In order to recognize the scientific achievements of Azerbaijan on the international arena, to increase research activities and publishing activities of scientific and pedagogical staff of higher educational institutions, the Ministry of Education will hold a competition for awarding for scientific works, published in the magazines which are included in "Thomson Reuters" database. A quality indicator for scientific activities of scientific and pedagogical staff of higher educational institutions will be taken into account in the competition. A quality indicator for scientific activities of the authors will be determined by special methods, developed and approved by the Ministry of Education. The competition will be held once in a year, at the end of the calendar year and detailed information will be given in this regard. It should be noted that the cooperation agreement was signed between the Ministry of Education and the Department of Scientific Research and Intellectual Property of "Thomson Reuters" company on December 22, 2015. According to the agreement on cooperation, 40 higher educational institutions of the country were provided with the opportunity to subscribe and to have access to the corporation's products and services. On March 7, Baku City Circuit Operations Company signed a Memorandum of Understanding with "One" Student-Volunteer Program of the Ministry of Education on the development and strengthening of mutual cooperation in the field of volunteering activities. The Memorandum was signed by Azad Rahimov, Minister of Youth and Sports, and Mikayil Jabbarov, Minister of Education. At the ceremony, the parties expressed their satisfaction with joint activity in connection with volunteering activities within the framework of "Formula-1" European Grand Prix, to be held in Baku for the first time this year. A Memorandum of Understanding aims to involve students in volunteering activities, to organize joint events related to the promotion of volunteerism. Under the terms of the Memorandum, the Volunteer Program of the European Grand Prix will be presented by "One" Student-Volunteer Program at higher education institutions located in Baku and Sumgait and student-volunteers will be involved in order to participate in "Formula-1" European Grand Prix. Azad Rahimov, Minister of Youth and Sports, noted that the volunteering activities have already become a tradition in Azerbaijan and the interest among young people in volunteerism is very high. Reminding that young people, acting voluntarily at large-scale events hosted by Azerbaijan, have achieved great success, Azad Rahimov expressed his hope that this tradition would be continued in the "Formula 1" competitions. Mikayil Jabbarov, Minister of Education, noted that the strengthening of mutual cooperation on volunteering activities would contribute to the successful implementation of the European Grand Prix. Noting that the Ministry of Education provides support for students' comprehensive development, the Minister wished success to student-volunteers. "One" Student-Volunteer Program was developed in order to systematize the organization of work with student-volunteers, to create a single database, to encourage students to be involved in volunteering activities by taking into account the planning of a number of large-scale events in the country and the big role of student-volunteers in the organization of these events. Under the program, students are involved in volunteering activities and other relevant events, and the project, which includes 6 different directions (Learn, Teach, Live, Keep alive, Discover and Enjoy) according to "real student life" model, is presented to them. In accordance with the "Agreement on cooperation in the field of education between the Ministry of Education of the Republic of Azerbaijan and the Ministry of Education of the People's Republic of China for the years 2016-2019", places were allocated for Azerbaijani citizens to get education in China's higher educational institutions in the academic year 2016-2017. Education is free within the framework of the quota allocated for Azerbaijani citizens to get education in China's higher educational institutions. Registration expenses at higher school, tuition fees, laboratory costs, internship costs, teaching aids, hostel fees, monthly living expenses and so on are paid by China. In addition, the Azerbaijani side provides students with round-trip ticket once in each academic year.  The Ministry of Education of Azerbaijan Republic selects persons who want to study at China's higher educational institutions and China places students into higher educational institutions. "Parental Control System" (ael.edu.az), putting into operation within the framework of the project "Electronic School", was updated and the new version of the website was developed. 43 general education schools were currently involved in the project. Electronic magazines and parental control system are used in schools joining the project. Parents can get user passwords from schools and can monitor their children`s attendance and academic achievements in online mode for free.

On March 4, Mikayil Jabbarov, Minister of Education, received Cristovam Buarque, Chairman of the Committee on Science, Technology, Innovation, Communication and Informatics at the Brazilian Senate, Head of Brazil-Azerbaijan friendship group, Brazil's former Minister of Education, Senator. During the meeting, the Minister informed the Brazilian guest about the reforms implemented within the framework of the "National Strategy for the Development of Education in the Republic of Azerbaijan" approved by the Order of the President of the Republic of Azerbaijan dated October 24, 2013. Then, the sides discussed the prospects of possible cooperation between Brazil and Azerbaijan in the field of education.

The exhibition of the handworks by second-year students studying on the specialty of architecture at SABAH groups has been opened. The exhibition, held at the main building of Azerbaijan University of Architecture and Construction, is expected to continue until Nowruz holidays. More than 70 maquettes and sketches, made by students in modern style under the concept of residential houses, are shown in the exhibition. The exhibition, held for the second time this year, has become a tradition for SABAH students. It should be noted that "SABAH groups" have been established since the academic year 2014-2015, and are currently covering 11 higher education institutions and providing better learning and development opportunities for students. The project "SABAH groups" is one of the most successful projects in the field of higher education.

Statistics on the calls received by Call Center (“Hot line” service, phone: 146) of the Ministry of Education and also the services rendered to the citizens in Citizens Reception Center for February, 2016 was announced. 17101 appeals were received during this period. According to statistics, 12788 calls (18 times more than relevant period of 2013, 3.3 times more than relevant period of 2014, and 2.3 times more than relevant period of 2015) were received by Call Center. 4313 citizens were served by Citizens Reception Center. Most of the appeals (mainly inquiries) received by Call Center and Citizens Reception Center were answered immediately and settled operatively. 1353 documents (661 letters, 527 petitions, 165 other documents) were received and registered in Citizens Reception Center. Most of the appeals covered the issues related to recognition (nostrification) of higher education documents (diplomas), recruitment and replacement of teachers, resettlement and rehabilitation to the local higher education institutions, exemption from tuition fee. It should be noted that Call Center received the appeals mostly on Monday (3368 calls) and Wednesday (2611 calls) mainly from 10:00 to 12:30 and from 14:00 to 16:00 over last month. Citizens Reception Center received the appeals mostly on Monday (1154 appeals), Tuesday (833 appeals) and Wednesday (831 appeals) from 10:00 to 12:00 and from 14:00 to 16:00.

"Thomson Reuters" company held a seminar for the employees of the Ministry at the initiative of the Ministry of Education. The main objective of the seminar was to familiarize employees of the Ministry with the rules of using  the "Web of Science" database and to inform them about the capabilities of the database. At the seminar, Valentin Bogorov, head of education programs of the Department of Scientific Research in the Russia office of "Thomson Reuters" company, provided detailed information on the effective use of the "Web of Science" platform. It was noted that the "Web of Science" platform is mainly a computerized software tool intended to search for bibliographic information, and it is possible to find bibliographic information on the intellectual properties, such as the articles, the materials of the international conferences and the books published in the prestigious publishing houses. Margarita Sidorova, education expert of Moscow branch of “Thomson Reuters” company, noted that the information on the different fields of science - natural sciences, humanities, social sciences and arts can be found in this collection. It was noted that access to this database would give the opportunity to develop relationships with researchers from different countries, to identify the development trends in any field of science, to determine the countries, regions and universities where the selected field has developed much more, to collect data on the scientists working more efficiently, to be known in international scientific circles and to rise in world university rankings. On February 29, the World Intellectual Property Organization (WIPO) Gold Medal awards ceremony was held. Kamran Imanov, Chairman of Copyright Agency, noted that for the first time in 2015, the World Intellectual Property Organization began to present the WIPO awards for the creative achievements in the category of school students in order to stimulate activities in the field of creativity. Last year, selection round was held by the Copyright Agency and the Ministry of Education in order to determine the candidate and according to the results, Huseyn Hajiyev, 7th grade student of Baku European Lyceum, was deemed the winner. Huseyn Hajiyev achieved a number of creative successes with the help of the company "Microsoft Azerbaijan" and the Center for Olympiad in Informatics. The documents, drawn up by the Ministry of Education on the results of the selection round, were submitted to WIPO by the Copyright Agency in order to review in an appropriate manner and to make decision. In accordance with the Rules of Awards Program, the information on the introduced candidate, his creative achievements and successes was reviewed by experts from WIPO and the decision was made to present the WIPO award to Azerbaijani pupil in the category of school students. Speaking at the awards ceremony, Firudin Gurbanov, Deputy Minister of Education, noted that Huseyn Hajiyev developed an application program on student assessment through a points system for lyceum teachers. The program allows lyceum teachers to easily calculate students' learning outcomes without spending time. Huseyn Hajiyev was awarded the international prizes several times. Other speakers noted that this achievement earned by Azerbaijani pupil was the result of the successful state policy implemented in the field of education and youth development in the country and they congratulated the pupil of Baku European Lyceum. Huseyn Hajiyev expressed his gratitude to the teachers for his achievements. In the end, the Medal of the World Intellectual Property Organization, the commemorative gift and the Certificate signed by Francis Harry, Director-General of this organization, were presented to Huseyn Hajiyev.

The next "Open Lesson" was held at full secondary school No. 23 operating in Baku within the framework of the project "TOPs program - improvement of learners` physical health, psychological stability and learning achievements". Innovative educational resources were used in the lesson conducted by teachers of the school - Tahir Khalilov and Raida Aslanova for fourth grade students under the theme "Improvement of the ability for flexibility". It should be noted that the main objective of the project, implemented in partnership with the Ministry of Education, "British Council", “Bakcell” company and “Sport for development” Public Union, is to provide physical education and elementary school teachers of general education schools with modern educational technology in the school subject of physical education. More than 200 physical education teachers benefit from the project covering a total of 36 general education schools of Baku and Sumgait. The physical education teachers, who have completed special trainings during project execution, began teaching "Open Lessons" that serve to improve the quality of teaching. As a result of the use of modern educational technology in the school subject of physical education for the first time in our country, more than 35 000 pupils benefit from more effective and interesting physical education classes, as well as extracurricular activities.
