    Azərbaycan SSR Xalq Komissarları Sovetinin 28 aprel 1920-ci il tarixli qərarı ilə Xalq Maarifi Nazirliyinin adı dəyişdirilərək Xalq Maarifi Komissarlığı adı ilə yenidən təşkil edilib və ölkədəki bütün təhsil müəssisələri bu qurumun tabeliyinə verilib.

127 textbooks and teaching materials of 4641700 copies were printed for the 2010-2011 academic year at the expense of 8 million manat funds allocated to the free provision of textbooks for pupils of comprehensive schools.

The list includes 40 textbooks and teaching materials of 1088250 copies for 3rd grade, 70 textbooks of 3417800 copies and one teaching material of 600 copies for grades 1st, 6th and 8-11th, 12 textbooks of 1070 copies prepared with special font and Braille alphabet for special schools. Furthermore, has been newly prepared and printed “Azerbaijani language” textbook for the 1st grade (for schools with Russian language teaching), “Arabic language”, “German language” and “French language” textbooks for 2nd grade, a full set of textbooks for 3rd grade, “Drawing” for 7th grade, “Geography” and “Constitution of the Azerbaijan Republic” for 9th grade, “Information science” for 11th grade, and “Udi language” for 2nd grade.

In 2010 were completed the construction of 49 new schools for 17434 pupils and additional training corps for 1419 pupils at 10 existing schools.

As well as, seven comprehensive schools, two professional lyceums, three orphanages – kindergartens were completely rebuilt, 356 comprehensive schools, nine professional lyceums, 52 orphanages – kindergartens and 5 out of school educational institutes were reconstructed. Moreover, in the current year has been started the construction of 25 new schools for 6980 pupils.

The chairman of the Senate of the Kingdom of the Netherlands Rene Van der Linden paid a visit to the Ministry of Education.

The chairman of the Senate of the Kingdom of the Netherlands Rene Van der Linden paid a visit to the Ministry of Education on September 8.   At the meeting, Education Minister, Misir Mardanov has stressed the importance of relationship between Azerbaijan and the Netherlands, including cooperation in the education area. He reminded that the President Ilham Aliyev pays a great attention to the development of educational relations between two countries. The Minister highlighted the 14 universities of Netherlands have been included to the universities list where students from Azerbaijan will be studied within State Program on education of the Azerbaijani youth in the foreign countries in the years of 2007-2015, approved by the Presidential degree, and noted that the number is expected to be increased. He also reminded that currently 27 students from Azerbaijan are studied at universities of the Netherlands. Rene Van der Linden expressed satisfaction with the meeting, gave information about the education system of Netherlands, activities of its universities and international relations existing in the relevant sphere. Furthermore, Mr. Linden talked about measures undertaken in the Netherlands in order to develop the education, underlined the existence of opportunities for study of Azerbaijani youth in his country, and expressed confidence in expanding the cooperation in this field. At the meeting have been discussed the development prospects of educational relations between two countries.

On September 15 - the Day of Knowledge the educational complex Nr. 132-134 in the Sabail district of Baku was opened after the major reconstruction.

Ilham Aliyev, the President of the Republic of Azerbaijan has attended the ceremony. Head of State got acquainted with the educational complex completely overhauled in accordance with modern standards. It was reported that in the four-storey complex, which was overhauled under the special instructions of the President, was created all conditions for both teachers and students. The educational institution, which opening has been eagerly awaited by students and teachers, combines the quality, modernity and high taste. The richness of material and technical basis of school makes him one of the most modern educational complexes in the country. Today, in this educational institution, which gave the initial education to the hundreds of scientists, who made great contributions to the education of the people and development of Azerbaijan’s science, nearly a thousand of students will be taught and educated by 110 teachers. President Ilham Aliyev got acquainted with the museum of Heydar Aliyev created at the complex, classrooms, sports and assembly halls, a museum of the history, individual classrooms, canteen, and asked about the educational process, teaching materials and security system. Head of State has also acquainted with the kindergarten functioning at the complex. Noting the creation of excellent conditions at the complex the President congratulated the teachers and students on the new academic year and wished them success. Opening of the educational complex after major reconstruction has caused the great gladness among teachers and students. School teacher Leyla Tahmasib has thanked the President Ilham Aliyev for the attention and care on behalf of the teaching staff. Head of state was presented with the book - “My school - my pride!”, whose author is the teacher of educational complex, Ulker Huseynova. At the end the picture was taken in memory.

On September 23, Misir Mardanov, the Minister of Education of the Azerbaijan Republic, visited Georgia.

At first, the Minister visited the monument of national leader Heydar Aliyev in Tbilisi and laid a wreath on it. After, he has met with Dimitri Shashkin, Minister of Education and Science of Georgia. The ministers visited Azerbaijani School No.73 named after M.F. Akhundov in Tbilisi, which was reconstructed by the Heydar Aliyev Foundation. They got acquainted with works done at school and met with the teaching staff. The school’s director, Salman Pirmammadov, gave broad information about school, and thanked on behalf of the teaching staff and pupils the Government of Azerbaijan, and Mehriban Aliyeva, President of the Heydar Aliyev Foundation, Goodwill Ambassador of UNESCO and ISESCO for care and attention. After ministers have met with the staff of Azerbaijani school No.3 in Gardabani that was reconstructed by the Foundation as well. Firdovsi Isgandarov, director of the school, has thanked Mrs. Mehriban Aliyeva for the overhaul of school. The ministers also visited the school No.2 located in the centre of Dmanisi and reconstructed by the Foundation. Today we have visited three schools in neighboring Georgia renovated by the Heydar Aliyev Foundation, also met with teaching staff and students. They have thanked the Government of Azerbaijan, and Mehriban Aliyeva, President of the Heydar Aliyev Foundation for such a good condition and continuous care. The care and attention of the Government of Azerbaijan and the Heydar Aliyev Foundation in obtaining study by our compatriots lived in Georgia in the modern schools are irreplaceable. I am sure that staff of schools that repaired and supplied with the modern equipment will be responsible for the care with great success in their education, the Minister, Misir Mardanov said. Minister of Education and Science of Georgia, Dmitri Shashkin, has welcomed the "Support to Education" project conducted by the Heydar Aliyev Foundation in Azerbaijani schools of Georgia and thanked the President and staff of the Foundation for kindness. Executive Director of the Foundation Anar Alekberov congratulated the school community with the new academic year, and conveyed M. Aliyeva good wishes to them. “Reconstruction of all three schools is one of the major activities carried out within Foundation's project Support to Education. Such projects in the regions where our compatriots live in a compact brings glory to Azerbaijan. We, along with other activities, will continue to pursue these projects,” he said. The governor of the Kvemo Kartli - Borchali region, David Kirkitadze expressed satisfaction with the implementation of project and thanked the first lady of Azerbaijan. During the visit, Azerbaijani guests were accompanied by Adviser to the President of Georgia Mubariz Garayev, MP of Georgia Azer Suleymanov, and the governor of Kvemo Kartli region, Borchali David Kirkitadze.

On September 24-27 Regional Environment Seminar of Teachers was held in Batumi, Georgia.

The seminar was held within the School Project on application of resources and energy (SPARE) of the Norwegian Society for the Conservation of Nature. The national coordinator of SPARE in Azerbaijan, Naile Ismayilova, project coordinator on the program’s application, MIrabbas Mammadov, director of the educational and extra school institutions department of the Ministry of Education, Agababa Ibrahimov, director of Ecological Lyceum “Araz”, Sudabekhanim Mikayilova, geography teacher of school No. 284, Sevinj Abbasova, biology teacher of school No.204, Almaz Hasret, and physics teacher of the lyceum of “Zekalar” Gulchin Bakhshiyev took part in the seminar. At the first day of the seminar, Naile Ismayilova, national coordinator of SPARE in Azerbaijan, made a presentation on the theme of “Pedagogical innovations and unity of applied issues” devoted to the measures implemented in the country in the relevant field. At the session of the seminar that dedicated to the theme of “Pedagogical innovations: the best examples and sharing experience” teachers from Azerbaijan have presented lessons examples based on different pedagogical approaches.  Azerbaijan has joined to the project since 2003. Currently, more than 200 schools of the country are working with the SPARE program. The main goal of the program is to educate pupils how to use energy and resources efficiently. Active SPARE schools conduct education on sustainable use of energy, and implement practical measures on energy efficiency.

The training trip to Tbilisi has been organized by the support of “Hilfswerk Austria International” organization.

On 21-24 September, the training trip to Tbilisi has been organized by the support of “Hilfswerk Austria International” organization within the project of “Developing a model of Foster Care Co-operative and family type’s services between local authorities and non-governmental organizations.” During the trip, the Azerbaijani delegation has met with Mr. David Lomidze, Deputy Minister of Labour, Health and Social Affairs of Georgia, Mr. Moris Tsamalashvili, Director of Social Service Agency, Mrs Eka Saneblidze, Head of Social Affairs Department, Mrs Tamar Makharashvili, the Director of the Social Service Agency for children, disabled and elderly, and Andro Dadiani, director of the “Every Child” organization. At the meetings were defined the priority areas of cooperation between Social Services Department of Georgia and Deinstitutionalization and Child Care Department of the Education Ministry of Azerbaijan. The Azerbaijani experience in the mentioned field was highly appreciated at the discussions, and was achieved agreement to organize the trip for staffs of Georgian Social Services Department to Azerbaijan in order to implement surveys to assess the state children institutions as well as their transformation.

On October 12, the forum of rectors of humanitarian universities and deans of humanitarian faculties of the CIS countries started at the Baku State University.

At the first day of the forum was held the meeting of Coordinating Council. Firstly, participants have been acquainted with the Heydar Aliyev Museum, and stand with the photos of Honorary Doctors and members of ANAS.    Education Minister, Misir Mardanov, rectors of universities and deans of humanitarian faculties took part in the meeting of Coordinating Group. Kamal Abdullayev, rector of Baku Slavic University, has opened the forum and greeted participants. He noted that 30 representatives from more than 20 universities of 8 CIS countries took part in the forum organized for the first time. According to him, Coordinating Group will discuss issues debated at the forum and cultural occasions planning to be organized. Moreover, on October 13 participants of the forum will visit the Alley of Honor to pay tribute to Heydar Aliyev, the national leader of Azerbaijan, and the Alley of Martyrs.   Later, the general meeting of the forum will be held and lectures will be listened. Within the forum, there are planning to organise sightseeing of Baku and other cultural occasions. Efim Pivovar, rector of the Russian State University for the Humanities, chairman of Russia-Azerbaijan Friendship Society underlined that the idea to hold the forum was suggested in the First Azerbaijani – Russia Forum on humanitarian cooperation organized in Baku in January 2010. Then, participants of the forum were received by the President of Azerbaijan, Ilham Aliyev and at the meeting the President emphasized the importance of development humanitarian cooperation between CIS countries. Afterwards, was begun realization of organizational works to hold the forum of rectors of humanitarian universities of CIS countries.  Efim Pivovar thanked Azerbaijan for the organization of the forum and hosting the first meeting. According to him the realization of that initiative will positively affect the development of cooperation and friendship between humanitarian universities, as well as people of CIS countries.   At the first day of the forum, after the meeting of Coordinating Group, guests have been acquainted with the educational complex No. 132-134.

On October 15, Education Minister, Misir Mardanov met with members of Parent Teacher Association of the school-lyceum No. 299 in Baku

At first, the Minister acquainted with the classrooms, library of school, and talked with teachers and pupils.  Having talked about reforms implementing in the country, building new schools and their renovation, the Minister, noted the importance of collaboration between parents and school. He underlined the activity of school from this point of view is being noticed, and expressed his consent by the work of Parent Teacher Association of the school and gave some recommendation.   Parents and teachers have thanked the Minister and made suggestions on issues that they are concerned about. The Minister expressed satisfaction with conditions created at school reconstructed in 2008 and noted that the necessary further assistance will be provided to school. At the end, the Minister wished good luck to the pedagogical staff of school and members of Parent Teachers Association.
