Meeting, is held within framework of chairmanship of Azerbaijan Republic for may-november months of 2014 in The Committee of Ministers of European Council. High level representatives of Azerbaijan, Belarus, Georgia, Moldova, Kazakhistan, Russia and Ukranian Education Ministries, also European Council and European Union took part in the event. According to the agenda, discussion of the issues on determination of existing problems and settlement ways of these problems, implementation of European Single Education Space Conception in mentioned countries, are envisaged in the meeting. Making a speech in the opening ceremony of meeting, Mikayil Jabbarov, the minister of education informed event’s participants about education reforms implemented in our country within framework of “State Strategy on development of education in Azerbaijan Republic” and process on implementation of European Single Education Space Conception after joining in Bologny process in 2005. The minister stated that, education system of country is open and democratic that refuse traditional adminstrative management at the same time, is directed on the requiremets of labor market, also appropriates skills to apply obtained skills in real life. As a result of social-economical and political reforms implemented under adminstration of President Ilham Aliyev, Azerbaijan joined in the list of the countries who are rapidly developing now. Azerbaijan kept th 39 th place among 148 countries, 1 st place among membership countires to CIS in global competitive rate in the report of World Economical Forum for 2013-2014. Our country kept place from 101 th for 2008 to 76 th for 2013 among 187 countries according to Human Development Index in the report “About human development” of UN. In addition, Azerbaijan joined in the group of highly developed countries on human potential. To maintain and strengthen economical development depend on human capital formed by him and quality of education system. It’s fact that, one of documents signed by our President after election for the second time, was “State Strategy on development of education in Azerbaijan Republic”. Integration of national higher education system in European education environment and deepen of structural reforms in the higher education institutions, are focused in this document. Mikayil Jabbarov, introduced event’ participants with the changes taking place in education system of Azerbaijan. The minister stated that, number of thr first years’ students of the universities grew up 30 percent, passage to per capita financing mechanism was completed, issue on accreditation of higher education and establishmet of quality control body started. Principles of European Credit Transfer System had already been applied in the universities of country. National student credits and grants system will start during this year. Mentioning fact on increase of education opportunities in abroad, the minister stressed durability of state program implemented on this sphere. In addition, system’s transformation puts new requirements before university’rectors. Rapid application of transperancy principles in decision making, involvement of all interested parties in universities’ activity, formation of report culture and corporative management, are among important factors that ensure development opprtunities. Talking about joint collaboration opportunities on the sphere of education, Mikayil Jabbarov also explaned foreign factors that prevent integration of regional higher education institutions. The minister pointed that, occupation of some part of Azerbaijan territories prevented implementation of joint projects related to education among the universities practically. Mikayil Jabbarov stated that, this meeting will open favourable conditions for discussion of actual problems related to further development of education in thr region countries and positive impact to development of Bologny process. Finally, the minister expressed his gratitude to World Bank, European Uninon and other bilateral partners according to support made in implementation of several projects and reforms on the sphere of higher education.

Azerbaijan was represented by delegation with 23 persons of “Education” Republic Sport Center. Master sport of Turkmanistan and chairman of Organizational Committee of festival, Irina Rodnina deputy of State Duma of the Russia Federation, many times European and world champion on figure skating. Contests on futsal, beach volleyball, table tennis, chess and basketball types of sport, have been organized within framework of event. Matin Hazanzada who represented Azerbaijan delegation, kept the 3 rd place on table tennis in individual contest. Azerbaijan kept the 5 th place in the contest where prominent chess masters took part.

Directors of several secondary schools and lyceums functioning in Baku, also the pupils, parents, at the same time Fuad Garayev, senior consultant of sector on work with Pilot projects of The Ministry of Education, Ramin Mahmudzada, head of jury of olympiad on Informatics, Zohrab Majid Gulam, consultant of Information supply sector of issues department of The Cabinet of Ministers, took part in the event. Tariyel Talibov, director of lyceum opened event with introduction speech and welcomed the visitors. Then Ramin Mahmudzada gave detailed information on the works to be done in Olympic Center. Explaining main goal of center as preparation mechanism of the pupils for the olympiades, Ramin Mahmudzada stated that olympiad’ s participants will be trained on 3 levels: 1. Persons who are trained for the olympiades for the first time; persons who firstly learn programming; 2. Persons who have experience to write program and able to settle informatics issues; 3. Persons who have high skills on writing of software and able to settle olympiad type issues. Fuad Garayev, senior consultant of sector on work with Pilot projects of The Ministry of Education, special attention has been allocated to selection and development of talented pupils. F. Garayev stated that, first organized organization of Olympic Centre on Informatics firstly give hope on steady character of olympic preparation. By this purpose, center additionally will be equipped with Information Communication Technologies. Informing about the works performed till today in the lyceum, lyceum teachers Nazim Suleymanov and Valid Maharramov expressed their assurances on assignment of the works of Olympic Center at higher level. V. Maharramov told function of “Algorithm” circle and representation of circle’ members Azerbaijan in the international olympiades. Mikayil Jabbarov, the minister of education, Azad Ibrahimov, the minister of sport, Adalat Muradov, the rector of Azerbaijan State Economical University, took part in the event. First of all, the visitors were acquainted with Innovative Business-Incubator’s office. It should be noted that, main goal of Innovative Business-Incubator established within frameowork of “State Program of Azerbaijan Youth for 2011-2015”, is to involve the students and youth in business, develop student ownership. Also, issue on improvement of social protection of professor-teacher staff of Azerbaijan State Economical University within framework of Innovative Business-Incubator, is envisaged. They will be involved in compilation of business-oriented methodical means, conducting training and master classes, compilation of mentoring, consulting, business plans, cases and such kind of other issues. Main functions of incubator, is to realize teaching-methodical, material-technical, pshychological and financial support for the applicants to create their businesses through start up projects. Opening event with introduction speech, Adalat Muradov, the rector of Azerbaijan State Economical University welcomed event’s participants and expressed his assurance on future successfull perfomance of Innovative Busines- Incubator.  Mikayil Jabbarov, the minister of education pointed that, establishment of Innovative Business-Incubator under Azerbaijan State Economical University will be a good sample for implementation of other relevant projects. Students will be able to spend teir spare times efficiently by purpose to earn profit. Relations between the students and empoyers will be created, partnership relations will be realized ad they will obtain joint cooperation experience. At the same time, the students will obtain application skills on application of theoretical konwledges and will be formed as future owners. Telling his opinion on creation of SABAH groups and teaching programs applied in the universities, the minister also touched upon importance of establishment of universities’ technoparks in near perspective. Azad Rahimov, the minister of youth and sport stated that, Innovative Business-Incubator is very important for both providing of youth’ employment and starting to primary ownership activity. Today, our President Mr. Ilham Aliyev pays special attention to implementation of social projects. From this point of view, establishment of Innovative Business-Incubator that supports in practical development of youth, should be appreciated. Mirjavad Hasanov, director of Innovative Business-Incubator, informed about action directions of Innovative Business-Incubator established under Azerbaijan State Economical University for the first time within framework of “State Program on Azerbaijan Youth for 2011-2015”. Nearly 70 athlets took part in the contest jointly organized by The Ministry of Youth and Sport and Azerbaijan Federation on Table Tennis. Goal of contest is to determine the members of national teams to be participated in the European and world championship also increase of youth’ interest to table tennis.  “Təhsil” Republic Sport Center kept the 2 nd place, Baku Tennis School the 2 nd place, Sumgait branch of “Təhsil” Republic Sport Center the 3 rd place among the man teams in the contest. Athlets of Sumgait branch of “Təhsil” Republic Sport Center kept 3 rd place in women team contests. Athlets of “Təhsil” Republic Sport Center also demonstrated successful performance in the individual contests. Farhad Ismailov, athlete of center was a winner of individual contests among men, other athlete Ramil Cafarov kept the 2 nd place. Contest’s winners have been presented cup, diploma and the prizes.

Team of 12 faculties took part within framework of project implemented by organization of Student Youth Organization of University. Each team was represented by 5 persons. Teams will research different-oriented industry spheres of Azerbaijan and compile wide presentation. Then, the students will present project related to settlement of the problems existing in researched spheres. At the end of four-phased project, the participants will be presented certificate and the prizes.

Azerbaijan team- Football team of “Təhsil” Republic Sport Center that consist of the boys kept the 2 nd place in the international tournament where 12 teams took part in 8 days contest. According to the order, organizational committee has been established related to conducting of contest and regulation of this process. This process, is implemented according to the order “About allocation of the prizes on the best secondary school and the best teacher” of The President of Azerbaijan Republic. Main goal in organization of contest is to determine secondary schools differed with its quality indicators who obtained successful results on the sphere of training-education through application of innovative education programs, widely spread advanced experience of pedagogical staff at republic level, create real condition for amplification of strong competition for innavation among education institutions and actively draw attention of community, parents, philanthropists, business bodies in the issues regarding with development of the secondary schools. Secondary schools who want to take part in the contest, should have several higher indicators. For example, the conditions like higher admission percent of the graduates in higher education institutions for last 3 years, at the same time obtaining of high points by the graduates, graduates’  participation in the projects on application of modern training technologies also other development- oriented innovative education programs, keeping of relevant places by the pupils in olympiad, contest and competitions at republic and international level, full recruitment of secondary school with ubject teachers, high level of teacher-pupil rate, no infringment of education and labor legislation, safety and sanitary requirements, also putting forward of positive opinions about the secondary school in several inquiries, are dominated.  Directions on spending of the prizes to be presented to the secondary schools, are pointed in advance. These directions includes buying of laboratory, computer and sport equipment, enlargement of usage opportunities from information and communication technologies, presentation of the prizes to talented pupils and teachers differed in their works, compilation of development-oriented project and programs, buying of e-teaaching means, scientifical-methodical literature, organization of the business trips to the foreign countries for participation in innovative education programs. Main goal in conducting of contest “The best teacher”, is to detect potential of creative teacher functioning in the secondary education institutions of country, determine talented teachers differed with their successful results on the sphere of application of modern teaching technologies, create favourable condition for the teachers in order to demonstrate their pedagogical masterships, raise teacher’ s status and reputation in the community, achieve growing of teacher’ s role in implementation of eduction policy of state and deliver importance of stimulative actions in thr development of their professionalism level to the attention of wide community.         Teachers who want to take part in the contest, should have at least five pedagogical work experience, pass retraining courses, be participant of teaching trainings within framework of pilot and development-oriented projects, take part in relevant course organized in other countries by purpose to make exchange of opinion, also should teach in retraining actions, seminar and trainings, conduct the lessons, teacher’s pupils should achieve successful results in admission examinations in the universities on the specialty taught by him, keep relevant places at the final phase of subject olympiades, contest, exhibition and contests.   The Order of the minister of education of Azerbaijan Republic about conducting of the contests “The best teacher” and “The best secondary school” according to the results of 2013-2014 academic year.

Lecture organzied within framework of Erasmus Mundus EMINENCE (Integation in Neighbour Eastern Countries via Collaboration in Higher Education) project, was listened with interest. A. Sadigova conducted online seminars on teaching of Azerbaijan language for Caucasian’ students in this country. Detailed opinions about Azerbaijan alphabet have been listened on the subject of “Caucasian countries’ alphabet” and students’ questions have been responded.
