It should be noted that Mugam Television Contest is held since 2005 with support of the Heydar Aliyev Foundation, on the basis of the project of Azerbaijan Culture Foundation, with organizational support of Azerbaijan TV, with participation of the Ministry of Culture and Tourism. 20 young singers were chosen from among 500 candidates participating in selection process (rounds) held in Barda, Shamakhi and Baku. Performances of young singers were assessed by a jury consisting of connoisseurs of mugham - People's Artists Alibaba Mammadov, Arif Babayev, Sakina Ismailova, Mansum Ibrahimov, Ramiz Guliyev and honored artists Sardar Farajov and Nadir Akhundov. Nisbet Sedrayeva participated in many competitions and festivals during the study period at school. She was awarded first place in the II Republican contest of young performers dedicated to the 90th anniversary of the national leader Heydar Aliyev and organized by the Ministry of Education in 2013. She became the laureate of the II Republican contest of national musical instruments and singers in 2014.

At the event has been organized the exhibition of manual works from indoor plants, posters and pictures. Having welcomed participants of an event, Shirin Mamedova, the teacher of chemistry and biology, has asked to speak to Farhad Hasanov, the director of secondary school. In its speech Mr.Gasanov has touched the environmental problems and has told about the works leading at school on protection of ecology, teaching pupils to love nature. He has emphasised that pupils met positively the announcement of 2010 in Azerbaijan the Year of ecology.  Shovket Bekirova, the head of the department of the Ministry of Ecology and Natural resources, Amil Bagirov, the head of the department of Youth and Sports of the Syrakhani district, Ali Shukurov, director of the Republican centre of Ecological Training and Experience, teachers and parents made speeches at the event. They have talked about biological varieties, and emphasized that a positive attitude to the environment is the criterion for the real patriotism. On speeches have been mentioned global environmental problems, told about the reasons of pollution of atmosphere and ways to solve these problems. Having expressed opinions about protection of water, problems of the potable water, speakers have emphasized the importance of ecological culture for each person. Pupils spoke about ecology and environmental protection, forest defense, flora and fauna, ecological culture, as well as about issues relating to the improvement of global ecological conditions, and finding ways to their decision. At the event has been presented the dramatized composition on theme "Waste products and economy", executed poems and songs. At the end of event diplomas and prizes are handed over to pupils. Pupils and guests have taken part in the action of landing of trees.

The basic purpose of the knowledge competition, which leading among pupils of Baku within the limits of execution of problems implied by “Complex Actions Plan on improvement of ecological conditions in Azerbaijan Republic in 2006-2010,” is an expansion of ecological educational works at schools, developing pupils interest in care and love for the environment and natural resources, help to instil ecological culture in young people and responsible attitude to preservation of the environment. The Brain Ring was organised by the Education Ministry, the Republican Centre of Ecological Training and Experience, Baku city Education Department, the State Oil Company and Upbringing Work Centre No 46. The competition is carried on between schools, No.58. (Khazar), 194 (Gunesh), 64 (Heyejan), 269 (Sema) and the Azerbaijan Child-to-Child Peace Network, “Khari Bulbul”. Elnur Alizadeh, the lead expert of the Department of rearing and affairs with extra school of the Education Ministry, and Rovshan Aliyev, the lead adviser of out of school education of Baku city Education Department, Lala Dadashova, the assistant manager of a social and political sector of the Department of Ecology of SOCAR, employees of the Republican Centre of Ecological Training and Experience, teachers and parents took part at the event. At the event, which have been held within the workers of Education Ministry and UN Children’s Fund (UNICEF) in Azerbaijan parties have discussed duties arising from the action plan. There have been made suggestions about issues relating to works, which will be done in the children’s protection sphere and perspective plans, as well as about the development of secondary school managements. Education Minister, Misir Mardanov, addressing to heads of secondary schools, has emphasised the importance of carrying out of training on management and management skills. He has noted that there has been gained the sufficient experience in the organization of training for heads of state children’s establishments in the framework of “Deinstitutionalization and Alternative Care State programme in the Azerbaijan Republic.” In the framework of the Ministry and UNICEF cooperation, since May 2009 a series of training has been conducted to raise management skills of the staff of secondary schools, Minister Mardanov said. He thanked Mr. Mark Hereward for the fruitful relationship and support. Mr. Mark Hereward expressing satisfaction with collaboration between Education Ministry and UNICEF office in Azerbaijan, has thanked Mr. Mardanov for paying special attention to reforms in the field of protection and education of children.

Farzali Gadirov, director of strategic analysis, planning and personnel management of the Ministry of Education of the Azerbaijan Republic and Amrah Shiraliyev, the head of the department of “Innovations in teaching and further education” of the Azerbaijan University of Languages, have taken part in the seminar. Except Azerbaijan, representatives of Turkey, Russia, Ukraine, Georgia, Croatia, Israel, Serbia, Bulgaria and Armenia have participated in this seminar. The delegate from each country in its introduction has given the information on initial preparation, on the status and system of improvement of professional skill of teachers of English language. The Azerbaijan party gave information about the realization of activities for improvement of professional skill of English language teachers, and about the projects carried out together with British Council, as well as the important achievements which have been reached pursuant to fruitful cooperation, including initial preparation of English language teachers. It has been noted that, in Azerbaijan has been prepared new curriculum in English language for primary schools, and now it is applying in I-II grades. The complete set of textbooks in English language for these grades was prepared and applied, and the next years this process will be continued. It has been noted that in the current academic year in Azerbaijan in the field of improvement of professional skill applying a new model. Actions in the field of teaching English language in the country, and the new model of improvement of professional skill had interested experts British Council and participants of the seminar. In the seminar, has been given information about new project British Council - “Steps to success”. It has been noted that since May of the current year the project is supposed to be applied in 16 countries of the Southeast Europe, including Azerbaijan. The project purpose is to impart necessary skills to graduate students, and increase professional development of teachers with five years experience in teaching English. Here will be learnt needs of the young English teachers, will be selected and applied corresponding strategy, and created on-line and private courses, as well as preparing portfolios. For information, the new project, which will be realised with British Council, is very important for Azerbaijan. The project will surround 900 students, who studying for teachers, as well as 1000 teachers with five years experience in teaching English.

Members of the drawing group have taken worthy places at the exhibition. Tural Hasanov and Cahid Azizov, whose works have been sent to competition, have won first place, Arzu Mammadova, Narmin Ismayilzadeh, Marjan Mammadova the second, and Nicat Mammadov the third. Winners have received diplomas and medals, the competition catalogue, and special invitation cards to the 5th Biennale competition from Greece. Education Minister, Misir Mardanov, in its speaking has noted that this project is carrying out within the framework of “Deinstitutionalization and Alternative Care State programme in the Azerbaijan Republic”. The main goal of the agreement is to build co-operation between the Ministry and Hilfswerk Austria based on duties undertaken by parties, the Minister said. He stressed that this project has been passed by the European Commission. Its total cost is 640 770 euros to be financed by Hilfswerk and the European Commission. The purpose of the project is to build the mechanism for creation of Family Foster Care System in Azerbaijan as an alternative trusteeship, the minister said. There has been noted that the three-year project includes preparation of criteria of choice of foster families and children, as well as mechanisms of financing. During the fulfilment of the project will be chosen 50 families from the list of candidates for the foster family, and will be organised training courses. According to the project there will be set up small family homes for children, who cannot be done to the foster family. 25 social workers will be trained for monitoring the project course. They have been planned chosen from the contingency of teacher working for state children establishments in the Azizbeyov district’s area. In conclusion, the minister has thanked everyone, who has worked for this project and expressed believed for realizing it successfully. Franz Ceska, the president of the international organisation of Hilfswerk Austria, Jean Louis Lavrov, deputy director of the European Commission’s office, Mark Hereward, representative of the UNICEF in Azerbaijan, and Brigitte Stoeppler, coordinator of the Hilfswerk Austria for Central Asia and Caucasus, made speeches. They have noted that this project is to be basic for cooperation, and UNICEF has supported all projects in this field. Speakers have emphasized the importance of the creation of the Foster Care Alternative System in the filed of children protection. They gave information about the project and expressed hope to achieve expected results. Further, the Education Ministry and Hilfswerk Austria have signed the grant agreement within the framework of joint cooperation for the realization of project “Development of the model of the Foster Care Co-operative and family type’s services between local authorities and nongovernmental organizations.” The agreement has been signed by the Education Minister, Misir Mardanov, and the president of Hilfswerk Austria, Franz Ceska.   At the end there have been answered following questions of journalists.

Head of the Russian Information Cultural Centre, Anvar Sheykhov in its opening speech gave information about works carried out by the centre during the last year. Ambassador of the Russian Federation to the Azerbaijan Republic, Vladimir Dorokhin has noted mutual relations existing between Azerbaijan and Russia, and has highly estimated support of the Ministry of Education of the Azerbaijan Republic to programmes and projects carried out in the field of education. Education Minister, Misir Mardanov, has noted that the project of intensive Russian language teaching in secondary schools is being approved by pupils, teachers and parents, and added that other schools would like to joint to this project as well. The Minister talked about realizing and planning measures in this field, as well as about existing problems. Afterwards, Mr. Mardanov and Vladimir Dorokhin have signed the action plan for the project of intensive Russian language teaching in secondary schools in 2010. At the event has been listened to participants ‘suggestions about works, which will be done in the framework of this project, has been discussed perspective plans and ways to solve problems, as well as issues stipulated in the action plan. Directors of pilot schools have been informed about conditions for the selection of pupils, who will participate in competitions and Olympiads. At the end participants have been familiarizing with the library of the Russian Information Cultural Centre, and have a look to the pupils’ handwork exhibition. Speaking at the ceremony Education Minister, Misir Mardanov has congratulated the participants on Novruz Holiday, wished them health, and success in their work. Talking about works, which have been done recently in the field of development of a science and acceptance of important documents, the Minister has mentioned orders of the President Ilham Aliyev, on approval “National Strategy on Science Development in the Republic of Azerbaijan in 2009-2015” and “The State Programme on Implementation of National Strategy on Science Development in the Republic of Azerbaijan in 2009-2015”. He stressed that creation of the Science Development Foundation under the President of the Azerbaijan Republic is one of the important steps in the development of the science. The minister has talked about issues relating to the scientific-research works, which should have been done on the modern level, about increasing funds to this field, and about important steps, which should be made for the development of the science at educational institutions. He also emphasized making richer the universities ‘libraries with new literacy, and about works for connecting them to the Internet. Minister Mardanov has noted the importance of carrying out of competitions in various directions for the science development, and paying attention to quality of scientific articles. At the end the Minister congratulated differed participants on their success. The Deputy Education Minister, Irada Aliyeva in her turn has summed up XIV Republican Scientific Conference of PhD students and young researchers and wished to youth good luck. The XIV Republican Scientific Conference has received 298 theses from 20 universities. There have been listened and discussed to 222 lectures on 19 sections of the conference. 58 lecturers have distinguished an urgency, novelty and skill to inform up to an audience a theme. Works of 5 lecturers have been recognizing the best. The rector of Azerbaijan University of Languages, Samad Seyidov in his turn noted that the conference was organized on a high level. He also added that, such kind of conferences plays the important role in drawing young people to scientist research works, and discovering a talented youth. At the end 58 PhD students and young researchers participated in the conference have received certificates, 5 of them laptops and 28 scientists, who supervised sectors of the conference, the Education Ministry thanking.
