On December 7, the presentation of the pilot project for the establishment of school communities was held at the secondary school No. 60 in Baku. It was noted that the school communities, consisting of the union of pupils, parents and teachers, were established in order to make school life better. The school community operating under the motto "We study, have a rest and develop together" involves pupils, parents and heads of class. The school community is headed by the chairman of the community and the committees on the main areas of activity. Within the frameworks of the pilot project, the support was provided for the establishment of classroom and school communities in three classes of each of 54 schools. To this end, the psychologist of project provided assistance for holding the first joint meetings of parents, teachers and children in every school. During the preparation period, the views of parents were studied and taken into account in schools where the pilot project was being implemented. It was noted that the social network of school communities was established and community members could create virtual communication and share their experiences through the website (www.community.az). The initial positive results have already been recorded in schools where the communities have been established. So, there are positive changes in class attendance in schools as a result of the activities of communities. Parents are trying to actively participate in school life. It should be noted that the formula for a successful school is closely related to a joint participation of parents, pupils and teachers in school life. If one of the parties remains outside the process, it will not allow us to obtain desired results. Then the participants were informed about the work done by the school community established at secondary school No. 60. It should be noted that school communities have been established in 54 general education institutions of the country since September 2015 within the framework of the pilot project implemented by the Ministry of Education. At the stage before the project implementation, necessary organizational measures have been taken by the company “Allianz Consult”, as well as training and seminars have been organized for parents and teachers.

The opening ceremony of Anbu village secondary school was held in Lerik region. The event was attended by officials of the Ministry of Education and the Executive Power of Lerik region, as well as schoolchildren and representatives of rural community. At the opening ceremony it was noted that the construction of this educational institution for 180 pupils began in September 2014. The school, built on the basis of a common standard by the Ministry of Education, consists of 12 classrooms, 2 laboratories, a computer room, an assembly hall and a gym. Fire water tanks and drinking water tanks, also boiler house were established on the territory of school. The schoolyard was improved and landscaped. In his speech, Aydin Ahmadov, Head of Preschool and General Education Department of the Ministry of Education, underlined that new schools were built and old school buildings were renovated in all regions of the country. The department chief said that all new schools were built in accordance with the requirements of modern education system.

600 teachers have applied to the Organizing Committee for participation in the competition held in 2015. The Organizing Committee has been established under the leadership of Firudin Gurbanov, Deputy Minister of Education, in order to ensure collective decision-making related to the holding of competition and the regulation of this process. The heads of relevant departments of the Ministry are represented in the Organizing Committee. The documents, submitted at the first stage of the competition, have been examined and as a result, 143 teachers have been admitted to the next stage of the competition. The teachers, gained the right to participate in the second stage of “The Best Teacher” competition, have conducted trial and sample lessons in 50 schools in Baku. The Commission, participating in lessons, has evaluated each teacher's teaching skills on the basis of a 10-point grading scale. During the third stage, these teachers give a presentation in front of the Organizing Committee. This presentation is evaluated on the basis of a 10-point grading scale. In the end, scores will be collected for all stages and 95 teachers, scored the most points, will have become the winners of the competition. A similar process is carried out in the Nakhchivan Autonomous Republic. 5 best teachers, selected in Nakhchivan, will be added to the list of winners and thus, the next 100 teachers will be declared the winners of "The best teacher" competition in the country in 2015.

The diagnostic evaluation of teachers working at general educational institutions of Masalli and Jalilabad regions was held on December 4-6, 2015. More than 5000 teachers according to 19 general education subjects attended the diagnostic evaluation held at Masalli Olympic Sports Complex. The diagnostic evaluation was also attended by 99.17% of teachers who were invited to the examination. Immediately after the examinations were over, the results of the diagnostic evaluation were announced. The teachers may enter their Personal Pages on the official website (www.dq.edu.az) of the Ministry of Education created in connection with the diagnostic evaluation of knowledge and skills of teachers and may get acquainted with results. During the evaluation process, 40 test questions in the specialty according to general education program, 20 test questions in methods and learning strategies were submitted to participants. According to the relevant rules, each correct answer is estimated by 1 point. The knowledge and skills of the teachers, who correctly answered at least 10 percent of test questions in each section, are considered diagnostically assessed.  The diagnostic evaluation was attended by teachers, who work under labor agreement in secondary schools, included in the system of the Ministry of Education, as their principal place of work, as well as resource teachers and heads of pre-conscription military training of youth. It should be noted that the purpose of the diagnostic evaluation is to determine the level of knowledge and skills of teachers, to improve the material well-being by increasing the norm for their teaching loads and salaries, to involve them in growth-oriented trainings on the basis of the result of the evaluation.

On December 5, the 2nd SABAH Forum, held with the organizational support of the Ministry of Education, completed its work. The Forum was attended by students studying at SABAH groups of higher education institutions. On the second day of the forum, "Master classes" were organized under the themes "Career Development", "You are the owner of your time", "Information technology in daily life" and "You are a brand". During the Master classes, an interactive dialogue related to career development, information technology and time management was created among students. Then, the panel discussions were held. The discussions were attended by Mikayil Jabbarov, Minister of Education, Shahmar Movsumov, Executive Director of the State Oil Fund, Fuad Muradov, MP, Chairman of Youth and Sports Committee of Milli Majlis, Inam Karimov, Chairman of the State Agency for Public Services and Social Innovations under the President of Azerbaijan Republic, Anar Aligulov, Business Development Director, Co-Chairman of the Supervisory Board at R.I.S.K. Scientific Production Company. During panel discussions held under the theme of education and career development at modern labor market conditions, they exchanged views on building a successful career and shaping students, studying at SABAH groups, as personnel having competitive capacity and meeting modern challenges. They created an environment necessary for active dialogue with students and answered their questions. Then, the forum was continued with intellectual games. At the closing ceremony of the forum, the certificates were presented to students who have distinguished themselves in various categories, as well as video footage related to the two-day forum was shown. It should be noted that SABAH groups are operating in 45 specialties in 11 higher education institutions which have scientific-pedagogical potential, learning laboratory and material and technical base. 1629 students are studying in these groups and are being taught by about 500 teachers. In SABAH groups, the teaching process is held on the basis of distinctive program, special scholarships are given to students, at the same time, the students from low-income families are provided with a hostel.

On December 4, the 2nd SABAH Forum started its work with the organizational support of the Ministry of Education. The main objective of the Forum is to hold discussions with students studying at SABAH groups, to provide support for the development of their intellectual and creative potential, to create an environment necessary for active dialogue among students. The Forum began with listening to National Anthem of the Republic of Azerbaijan. Speaking at the opening ceremony, Mikayil Jabbarov, Minister of Education, welcomed the participants and wished success to the forum. According to the Minister, it is important to improve the quality of higher education in order to help our country gain regional and global competitive advantages. Special care and attention, paid to the development of education by the country's leadership, pave the way for reforms in this field. Noting that a new phase of reforms in the field of higher education has begun, Minister of Education underlined that they had high hopes for SABAH groups in terms of the training of personnel having competitive capacity and meeting modern challenges. The Minister drew attention to the importance of creating an innovative environment that allows us to mobilize the existing potential in the field of higher education. 110 secondary schools and 600 teachers have applied to the Organizing Committee for participation in the competition held in 2015. The Organizing Committee has been established under the leadership of Firudin Gurbanov, Deputy Minister of Education, in order to ensure collective decision-making related to the holding of competitions and the regulation of this process. The documents, submitted at the first stage of the competition, have been examined and as a result, 76 schools and 143 teachers, scored the relevant points, have been admitted to the next stage of the competition. School principals, admitted to the next stage of competition “The Best Secondary School”, have given a presentation in front of the Organizing Committee established in the Ministry of Education and have been assessed according to a 10-point grading scale. The teachers, gained the right to participate in the second stage of competition “The Best Teacher”, have conducted trial and sample lessons in 50 schools in Baku. The Commission, participating in lessons, has evaluated each teacher's teaching skills according to a 10-point grading scale. During the third stage, these teachers give a presentation in front of the Organizing Committee. This presentation is evaluated on the basis of a 10-point grading scale. In the end, scores will be collected for all stages and 47 schools and 95 teachers, scored the most points, will have become the winners of the competition. A similar process is carried out in the Nakhchivan Autonomous Republic. 3 best schools and 5 best teachers, selected in Nakhchivan, will be added to the list of winners and thus, 50 schools and 100 teachers will be declared the winners in the country in 2015.

The diagnostic evaluation of teachers working at general educational institutions of Masalli and Jalilabad regions will be held on December 4-6, 2015. The purpose of the diagnostic evaluation is to determine the level of knowledge and skills of teachers, to improve the material well-being by increasing the norm for their teaching loads and salaries, to involve them in growth-oriented trainings on the basis of the result of the evaluation. The diagnostic evaluation, to be held at Masalli Olympic Sports Complex, will be attended by teachers, who work under labor agreement at general educational institutions, included in the system of the Ministry of Education, as their principal place of work, as well as resource teachers and heads of pre-conscription military training of youth. Preparatory work for examinations has already been completed. The information about the time and place of examination held for teachers of general educational institutions of Masalli and Jalilabad regions has been submitted to local education governing bodies in order to deliver them. The teachers may enter their Personal Pages on the official website (www.dq.edu.az) of the Ministry of Education created in connection with the diagnostic evaluation of knowledge and skills of teachers and may get information about time and place of examination. Up to 2500 teachers working at general educational institutions in Masalli region and about 2600 teachers from Jalilabad region are expected to attend the diagnostic evaluation. 207 out of 900 projects, submitted to the Republican contest “Electronic Education”, have been selected as nominees and admitted to the next stage. At the next stage, these projects will be evaluated by the jury in online mode. The purpose of the contest is to encourage teachers who actively use information technology in the teaching process and to support their activities, to promote the best electronic teaching aids among a wide audience of users, to inform the educational community about the new teaching methods implemented by using the possibilities of the internet, to seek new forms of ICT application for teaching purposes, to expand the use of electronic resources in educational institutions, to motivate teachers and students to create electronic resources and to use the available resources. The contest, organized in 6 categories on the "Teacher" and "Student" directions, has been attended by the teaching staff of general education institutions, the Methodist experts of institutions engaged in advanced training and retraining of teaching staff, as well as schoolchildren. The contest is supported by  "Dr. Web "," AzEduNet "," Ultra ", the Additional Education Center for "Innovative Technologies in Education", "Edumedia Azerbaijan" and "Nar Mobile". It should be noted that in general, more than 5000 projects have so far been submitted to the contest held since 2010.
