Results of final examinations (11th grade) for the secondary education level were summed.

Information on the final examination assessment, which will be writing to the school-leaving certificate of pupils, will be posted on the examination sector of the website of the Ministry of Education (www.edu.gov.az) on June 21, 2010. Despite receiving the assessment results, pupils also will be able to see series and numbers of the certificate.  Information on the final examination assessment, which will be writing to the school-leaving certificate of pupils, in accordance with results of final exams (9th grade) for the main education level, will be posted on the Ministry’s website (www.edu.gov.az) on June 23, 2010. It should be mentioned that the applications and complaints related to the results of examination will be received at city and district education departments, where pupils had studied. Including, pupils studied in Baku will appeal to Baku city Education Department, pupils studied in Ganja to Ganja city Education Department, in Absheron to the Absheron district Education Department and, etc. In local areas, applications and complaints connected with the examination will be received until June 26, 2010.

On June 22 the press conference devoted to the results of final examinations in the 11th grade of secondary schools was held at the Ministry of Education.

Having opened the conference Education Minister, Misir Mardanov acquainted representatives of media with the results of final exams held in the 11th grade of secondary schools of the country. According to him, overall, 88815 (96, 54%) pupils of the country took part in exams. About 74832 (84, 26%) people have successfully passed the exam. The Minister noted that there were comparatively to previous years large increases in the number of pupils, who successfully passed the exam. Having underlined about 24933 pupils took part in the exam held in Baku, and 4083 pupils in Sumgait, the Minister, informed that nearly 14 thousands of them got “unsatisfactory” assessment from one or several subjects. Mr. Mardanov noted that despite posting the results of final exams for the secondary education level on the website of Ministry, series and numbers of school leaving certificates giving to the pupils posted there as well. Moreover, he underlined handover of certificates has already been started in Baku and Sumgait. After, the Minister informed that 51 winners of different subject Olympiads and sport competitions, as well as 570 people due to illness were exempted from final examinations. Moreover, Appeals Commission will work until June 26 on the school No. 276 of Baku. According to the Education Minister 103 pupils will take part in exams, which will be held on June 23 and by the externship way. Furthermore, 13 pupils who could not attend the final examinations this year for a valid reason will participate in exams as well.  It was noted that 8586 people, who received “unsatisfactory” score from one or several subjects last year, have appealed for taking part in exams. About 6413 (74, 69%) of them took part in the second final exams for the secondary education course, 3852 (60, 07%) from them got “satisfactory” and 2173 (25, 31%) “unsatisfactory” score. Having spoken on implementation of intra-school, national and international assessment programs, the Minister noted the expediency of improving the assessment policy, and organizing training in this field. In the end of press conference the Minister of Education, Misir Mardanov answered to questions from journalists.

Rules for early admission of children to the first grade of secondary schools

Approved by the order 796 of the Ministry of Education of June 16, 2010.   1. The Present Rules are prepared in accordance with the Education Act of the Republic of Azerbaijan, and specify the procedure for early admission of children below school age to the first grade. 2. Mentally and physically healthy children who have reached their 6th birthday before September 15 are admitted to the first grade of secondary schools. 3. In exceptional circumstances, talented children who have reached their 6th birthday after September 15 until late October could be admitted to the first grade based on the conclusion made by the Commission established at school.    4. Decision on acceptance of special talented children, who will have reached their 6th birthday during November, to the first grade will be considered by the Commission established at the Ministry of Education from early August to September 10.  5. Information on children early accepted to the first grade based on the conclusion of the Commission will be sent to the local education bodies. Acceptance of these children to the first grade of suitable schools is implemented according to the existing rules.  6. Early admission of children to the first grade in the territory of Nakhchivan AR is implemented by the Ministry of Education of Nakhchivan AR based upon the Present Rules.

To heads of higher and secondary specialized educational institutions

Under section 14.8 of the Education Law and Regulations approved by the Presidential decree of 23 February, 2010, No.225, higher and secondary specialized education institutions of the country should be joint to the state electronic information system of “Student-Graduate.” Therefore, the mentioned institutions should enter information about students, academic achievements, changing specialty, and transfer from other institutions (including foreign countries), expelled students, and other details reflected in the Regulations to the system. At the same time, we are informing you that according to the article 348-4 of the Code of Administrative Offences of the Azerbaijan Republic, higher and secondary specialized education institutions, which have not joined to the system or not entered full and correct information on time will be fined (officials from 200 manats to 300, legal persons from 2500 manats to 3000). In order to strengthen the control over the realization of students’ transfer studying at higher and secondary specialized education institutions and add information to the electronic information system on the centralized order, we are informing that transfer of students from other universities into non-state and state higher and secondary specialized education institutions subordinated to the Ministry of Education, or from one speciality to another within the university, also renewal of students expelled from universities of foreign countries will be implemented with consent of Ministry of Education, at education institutions of other ministries, committees, establishments and organizations with consent of mentioned departments.    According to given information, after transfers will be completed within terms defined by the current legislation, you should submit information on transfers (in order to add it to the electronic information system) implemented at the education institution headed by you to the Ministry of Education (conform to the given form) within one week. Individuals wishing to take final exams by the extern should address the request to the Education Departments of districts (cities) during the 1-20 April of each year, and take the first stage exams on subjects not entered to the final exams holding in the centralized order. As the decision on the entrance of these pupils to exams has been made, the relevant documents with the accompanied letter of the Education Departments of regions (cities) should be delivered to the Ministry until May 25. Schoolchildren debarred from the final exams due to poor assessment, which they have received from one or more subjects in the previous school year, also could address the request to the school where they were originally studied until 1-20 April of each year, and at school defined by the Education Departments of districts (cities) take the first stage exam on the subject (subjects) from which they have received the unsatisfactory score. As the decision on the entrance of these pupils to exams has been made, the relevant documents with the accompanied letter of the Education Departments of regions (cities) should be delivered to the Ministry until May 25.  Individuals that were unable to take part in exams due to their knowledge assessment absence and could not finish their general or comprehensive study level on time, as well as wish to receive the relevant scholastic document have the opportunity to retake exams by the extern as well. Individuals who wish to take the exam by the extern could address the request to the Education Departments of areas (cities) during 1-20 April of each year and take the exams on the subjects not entered to the final examinations holding in centralized order. As the decision on their entrance to exams has been made, the relevant documents with the accompanied letter of the Education Departments of regions (cities) should be delivered to the Ministry until 25 May.

On August 19, Education Minister, Misir Mardanov met with Heydar Shiya Gubeyshi al-Barrack, Extraordinary and Plenipotentiary Ambassador of Iraq in Azerbaijan

Minister, Misir Mardanov has noted the high level bilateral relationship existing between Azerbaijan and Iraq, and emphasized the importance of development co-operation in the education area. He reminded the existence of relevant relationship in the Soviet period, and underlined that there is an ample opportunity for their development. Having noted the interest of Iraq in the development of cooperation with Azerbaijan, the ambassador pointed out that the international policy of his country remained steady. Mister al- Barrack underlined that it is expected to sign the agreement in the science, education and other fields in the near future, which will serve to the development of relationship. At the meeting were discussed prospects of student exchange and study of students from Iraq at universities of Azerbaijan.

On August 25 the Minister of Education, Misir Mardanov met with Otto Hauser, chairman of the Germany-Azerbaijan Forum, Honorary Consul of Azerbaijan in Stuttgart, and Thomas Bareiss, member of Bundestag.

Education Minister, Misir Mardanov has warmly greeted the guests and expressed satisfaction with the meeting. Having noted the development of existing relationship between Azerbaijan and Germany in recent years, the Minister, underlined the important contribution of Otto Hauser, Honorary Consul of Azerbaijan in Stuttgart, to the creation of fruitful relationship in the education area. The Minister emphasized the importance of issues discussed within the trip of Azerbaijani delegation to Germany on October 25-29, and underlined that some works have been done within the suggestions made at meetings in University of Stuttgart, Science and Education Ministry of Baden-Virtemberg and Skill Improvement Academy. He talked about the German language teaching at compulsory schools of Azerbaijan and noted that important measures should be done in this direction. The Minister said that Germany is one of the top three countries where Azerbaijani students studying as part of the “State program on education of Azerbaijani youth abroad in 2007-2015.” Otto Hauser has thanked the Minister for warm reception and noted that Germany interested in the cooperation with Azerbaijan in all spheres, including education. He launched an initiative to organize the exemplary vocational education institution in Azerbaijan and underlined that this will give an additional impetus to German businessmen wanted to invest in Azerbaijan. Having underlined that he met with Azerbaijani students studying in Germany, Mr. Hauser expressed believe that these students will give the worthy contribution to deepening the cooperation between two countries in the future. He also said that German specialists are interested in cooperation with the Azerbaijan State Oil Academy. Mr Mardanov noted that vocational education system in Germany highly developed and this fact plays an important role in the socio-economic development of the country. He also supported the initiative for establishing the exemplary vocational education institution in Azerbaijan. The Minister underlined that if the offered initiative will be implemented, then this is going to be one of the important events in the development of educational relationship of Azerbaijan and Germany. Having noted the existence of cooperation between the Azerbaijan State Oil Academy and higher educational institutions of Germany in the 1980’s, the Minister emphasized that there is a wide variety of possibilities for the development of cooperation. At the end of meeting parties exchanged views on other issues, and have been decided to establish the Joint Working Group to launch the exemplary vocational education institution, implement the relevant work to improve the German language teaching at compulsory schools of Azerbaijan and continue the cooperation in the skill improvement area.

STATEMENT BY PRESS SERVICE OF THE MINISTRY OF EDUCATION

On September 1, Education Minister, Misir Mardanov signed an order not to renew the validity period of the license issued to the Azerbaijan International University.  The order stated that, Azerbaijan International University (AIU) had been registered in the Justice Ministry on October 17, 1997, and received the first license by the order of the Ministry of Education of December 4, 1997, Nr. 48-11-4058/16. In 1999 the university received license for six, in 2005 for five years.  On July 8, 2010 was established a Working Group to discuss the issue on giving licence to the AIU due to its expiration, and investigate the situation connected with the education process organization. The Group has been acquainted with the material and technical base of the university and analyzed documents given by the university management and relevant departments of the Ministry. It was revealed that, although there have been done some works to improve the material and technical base of the university comparatively to 2005, requirements for regulatory documents have not been observed in the organization of the education process, and have been committed a number of serious violations. The report prepared by the Working Group was discussed at the meeting of Licensing Commission of the Education Ministry. It was noted that potentials of the Science Council of the university were not used and activities of the vast majority of faculties of the university are contrary to the requirements of the existing rules. Moreover, it was revealed that most of the departments, especially technical training departments were not provided by laboratories that supplied with the necessary equipment, the department works were not organized properly, and allocation of lessons among teachers was massively violated. What is more, lectures at the university were given to teachers without higher special and science degrees, requirements for regulatory documents were not observed fully in the preparation of specialities curriculum that provided the expert training, hours divided to the number of subjects reflected on the curriculum was less or was not been taught at all, disciplinary rules were not observed and also was revealed serious shortcomings in the student attendance. Furthermore, teaching journals of groups had been written formally and sometimes illegally changed, the teachers’ signature were forged, student knowledge was assessed formally, subjects were taught according to the wish of teacher, a serious violations were committed in the formation of students’ contingent, as well as in their transition from one course to another, and in the organization of groups and associations, also requirements for the current legislation have been seriously violated due to students’ transition from one specialty to another within the university. In addition, documents' falsification was admitted, execution mechanism of documentation and documents within the issuing the diploma was violated, and the Moscow branch of the university did not act in accordance with the current regulatory documents. In consideration of above-listed shortcomings and according to the unanimous decision of Licensing Commission were decided not to renew the period of the license (Nr. 003283) issued to the AIU by the Ministry of Education on June 30, 2005. Furthermore, the university management was obliged to give information about students studying at the university, graduated from it and took a break from education due to different reasons until September 1, 2010 to the Ministry of Education within ten days. Moreover, the heads of relevant departments and structures of the Ministry was instructed to prepare proposals for further education of students currently studying at the university or have not completed their study for some reasons.

Planning to hold the autumn final exam of pupils received unsatisfactory assessment from one or more subjects on the general education level, debarred from the final exam due to annual unsatisfactory assessment on the exam subjects, and not attended exams for some reasons.

The autumn final exam will be held at three regions on September 2, 6 and 8. Pupils of the Shirvan city, Agjabedi, Astara, Beylegan, Bilasuvar, Jalilabad, Hajigabul, Imishli, Kurdemir, Lenkeran, Masalli, Neftchala, Salyan, Ujar, Sabirabad, Saatli, Zardab, Guba, Gusar, Khachmaz, Shabran, Siyazan and Khizi districts will be taken autumn exam on September 2, Ganja, Mingachevir and Naftalan cities, Agstafa, Barda, Lerik, Yardimli, Dashkesen, Gedebey,Agdash, Agsu, Goychay, Goranboy, Goygol, Gazakh , Samikh, Shamkir, Tartar, Tovuz, Yevlakh, Sheki, Balaken, Ismayilli, Oguz, Gakh, Gabala, Shamakhi, Zagatala and Gobustan districts on September 6, as well as Baku and Sumgait cities and Absheron district on September 8.

1359900 pupils will study at 4546 comprehensive schools of the country in the 2010-2011 academic year.

They will be taught and educated by 169498 teachers. According to forecast in the new school year, the number of the 1st grade pupils will reach 120844 people. For comparison should be noted that in the 2009-2010 academic year 118581 pupils were admitted to the 1st grade. In the next academic year 116930 students will study at 36 state universities, 19430 students at 15 private higher educational institutions. It should be noted that, 12800 teachers working at state universities and 2090 at private universities.
