On May 7 at the Art Gallery “Child world” of Children-Youth Creative Palace named after Tofig Ismayilov took place a ceremony devoted to the results of drawing contest held among schoolchildren on the theme of “Heydar Aliyev and independent Azerbaijan” dedicated to the 88th birth anniversary of national leader Heydar Aliyev.

The event was attended by Deputy Education Minister Elmar Gasimov, director of Education and Out-of-School Establishments of the Ministry Agababa Ibrahimov, and representatives of Baku city Education Department and Creative Children Centres. Speaking at the opening Deputy Education Minister Elmar Gasimov noted that the goal of the drawing contest to educate children and youth in the spirit of ideas of national leader Heydar Aliyev, and reveal talented youth. According to information given by him, 10 thousands of pupils took part in the city and district levels of the contest. 350 works were presented to the republican level and based on the selection of the Jury consisted of professional artists the authors of 18 works were announced winners.  At the end of the ceremony winners were awarded diplomas and prizes of the Ministry ща Education.

The Turkic World Mathematical Society will hold its 4th Congress on July 1-3 in Baku.

The Ministry of Education and Azerbaijan National Academy of Sciences have made a joint decision on holding the congress. According to the decision, there have been established an International Program Committee, Advisory Council and Working Group. Education Minister Misir Mardanov has been elected a chairman of Organizing Committee of the Congress. According to information, about 800 scientists from nearly 20 countries have registered on the website of the congress and about 500 lectures were presented. It should be noted that Turkic World Mathematical Society was established in 1999. The organization consists of mathematicians from Azerbaijan, Turkey, Russia, Kirgizstan, Kazakhstan, Uzbekistan, China, USA, Mongolia and European countries. The first congress of the society was held at Firat University (Turkey, Elazig) in 1999; the second was held at Sakarya University (Turkey, Adapazari) in 2007, and the third at Kazakhstan National University named after Al-Farabi (Kazakhstan. Almaty) in 2009.  The main aim of the organization is to achieve the integration of scientists of Turkic origin around the world, help them to establish and strengthen ties with leading research centres, and facilitate the worldwide recognition of scientists of Turkic origin.

On May 10 Education Minister Misir Mardanov met with Chairman of Germany-Azerbaijan Forum, Honorary Consul of Azerbaijan in Stuttgart Otto Hauser.

Education Minister warmly welcomed the guest and expressed his satisfied with seeing him at the Ministry. Noting the development of relations between Azerbaijan and Germany in recent years, the Minister underlined works done by the guest to establish a fruitful relationship in the education field of both countries. He also talked about the prosperous relationship established within the German Academic Exchange Service (DAAD), and underlined the support given by Azerbaijan and Germany to the project. Moreover, he stressed that more than 70 students from Azerbaijan have studied at universities of Germany within this program. According to Mr. Mardanov, there have been taken first steps to establish cooperation in the vocational education field as well. He gave information on candidates selected to be sent to the mentioned country and noted that currently they are studying at language courses. He also talked about the visit made by group of specialists to the German Federal State Baden Wurttemberg to become familiar with the vocational education system of this State.  Honorary Consul of Azerbaijan in Stuttgart Otto Hauser thanked the Minister for the warm reception. He talked about relations established in different fields and suggested to carry out personnel training for the vocational education area, as well as create Dual System of vocational education in Azerbaijan. The guest talked about priorities of the Dual System of vocational education and underlined the readiness of Germany to provide any form of support to works that will be implemented in this direction in the future. Education Minister noted the development of the vocational education system in Germany and emphasized the advantage in receiving experience of this country in this field. He talked about attention paid by the President to the agricultural field, and underlined the need of the country for the agricultural and construction personnel, as well as importance for establishing cooperation in this direction with relevant establishments. The Minister suggested to implement the Dual system in Azerbaijan and also informed on the establishment of Ismayilli Vocational Centre carried out in partnership with the European Commission. At the meeting, the parties exchanged views on the visit of the group of specialists from Germany to Azerbaijan in summer, drafting of Dual system of vocational education, as well as on other issues of common interest.     

Chess team of pupils of Azerbaijan took part in the VII World Individual School Chess Championship held in Krakow, Poland, on 29 April -9 May.

According to information, 420 chess players from 36 countries have played in six groups. Our team was represented by 24 players. Khatin Bagirova, member of Ujar Children-Youth Chess School, and Farid Aslanov, member of Sumgayit Children-Youth Chess School have won the gold, Izzet Kenan and Oguz Abishli, representatives of Republican Children-Youth Olympic Reserve Chess School the silver, and Agil Piriverdiyev the bronze medals.   Other chess players Cavidan Babazadeh and Murad Rzayev, representatives of Lankaran Children-Youth Chess School have won the IV, Ulvi Sadixov, Vugar Asadli and Fateh Imanov from Republican Children-Youth Olympic Reserve Chess School have won the VI, and Khadija Khalilova, pupil of Zagatala Children-Youth Chess School the VII places. The head of the team, judge of international category Ibrahim Mammadov and Director of Lankaran Children-Youth Chess School Idrak Dadashov have judged at championship.

Hotline Service of the Ministry of Education (phones: 496-34-82; 496-37-61; fax: 496-37-61; e-mail: qaynar-xett@edu.gov.az) received 1824 queries in April 2011.

1693 queries were made by telephone, 131 by e-mail. A majority of them (1655) were requests and reports, 198 of which were about the shortcomings existing at educational establishments. They also reflected problems in the pre-school, higher and secondary special, out-of-school and vocational educational establishments, as well as issues concerning study abroad. The largest number of inquires was related to national and international subject Olympiads, study abroad, additional education, admission to the different level of education, surveys on the new assessment system in the last classes of secondary schools, in the higher and secondary special education system. Moreover, there was an increase in the number of requests for reception and recognition of educational documents, conduction of final exams and subject Olympiads, learning their results, rules for admission teachers to vacant positions at educational establishments via contest and admission of children to the first classes. All queries were recorded, registered and responded by the Service employees. The majority of queries that have been analysed were from secondary schools. Accordingly, there were received 57 queries from schools of Baku, 20 from schools of other cities (Ganja - 5, Sumgayit - 14, Naftalan - 1), 10 from Absheron, 6 from Lerik, 4 from Agjabedy, 3 from Jalilabad, Bilasuvar, Shamakhi, Barda and Agdam, 2 from Yardimli, Gabala, and Dashkesen, 1 from Agstafa, Kazakh, Jabrayil, Lankaran, Balaken, Kurdamir, Goygol, Zagatala, Kalbajar, Shabran, Agdash, Saatli, Gobustan, Ujar, Goranboy, Guba, Beylegan, and Imishli. A vast majority of queries received from secondary schools was about shortcomings in management made by directors of schools, dissatisfaction with distribution of lessons, appeal against results of exams and olympiads, and, etc. The investigation revealed that a majority of queries was anonymous despite indicating full name and telephone number and facts have not been confirmed in some requests.  The number of queries received from educational establishments in April 2 times more compared to March. Accordingly, 22 out of 26 queries were from Baku, 2 from Sumgayit and 1 from Lerik. They were about the admission of children to kindergartens, demanding money for conduction of various events, and other issues. Two queries were received from out-of-school establishments. They have been analysed and responded.        Moreover, one query was received from vocational schools, 7 from state higher and secondary special educational establishments, and 26 from private universities. The queries received from higher and secondary special educational establishments mainly reflected issues such as delay in granting educational documents and non payment of university fees. From private universities were received 26 queries. One of them was from Odlar Yurdu University (requiring a fee for the diploma), 1 from Tafakkur University (on tuition fees of students transferred from AIU), and 24 were from Azerbaijan International University, which activity was terminated. All queries concerning AIU were about problems on receiving of documents by former students of the university. The queries have been investigated by the Ministry of Education. According to given information, more than 90 per cent of issues noted in queries received by the Hotline in April have found their solution.

On May 17 at secondary school No. 23 named after T. Hasanov took place an opening ceremony of the Little Academy.

At the beginning of the ceremony, the Minister and other attendees have been informed on the activity of School Parliament, as well as its role in grafting management skills and habits to pupils. Further, “ministers” have delivered short presentations about implemented activities. The President of the Little Academy, pupil of the IX “b” class I. Rasulzadeh talked about goals and obligations of the institution led by him. According to him, the goals of the Academy are to involve pupils in their education and science, reveal talented pupils, and serve to the development of their creative abilities and habits. Noting Education Minister Misir Mardanov has been chosen an honorary president of the Little Academy, I. Rasulzadeh presented to him the honorary presidential ribbon. Education Minister has thanked the pupils, and congratulated teachers and pupils of school on the opening of the Little Academy. He expressed his satisfaction for being at one of the best secondary schools of the country, which has an old history and big traditions. Noting the school was reconstructed by the initiative of the first lady of Azerbaijan, MP Mehriban Aliyeva ten years ago, the Minister underlined that the overhaul of schools has begun from the school No.23. He also thanked Mrs. Aliyeva, who has graduated from this school, on behalf of the educators. According to the Minister, parents have addressed a request to the President for reconstruction of the school and from this regard the President gave a relevant assignment. He noted based on the Presidential assignment the school will be reconstructed again. Mr. Mardanov has positively appreciated the involvement of pupils in the school management, and wished a success in the works of School Parliament and Little Academy. At the end, scientific works of pupils were estimated, and the best ones have been granted certificates and diplomas.

On May 17 at school No. 276 of Baku took place a meeting devoted to the current situation of pre-school establishments.

The meeting was attended by Education Minister Misir Mardanov, head of Department for Strategic analysis, planning and personnel management Farzali Gadirov, director of Pre-school Education Sector Narmina Almagiyeva, director of Baku city Education Department Naila Rzaguliyeva and directors of pre-school establishments of the capital.   Speaking at the opening Education Minister Misir Mardanov underlined that increasing of transparency and fighting corruption in the country is one of the major issues under the spotlight of the President Ilham Aliyev. Talking about works done in this direction, he noted that the Ministry of Education takes some steps to combat the corruption. Touching on works done to develop pre-school education in the country in recent years, Mr. Mardanov said that a lot of kindergartens have been built or refurbished. He expressed his hope that the State Program on socio-economic development of Baku city and its districts for 2011-2013, which was issued by the President on May 4, 2003, will create the conditions for continuous improvement activities in the pre-school education field. Noting the progress achieved in the education field, the Minister also underlined the existence of problems and shortcomings in this field. According to him, there have been taken some steps to eliminate negative elements in pre-school education. Moreover, the issue is always remained under the strict control. The Minister gave information on 50 queries received from pre-school establishments by the Hotline Service of the Ministry from January to May of 2011. He enumerated facts reflected in these queries and expressed disappointment with the situation in the mentioned kindergartens. Moreover, he has made a serious warning to the heads of kindergartens, and put forward proposals for the removal of existing shortcomings. The Minister also instructed them to improve their work and increase a sense of responsibility. Talking on kindergartens about which the Service had received most complaints, Misir Mardanov instructed the Baku city Education Department to take relevant steps to improve these pre-school establishments. In addition he recommended to officials of the relevant establishments to regularly visit kindergartens and hold meetings with parents.

On May 19 was held an opening ceremony of the new sport base of “Vatan” Republican Specialized Children and Youth Football School of the Olympic Reserve.

The ceremony was attended by the Education Minister Misir Mardanov, Minister of Youth and Sports Azad Rahimov, President of AFFA Rovnag Abdullayev, Head of Binagady Executive Power Ali Gojayev, Deputy Education Minister Elmar Gasimov and other officials. Speaking at the event Deputy Education Minister Elmar Gasimov congratulated the personnel of establishment on the opening of new sport base. He underlined that the sport school jointly established by AFFA and Ministry of Education was devoted to the 88th birth anniversary of national leader Heydar Aliyev. Education Minister Misir Mardanov congratulated ceremony attendees on the opening of new sport school. He appraised the establishment of high level football school as an important event in the sport life of the country and noted the special attention paid by President Ilham Aliyev to the development of sport. According to him, the great achievements of our athletes in various sports are the result of sustainable attention. Noting pupils of schools #126 and 244 located close to the base will be able to use conditions created at the base, the Minister highlighted the role of the school in the development of Azerbaijani football. He also expressed his confidence that school will educate professional athletes. President of AFFA Rovnag Abdullayev on his speech talked about modern sport establishments created in the Republic and noted a special regard showed by President Ilham Aliyev to the development of sport. Minister of Youth and Sports Azad Rahimov talked about the political course launched by the national leader Heydar Aliyev, which is continued by President Ilham Aliyev.  Head of Binagady Executive Power Ali Gojayev appraised the creation of new football field as a big present for teenagers and children. He expressed his thanks to AFFA, Ministry of Education, and Ministry of Youth and Sports for the high level supply of the sport school.   Further, guests became familiar with conditions created at the sport school.

On May 19 at secondary school No. 276 of Baku took place a meeting on the current situation in the general educational establishments involving school directors.

The meeting was attended by the Ministrer of Education Misir Mardanov, head of Department for Strategic analysis, planning and personnel management Farzali Gadirov, director of Baku city Education Department Naila Rzaguliyeva, officials of the department, as well as directors of secondary schools of the capital and educational establishments directly subordinated to the Ministry. Opening the event Education Minister Misir Mardanov talked about works done in the general education field during the current study year. Noting measures implemented for increasing transparency and fighting corruption in the country is strengthened, the Minister underlined that this issue is controlled by President Ilham Aliyev. According to the Minister from this regard, the Ministry implemented relevant works and special steps to eliminate negative elements that may have happened. Having underlined the existence of model schools, experienced school directors, and creative teachers in the country the Minister emphasized that Azerbaijan is proud of them. He emphasized achievements of Baku European Lyceum, Zangy Lyceum and Secondary School named after Zarifa Aliyeva and said that others should learn from the example of these schools. According to him, it is easy to achieve positive results in the education if heads of schools will have a willing to work, will possess organizational skills, and put the common interest above all else.     Noting the progress achieved in the education field, the Minister also underlined the existence of problems and shortcomings in this field. He expressed his disappointment with some negative factors. The Minister gave information on queries received from secondary schools of Baku by the Hotline Service of the Ministry from January to May of 2011. He listed facts reflected in 233 queries received from 123 schools and pointed out defects existing at mentioned schools. Moreover, he has made a serious warning to the heads of schools, and put forward proposals to remove existing shortcomings in a very short period of time. During his speech, Mr. Mardanov touched upon other issues as well. At the end of the meeting, he instructed the management of Baku City Education Department to organise regular visits of its officials to secondary schools, and establish a close relation between school and parent, etc.  

Education Minister Misir Mardanov has signed a relevant order on ensuring transparency and impartiality in the assessment of students at the summer exam session of 2010/2011 study year, and eliminating negative situations that may have happened.

Education Minister Misir Mardanov signed a relevant order on ensuring transparency and impartiality in the assessment of students at the summer exam session of 2010/2011 study year, and eliminating negative situations that may have happened.  According to the Order, heads of higher and secondary special educational establishments should organize the summer exam session of 2010/2011 study year based on the current normative documents and establish the exam head office at educational establishments. Moreover, heads of higher and secondary special educational establishments should immediately inform the Hotline Service of the Ministry (telephone: 496-34-82; 496-37-61; fax: 496-37-61; e-mail: qaynar-xett@edu.gov.az) on each query received by the Head Office, implement measures to strengthen transparency at exam session and public control, as well as take measures against persons, who have admitted shortcomings in the examination process, in accordance with the existing legislation.  In accordance with the Order, heads of higher and secondary special educational establishments will present a final report on organization, conduction and results of summer exam session at the Ministry within 10 days after the completion of session. Anti-Corruption Working Group of the Ministry consists of representatives of non-governmental organizations and community will monitor summer exam session at higher and secondary special educational establishments. Furthermore, it was decided to investigate negative situations occurred during the preparation period and exam session efficiently, as well as implement other relevant measures.
