In accordance with reception’ schedule of central executive authorities on May, 2014 in city and the regions, the citiezens mostly appealed on recruitment of the teachers, transfer from one school as well as from region to other one, restoration to work, awarding of honorary titles, transfer of the students of higher and secondary educational schools to other one, tuition fee, future action of Salyan Branch of Azerbaiajn Teachers Institute, recruitment to civil service, unfinished education in suspended Azerbaijan International University, as well appeals from the secondary education establishments and other problems. Appeal of 67 citizens have been listened in reception and most of problems have been settled immediately. Relevant authorities have been tasked on several appeals. Appeals of several citizens that have personal characteristics or aren’t related to the authorities of the ministry, are recorded in order to deliver in relevant authorities and taken under control.

Two teams became a finalist of Cup where football teams of 29 universities struggled. These teams are Baku State University and Azerbaijan State Academy of Physical Culture and Sports. State Economic University and Azerbaijan State Oil Academy will struggle for 3 rd and 4 th places. Final mach will be held on May 28 in “Bayil Arena”. Matches will be held in stadium located in Bina settlement of Baku, stadium of "Vətən" Republican Specialized School of Olympic Reserves Youth Soccer School and stadium of Olympic Sports Reserve Base within framework of “Education Cup” held by joint organizatin of The Ministry of Education, Azerbaijan Football Federations Association and Azerbaijan Student Football Federation. Goal of “Education Cup’ football contest is to increase popularity of football among the students, form student team of Azerbaijan, provide participation of student football teams in European, world championship and international tournaments. Teams that keep first 4 places, will be awarded the diplomas and the prizes by The Ministry of Education. Winners of Azerbaijan Football Federations Association and Azerbaijan Student Football Federation will present cash prizes to Cup’ winners.

Event is dedicated to June 1- International Children's Day. Painting works of circle’ members with age 5-18 of “Rəsm” studio, have been demonstrated in exhibition. There are children who need special care among circle’ members. Painting works have been drawn on the topics like compositions, nature paintings, underwater environment, the illustrations to the tales and etc in national method. Paintings drawn in the genres like landscapes, miniature, graphics, abstract, portrait and batik, have been prepared with watercolor, watercolor, gouache, pastel, ink, acrylic.  Lala Gati, director of Creative Center opened exhibition with introduction word and stated his gratitude to adminstration of Modern Art Museum due to support in organizaton of event at higher level. Visitors wished young artists new creative achievements. Members of “Çiçəyim” child theater studio of center, demonstrated wear collecion of Narmin Abdullayeva in the event. Young artists introduced the visitors painting works in exhibition and responded their several questions.

After sounding of state anthem, final match took place between Baku State University and Azerbaijan State Academy of Physical Culture and Sports. It wasn’t possible to open score during main part of match. Winner hasn’t been determined in extra time allocated by the decision of the referees. Azerbaijan State Academy of Physical Culture and Sports that performed the penalties appointed to gate, won mach with score 4:1 against team of Baku State University and became a winner of match. According to the outcomes of football teams of 29 universities starting from April 5, Azerbaijan State Academy of Physical Culture and Sports has been awarded to I place- “Education Cup”. Team of Baku State University to II place, team of Azerbaijan State Economic University II place, team of Azerbaijan State Oil Academy to IV place. Then, awarding ceremony of winner teams took place. Football team of Azerbaijan State Academy of Physical Culture and Sports has been presented “Education Cup” in the ceremony where the officials of The Ministry of Education, Azerbaijan Student Football Federations, Azebaijan Football Federations Association and the representatives of sport community took part. Teams that kept first 4 places have been awarded to diploma and the prizes. Ceyhun Bayramov, Deputy Minister of Education, the representatives of the universities, festival’ participants and other visitors, took part in the event.              Winners have been awarded the diplomas and valuable prizes by The Ministry of Education and Committee of the Free Trade Union of Education Workers. Artistic creativity festival are held, among the universities’ students dedicated to anniversary of nationwide leader Heydar Aliyev by joint organization of The Ministry of Education and Committee of the Free Trade Union of Education Workers traditionally for several years. Goal of organization of festival is to bright up the students within framework of respect in national-patriotism, culture, art, national traditions, as well as increase their artistic-astehtic level. Festival is aimed to support in formation of cultural life style of the students, detect talanted youth under seperate types of art of art and culture, support in development of their capabilities. Amateur creative collectives, chor, ensembles of folk instruments, solo performers, minstrel musicians, singers, dancers, fiction readers functioning under relevant genres of art which consist of the students studying at full-time departments of the universities under The Ministry of Education, took part in the festival. Amateur artistic groups of Baku State University, Azerbaijan Technical University, Azerbaijan Architecture and Construction University, Azerbaijan State Oil Academy, Azerbaijan State Economic University, Azerbaijan State Pedagogical University, Baku Slavic University, Azerbaijan University of Languages​​, Baku State University, Azerbaijan State Agrarian University, Azerbaijan Technical University, Baku State University, Azerbaijan Academy of Labor and Social Affairs, Azerbaijan Teachers Institute and Lankaran, State University, took part in this year’ festival dedicated to 91 th anniversary of nationwide leader Heydar Aliyev.       Jury determined 33 winners and 22 active participants among the collectives and solo performers taking part in festival. Final concert of festival, took part by participation of the winners on May 7 in Azerbaijan State Musical Theatre. Senior officials of The Ministry of Education, Committee of the Free Trade Union of Education Workers, Azerbaijan Union of Composers, media representatives and other authorities took part in the concert.

Mikayil Jabbarov, The Minister of Education gave a detailed information about the results of 2013-2014 academic year and stated on achievement of determined goals. Touching upon “State Strategy on development of education” approved by Order of President of Azerbaijan Republic, Minister again reminded imrpovement of education quality, development of education management system, development of human resources, stimulation of teacher career opportunities and educating of modern thinking Azerbaijan citizen as one of main targets.      Minister stated that, trial assessment of teachers’ knoledge and competence who are currently working at all state secondary schools of Bkau on June, 2014. It was stated that, trial assessment has research character and it was implemented by purpose to hold preparation to teachers’ attestation. His process is aimed to assess level of professionalism of the teachers who are currently working at the secondary schools and determination of addiitonal teaching needs.

June 1- Mikayil Jabbarov The Minister of Education, Kamaladdin Heydarov, The Minister of Emergency Situations, Azad Rahimov, The Minister of Youth and Sport and other visitors, took part in the event dedicated to International Children's Day.  Hand works of the pupils took part in republic children’ art contest “Emergent situations with childreen’ eyes” held from March 15- May 10, have been demonstrated in in exhibition organized in Academy of the Ministry of Emergency Situations. Visitors were acquianted with exhibition.     Winners of contest, have been declared within framework of exhibition. Winners, have been awarded to diploma and valuable prizes. It should be noted that, works on the nominations “Paint”, “Poster” “Hand work”, “Soft toy”, “Fire and rescue equipment models”, have been presented to contest where the secondary schools of all town and regions of republic took part. 345 paintings, 211 posters, 81 model, 67 soft toy, 63 popems, have been sent to organizational committee of contest under the outcomes of town and regiona’ contests. These works, have been evaluated by jury that consist of the representatives of The Ministry of Emergency Situations, Ministry of Education of Azerbaijan Artists' Union, the Union of Composers of Azerbaijan, Azerbaijan Writers Union and Azerbaijan State Academy of 23 of them kept I st place, 32 of them II nd, 28 of them III rd, 26 of them have been awarded to motivating prizes. Tens of thousands of the pupils and circle members of art centers, took part in traditional contest held since 2011. Distinctive feature of contest organized in this year, was involvement of the pupils of boarding schools functioning under The Ministry of Education in this contest. Pupils of the same schools were on the list of the medalists takin part in contest succesfully. Goal in organization of contest, is to form culture of safety life action in the children, educate young generation in the spirit of patriotism, as well as detect talanted children.

Mikayil Jabbarov, The Minister of Education, Eldar Azizov, chief executive of Suymgait city, the representatives of city education community, the parents, took part in the event.      “Last bell” started with sounding of state anthem. Then, Mikayil Jabbarov were given speech. Minister stated that, one of important question in creation of new society bulding, is to educate young generation in the spirit of patriotism, increase their interest to education, science and form large outlook. Reminding opening of new phase in graduates’ life since this day, minister of education stressed his assurance on their participation in all steps made for future development of our country as Azerbaijan citizen. Congratulating the graduates on occasion of “Lat bell”, minister wished them success and the achievements in their future life. Then, congratulating the graduates, Eldar Azizov, Chief Executive Power of Sumgait city pointed that, this day is significant event of every person and important phase of education life. Then, making a speech graduate and the pupils of gymnasium expressed their gratitude to the teachers who trained them to new phase of life. Although they were disappointed from leaving dear school, they pormised to make happy their teachers with their achievements. Ceremony continued with “Last bell” a literary composition prepared by the pupils of gymnasium. It should be noted that, Gymnasium started its function as school No. 145 of Absheron region in 1946. School was given the name of Gymnasium of Natural Sciences since 1990. Now, 730 pupils are studying at gymnasium and 61 teachers are functioning. 94-100 percent of school’ graduates are admitted in the universities. Gymnasium’ pupils keep higher places in republic and international level olympiades every year. First time, there are the winners of “The best teacher of year” contest among gymnaisum’ teachers awarded to name of “The best school”.

According to stratistics, 4222 call were received by Call Center (4 times more than relevant period of 2013), nearly 5400 calls by Commutator Service. 4471 citizens were serviced by Reception Center. 5956 of 8693 appeals (most of the appeals were connected with inquiry) received in Call Center and Reception Center, have been responded immediately and settled operatively. Application (438 pieces) from 1324 citizens, letter (601 pieces) and other docuyments (285 pieces), have been received and registered in Reception Center. According to 1374 citizen inquiries,they were recorded to reception of relevant responsible persons of The Ministry of Education in electronic form. 39 complaints of citizens appeals, have been registered via special program and direcetd on relevant structure sections of ministry for investigation. 12 appeals, have been investigated and responded the citizens about result. It should be noted that, 31 compliants of citizens appeals are connected with different issues on action of the secondary schools (13 appeals regarding with action of Baku schools, have been received). Appeals were regarding with the issues like list of the documents required for obtaining of education documents, recognition of the diplomas, also the issues on secondary school. It should be noted that, most of calls were made to Call Centre on Thursday (1037 calls) and Monday (943 calls), mostly from 10:00- 12:00 and from 14:00 to 15:30. Calls were made to Reception Center on Thursday (1003 appeals), Tuesday (993 appeals) and Monday (975 appeals), mostly from 10:00-12:30 and from 14:30-16:30.

Casarat Valehov, Head of Department for Work with NGO and Mass Media of The Ministry of Education, Ilham Agayev, Deputy Head of Human Resources Department, Emin Amrullayev, Head of Department for Assessment of Education Quality, took part in the event. It was stated on displacement of the teachers who are currently functioning at the general education establishments and vocational lyseums from region (city) to other region (city) that, The Mnistry of Education started reception of e-appeals on displacement of the same teachers. Now, displacement process of the teachers who are currently working from region (city) to other region (city), will continue within June. Relevant sections, have been placed on page of “Recruitment of the teachers” of official website (www.edu.gov.az) of The Ministry of Education in order to implement placement of the teacher. Reception of electronic applications of the teachers who want to change his work place, will be performed from June 1 to June 10. It was informed in press conference that, reception of the documents regarding with (recognition of foeign diplomas and determination of equivalence) notification, is stopped from June 1 to September 1. During this period, only the appeals of person who is in active military service, studies within framework of State Program under state line and study in abroad, sumbits application to State Student Admission Commission, also civil service, are accepted. Admission of special talanted children in I st grade premature, was touched upon in the event. According to “Rules on admission of special talanted children in I grade premature”, it applies to admission of special talanted pupils whose age is 6 years on September 16-31 every year, to I st grade premature. Selection of the same pupils and making a relevant decision, are performed by the commissions established in the secondary education establishments under ministry and regional (city) education sectors (in the departments). According to the “Rules”, the applications of the parents, are registered in the same organizations from July 20 to August 20.  Infomation was given about declaration of II grant contest “Under support of public initiatives for NGO and education experts” in the event. It was stated that, further opinions on financing mechanism for implementation of the projects with NGOO’s and the experts functioning on education sphere, have been prepared and project contest hes baeen organized by purpose to ensure participation of different interested parties in the process of the projects implementing on education sphere. It was informed about registration process to SABAH groups. It was stated that, 1800 students have been registered up today. This process is ongoing. Issue on finalization of examination process of school’ directors, was touched upon in press conference. Finally, the representatives of The Ministry of Education responded number of questions of the journalists.
