Training for pedagogical personnel

The Ministry of Education announces a competition for directors of general educational institutions and pedagogical personnel, who wish to work in this position in the future, to participate in the trainings.  The main objective of the trainings, that will cover Sumgait city, Absheron and Khizi regions, is to prepare and develop school principals, who have acquired modern management skills and knowledge, are familiar with information technologies, and can contribute to education and social development of the country. Within the framework of the trainings, the visits to schools with successful experience, the short-term practicum, the lectures with the participation of employees of the Ministry of Education and education experts will be organized for the participants. Individuals participating in the trainings will take part in the final evaluation to be organized by the Ministry of Education. The persons, demonstrating satisfactory results and not working as a director, will be registered as a personnel reserve in order to be appointed to job vacancies for the post of director. Certain incentive measures will be implemented in order to increase efficiency in the activities of those working in a position of school principal.

The Ministry of Education will answer questions related to the diagnostic evaluation

On January 14-29, 2016 (taking into account working days), the questions related to the diagnostic evaluation of teachers' knowledge and skills will be answered on the Facebook page of the Ministry of Education of Azerbaijan Republic. Questions will be answered through the comments. Users are kindly requested not to appeal with recurring questions.   Dear Facebook users!   - While writing comments, everyone must comply with the requirements of the relevant legislation. Otherwise, such comments will be removed from the page. - Appeals should be associated with the above-mentioned issue. - Comments written in capital letters are automatically hidden by the system. Such comments will not be answered.

A new portal for citizens' appeals

The single portal of citizens` reception was established in order to facilitate the reception of citizens, who applied to the Ministry of Education and subordinate bodies, by public officials, to improve the process for scheduling appointments, to speed up the consideration of appeals and to improve the quality of this process, at the same time, to summarize the information. Through this portal, citizens may schedule an appointment at the Ministry of Education and subordinate bodies. The portal also allows to forward appeals, to observe the process, to inform citizens via SMS notification system and to determine the level of citizens` satisfaction. The trainings are conducted at the Ministry of Education for the relevant employees of subordinate bodies in order to ensure effective use of the Portal. The trainings are attended by the persons, who are responsible for the consideration of citizens` appeals, from City (District) Education Offices (Departments) and higher, primary vocational and secondary specialized educational institutions. The portal will start working after a week-long schedule of trainings.

The Ministry of Education conducted structural changes

According to the order of the Minister of Education Mikayil Jabbarov, the Finance and Audit Department was established on the basis of the Department of Economics. As well as, the Department of Initial Professional and Secondary Specialized Education was abolished and Initial Vocational Training Office was established. The Minister also ordered to rename the Further Education Office of the Human Resources Department into the Civil Service Issues Office and the Preschool and General Education Department into the General and Preschool Education Department. The name of the Science and Higher Education Department was changed to the Science, Higher and Secondary Specialized Education Department, while the Higher, Secondary Specialized and Further Education Office was set up on the basis of the Student Support and Exchange Program and Higher Education Offices. The Ministry’s Legal Expertise and Licensing Department is now called the Legal Department and the Licensing and Accreditation Office was renamed into Legal Provision Office. The Office for Work with NGOs and Mass Media was renamed into the Public Relations Office. The Protocol Office was transferred to the International Cooperation Department.

The winners of the competition were awarded

On January 8, the ceremony of awarding the winners of "Plan competition of class communities" was held within the framework of the pilot project on the establishment of school communities.  The main purpose of the competition is to stimulate the activities of communities, established with the financial support of the World Bank and the organizational support of the company “Allianz Consult” within the framework of the pilot project, to motivate community members, to encourage teachers, students and parents to establish a community. The event, held at Baku secondary school No. 204, was attended by representatives of the Ministry of Education, Baku city Education Department, state institutions involved in the organization of the competition, education experts, competition winners and media representatives. In her speech, Mahabbat Valiyeva, Head of Baku city Education Department, spoke about the importance of the project and noted that school communities paved the way for the strengthening of reliability between parents and schools. According to M. Valiyeva, the right connection established among schools, students and parents plays an important role in child's future. Then the speakers spoke about the importance of "School communities" project in terms of the strengthening of the relations between schools and parents, and underlined that this cooperation had a very positive impact on the improvement of children's academic achievements. It should be noted that 37 class communities participated in the competition held by the website "www.community.az". The winners were determined in 5 categories. Grade III-J of secondary school No. 4 named after M. Mehdizade of Ganja city became the winner in the category "The best class community plan", Grade II-C of school-lyceum No. 220 named after A. Mahmudov of Baku city became the winner in the category "Joy without expense", Grade VI-D of secondary school No. 204 named after A. Aliyeva of Baku city became the winner in the category "The most original idea", Grade XI-B of secondary school No. 4 named after M. Mehdizade of Ganja city became the winner in the category "Goodwill without borders". 2 communities - Grade VIII-A of secondary school No. 1 named after I. Hasanov of Ismayilli city and Grade VI-B of secondary school No. 169 of Baku city excelled in the category "The most active persons". The winners were awarded with Honorary Diplomas and valuable prizes in each category. The competition was supported by “Access Bank” OJSC, "Healthy Family" LLC, "Standard Insurance" OJSC, "Baker Tilly Azerbaijan" LLC, "Azza" Confectionery, "Khazar Ventures" LLC, "Azerfon" LLC.

The meetings related to fall semester examinations started at UNEC

The first meeting was held under the motto "Knowledge is a transparent and objective assessment" at Azerbaijan State University of Economics (UNEC). At the meeting, organized according to the Order of the Minister of Education Mikayil Jabbarov on "The organization and conduction of examinations", education experts and NGO representatives watched the progress of fall semester examinations. Educations experts such as Shahlar Asgarov, Ajdar Agayev, Etibar Aliyev, Malahat Murshudlu, Nadir Israfilov, Boyukaga Mikayilli, Coordinator of Anti-Corruption Information and Cooperation Network of NGOs Alimammad Nuriyev, President of the Azerbaijan Internet Forum Osman Gunduz closely watched the examination process and spoke with students. Then, the guests met with Rector of Azerbaijan State University of Economics (UNEC), Professor Adalat Muradov. At the meeting, it was noted that UNEC`s innovative management techniques were one of the main conditions for the training of specialists who meet the requirements of the current period. The guests said that the University entered a new phase in terms of evaluating the students' knowledge and it is advisable to use this experience in other higher education institutions. Highly appreciating the transformation of UNEC into the electronic university, the participants of the meeting emphasized that it provided support for the implementation of e-government policy of the state. It was also noted that the participation of 500 students in the examination within an hour and the use of electronic appeal were important factors for students to save time. The examinations will continue until February 1 at UNEC. Favorable conditions were created for the participation of public representatives as observers in order to ensure objectivity and to protect transparency in the evaluation of students' knowledge throughout the examinations.

Minister of Education met with Russian guests

On January 7, Mikayil Jabbarov, Minister of Education of Azerbaijan Republic, received Head of the Federal Service for Supervision in Education and Science of the Russian Federation Sergei Kravtsov, who is on a visit to Baku, and Minister of Education and Science of the Republic of Dagestan Shahabas Shakhov. Noting that educational cooperation is rapidly developing between Azerbaijan and Russia, Mikayil Jabbarov, Minister of Education, underlined that the official visit, paid by Minister of Education and Science of the Russian Federation Dmitry Livanov to the Republic of Azerbaijan on November 19-21, 2015, was productive and fruitful for both sides. During the meeting, the educational reforms implemented in Azerbaijan and Russia, the expansion of cooperation in the field of education, the mutual exchange of experience in the direction of taking control of educational institutions and evaluating learners' knowledge at different levels of education, and other issues of mutual interest were discussed.

Minister of Education received citizens in Hajigabul

On January 11, Mikayil Jabbarov, Minister of Education, received citizens residing in Bilasuvar, Salyan, Kurdamir, Neftchala and Hajigabul regions at the Heydar Aliyev Center in Hajigabul. The citizens mostly appealed on recruitment of teachers or replacement of work place from one school to another one also from one region to another one, restoration to the work, recognition of educational documents, transfer of the students of higher and secondary specialized schools from one educational institution to another one, study fee and other issues in the reception held in accordance with citizens’ reception schedule of heads of central executive authorities in the towns and regions for January, 2016. Appeals of citizens, who participated in the reception, were listened and most of problems were settled immediately. Relevant bodies of the Ministry were given instructions on several appeals. The citizens` appeals, having a personal character and not being within the competence of Ministry of Education, were recorded in order to be delivered to the relevant bodies.

The media tour was held at Azerbaijan Technological University

The media tour was held at Azerbaijan Technological University (ATU) in order to observe the end-of-term examinations. The media tour, organized according to the Order of the Minister of Education Mikayil Jabbarov on "The organization and conduction of examinations", was attended by more than 10 mass media representatives. During the media tour, Akif Suleymanov, Rector of ATU, informed mass media representatives and parents who watched the examinations that appropriate measures were taken by the University in order to organize the 2015-2016 academic year fall semester examinations in accordance with the existing rules and to ensure objectivity in the assessment of students' knowledge. Favorable conditions were created for the participation of the parents in order to protect transparency in the examination process. By submitting the identity card, each parent can watch the progress of examinations, taken by the computer. The examinations, held within the test method, will last until January 29. The progress of examinations, evaluated on the basis of the credit system, is controlled by specially trained staff. The evaluation of answers is carried out through a special program and the results are announced on the same day. The parents, who have directly observed the examinations for the first time, expressed their satisfaction with the favorable conditions created for students and the transparent assessment of their knowledge. After watching the progress of the examinations in several classrooms of the university, media representatives and parents met with the leadership of the university. Akif Suleymanov, Rector of ATU, spoke about the work performed in the direction of improvement of the quality of teaching process and personnel training, as well as about the reforms, programs and projects implemented at the higher education institution headed by him. The Rector also assured the parents that the leadership of the university and the teaching staff implemented all measures in order to objectively organize the examinations and to create conditions for students to prepare for exams more effectively.

Media representatives observed the examination process

On January 7, the media tour was held at Azerbaijan State University of Oil and Industry with the organizational support of the Ministry of Education in order to observe the end-of-semester examinations. The media tour was attended by more than 20 mass media representatives. It should be noted that the media tour was held according to the Order of the Minister of Education on "The organization and conductions of examinations". During the media tour, the media representatives were informed that appropriate measures were taken by the University in order to organize the 2015-2016 academic year fall semester examinations in accordance with the existing rules and to ensure objectivity in the assessment of students' knowledge. Favorable conditions were created for the participation of the parents in order to protect transparency in the examination process. In this regard, special announcements were written at the University. Each student's parent can participate in the exams by submitting the identity card. During the familiarization period, starting from the Examination Center, media representatives were informed that the preparatory work for examinations was begun at the University in early December last year. It was noted that the examinations of part-time students began on December 22 and the examinations of full-time students began on December 29. The Examination Center determined the list of 7 departments, the classrooms where SABAH groups will pass an examination and the teachers who will supervise the examination. At the Center, the folders were prepared in order to record the name of each department, the subject for which a group and student will take an exam, and the room number. The examination papers and sealed blank answer sheets were placed in each folder according to the number of students taking an exam. Media representatives watched the progress of examinations in several classrooms of the university, and got acquainted with the process of checking the exam answers at the Center for Information and Communication Technology and the Innovation Technology Transfer Center. Within the framework of the media tour, Mustafa Babanli, Rector of Azerbaijan State University of Oil and Industry, met with mass media representatives. M. Babanli provided detailed information about the steps being taken by the education institution headed by him in order to organize the preparatory work for examinations, to create favorable conditions for the evaluation of students' knowledge and to ensure transparency.
