"Thomson Reuters" company held a seminar for the employees of the Ministry at the initiative of the Ministry of Education. The main objective of the seminar was to familiarize employees of the Ministry with the rules of using  the "Web of Science" database and to inform them about the capabilities of the database. At the seminar, Valentin Bogorov, head of education programs of the Department of Scientific Research in the Russia office of "Thomson Reuters" company, provided detailed information on the effective use of the "Web of Science" platform. It was noted that the "Web of Science" platform is mainly a computerized software tool intended to search for bibliographic information, and it is possible to find bibliographic information on the intellectual properties, such as the articles, the materials of the international conferences and the books published in the prestigious publishing houses. Margarita Sidorova, education expert of Moscow branch of “Thomson Reuters” company, noted that the information on the different fields of science - natural sciences, humanities, social sciences and arts can be found in this collection. It was noted that access to this database would give the opportunity to develop relationships with researchers from different countries, to identify the development trends in any field of science, to determine the countries, regions and universities where the selected field has developed much more, to collect data on the scientists working more efficiently, to be known in international scientific circles and to rise in world university rankings. It should be noted that the cooperation agreement was signed between the Ministry of Education and the Department of the Scientific Research and Intellectual Property of "Thomson Reuters" company on December 22, 2015. According to the agreement on cooperation, 40 higher education institutions of the country were provided with the opportunity to subscribe and to have access to the corporation's products and services. In addition, employees of the Ministry were given access to the "Web of Science" database platform.

On February 29, the World Intellectual Property Organization (WIPO) Gold Medal awards ceremony was held. Kamran Imanov, Chairman of Copyright Agency, noted that for the first time in 2015, the World Intellectual Property Organization began to present the WIPO awards for the creative achievements in the category of school students in order to stimulate activities in the field of creativity. Last year, selection round was held by the Copyright Agency and the Ministry of Education in order to determine the candidate and according to the results, Huseyn Hajiyev, 7th grade student of Baku European Lyceum, was deemed the winner. Huseyn Hajiyev achieved a number of creative successes with the help of the company "Microsoft Azerbaijan" and the Center for Olympiad in Informatics. The documents, drawn up by the Ministry of Education on the results of the selection round, were submitted to WIPO by the Copyright Agency in order to review in an appropriate manner and to make decision. In accordance with the Rules of Awards Program, the information on the introduced candidate, his creative achievements and successes was reviewed by experts from WIPO and the decision was made to present the WIPO award to Azerbaijani pupil in the category of school students. Speaking at the awards ceremony, Firudin Gurbanov, Deputy Minister of Education, noted that Huseyn Hajiyev developed an application program on student assessment through a points system for lyceum teachers. The program allows lyceum teachers to easily calculate students' learning outcomes without spending time. Huseyn Hajiyev was awarded the international prizes several times. Other speakers noted that this achievement earned by Azerbaijani pupil was the result of the successful state policy implemented in the field of education and youth development in the country and they congratulated the pupil of Baku European Lyceum. Huseyn Hajiyev expressed his gratitude to the teachers for his achievements. In the end, the Medal of the World Intellectual Property Organization, the commemorative gift and the Certificate signed by Francis Harry, Director-General of this organization, were presented to Huseyn Hajiyev.

The next "Open Lesson" was held at full secondary school No. 23 operating in Baku within the framework of the project "TOPs program - improvement of learners` physical health, psychological stability and learning achievements". Innovative educational resources were used in the lesson conducted by teachers of the school - Tahir Khalilov and Raida Aslanova for fourth grade students under the theme "Improvement of the ability for flexibility". It should be noted that the main objective of the project, implemented in partnership with the Ministry of Education, "British Council", “Bakcell” company and “Sport for development” Public Union, is to provide physical education and elementary school teachers of general education schools with modern educational technology in the school subject of physical education. More than 200 physical education teachers benefit from the project covering a total of 36 general education schools of Baku and Sumgait. The physical education teachers, who have completed special trainings during project execution, began teaching "Open Lessons" that serve to improve the quality of teaching. As a result of the use of modern educational technology in the school subject of physical education for the first time in our country, more than 35 000 pupils benefit from more effective and interesting physical education classes, as well as extracurricular activities.

On February 29, the opening ceremony of the special boarding school No. 9 for children with disability located in Garadagh district of Baku city was held after major overhaul. The ceremony was attended by Mikayil Jabbarov, Minister of Education, Suleyman Mikayilov, head of the Garadagh District Executive Power, and teaching staff of the boarding school. First of all, the guests familiarized themselves with the work done and the conditions created at the boarding school. It was reported that the boarding school was overhauled and the additional building for 180 pupils, the sports and assembly halls were built. The newly constructed additional building is composed of teaching department, sports and assembly halls. There are 8 classrooms, chemistry and physics laboratories, computer room, library and other educational and economic sections in the school building. Video surveillance, fire alarm systems were installed and telephone lines were drawn at the school. The boiler house and pump house were repaired in order to provide building's heating, and the building was equipped with modern equipment. In addition, the new substation was established in order to ensure a stable supply of electricity to the boarding school. In the end, Hanymgyz Shukurova, director of the boarding school, highly appreciated the care and attention provided to children with disability  on behalf of the teaching staff of the school, and expressed her gratitude to the President for the conditions created for their active integration into society.

Students of SABAH groups completed the pedagogical internship in "Healthy education classes". Within the framework of the cooperation between SABAH groups and the project "Healthy Education – Healthy Nation", third-year students, studying in the specialty of "Primary School Teacher" at SABAH groups of Azerbaijan State Pedagogical University, undertook the pedagogical internship in primary classes, where healthy education technologies were applied, in secondary schools No. 23, 26, 83, 114 and 214 in Baku until February 1-15, 2016. At the end of an internship period, the students, who have demonstrated high activity, and the primary school teachers, who have provided support to successfully organize the internship program, were awarded the Certificates. It should be noted that "SABAH groups" have been established since the academic year 2014-2015 in 7 higher education institutions, and are currently covering 11 higher education institutions and providing better learning and development opportunities for students. The project "SABAH groups" is one of the most successful projects in the field of higher education. The project "Healthy Education – Healthy Nation" serves to protect the health of learners and to improve their training and creative achievements in general education schools.

A series of events were held in connection with the 24th anniversary of Khojaly Genocide at out-of-school educational institutions subordinated to the Ministry of Education. The memory of the victims of Khojaly genocide was honoured with one minute's silence at the memorial ceremonies organized by Children-Youth Creative Center of Nizami district, Republican Training and Methodological Center for Aesthetic Education, Technical Creative Center and Republican Creative House for Young Learners. During the events, discussions were held on the theme "Khojaly-eternal blood memory" and presentations entitled "Khojaly cry" were shown. During the events, the artworks prepared in the genres like painting, graphics and computer graphics were demonstrated at the exhibitions entitled "Khojaly living in colors" and "Khojaly through the eyes of children", which reflect the Khojaly genocide and the atrocities committed by Armenians in Karabakh. Poems and compositions dedicated to the tragedy were performed by children. After the events, the participants visited the "Mother's Cry" monument erected in memory of the victims of the tragedy.

The memorial ceremony dedicated to the 24th anniversary of Khojaly tragedy was held at Azerbaijan University of Languages.   The event was attended by employees of the Ministry of Education, general educational institutions, secondary schools and primary vocational-professional education institutions, operating in Baku. It should be noted that the ceremony was organized in order to raise awareness about Khojaly genocide at the request of the “Justice for Khojaly” International Campaign Public Union established to coordinate the “Justice for Khojaly” international campaign launched in 2008 at the initiative of Leyla Aliyeva, Vice-President of the Heydar Aliyev Foundation, General Coordinator for Intercultural Dialogue of Islamic Conference Youth Forum for Dialogue and Cooperation. Jasarat Valehov, Head of Public Relations Department of the Ministry of Education, noted that Azerbaijani civilians were killed by Armenian armed forces in the Azerbaijani town of Khojaly. J. Valehov underlined that hundreds of people were savagely killed in one night and the Khojaly massacre was recognized as the tragedy of humanity all over the world. Then, the speakers underlined the necessity to give the political and legal assessment of the murder, committed with extreme cruelty against Azerbaijanis in Khojaly, at the international level and to punish the perpetrators of this crime. They spoke about the work done in this direction within the framework of the “Justice for Khojaly” international campaign implemented since 2008 at the initiative of Leyla Aliyeva, Vice-President of the Heydar Aliyev Foundation. Then, the memorial ceremony was continued with discussions, and Farid Jafarov, General Coordinator of the "Justice for Khojaly" international campaign, answered numerous questions of education workers.

Mikayil Jabbarov, Minister of Education, met with Doctor of Historical Sciences, Professor Anar Iskenderov, who was awarded the Order "for Service to the Fatherland" of the Third Degree by the decree of the President of the Republic of Azerbaijan for his contribution to the study of historical period of the Azerbaijan Democratic Republic, and senior teacher of the Azerbaijan High Military School named after Heydar Aliyev, Faig Latifov, who was awarded the badge of "Advanced education worker of the Republic of Azerbaijan" by the Ministry of Education by taking into account his long-term fruitful scientific and pedagogical activities in the field of the training of highly qualified personnel. The Minister of Education presented the Order "for Service to the Fatherland" of the Third Degree and the badge of "Advanced education worker of the Republic of Azerbaijan" to the persons who were awarded. He congratulated Anar Iskenderov and Faig Latifov, and wished them greater success in their future activities. Emphasizing the importance of in-depth study of the history of Azerbaijan, Minister of Education noted that professional training of military personnel is one of the most important areas. On February 23, the first "Nowruz Lecture" was held at "Mugam club" in Icheri Sheher. The meeting was attended by employees of the Ministry of Education, teachers and students of higher education institutions, education experts. At the first meeting of "Nowruz lectures", Urkhan Alekperov, Rector of the Academy of Public Administration under the President of the Republic of Azerbaijan, spoke about the topic "Sustainable development in the context of green thinking". U. Alekperov highly appreciated the initiative of the Ministry of Education and noted that the relevant lectures were held in many countries around the world. Academician shared his thoughts and views on such topics as development indicators of countries around the world, factors affecting the innovative development, Azerbaijan's sustainable development. Touching upon the issues like the formation of human resources in the field of sustainable development, dependence of development on the country's history and innovation management: transformation of state programs into national programs, U. Alekperov analyzed the comparative statistics for Azerbaijan and other countries around the world in the relevant fields. Then, the questions of participants were answered and the discussions were held on the basis of mutual exchange of views. It was planned to record "Nowruz lectures" by “Tahsil” TV and to broadcast them on Internet resources of the Ministry of Education.
