Opening ceremony of a training course organized in the framework of “Public Investment Staff Capacity Building Project” implemented by the Azerbaijan Government and World Bank took place on May 18.

Subhan Gasimli, director of the Professional Qualifications Department of GRBS Training Company opened the event and gave information on duties and rules for participation in the training course. He acquainted participants with the international Financial Reporting Manual published by GRBS Company.  Araz Pashayev, training adviser of the project, has underlined the importance of project and course, and wished to participants an active and fruitful training.  Farzali Gadirov, director of the Strategic analysis, planning and personnel management department of the Education Ministry and national coordinator of Public Investment Staff Capacity Building Project, and Elvin Rustamov, director of Education Sector Development Project Coordination Group gave broad information on the project and expressed their thoughts about the project’s purposes. According to them the main goals of the project are to achieve institutional change and organize training courses in the beneficiary organizations, and create the durable education system for strengthening the staff capacity. The project consists of four components - capacity building on common themes, capacity building for the sectors, support for capacity building and project implementation. The project aims to build the staff capacity of structures operating by the state investments. The executive agency of the project is the Ministry of Education of the Azerbaijan Republic. The project came into force from November 3, 2009. The total amount of the project is US$10 million equivalent (8 million from the World Bank, 2 million from the Government of Azerbaijan). Accountants and financial experts of Ministry of Transport, Economic Development, “Azeryolservis” public corporation, “Azersu” PC, “Melioration and Water Management” PC, “Azerbaijan State Railways” PLC, “Azerenerji” PC and other state establishments will take part in the International Financial Reporting Standards Training. Training course will give an opportunity to experts to take the international attestation in the international financial reports' standards. Moreover, it will stimulate the strengthening of staff capacity and improvement of organization’s work principles.

In the 2009/2010 academic year, 104037 pupils are studying in the graduating classes (9-11) of secondary schools of the country.

In 2007 this figure consisted of 116812 pupils, in 2008 117535, and in the last year 113186. In 2007 524 pupils finished 12 grades of secondary schools, in 2008 311, in 2009 637. However, this year their number is 720 people. In the 2009/10 academic year, the numbers of first- grade pupils were 118581 people. In 2007 this figure was 117921 people, and in 2008 119600. It is predicted that in the 2010/11 academic year 123844 pupils will be enrolled to the first grade of secondary schools.  95 145 students (88023 at the Bachelor’s and 7122 Master’s degrees) are studying at universities under submission of the Ministry of Education. 22814 students (20062 at the Bachelor’s and 2752 at the Master’s degrees) are studying in the last courses of universities. 21878 students are studying at private universities: 21260 at the Bachelor’s, 618 at the Master’s degrees. 6297 students of the last courses are studying at the Bachelor’s, 269 at the Master’s degree.

On May 19 an exhibition named as “Education, Time and We” took place in the Hand Game Palace by the joint organization of Baku city Education Department and Independent Trade Union of Education Workers of the Azerbaijan.

In the exhibition, which is being held for the first time were demonstrated achievements of general education, pre-school and after-school institutions of the Baku city Education Department from 44 different regions. Education Minister Misir Mardanov, deputy chairman of the New Azerbaijan Party Ali Ahmadov, chairman of Free Trade Union Committee of Education Workers of Azerbaijan, Sattar Mehbaliyev, vice-speaker of Parliament, Bahar Muradova, ombudsman Elmira Suleymanova, and vice-chairman of the State Committee for Family, Women and Children Affairs, Aynur Sofiyeva took part in the event. Having welcomed guests and participants of exhibition, director of Baku city Education Department Naila Rzaguliyeva noted that education reforms founded by the great leader Heydar Aliyev have today successfully continued by the President Ilham Aliyev. She also underlined the worthy merits of Heydar Aliyev Foundation in the development of education and stressed that such events play a special role in the comprehensive development of children. Afterwards, pupils performed songs and dances, as well as guests have been acquainted with works. Answering questions of the journalists, Education Minister Misir Mardanov noted the exhibition holding for the first time has been well organized. He stressed that similar events will be continued and covered more school.

On May 20, Education Minister Misir Mardanov signed an order on holding the Last Bell event in comprehensive schools.

According to the order, the Last Bell event will begin on May 31, 2010 at 10:00am and will last 3 hours. Moreover, the event will be held only in the territory of educational establishments. The order provides for the participation of parent committees, parent/teacher associations and public representatives in the event. Moreover, in accordance with the order, the Ministry of Education of Nakhchivan AR, Baku city Education Department, Ganja city Education Department, and district (city) education departments should complete the organizational works in order to celebrate the Last Bell in time, as well as implement necessary works to ensure the safety of pupils.

On May 24, Azerbaijan-Latvia Education Forum began its work at Baku State University

First, forum participants visited the Alley of Honours to lay a wreath at the tomb of Azerbaijan’s national leader Heydar Aliyev, and they also put flowers at the grave of the prominent ophthalmologist, academician Zarifa Aliyeva. Afterwards, they visited the Alley of Martyrs to pay their tribute to those who gave their lives for the Azerbaijan's independence and territorial integrity. Participants of Azerbaijan-Latvia Education Forum have been acquainted with the information stand of Latvian universities. Having welcomed participants, Education Minister, Misir Mardanov talked about Azerbaijan – Latvian relations in the education sphere, and noted the existence of broad prospects for future cooperation between two countries. The Minister underlined the effectiveness of relations in the higher education, as well as student and teacher exchange fields. He spoke about the education system of Azerbaijan, realizing reforms, and achievements in this sphere. In its speech, the Minister gave broad information on the different levels of education in Azerbaijan, and future prospects. He expressed confidence in the development of Azerbaijan – Latvian education relations and wished good luck to the Forum’s work. Tatjana Koke, Minister of Education and Science of the Republic of Latvia noted similarities in the educational systems of two countries, and stressed that she attaches particular importance to the development of bilateral relations between Latvia and Azerbaijan. The guest has touched the positive aspects of creation the direct relations between universities, and noted that currently 13 Azerbaijani students are studying at Latvian universities. Rector of Baku State University, Abel Maharramov, rector of Riga Technical University, Ivars Knets, rector of Khazar University Hamlet Isakhanli in their speeches expressed belief that ties in the education field between Azerbaijan and Latvia will affect positively to the development of the education system of two countries. Afterwards, a protocol was signed between Baku State University and Riga Technical University. Azerbaijan-Latvia Education Forum will finish on May 26.

On May 31, the event devoted to the June 1st – International Children Defense Day named as “We are the doves of peace,” and organized by the Ministry of Education and “Happy Future for Children” Public Association took place at the Young Spectators’ Theatre.

Having welcomed participants and guests of the event, the Minister of Education, Misir Mardanov sincerely congratulated children on June 1st - International Children Defense Day, wished them healthy and prosperous life, expansion of successes gained by them in the education and advised to them to be a patriot.  Mr. Mardanov noted the special attention paying to the children during the independence years of the country, and that the great leader Heydar Aliyev always took care of them. Having talked about steps taken to solve the problem of children in Azerbaijan, the Minister gave broad information on the relevant state program signed by President Ilham Aliyev. He underlined the care shown to children lived in Children’s home and boarding schools by the Heydar Aliyev Foundation’s President, UNESCO and ISESCO goodwill ambassador, MP Mehriban Aliyeva, and stressed that in recent years more than 2000 schools and extra buildings for education establishments were built, and estimated that as one of the priority directions of the state policy.  The Chairman of Happy Future for Children Public Association, Nargiz Kazimova underlined the importance of taking care of children, as well as expressed believed that the activity of state and non government organizations in this field will give fruitful results.  Pupils of children’s homes and boarding schools had performed dance numbers and songs. Moreover, trendy clothes for 10 children presented by the fashion house of ‘Aglamur’ were demonstrated, and gifts were handed over to children. 

On June 1, a meeting dedicated to the final examination preparation at secondary schools took place at the Ministry of Education.

Education Minister, Misir Mardanov in its speech noted the final examination of 9th and 11th grades of secondary schools will begin on June 3rd. He underlined that the 11th grade pupils will take examinations in 8, the 9th grade pupils in 2 subjects as in the previous year. The Minister outlined that in the current academic year 90134 pupils of secondary schools and professional lyceums have taken the test exam for the secondary education, 127796 pupils for the main education level. Having noted test exams holding in 294 exam centres of 4 regions in February, March and April, he added that 4437 pupils of professional lyceums took final exams on April 25. According to the Minister, the 64, 71 per cent of 9th and 41, 25 % of the 11th grades pupils, who took part in final exams, had a good academic progress. Moreover, the examination’ process has been improved; pupils and parents’ attitude in implementing exams in the centralized order have changed positively, the progress and quality percent of the exam’ results has increased. The Minister noted this growth increased more than ten per cent. Mr. Mardanov draw attention to the final exam dates in 4 regions of the country and noted that exams in 11th grade will last 3, in 9th grade one-and-a-half hours. Afterwards, he added that pupils won the first place in the Subject Olympiads, as well as gained a success in different international Olympiads; knowledge and sport contests are free from exams. The Minister reminded to exam supervisors the importance of personal responsibility in this work, and added all measures have been taken for the successfully implementation of exams. He gave corresponding commissions and recommendations to exam supervisors, and called them to be active in the best performance of duties assigned to them.

Today have been taken the final examinations in 11th grades of secondary schools of Sheki, Agdash, Agsu, Balaken, Goychay, Ismayilli, Oguz, Gakh, Gabala, Guba, Gusar, Khachmaz, Shabran, Siyazan, Khizi, Shamakhi, Zagatala and Gobustan districts.

The 16681 pupils of 11th grades took the exam at 54 examination centers. The exam was taken in subjects of mother tongue, mathematics, Azerbaijan history, Physics, Chemistry, Biology, Geography and foreign language. On June 4, the 25586 pupils of the 9th grade of the secondary schools of mentioned districts will take the exam in the mother tongue and mathematic subjects at 57 examination centres. The 1874 pupils, who could not receive the school leaving certificate in previous academic years, today have taken the exam at the 18 examination centers as well. The time allocation for exams in 11th grades is 3 hours, in 9th grades 1.5 hours. 

On June 7, were taken final examinations in the 11th grade of secondary schools of Ganja, Mingachevir, Naftalan cities, as well as Agstafa. Barda, Lerik, Yardimli, Dahskesen, Gedebey, Goranboy, Goygol, Kazakh, Samukh, Shamkir, Tartar, Tovuz, and Yevlakh districts.

The 21975 pupils took the exam at 75 examination centers, which was held in the West Regions. On June 8, the 30160 pupils of the 9th grade of secondary schools of mentioned districts will take the examination in 75 information centers. The 2405 pupils, who could not receive the school leaving certificate in previous academic years, today have taken the exam at the 19 examination centers as well.
