for identifying talented pupils, as well as development their creative potential, and wished all the winners every success. 

Opening ceremony of the 44th Pupils International Mendeleev Chemistry Olympiad was held at the Crescent Beach hotel, on April 28.

Before the opening ceremony, Education Minister, Misir Mardanov, deputy ministers, heads of Ministry’ departments, co-chair of the Organizing Committee of Olympiad, dean of the Chemistry faculty of Moscow State University named after M.V. Lomonosov, Doctor of Science in Chemistry, Member of the Russian Academy of Natural Sciences, Valery Lunin, members of the Organizing Committee of Olympiad, pupils and other guests visited the Alley of Honours to lay a wreath at the tomb of Azerbaijan’s national leader Heydar Aliyev, and they also put flowers at the grave of the prominent ophthalmologist, academician Zarifa Aliyeva. Education Minister, Misir Mardanov, members of the Organizing Committee of Olympiad and jury, pupils from 14 countries, their leaders, and journalists took part in the opening ceremony of the Olympiad. Having warmly welcomed the guests and the 44th Pupils International Mendeleev Chemistry Olympiad participants, the Minister, Misir Mardanov, underlined that this science and intellect contest holding for the second time in Azerbaijan, and it makes Azerbaijani people very proud. He noted it is not accidental that the Olympiad is holding again in Baku, and in his opinion, its shows believe to the education and science potential of Azerbaijan, as well as its achievements in this field.     Misir Mardanov stressed that this is the 44th Pupils International Mendeleev Chemistry Olympiad, which is improving this knowledge contest to be long-lived. Having noted the holding of the Olympiad continuously an outstanding event, the minister connected it with the main goal of the contest, which is consisted of the development of education, propagandising of science achievements, identifying talented pupils, and at last, making the friendship and collaboration between different people closer. He talked about a minor interest to the Olympiad in Azerbaijan and emphasized that it is the result of special care of President Ilham Aliyev. The minister considers that the development pace at every country measured by the level of science and education. He valued the development of science and education, and talented people as a valuable wealth and inexhaustible capital of every nation. Misir Mardanov gave information on the science and education development in Azerbaijan in the last years, and said the main idea of the realizing reforms is transferring the material values to the human potential with high intellect. During the last 12 years, has been built over 1600 school’s building; more than 500 have been renovated and equipped with the modern equipments, said the Minister. Moreover, secondary schools have been provided by textbooks, as well as have been carried out the State program for informatization of education, renewing pre-school education, improvement of vocational education, development of the creative potential of the children and youth with special talent, education abroad and other fields.  Education Minister paid special attention to the merits of the famous chemist and scientist, member of the Russian Academy of Sciences, Valery Lunin and its colleagues in the field of enhance the prestige of International Mendeleev Olympiad during the last 20 years. He underlined that Azerbaijani pupils have comprehensive opportunities to participate in the Olympiad, and 21 of them continued their education at the chemistry faculty of Moscow State University without any entrance examination. The minister stressed that this fact shows the V.V. Lunin’s sincere care to Azerbaijan and Azeri people as well. He expressed to believe Olympiad to be a more popular and successful year after year.   Furthermore, Misir Mardanov emphasized special role of the great chemist of Azerbaijan, correspondent member of the ANAS, Professor Vagif Abbasov in the organization of the Olympiad.   The Minister said that he can see the future famous scientists, researches, and experts among the participants. Having noted the main demand to the expert in the globalization world is the endurance of the rivalry, Misir Mardanov stressed creating European Higher Education Area makes this demand more urgent. Noting the Olympiad programme consist of some events, such as sightseeing, organizing concerts, the Minister expressed to believe that pupils from different countries will have benefited from making new friends.  At the end, Misir Mardanov congratulated everyone on the opening of the 44th Pupils International Mendeleev Chemistry Olympiad and wished to participants good luck. Co-chair of the Organizing Committee of Olympiad, dean of the Chemistry faculty of Moscow State University named after M.V. Lomonosov, Doctor of Science in Chemistry, professor; Member of the Russian Academy of Sciences, Valery Lunin expressed satisfaction with holding Olympiad in Baku second times during the last 10 years, noting the capital have changed and developed a lot. The guest underlined the merits of President Ilham Aliyev, follower of the national leader Heydar Aliyev’s policy, in the development and progress of the country.   Having noted the winners of Olympiad have entered the Chemistry faculty of universities out-of-competition, V. Lunin expressed gratitude with creating good conditions for Olympiad. He thanked Education Minister, Misir Mardanov, chairman of the jury, correspondent member of the ANAS, Professor Vagif Abbasov and professor of the MSU named after Lomonosov Valentin Nenaydenko for organizing the Olympiad, and wished to pupils’ success.  Jury chairman of the 44th International Mendeleev Olympiad, correspondent member of the ANAS, Professor Vagif Abbasov wished to participants' victory, and get medals engraved with image of the great scientist D. Mendeleyev, and thanked everyone, who help to organize and hold the Olympiad. Co-chairman of the jury, professor of the MSU Valentin Naydenko expressed gratitude with having the opportunity to watch the knowledge contest, and believe to hold the Olympiad in a high level. The guest wished success to participants and hoped this knowledge contest will stay in their memory forever. 

A license giving to the Baku branch of Moscow State Open University by the Education Ministry of the Azerbaijan Republic will be cancelled on September 1, 2010.

A license giving to the Baku branch of Moscow State Open University by the Education Ministry had been cancelled.   The university had been registered in Justice Ministry of the Azerbaijan Republic in 1996, and licensed by the Russian Ministry of Science and Education in 2002 (re-licensed in 2007); the Education Ministry granted the license to the university by the order No.031973 dated on November 19, 2007. In accordance with the ‘Rules on granting license for some kinds of activity in Azerbaijan Republic’ approved by the Presidential decree, and order of the Education Ministry, adherence to the license terms and conditions is regularly being inspected in the educational institutions. By the appropriate order of the Education Ministry, a Working Group has been established to investigate the organization of teaching process in Baku branch of Moscow State Open University. The Working Group found out that the material-technical basis, and teaching, as well as methodical provision of the branch was not improving, quite the contrary became weaker. Serious shortcomings have been revealed in the study process, teaching of subjects, in accordance with the programs and schedule, organizing department works, staff selection and recruitment, planning of the teaching load, paperwork, teaching groups, etc. The above-mentioned and other shortcomings had been reflected on the Working Group’ reference widely, as well as the issue has been discussed with the participation of the branch managements at the meeting of the Education Ministry’ License Committee. As a result, the Committee passed a decision to cancel the license granted to the University by the order No. 031973, dated on November 19, 2007. Education Minister, Misir Mardanov signed an order concerning the mentioned issues. The reference of the Working Group and the decision of the License Committee meeting have been taken into account in the order.  According to the order, considering not much time until the end of the current academic year, the license given by the Ministry of Education to the Baku branch of the Moscow State Open University will be cancelled on September 1, 2010. The University management except for students’ admission, restoration, transfers, should ensure teaching organizing, and handed over information on students, who have studied and studying at University, as well as their assessment certificate extracted to the Education Ministry. The relevant departments of the Ministry obliged to inform appropriate government establishments, and mentioned university managements on cancelling the license of the Baku branch, as well as prepare proposals about the further education of the university’ students.

On April 29, Education Minister, Misir Mardanov met with a delegation led by Ismail Yuksek, a rector of Yildiz Technical University and Rza Aykhan, rector of Gazi University of Turkey.

Having warmly welcomed its guests, Education Minister, Misir Mardanov noted the mutual relationship between Azerbaijan and Turkey has a special importance in the education field, as well as a lot of Azeri students are studying in this country. The minister talked about training high level specialists in Turkey, especially in the medicine and engineering fields, coordinating textbooks and training programs in the education area, organizing the intensive Turkish teachers’ trip to Azerbaijan, and stressed that all that impact positively to the development of Azerbaijan high education system. Rza Aykhan, rector of Gazi University, has expressed gratitude for the warm reception, and underlined the national, cultural and historical roots of two people, which play an important role in the relationship between countries, as well as in educational cooperation. Having touched trips of Azeri students to Turkey in order to be closely acquainted with Turkish universities, Rza Aykhan stressed that this will help to make relationships closer.   Ismail Yuksek, rector of Yildiz Technical University, noted existing of wide prospects of the development of relations in the education field, and underlined the importance of deepening relations for the future of two countries. The Minister said that Azerbaijan pays special attention to the development of education field, and President Ilham Aliyev signed a decree on celebrating the 80th anniversary of Medical University at the state level, as well as this decree was accepted by education community positively. Furthermore, the minister underlined that, joining to the Bologna process helped Azerbaijani universities to reach a new level, and in recent years the field of expert training has become more productive.   Mr. Mardanov noted Turkey being in the first place among other countries, where Azeri students are studying, and expressed assurance to reach a high level in the cooperation field.  Chiefs of appropriate departments and structures of the Ministry, as well as Ahliman Amiraslanov, rector of Azerbaijan State Medical University participated in the event. At the end parties handed over souvenirs to each other.

On April 29, a conference on the theme of ‘Creating Foster Care system in Azerbaijan’ in the framework of ‘State program on De-Institutionalization and Alternative Care in the Azerbaijan Republic’ was held at the Palace Hotel.

Delegates of deferent ministers, representatives of international and nongovernmental, as well as other organizations took part in the event. Gurban Amirov, deputy director of the Science, Culture, Education and Social problems Department of the Cabinet of Ministers, delivered an opening address. He stressed that the event devoted to the important issue and hoped that discussions will be interesting and useful. G. Amirov gave information on the measures, which is planning to be realized in the frame of ‘Development of the model of Foster Care Co-operative and family type’s services between local authorities and nongovernmental organizations,’ which main goal is Creating Foster Care system in Azizbeyov district. Mark Hereward, representative of the UNICEF in Azerbaijan, and Maryam Ismayilzade, representative of the European Commission in their speech expressed hope to fulfilling the project successfully, and thanked to all supporters of this work.   Afterwards, participants heard several presentations. Nabil Seyidov, head of ‘Hopeful future’ organization made the presentation on the theme of ‘Importance of foster care and small group home services in the child protection reform in Azerbaijan’; Brigitte Stoeppler, coordinator of the Hilfswerk Austria organization for Central Asia and Caucasus, ‘The Austrian experience in serving alternative service as a foster care,’ and Aytekin Huseynli, head of Hilfswerk Austria organization Office in Azerbaijan ‘Results of a survey conducted to identify children in need of protection in Azizbeyov district.’ At the end of the conference discussions of presented reports have been held.

Macarıstanda gənc tədqiqatçılar və yeni məzunlar üçün təqaüd proqramı Macarıstan Beynəlxalq Münasibətlər İnstitutu (HIIA) gənc tədqiqatçılar və yeni məzunlar üçün beynəlxalq münasibətlər sahəsi üzrə "Gələcək liderlər proqramı" çərçivəsində tədqiqat təqaüd proqramı elan edir. Təqaüd proqramı 31 mart 2025-ci ildən 30 iyun 2025-ci il tarixinədək davam edəcək. Proqrama müraciət üçün son tarix 10 fevral 2025-ci ildir.
