Education Minister attends UNEC Economic Forum Baku 2021

The UNEC Economic Forum Baku 2021, dedicated to the 30th anniversary of the restoration of state independence, organised by the Azerbaijan State Economic University (UNEC) with the support of the Ministries of Education and Economy, continued its work on 2 December. The forum was attended by Farah Aliyeva, Head of the Humanitarian Policy, Diaspora, Multiculturalism and Religious Affairs Department of the Presidential Administration, Education Minister Emin Amrullayev, Erol Ozvar, Head of the Council of Higher Education of Turkey, Rector of UNEC Adalat Muradov, Nobel Prize laureate Aziz Sanjar, Masoud Efendiyev, Professor at the Institute of Education of Munich Research University in Germany and other guests. At the start of the panel on "Science and Education in the Post-Pandemic Period," a minute of silence was observed to honor the memory of martyrs, and the National Anthem was played. In his opening remarks, UNEC Rector Adalat Muradov welcomed the participants to the forum and stated that the panel was devoted to the theme of the scientific view of science and education in the post-pandemic period. Then, Nobel laureate and world-renowned scientist Aziz Sanjar spoke about the challenges the pandemic has posed to scientists. Speaking at the forum, Education Minister Emin Amrullayev emphasized the forum's unique significance in commemorating the restoration of state independence and the Great Victory. Speaking about the challenges facing education in the post-pandemic period and ways to address them, Education Minister Emin Amrullayev stated that the main goal of education and science policy is to increase accessibility and quality of education, creating equal opportunities for people from different social groups. The Minister of Education emphasized the importance of taking a fresh look at education quality, expressing the need for relevant government and other independent structures to have quality control mechanisms. According to the Minister, one of the most important issues during the pandemic period is the monitoring of certain socio-economic groups' learning processes. Erol Ozvar, Head of the Council of Higher Education of Turkey, spoke about the consequences of the pandemic in higher education, noting that this crisis, as in other areas, has created new habits in education and that a paradigm shift in higher education is unavoidable. Masoud Efendiyev, Professor at the Institute of Education of Munich Research University in Germany, spoke about the role of science and education in countries' development. The panelists responded to questions from the participants after their speeches. The forum included the launch of the books "E-Commerce and E-Export", "Research Methods in the Social Sciences" and "Digital Marketing and Social Media", authored by UNEC scientists. A cooperation agreement was signed at the forum between UNEC and the Taras Shevchenko National University of Kyiv (Ukraine). Christian Rauscher, editorial director at “SPRINGER” publishing company, then met with the researchers. The Forum continued with a discussion on the topic of panel 3: "Digital Transformation of the Economy: New Challenges, New Opportunities".  

President received president of Turkish Council of Higher Education

President of the Republic of Azerbaijan Ilham Aliyev has received president of the Council of Higher Education of the Republic of Turkey Erol Ozvar.   Erol Ozvar extended Turkish President Recep Tayyip Erdogan's greetings to the head of state. President Ilham Aliyev thanked for Recep Tayyip Erdogan's greetings and asked Erol Ozvar to extend his greetings to the Turkish President.   Erol Ozvar expressed his condolences to the head of state over the deaths of the servicemen in a helicopter crash. President Ilham Aliyev thanked for the condolences.   The sides hailed the successful development of friendly and brotherly relations between Azerbaijan and Turkey in all areas, underlining the role of educational cooperation in strengthening bilateral ties. They expressed confidence that Erol Ozvar's visit would contribute to the expansion of bilateral relations in this field.   The sides exchanged views on prospects for educational cooperation and a number of other issues, including the establishment of a joint Azerbaijani-Turkish university.   The head of state then was presented with a keepsake.   https://president.az

A delegation led by the chairman of the Council of Higher Education of the Republic of Turkey visits our country

A delegation led by Erol Ozvar, the chairman of the Council of Higher Education of the Republic of Turkey, is on a visit to Azerbaijan.   During their visit, the guests paid tribute to the memory of nation-wide leader Heydar Aliyev by laying wreaths and flowers at his grave in the Alley of Honor. The grave of an outstanding ophthalmologist, academician Zarifa Aliyeva was also visited. In the Alley of Martyrs, the Turkish delegation led by Erol Ozvar  honored the memory of those who died fighting for the independence and territorial integrity of Azerbaijan, laid carnations on their graves, and visited the monument "Turkic Martyr", erected in memory of the Turkish martyr soldiers.   Emin Amrullayev, Minister of Education, met with a delegation led by Erol Ozdar, Chairman of the Council of Higher Education of the Republic of Turkey. Emin Amrullayev expressed his satisfaction with the meeting of the Turkish delegation in our country, calling it an important step toward strengthening ties between the two brotherly countries in the field of higher education.   In his turn, Erol Ozvar, Chairman of the Council of Higher Education of the Republic of Turkey thanked Emin Amrullayev for the invitation and warm welcome.   There was a lively discussion about current higher education cooperation and future prospects. The dual diploma program in agriculture implemented since September 2021 between the Azerbaijan State Agrarian University and the University of the Aegean as part of the "State Program for Improving International Competitiveness of Higher Education in the Republic of Azerbaijan for 2019-2023" was deemed a success of bilateral cooperation.

The Minister of Education meets with the newly appointed Head of the European Union Delegation to Azerbaijan

On 29 November, the Minister of Education Emin Amrullayev has met with the newly appointed head of the EU Delegation to the Republic of Azerbaijan Peter Michalko.   During the meeting, the two sides discussed the current state of cooperation between the Ministry of Education of the Republic of Azerbaijan and the European Union Delegation to the Republic of Azerbaijan in the field of education, as well as possible cooperation prospects.

The Minister of Education of Azerbaijan meets with the World Bank’s Country Manager for Azerbaijan

On 29 November, the Minister of Education of Azerbaijan Emin Amrullayev met with Sarah Michael, the World Bank’s Country Manager for Azerbaijan.   During the meeting, the current state and prospects of cooperation between the Ministry of Education and the World Bank were discussed.

The Minister of Education met with the Special Representative of the President of the Russian Federation for International Cultural Cooperation

On November 24, Minister of Education Emin Amrullayev met with the Special Representative of the President of the Russian Federation for International Cultural Cooperation Mikhail Shvydkoy.   The current state of relations between Azerbaijan and Russia in the field of education and prospects for future cooperation were discussed at the meeting.

Azerbaijan hosts its first hackathon on the theme of "Child Rights”

On 21 November, Azerbaijan hosted the final stage of the hackathon entitled “Child Rights” and the awards ceremony for the winners.   The hackathon on "Child Rights" was organized jointly by the Ministry of Education, the State Committee on Family, Women and Children's Affairs, the United Nations Children's Fund (UNICEF) and Public Association for Regional Development.   The two-day hackathon, dedicated to 20 November - World Children's Day, was attended by school children aged 10 to 16 from the capital and the regions. In the competition, in which 18 teams took part, children presented their ideas for innovative solutions to problems related to education, health, protection from violence, promotion and protection of the rights to life and upbringing in the family.   The 18 projects submitted by the participants were evaluated by the jury and the winners of the first three places were determined.   At the end of the hackathon, Chairman of the State Committee on Family, Women and Children’s Affairs Bahar Muradova, Deputy Minister of Education Mukhtar Mammadov, Deputy Head of UNICEF Azerbaijan Office Ming Yuan congratulated the participants and winners of the hackathon and handed over gifts and certificates.   In her speech Bahar Muradova noted that the V All-Republican Azerbaijani Children's Forum is being held these days. Speaking about the importance of innovation, the chairman of the committee noted that she is always ready to listen to interesting proposals from children.   In his speech, Deputy Minister of Education Mukhtar Mammadov congratulated the contest winners and said that through this event children learn to work as a team and conduct research. Mukhtar Mammadov expressed confidence that what the children learn at this competition will enable them to achieve great success in the future and help them to build their careers. The Deputy Minister also spoke about the importance of children's participation in such competitions and contests in terms of child development and openness to innovations. The Deputy Minister of Education noted that similar events are planned to be organized in the regions as well.   Deputy Head of UNICEF Azerbaijan Office Ming Yuan, in turn, said the event was proof of the high level of protection of children's rights in the country.   It should be noted that the purpose of the hackathon is to raise awareness about children's rights, promote innovative solutions to existing problems in this field, and to give hackathon participants the opportunity to work in teams and test the latest technologies and innovations.

International students take part in a tree-planting event

On November 20, under the auspices of the Ministry of Ecology and Natural Resources, the Ministry of Education, and the IDEA Public Association, a tree-planting campaign with the motto "From Victory to Green Thought" was held in Khojasan settlement as part of the "Green Marathon" project.   Leaders of relevant structures and heads of relevant departments, foreign students studying in our country, representatives of higher education institutions, and graduates of the "State Program 2007-2015" and "Intergovernmental Scholarship Programs" attended the tree planting campaign. Representatives from the State Migration Service and the Azerbaijan International Development Agency (AIDA) of the Ministry of Foreign Affairs also took part in the marathon.   More than 100 international students from 17 higher education institutions from 48 countries took part in the Autumn Tree Planting Marathon to improve the environment, increase green areas, and increase networking and social activity among international students, as well as to encourage international students to study in Azerbaijan.   At the end of the event, participants' impressions were heard and dozens of commemorative photos were taken.  

A new approach to the recognition of foreign diplomas

The Quality Assurance Agency for Higher Education has modified the approach used in the framework of the examination for the recognition of foreign diplomas, taking into account the principles of the Convention on “The Recognition of Qualifications in Higher Education in the European Region”, as well as global best practices in this area.   According to the amendments, the conformity between the specialty obtained at the master's level and the specialty obtained at the bachelor's level will no longer be required. That is, if students who have received a Bachelor's degree continue their education in another qualification in a foreign country, their diplomas will be recognized in the country.   Thus, under the new approach, citizens who have previously been denied in recognition of their foreign diplomas in the country for the reasons stated above may apply to the Quality Assurance Agency for Higher Education for a new application to reconsider the decision made.
