According to operative investigation performed by Baku City Education Department, illegal construction works have been performed by “Paradise” club’s employees. Baku City Executive Power has been appealed related to fact. Illegal construction has been destructed after inspection to the territory. It should be noted that, President Ilham Aliyev was acquainted with subsequent condition of repair and reconstruction works of the secondary school no. 115 in the Binagadi region on august 11, 2014. According to the tasks of state leader, repair works have been performed on higher standards at 1380- seat school reconstructed  fundamentally. Relevant renovation and construction works have been performed, also  greens have been made in 1 hectare area of education institution. Citizens who try to keep the territories of education- training institutions should unambiguously accept that, such unsound tendency cause to violation of learners’ constitutional rights. Serious struggle actions will be continued within framework of legislation of Azerbaijan Republic against recapture cases of education institutions’ territories.

Goal of contest’s organization is to improve skills and abilities of 3 rd and 4 th years students of higher education institutions on business-oriented spheres, support them to appropriate practical abilities on this direction and mediate in involvement of our country in the business environment.  By purpose to make preparation for contest, Business Academy that consist of azerbaijani professional specialists who studied in abroad and are functioning in  different local, also international bodies, has been established and 60 participants of contest have been trained related to business during six months. 40 students who successfully participated in all trainings of academy, have been awarded to certificate. 29 teams that consist of 4 persons from each of them have been awarded to business cases of Harward University in the contest. Thus, they are allowed increase their practical knowledge and skills.  29 teams that consist of the students who study at the 3 rd, 4 th years and master degree of 7 higher education institutions of Azerbaijan, joined in the primary phase of contest. At the same time, team of 5 higher education institutions of Georgia joined in the contest. The best 4 teams have been selected from 6 teams who passed final phase. Firudin Gurbanov, deputy minister of Azerbaijan, also Tamaz Marsagishvilli, deputy minister of education and science of Georgia took part in the awarding ceremony of the winners. Tamaz Marsagishvilli stressed that, such events positively affect to development of youth, training of personnel who meet market competition. Visitor presented symbolic prize in the amount of three thousand manat to Kafkaz University team who was a winner of the 2 nd place. Firudin Gurbanov, deputy minister of education delivered congratulation of minister Mikayil Jabbarov in event’s participants. Then, informing about “Azerbaijan 2020: vision to future” Development Conception and “State Strategy on Development of Education in the Azerbaijan Republic”, deputy minister talked about the reforms implemented on this direction. More than 300 athletes form different cities of Belarus, Moldova, Russia, Kazakhistan, Belgium and Great Britain together with Azerbaijan, joined in the tournament dedicated to the memory of Leonid Livshichin, who was one of founders of sport acrobatics school. Athletes struggled on 4 of 5 types of acrobatics in the contest. Emilya Nazarli and Raziya Seyidli were winner of tournament in youth program on woman couple. Aynur Huseyinzade, Lala Huseynova and Narmin Ramazanov kept the 3 rd place in the seniors’ program. Bakhtiyar Ibrahimov and Seymur Babayev kept the 3 rd place on man couple in the youth’ program. Our representatives kept the 3 rd place on mixed couples where Agasif Rahimova and Nurjan Ibrahimov took part. More 4 athletes of “Təhsil” Republic Sport Center- Seymur Jafarova and Murad Akbarov kept the 4 th place, Lamiya Najafli and Jala Abbasova kept the 5 th place. Thus, 9 of 13 athletes who took part our country in the tournament, returned to Azerbaijan with medal. It should be noted that, this is first time that such higher result has been obtained on acrobatics gymnatics in the activity of “Təhsil” Republic Sport Center.

Citizens mostle appealed on the issues like teachers’ recruitment or change of work place from one school to other one also from one region to another one, restoration in the work, recognition of educational documents, replacement of higher and secondary education schools’ students from one educational isntitution to onother one, study fee and other issues in the reception held according to schedule of citizens’ reception schedule of central executive power bodies on december, 2014 in the town and regions. Appeal of 32 citizens have been listenedin the reception and most of issues have been settled operatively in the reception. Relevant bodies of ministry, have been tasked related to several appeals. Appeals that have personal character or are beyond of the authorities of some citizens’ citizens, have been registered and taken under control in roder to deliver in the relevant bodies.

131 teachers selected through 296 teachers who submitted application for participation in the contest, were passed to this phase. Selected teachers taught test-sample lessons in 41 schools of Baku. Interview commissio who took part in the lessons, valued teaching skills of each teacher under 10 points system. The same teachers will make presentation before Organizational Commitee established under The Ministry of Education in the third phase. This presentation will be valued under 10 points system. Finally, point will be added on all phases and 95 teachers who obtain more point will be announced winner of contest. Analogical process is implemented in Nakhchivan Autonomous Republic. The best 5 teacher will be supplemented in the row of contest’s winners and thus, 100 winners will be determined on 2014. It should be noted that, contest is held under order of education minister “About organization of The Best Teacher” contests and “The best secondary school” according to the results of 2013-2014 academic year” in accordance with order of The President of Azerbaijan “About organization of the best secondary school and the best teacher prizes”. Organizational Committee has been established by guidance of Firudin Gurbanov, deputy minister of education in order to ensure collegial decisions related to regulation of this process and contests’ organization. 8 teams struggled for participation in the final phase in the last game held in the “Baku Crystal Hall” broadcasted via AzTV channel. First game has been held between “Fortuna” and “Agdash” who are winner of chance game. Defeating “Fortuna”, Agdash then defeated “Alliance”. “Agdash” met “Aypara” in the third game. “Aypara” put an en to series of victory of his rival.  “Aypara” received “Norm Cement” team and won the game with the score 3:0 in the fourth game. But, “Aypara” team lost the game against “Sumgait” team. Sumgait team met “Baku Higher Oil School” in the sixth game. It should be noted that, “Baku Higher Oil School” won the previous games held beween two teams. But “Sumgait” team took revenge from his rival.  “Sumgait” team played with “Azerbaijan club” in the next- seventh game. Game ended with victory of the last team. Thus, “Azerbaijan club” obtained right to play in the great final. Final game of brain-ring intellectual contest for “Cup of Knowledge”, will be held on december. “Kapital bank” winner of september, “Nar Mobile” winner of october, “Romantic” winner of november and “Azerbaijan club” selected with special game, will meet in the final game of brain-ring intelectual contest for “Cup of Knowledge”.

Training course organized on the topic “trainer for the trainers” for the collaborators of Azerbaijan State Pedagogical University, Baku Institute for Qualification Development and Retraining of Pedagogicl Staff, also The Institute for Educational Problems lasted for three days in the Cener for Public Health and Reforms. 25 persons who completed course successfully, have been awarded to “trainer for trainers” certificate at the end of training. It should be remembered that, goal of the trainings is to contribute in protection of young generation from harmful habits, enlightenment issues performed related to reproductive health and strong life style among the teens. Most important reforms, actions and novelties implemented on preschool and general education sphere in 2014.   Preschool education Fund started development program of new project- preschool educational institutions under guidance of Mehriban Aliyeva, first lady of Azerbaijan, president of Heydar Aliyev Fund.   Preschool educational institutions on country: -large-scale construction; -reconstruction; -support in overhaul  are envisaged in the program.  Preschool training groups started their activity in the 89 general education institutions of capital. Groups are aimed to train children for teaching and obtain certain knowledges. Educational training has been conducted for 3093 pedagogical employees of preschool educational institutions on application of “Preschool educational program (curriculum)”. Trainings will be organized for pedagogical employees of all preschool educational institutions in 2015.   General education According to core priorities of the reforms to be implemented on the sphere of general education, activity on creation of strong and efficient education environment, improvement of education quality and delivering schools’ management in the level of modern requirements, have been continued during 2014.  15 pilot “Strong education grade” are functioning in the 6 educational institutions of our country within framework of “Strong education- strong nation” since 2014-2015 academic year. Goal of “Strong education- strong nation” is to eleminate motion restriction derived from teaching condition and other factors, protect their health in addition increase of learners’ training achievements. All these points finally serve to education of Azerbaijan citizen.  Scientifical- massive film named “Sedentary lifestyle- illness of civilization” has been translated into Azerbaijan language and distributed in the general education, primary vocational and secondary specialty, as well as higher education institutions and presented in public in order to realize target goals in the order “About establishent of working group on application of educational technologies on the sphere of increase of training achievements and protection of learners’ healhty” of education minister of Azerbaijan Republic, “State Strategy on development of education in the Azerbaijan Republic” under order of The Ministry of Education. Medical-hygienic and pschological-pedagogical monitoring of health condition of 10 000 pupils, are conducted. Olympiad Center on Informatics has been opened in Physics and Mathematics and informatics lyceum. Main goal of establishment of Olympiad Center consist of selection and development of talented pupils and forming of organized and continous training of the pupils for the olympiads. New staff of Textbooks Assessment Council has been formed under contest by The Ministry of Education. First of all, 7.8 million piece textbook in a maximum name and number- in 271 names, have been published in Azerbaijan in 2014. These books that are new for some grades, also repetitive for the rest grades, have been distributed in all schools timely.  Tender on compilation of VIII grade textbooks, has been announced for the next academic year. Textbooks presented and won under tender procedure, will be published in limited number and tested on janurary- may months of 2015 in the pilot schools. Comment and suggestions will be envisaged, published and distributed in the schools long before commencement of the next academic year. Also, IV grade textbooks will be improved and printed on the next academic year, also tender on compilation of the textbooks, will be announced for IX grades of the secondary education schools. The same textbooks will be given for usage.      According to relevant decision about regulation of the issues on usage of income obtained from printing by purpose to sell the textbooks, payment of 50 percent of capital included in the account of The Minsitry of Education from additional publishment of the textbooks, is envisaged.  Replacement of the teachers who are functioning now from one region (town) to other region (town), has been firstly performed by The Ministry of Education through contest under centralized rule in accordance with “Rules on recruitment and replacement of the teachers in the secondary educational institutions and vocational lyceums”. 1149 teachers submitted e- application in order to change work place, according to the final result, 96 teachers obtained right to change their work place. According to the contest’s results on recruitment of the teachers in the secondary educational institutions and vocational lyceums for 2014- 2015 academic year, generaly 1692 persons have been recruited that, 1405 persons (83%) have been applied motivation actions. Filling level of the vacancies reached to 40 % compared to previous academic year.  Taking into account the proposals of The Ministry of Education, amendments have been made in the decision no. 67 dated april 14, 2010 of The Cabinet of Ministers of Azerbaijan Republic “About determination of additional concessions and stimulative actions for young specialists who started work at the secondary educational institutions and who graduated from higher and secondary specialty educational institutions on pedagogical-profiled specialties” by The Cabinet of Ministers. There was serious growth in the number of the teachers who were recruited on the subjects of chemistry, physics, biology and geography where are serious need in the village schools for current year. So, 230 employees have been recruited on the subject of geography, 175 on the subject of physics, 161 on the subject of biology, 89 on the subject of chemistry. Trainings have been organized for school directors and other persons who wish to be school director under modern vocational standards. 15 persons who completed trainings successfully and obtained certificate of quality, have been appointed as director in the secondary educational institutions in the capital. Second relevant training that surround secondary educational institutions had already been started. So, contest is being conducted for recruitment in the positions of deputy director on education-training issues, deputy director on education issues (organizer) and methodist in the secondary educational institutions.       Test assessment of 28 758 teachers functioning at the secondary educational institutions of Baku city, has been performed first time in our republic. Surrounding of test assessment, has been envisaged in all regions of our country. Taking into account demand for pedagogical staff in the secondary education institutions of our country since 2014 -2015 academic year, number of the specialties on retraining education has been increased and teacher training on new specialties started. These are mathematics-informatics, chemistry-biology, history-geography specialties. “Ethical behavioral rules of the teachers” have been approved by order of minister of education. According to the rules, pedagogical employees who were recruited in a new work for 2014- 2015 academic year made “Teacher oath” and started their function. Temporary Rules on transfer of the pupils from one grade to other one in the secondary educational institution, have been approved. According to the new rules, V- VIII and X grade pupils whose knowledge aren’t valued because of they missed teaching lessons, also who obtained annual “unsatisfactory” mark from four and more subject, will be kept in the grade repetitively. V-VIII and X grade pupils who obtain annual “unsatisfactory” mark from three subjects, will be given summer tasks from the same subjects. The same pupils will pass repetitive examination from august 25 to september 10 and be able to pass to the next grade. Pupil who obtains “unstatisfactory” mark from any subjects where summer-teaching task is given, will be kept in the grade repetitively. Pupils of primary education, can be kept in the grade repetitively because of long term decease or avoidance from school. Meanwhile, pupil who obtained “qeyri-kafi” mark from this or other subject in the secnd semi- year, can’t be given positive mark from the same subject. No assessment of pupils’ knowledge on the subjects of foreign language, informatics, physical education, music, song, drawing for beyond their control, will not affect to passing of them to upper grade. First graduation of International Bachelor Program (IBP) has been held in the school- lyceum no. 6. International Bachelor Program, is recognized by more than 130 countries and 2500 universities (Oxford, Harward, Cambridge, Yel and other universities). Seminars that agitate engineering in the secondary schools, have been contucted by The Ministry of Education. New initiative of “BP- Azerbaijan” company surrounded up to 200 upper grade pupils who were selected from the secondary schools of Baku. Facultative course named “History of Karabakh” is taught at VIII grades of the secondary educational schools since 2014- 2015 academic year. Program and teaching means of facultative course, have been published and distributed in the schools. Additional lessons on the topic “History of independent Azerbaijan”, have been taught for the pupils of XI grade of the secondary education schools in the region and towns on february- may, 2014 in the Heydar Aliyev centers.  New project named “School is recognized by his heroes” started by The Ministry of Education. Goal of project consist of development of modern education within context of our national- moral values, explain patriotism spirit for the pupils, formation of heroism traditions and immortalisation of our National Heros in our memory. The Ministry of Education started subject contests on mathematics and natural sciences with his initiative.  The best plot contest on the topic “Future- is teachers’ composition” has been held on the occasion of International Day of Teachers- on october 5 by The Mnistry of Education. Contest has been organized by purpose to develop human resources on the sphere of education, create “professional teacher” image, increase fame of teacher occupation, formation of public opinion related to vocational activity of young teachers functioning at the rural schools, dissemination of positive experience of the teachers who newly started their vocational activity, motivation of young teachers in the village schools. According to contest’s results, winners have been awarded to valuable prizes.  The Minstry of Education announced contest named “The best prose, poetry and drama compositions for young pupils”.  Main goal of contest, consist of stimulation of writing of literary compositions that stipulate development of their artistic taste, also explain moral richness, national and universal vales, motional and cognitive qualities for young pupils tking into account age psychology. The Ministry of Education started with implementation of new project by purpose to increase motivation for reading culture and reading in the pupils. Main goal of project is to increase interest of pupils to reading through establishent of community reading under educational institutions, also create condition for the pupils to be acquainted with artistic literature, documentary composition and other text types.   Estimation, exchange of literature red among the pupils and teachers, different type of text through discussion, also creation of reflecitve reading habits in the pupils, are envisaged within framework of project. Also, achievement of formation and propaganda of pupils’ effective detection and valuable distribution culture through using modern Information Communication Technologies means, are the priorities. 104 labor rooms of 52 secndary schools have been equipped with the facilities that meet modern requirements in Baku. Several boading schools became facinating after capital construction and reconstruction as a reslt of the worked performed by Heydar Aliyev Fund. Now,capital repair and construction works are being performed in 3 boarding schools located in Baku city, commencement of repair works is expected in the 4 boarding schools for 2015. 7 “Hyundai County” brand bus have been given to boarding and sport schools by The Ministry of Education. Excursion of children to historical monument and museums, entertainment venues located in Baku city, as well as regions, is organized by the same transport means. New teaching programs on I-IV have been compiled by purpose to improve quality of training in the borading schools. New textbook and “Logopedic album” has been published for disabled children in a younger age group, curriculum trainings have been conducted for pedagogical staff.  Supply of educational institutions with Information Communication Technologies facilities: Educational institutions are supplied with: ·           6000 piece computers; ·           3000 piece tablets; ·           700 piece projectors; ·           1377 piece e-board. ·           200 educational institutions have been connected to broadband internet line. - trainings directed on increase of literacy under Information Communication Technologies, have been conducted for adminstrative management staff with 900 persons of education system; - 650 personshave been invloved in the trainings directed on realization of “1 pupil: 1 computer” educational model in the secondary educational institutions; - 700 persons have been invloved in the trainings on usage of Information Communication Technologies, modern educational strategies and project metodikasi in the education; - 450 teachers and adminstrative management staff employees, have been involved in the mentoring trainings on application of Information Communication Technologies in the teaching; - 1200 teachers who will realize teaching in the pruimary grades, have been involved in the trainings on usage from interactive technologies and electronic content in the teaching process; - 375 persons have been trained on usage of National Education Information Base.  e-textbook portal (www.e-derslik.edu.az) was given for usage. Portal allows the learners read the textbooks in electronic form. Pupils will be able to appeal to the textbook in anytime and venue via portal. This system will incease mobility in textbooks’ usage, allow individualization of their’s learning process.   3 state educational institutions have been constructed by order of The Ministry of Education in 2014, 2 educational institutions were overhauled, 94 educatiobnal institutions were repaired currently.  Construction of new building for 92 educational institutions, overhaul of buildings of 64 educational institutions and current repair issues in 50 educational institutions’ buildings, are envisaged for 2015.
