    Azərbaycan SSR Xalq Komissarları Sovetinin 28 aprel 1920-ci il tarixli qərarı ilə Xalq Maarifi Nazirliyinin adı dəyişdirilərək Xalq Maarifi Komissarlığı adı ilə yenidən təşkil edilib və ölkədəki bütün təhsil müəssisələri bu qurumun tabeliyinə verilib.

The zonal competition was held in Balakan region within the framework of the massive sporting events dedicated to the promotion of 14 kinds of sports, included in the program of the Baku 2015 First European Games, among schoolchildren.

About 100 athletes from Balakan, Zagatala, Gakh, Gabala, Oguz, Ismayilli, Shamakhi, Goychay and Agdash regions attended the zonal wrestling competition, held at Balakan Olympic Sports Complex, among schoolchildren. Athletes competed in 10 weight categories in freestyle and Greco-Roman wrestling. The teams of Balakan, Shamakhi and Oguz regions won 1st, 2nd and 3rd places respectively in team score. The representatives of the Ministry of Education, local executive bodies and sports community attended the opening ceremony of the competition. The winners were awarded with diplomas and medals of the Ministry of Education.

A delegation consisting of the employees of the Ministry of Education and Baku city Education Department visited Dusseldorf, Germany within the framework of the project entitled "Application of inclusive education in primary education level".

The seminar was organized in connection with the German education system within the framework of the visit, carried out with the financial support of the United Nations Children's Fund (UNICEF) and with the organizational support of International Academy of Management and Technology (INTAMT) for the purpose of exchange of experience. A delegation visited the Department of School Education and the Ministry of professional advancement of teachers in North Rhine-Westphalia and Lower Saxony regions of Germany and attended the seminar, held at Regional Office of Education, on the history of the application of inclusive education, management of education, adoption of children with disabilities to school and preparation of special education teachers. The officials of both organizations delivered presentations on the topic of the models of inclusive education for pre-school education, primary education and secondary education levels. During the discussions the strengths and weaknesses of inclusive education, applied in regions, were analyzed. A delegation also visited the preschool educational institutions and schools, where the inclusive education was organized, in Dusseldorf and Hannover, the capital cities of North Rhine-Westphalia and Lower Saxony regions. During the visit, there was held a meeting with members of the Parents Association of children involved in inclusive education in Dusseldorf. During the meeting, extensive discussions were held about the role of parents in the development of inclusive education in Germany and the obligations incumbent upon them.

The first stage of “Education Cup” football contest among higher education institutions has been completed.

The contest was attended by teams of 31 higher education institutions. The contest, held on the "Olympic system", was jointly organized by the Ministry of Education and the Association of Football Federations of Azerbaijan (AFFA). According to the winning teams of the first stage and the draw results, the team of Azerbaijan Technical University was directly qualified for the 1/8 final round. The purpose of the competition is to ensure the implementation of "State program for the development of football in Azerbaijan for 2005-2015", promote the First European Games to be held in Baku in 2015, involve students in a healthy lifestyle, increase the popularity of football among the students, choose candidates for the student football team of Azerbaijan and the youth football team, provide participation of them in international competitions. The teams, took first 3 places, will be awarded the diplomas, medals, prizes and Cup by the Ministry of Education.

The trainings were conducted on the topic "The use of interactive technologies and electronic content in the educational process for teachers expected to teach in primary classes" and "Training services aimed at improving the ICT literacy for administrative and managerial staff of the education system".

Primary school teachers and administrative staff of schools in Baku attended the trainings, conducted according to the contract signed between the Ministry of Education and the Organization of Innovative Technologies. Initially, the primary teachers and administrative staff underwent a diagnostic evaluation. Teachers and administrative staff, scored fewer points in diagnostic evaluation, were involved in the training. 742 teachers and administrative workers attended the first stage of the trainings and 584 of them were awarded certificates by passing an exam. Computers and promethean boards will be presented to the participants, scored high points in final exam, and teachers and administrative workers, scored high points in the diagnostic evaluation, by the Ministry of Education.

On May 14, Information Technologies Institute of ANAS held the second republican scientific and practical conference on "Multi-disciplinary problems of information security".

The conference dedicated to the 150th anniversary of the International Telecommunication Union was attended by Akif Alizade, president of ANAS, Ali Abbasov, minister of communication and high technologies, Firudin Gurbanov, Deputy Education Minister and experts of ANAS’s scientific and practical institutes on information technologies. The conference started with the showcase of the exhibition dedicated to the 150th anniversary of the International Telecommunication Union. Opening the meeting with introduction speech, Akif Alizade, president of ANAS estimated the conference dedicated to the 150th anniversary of the International Telecommunication Union as a very important event for scientific community of Azerbaijan, and highlighted the importance of the conference from the standpoint of gathering the leading scientists and experts on information technologies together and necessity to hold such meetings regularly. Akif Alizade mentioned the national Olympiad of informatics among university students co-organized by the Heydar Aliyev Foundation, Ministry of Communication and High Technologies, the Ministry of Education and ANAS's Information Technologies Institute, and estimated this event as essential part of the activities on preparation of the personnel for information security. As for him, the main goal of the annual contest of knowledge is to support the talented students in order to make them the expert of information technologies and programming. Ali Abbasov, Minister of Communication and High Technologies noted that provision of the necessary level of information security was one of the priorities of state policy and the ministry took the appropriate measures in this direction. According to the minister, it is important to mobilize the intellectual capacity to ensure information security. Firudin Gurbanov, Deputy Education Minister highlighted the importance of the event. The deputy minister said that the development of ICT is one of the priorities of state and emphasized the focus of the president to this area. F.Gurbanov noted the fast efforts taken for the measures intended to expand the use of ICT in "National Education Development Strategy of Azerbaijan Republic”. Director of ANAS's Information Technologies Institute Rasim Alliquluyev said that cultivating information security culture in citizens is one of the most effective strategies against information dangers. According to him, the personnel training in information security field should be focus. To provide the information security, there should be prepared textbooks and books in Azerbaijani, organized regular conferences, workshops, "round tables" and conducted mass campaigns. After speeches, the university student who won the national Olympiads in informatics was awarded. The event continued under 3 parallel section meeting. There were presented 74 scientific papers to conference from the different state, scientific and educational institutions of the country.

On May 14, the results of the contests for University Grant and Industrial Grant from the Science Development Foundation were presented.

Elchin Babayev, executive director of Science Development Foundation making speech at the ceremony, noted that the competitions are attended by the groups of scientists and experts, as well as individual scientists from Azerbaijan National Academy of Sciences (ANAS), higher educational institutions, research institutes operating under ministries, government agencies, non-government organizations and other scientific organizations. It was noted that, the University grant competition is being held for the first time and the Ministry of Education provided organizational support to the contest. According to speeches, University grant competition with the total budget of 910 thousand manat involves 37 projects. Among these projects were determined 11 winners with the total funding of 890 thousand manat. These projects will be implemented in Azerbaijan State Oil Academy (4 projects),  Azerbaijan Medical University (3), Azerbaijan State Agricultural University (2), Azerbaijan State University of Economics (1) and the Academy of Public Administration under the President of the Republic Of Azerbaijan (1). The Industrial grant competition held for the first time determined 6 winners. One of the winner-projects was presented by Azerbaijan Architecture and Construction University. According to Deputy Chief of Staff of the Ministry of Education Yagub Piriyev, one of the main tasks of the higher education institutions under "National Education Development Strategy of Azerbaijan Republic" is to become center of science, research and innovations. In order to ensure it, higher education institutions should operate as scientific centers that can guarantee the quality of education and reflecting the latest achievements of science. Thus, in modern conditions, it is impossible to achieve the quality education and high-level scientific innovations without providing integration between education and science. The solution of this problem is highly contributed not only by the higher education institutions, but also Science Development Foundation. It's expedient for the Foundation to build the relations with higher education institutions at the new plane and higher level. In other words, Science Development Foundation should provide greater support to science development in higher education system. Y.Piriyev mentioned that there are 9579 PhD and 2251 Dr among more than 32 thousand experts conducting researches at the different universities and organizations. “This means a huge army of scientists. More than half of the scientists with degree are working at the education system. " Y.Piriyev noted that heads of 94 projects from 315 projects presented to 17 different competitions held by Science Development Foundation within 2010-2014 acted on behalf of higher education institutions. 74 of those 315 projects were executed by the higher education institutions.

The International Sustainable World (Energy, Engineering and Environment) Project Olympiad was held in Houston with the participation of nearly 70 countries and 48 states of America from May 7 to 10.

The scientific project on "The absorption, movement and collection of nanoparticles in plants: nanofitotoxicology" of Farrukh Rahmatzade, Ayan Hajibeyli and Fuad Abdulzade, students of Baku European Lyceum, became a winner among 427 projects, presented on the topic "Environmental management and pollution", and was awarded a gold medal. It should be noted that this project was implemented with the participation of Olga Humbatova, biology teacher of Baku European Lyceum, and with the guidance and support of Mohammadali Ramazanov, professor of Nano Research laboratory of Nano Research laboratory of BSU, and Ismet Ahmadov, associate professor.

On May 19, the training-conference on “Media and educational dialogue: the development of professionalism" dedicated to the promotion of the Baku-2015 First European Games will be held at "Azerbaijan" University at the initiative of the Ministry of Education.

Employees of the Ministry of Education, heads of press services of media organizations and higher education institutions, NGO representatives on education, students of the Faculty of Journalism will attend the training-conference. It is intended to be heard presentations and to be held trainings on media and educational relations, the quality of education and mass media, the creation of professional skills in Public Relations (PR) at the conference. Participants will increase their knowledge and skills in holding information campaigns, writing press releases, social group work and other topics. Successful participants will be awarded certificates in the training-conference. It should be noted that this training-conference is the third conference held within the framework of "Media and educational dialogue" by the Ministry of Education.

They will represent us at the First European Games

  We continue to introduce the athletes, who will take part in the first European Games, from sports schools operating under the Ministry of Education.   24 of athletes, who will represent our country at the First European Games, are the graduates of children and youth sports schools operating under the Ministry of Education and the coach-teachers working in these schools. They will compete in 7 sports (athletics, acrobatic gymnastics, badminton, fencing, sambo, freestyle wrestling, table tennis).   Billura Eminova is the coach of Sumgait City Branch of “Tahsil” Republican Sports Center. B.Eminova, the two-time champion of Azerbaijan in table tennis and the bronze prize-winner of World Championship Division IV, graduated from the Azerbaijan State Academy of Physical Culture and Sports. Ramil Jafarov is a graduate of the Specialized Olympic Reserves Child-Youth Tennis Sports School no.7. R.Jafarov, engaged in table tennis, is the silver prize winner of Azerbaijan Cup and the gold prize winner of Azerbaijan Republic TOP-16 tournament. He graduated from the Azerbaijan State Academy of Physical Culture and Sports. Rufat Guliyev is engaged in table tennis. R.Guliyev, the bronze prize winner of Azerbaijan Cup and the gold prize winner of Azerbaijan Republic TOP-16 tournament, is a graduate of the Specialized Olympic Reserves Child-Youth Tennis Sports School no.7. He graduated from the Azerbaijan State Academy of Physical Culture and Sports. Dursadaf Karimova is a graduate of the Specialized Olympic Reserves Child-Youth Sports School no.11 of Baku. D. Karimova, engaged in sambo, is the winner of the Grand-Prix tournament. She graduated from the Azerbaijan State Academy of Physical Culture and Sports.

A monthly allowance in the amount of 20 manat was determined to be paid to parents of pupils involved in education at home and other legal representatives in secondary schools in order to bring their children to healthcare and rehabilitation centers, as well as medical institutions.

According to the Resolution of Cabinet of Ministers No. 108 dated April 15, 2015, allowances will be calculated from February and payment of allowances will be made by the local education authorities.
