On 29 March the meeting took place in the Ministry of Education. Education Minister, Misir Mardanov in its speech has mentioned some issues faced by the Ministry.  At first, the Minister has noted the importance of strengthening an activity of the Hotline service of the Ministry, ensuring of efficiency of carried out works, and also has raised the importance of improving service’s work.   Afterwards, the Minister has been interested in the condition of preparation works for board meetings, which planning to within the next few days. It has been noted that in these meetings will be discussed issues of foreign students' education in Azerbaijan, the current conditions of methodical service in the country and its improvement, results of test examinations leading in IX-XI classes and also issues relating to the final examination. The Minister also has mentioned issues relating to “The best secondary school of the year” and “The best teacher of the year” competitions, rationalization of schools, vocational education, textbooks and other spheres, and has given the concrete tasks about works, which realizing in the different direction.

The Olympiad will be held in Crescent Beach Hotel. Pupils from CIS countries and Baltic States, as well as Azerbaijan are expected to participate widely in Olympiad. Furthermore, delegates from Bulgaria, Romania, Macedonia and other countries also will take part in the Olympiad. The government of Azerbaijan intends to allocate 220 750 manat to the Olympiad preparation. During the last 10 years, the Olympiad was held in many countries, including Russian Federation, Kazakhstan, Moldavia, Tajikistan, Armenia, Belarus, Uzbekistan, and Turkmenistan. The 34th International Mendeleev Olympiad was held in 2000, in Azerbaijan. The names of the majority Azerbaijani pupils are among names of winners. Many of them continue their studies in Moscow State University, and some of them have already graduated from this famous institution.

On March 31, an event devoted to the result of painting competition, dedicated to the massacre committed by Armenian against Azerbaijanis during the history, took place at “Child World” Art Gallery of the Young Children’s Art Palace, named after T. Ismailov. The art exhibition consisted of artworks submitted to the Republican Art Competition on the theme “Armenian genocide.” Speaking at the event Deputy Minister, Elmar Gasimov, said the massacre committed by Armenian against Azerbaijanis is one of the terrible tragedies of XX century. He stressed that such kind of tragedies were committed periodically in different regions of the country in a certain interval of time, and noted the traces of the genocide still are being investigated. He reminded the participants that in 1998 the national leader Heydar Aliyev gave a political and legal assessment to the massacre committed by Armenian on 31 March, 1918, and noted the importance of this document. E.Gasimov added that information about cruelty of Armenians should be brought to the attention of the world audiences and every Azerbaijani should facilitate this.  The Deputy Minister noted the pictures collected in the gallery reflect hatred to the wildness of the Armenians, and at the same time show the patriotic spirit of youth is very high. Afterwards, the vice-chairman of the State Committee for Family, Women and Children Affairs Ajnur Sofieva made a speech. Speaking about insidious policy of Armenians against Azerbaijanis, which has been carried out over many centuries, she commended for holding such competitions and events. The 36 participants, authors of the best painting, who have won, I, II and III places, have been handed over diplomas and prizes of the Ministry of Education. A thousand of pupils and students took part in the Republican Art Competition on theme “Armenian genocide.” There have been established a jury for the selection of artworks, were chosen the best works and presented to the Republican round. Experts of Azerbaijan Arts Academy considered 400 artworks presented to the round and selected 250 of them. At the end participants looked at the pictures reflecting Armenian atrocities.

I. Akbarova represented Azerbaijan with the project of "Polyhedrons all around us" in the nomination of "Innovation in content.” The competition involved more than 80 teachers from 41 countries. Ilhama Akbarova among the top 20 European innovative teachers has got the right to participate in the World Innovative Teachers Competition, which will be held in Cape Town (South Africa) in October 2010. Ilhama Akbarova represented our country in Berlin as the winner of Azerbaijani stage of the Innovative Teachers Competition organized by the Ministry of Education and Microsoft Azerbaijan with the support of "Madad", "Ultra", "İntel", and "HP".

Speaking at the Board, Education Minister, Misir Mardanov, has noted important works, which have been done according to the orders of the President in the field of development of higher education and stressed that this area is always at the centre of attention of President. Talking about foreign students study in the country, the Minister noted that foreign students from about 50 countries are currently studying at Azerbaijan universities. Afterwards, Deputy Minister, Elmar Gasimov, made a presentation on the theme “Education of foreign citizens in the Azerbaijan Republic (the real situation, problems and prospects). He gave information on the education of foreign citizens at universities, about increasing their quantity every year, structures, existing at some universities for preparing foreign citizens for higher education, as well as universities, which have received large number of foreign students. The Deputy Minister noted that at the moment 6,813 foreign students are studying at universities in different specialties in the spheres of engineering, the humanities, art and culture, medicine, economy, management, etc. E. Gasimov gave detailed information about situation existing in this sphere for the past years, dynamics of reception of foreign citizens in the past three academic years, as well as other issues relating to this field, and gave some useful suggestions. The rector of universities Abel Maharramov, Ahliman Amiraslanov, Samad Seidov, Shamsaddin Hajiyev, and Gulchohra Mammadova in their speech have noted actuality of the subject, and talked about situation and problems, existing in this area at their universities.

Employees of the centre and representatives of the Education Ministry attended the opening ceremony of the Olympiad, devoted to the 65th anniversary of the Great Patriotic War. The Olympiad was held within the framework of the joint project “Intensive Russian Language Teaching” between the Embassy of the Russian Federation in the Azerbaijan Republic and the Education Ministry. Secondary school pupils’ No. 142 in Baku performed literary and artistic compositions at the ceremony. At the first day of the Olympiad pupils of the IV and V classes of the pilot schools of Baku, Sumgait cities, Absheron, Lankaran and Masalli districts, and the second day pupils of VI and VII grades of the pilot schools of Baku, Sungait, Mingachevir cities and Khachmaz district have demonstrated their knowledge of the Russian language. At the Olympiad given to each classroom complete set of tasks were colorful and interesting. In addition to test items, pupils read poems and monologues. The results of Olympiad will be announced next week.

In the press conference, which took place in the Education System Informatization Department under the Education Ministry, the head of the department, Samir Mammadov, has noted that 2010 has been announced by the Ministry as a "Year of ICT in education", and this is one of the activities provided by the contest. According to him the contest is holding under the State program on Informatization of Education System in 2008-2012, and supported by “Microsoft Azerbaijan”, “Education for the future” program of the Intel Cooperation, as well as organizations of AZEDUNET, Ultra, HP, and Madad. The member of Organization Committee, head of Azerbaijan Internet Forum, Osman Gunduz, represented the contest official website. He has emphasized that the contest information will be posted on the official website of www.musabiqe.edu.az.  It is informed that the contest is organized in two directions - “Internet technologies in education” and “E-education resources in the modern school." The main goal of the contest is to develop the use of electronic educational resources and internet technologies in the educational process, public awareness in this field, reveal new forms of internet use for the educational purposes, as well as encouragement to teachers, who actively using information technologies in the study. Winners in each 5 nomination will be handed over laptop, netbooks and other special prizes.

About 311 calls were accepted by phone, 45 by e-mail. All of them, regardless of the value and subject, have been listened and registered. Calls demanding special investigation have been sent to corresponding bodies, has been leading the corresponding investigation, to address references have been given written answers.  The majority of them are anonymous. The most part of them has the quantity of inquiries. It is connected with the organization in February-March of the current year in IX and XI classes of secondary schools of final examinations in the centralized order, application of new mechanisms for hiring teachers and organization, realization and learning of results of Republican Subject and International Olympiads. Such references make more than 70 % of the general inquiries. Other inquiries have been connected with the education abroad, counting of teachers' salaries, reception and recognition of the educational documents and other questions. Some calls are connected with problems existing in pre-schools, general, vocational, secondary special and higher educational institutions. On the basis of these calls have been leading investigations, realizing corresponding actions in order to eliminate problems. More than 90% of calls are receiving by the Hotline ‘service connected with secondary schools. The majority of them have received from Baku, some of them from Ganja, Sumgayit and Shirvan cities. At the same time, the most part of calls is received from Absheron, Gabala, Gedebey, Sheki, Shamakhi, Beylegan Lenkeran, districts. Calls reflected shortcomings in the organization of the educational process, in the sphere of material technical equipment, and in the quality of management of school's directors, and other issues.  All calls receiving by the Hotline of the Ministry have been seriously investigated and carried out corresponding measures.

Having warmly welcomed guests, Education Minister, Misir Mardanov, has noted that the meetings and a number of discussions leading by them in the Ministry will play an important role in improving realizing works. He talked about measures and works realizing in cooperation with the World Bank. Having noted that he has been familiarising with the World Bank report of Living Standards Assessment, the Minister, made some remarks on the report. World Bank Country Manager for Azerbaijan, Gregory Yedzheychak, has thanked Misir Mardanov for its warm reception, as well as its thoughts on the report. Having spoken about works, realizing in the education sector of Azerbaijan, he underlined that Azerbaijan is their best partner. Afterwards, the World Bank's Coordinator for the South Caucasus Meskerem Mulatu has talked about meetings and discussions holding in appropriate sectors of the Ministry in directions of realizing the Second Education Sector Development Project. Mrs. Mulatu noted that realizing works will greatly improve the education area in the near future and appreciated positively innovations in the field of teacher training and improvement of professional skill. Having spoken about participation of Azerbaijan in the PISA (the Program for International Student Assessment), she touched some issues relating to that. The Minister, in his turn, talked about works leading in the above mentioned directions, events, realizing in the field of higher and secondary education in recent years, sector works, created on the World Bank's advice, as well as about transformation of 10 schools into the exemplary educational establishments. At the end the Minister, Misir Mardanov, has expressed satisfaction with the meeting and wished them good luck in their future activities.
