On November 18, as part of COP29 and the inaugural Human Development Day, the High-Level Meeting on the Baku Initiative on Human Development for Climate Resilience was convened
The event was organized under the Presidency of COP29 in collaboration with the Ministry of Science and Education of Azerbaijan, the Asian Development Bank, the Green Climate Fund, the International Labour Organization (ILO), UNESCO, UNICEF, and the World Health Organization (WHO). The primary objective of the meeting was to underscore the critical importance of investing in human development as a fundamental pillar for ensuring climate resilience. A key focus of the discussions was the role of education in fostering climate resilience. Participants highlighted the need to develop "climate-friendly" curricula aimed at equipping future generations with the knowledge and skills required to address climate challenges effectively. In his opening remarks, H.E. Emin Amrullayev, the Minister of Science and Education of Azerbaijan, emphasized that building a sustainable society depends on equipping individuals with the necessary knowledge, skills, and support systems to adapt to environmental challenges. He noted that the Baku Initiative seeks to empower youth as active participants in sustainable actions to combat climate change. As part of the meeting, Azerbaijan proposed incorporating the measurement of climate resilience knowledge into the Programme for International Student Assessment (PISA). This initiative was recognized as a reflection of Azerbaijan’s commitment to advancing global climate education standards. The meeting also addressed increasing climate awareness in schools, training teachers to deliver climate-focused education, and establishing climate-resilient education systems. Additionally, strategic approaches were discussed to equip students with critical skills needed for a green economy. The session concluded with the adoption of the Baku Human Development Climate Resilience Guiding Principles, which outline an integrated approach to addressing climate impacts and emphasize the pivotal role of education in achieving climate resilience.

Minister of Science and Education meets with representatives of “Cisco” company
On November 15, the Minister of Science and Education Emin Amrullayev met with the representatives of “Cisco” company. The meeting was attended by Cisco's senior vice president and chief sustainability officer Mary de Wysocki, executive director for communications and sustainability Cecilia Hughes, general manager for Turkey, Romania, CIS regions Didem Duru, general director for Azerbaijan Ramil Eyyubov and Cisco's responsible manager for the territory Farid Zeynalov. In the course of the meeting, information was presented on the achievements made within the framework of long-term cooperation with "Cisco" company in the direction of creation of Azerbaijan Educational Network. At the same time, issues related to the expansion of network provision for educational institutions, Internet traffic management, security protection, development of digital educational contents and application of artificial intelligence solutions in education were discussed. At the meeting, it was told about the "Cisco" Network Academy, established at Karabakh University within the framework of cooperation between the Ministry of Science and Education and the "Cisco" company. Also discussed were the issues of organizing and integrating training courses on the basic IT technologies and operating systems, the Internet of Things, programming, network technologies and security, and cyber security into curricula. There was also an exchange of views on increasing the number of such academies and integrating new technological solutions into the educational process. As a result, it was decided to expand joint activities in the areas discussed.

Hasan Hasanli Speaks at the Event "Education as Adaptation and Ambition: A New Approach to Environmental Education"
On November 13, as part of the 29th session of the United Nations Framework Convention on Climate Change (COP29), an event titled "Education as Adaptation and Ambition: A New Approach to Environmental Education" was held. The event, dedicated to the role of education in combating climate change, focused on the importance of education in sustainable development and addressing environmental challenges. Speaking at the event, Hasan Hasanli, Deputy Minister of Science and Education, emphasized the significant role of education in the fight against climate change. He highlighted that in recent years, special attention has been given to integrating climate and environmental topics into Azerbaijan’s education system, aimed at fostering students' contributions to addressing environmental issues and promoting sustainability. Hasan Hasanli also noted that the successful implementation of STEAM education in Azerbaijan enables students to work on real-world projects related to green energy, sustainability, and new technologies. During his speech, Hasan Hasanli stressed the importance of enhancing teachers' professional skills to incorporate climate change topics into the education process. The Deputy Minister also mentioned that research on climate solutions is being promoted in higher education and that discussions on sustainability would continue within the framework of COP29. On November 18, as part of COP29, “QS Quacquarelli Symonds,” one of the world’s most prestigious ranking organizations, will announce the results of the “World University Rankings: Sustainability 2025.” The event will be held in the Green Zone and organized jointly by the Ministry of Science and Education, the State Agency for Science and Higher Education, and QS. As part of the event, a panel session titled “Sustainability in Higher Education: What is Needed to Manage a Sustainable University?” will also be organized with the participation of representatives from leading universities worldwide.

The final stage of the "Climate Change" competition will be held as part of COP29
On November 18, as part of COP29, the final stage of the "Climate Change" competition will be organized by the University of Oxford’s Saïd Business School and the "Burjeel" holding, with the support of Sumgayit State University (SSU). Five teams of students and five teachers will participate in the final stage of the competition. During this stage, participants' presentations will be evaluated by a panel of judges. The award ceremony for the winners will take place in the Blue Zone at Azerbaijan’s National Pavilion. It should be noted that the "Climate Change" competition received over 1,000 applications from 58 countries, including 135 from Azerbaijan.

Hasan Hasanli Participates in the British Council's "Climate Connection" Program Launch
On November 11, as part of the 29th session of the United Nations Framework Convention on Climate Change (COP29), the British Council launched its “Climate Connection” program. Hasan Hasanli, Deputy Minister of Science and Education, attended the event. It was announced that the “Climate Connection” program serves as a platform for global climate collaboration, engaging 22 million individuals and bringing together more than 7,500 partners. This year, the British Council has focused its climate-related efforts on strengthening the role of arts, culture, and education in combating climate change, empowering youth initiatives, and fostering discussions with key stakeholders. It was also noted that during COP29, the British Council will showcase research, expert panels, workshops, training, and interactive sessions led by the United Kingdom of Great Britain and Northern Ireland.

During COP29, a key focus will be placed on an initiative to evaluate climate literacy among students.
As part of the 29th session of the United Nations Framework Convention on Climate Change (COP29), events co-hosted by the Ministry of Science and Education will address critical themes, including green education, environmental literacy among students, and the essential role of education in combating climate change. On November 18, 2024, COP29 Presidency, Ministry of Education and Science of Azerbaijan Republic in partnership with UNESCO and OECD will organise roundtables on “Greening Education and Climate Resilience” and “Measuring Environmental Literacy in International Assessments,” with participation from education ministers representing various countries. Within the scope of these discussions, the second annual meeting of the “Greening Education Partnership”—an initiative launched by the United Nations in 2022 and supported by over 90 countries—will also be held. Recognizing education’s vital role in addressing climate change, the Ministry of Science and Education, in collaboration with UNESCO, will establish a multi-stakeholder platform to discuss greening education as part of Azerbaijan’s hosting of COP29. The discussions will address crucial components such as school infrastructure, curriculum development, student competencies, and teacher training to ensure students are prepared for a climate-resilient future. The Ministry of Science and Education’s proposal to measure students’ climate literacy through PISA will be a focal point of discussion. Together with the OECD, the Ministry has proposed developing a new competency-based assessment framework on climate literacy, to be implemented in the 2029 PISA cycle. This initiative aims to incorporate climate literacy and skills into all PISA assessment criteria (reading, mathematics, and science), aligning core learning with the goals of climate resilience. It is notable that the COP29 agenda, hosted by Azerbaijan, places a strong emphasis on education within the context of climate resilience, underlining the country’s commitment to global climate and sustainability goals. Azerbaijan’s initiative to incorporate climate literacy indicators into PISA assessments, a key topic of discussion, aims to promote climate awareness across the education systems of multiple countries.

Deputy Minister of Science and Education Firudin Gurbanov visits St Petersburg
On 5-6 November, a delegation led by Deputy Minister of Science and Education Firudin Gurbanov visited St. Petersburg, Russian Federation, on the occasion of the 300th anniversary of St. Petersburg State University. The purpose of the visit was to get acquainted with the higher education institutions of the two countries and to identify prospects for cooperation based on the results of the Russian-Azerbaijani Forum. The delegation included Ulkar Sattarova, Director of the State Agency for Science and Higher Education; Simuzer Feyzullayeva, Head of the International Cooperation Department of the Ministry of Science and Education; Adalat Muradov, Rector of the Azerbaijan State Economic University; Yagub Piriyev, Rector of the Baku Engineering University; and Rufat Azizov, Rector of the Sumgayit State University. During the visit, the delegation met with the Rector of the St. Petersburg State University, Nikolay Kropachev. During the meeting, the prospects for cooperation between the higher education institutions of the two countries were discussed. In addition, meetings were held with representatives of the Applied Cybernetics, Geophysics, Economics, Systems Programming and other departments of the St. Petersburg State University to exchange experiences and give presentations on their activities.
