Mikayil Jabbarov, The Minister of Education congratulated Farah Aliyev on occasion of appointment as an rector to Azerbaijan State University of Culture and Arts and wished success in her future activity. Minister pointed that, Azerbaijan State University of Culture and Arts has irreplaceable position in Azerbaijan education. The Minister of Education stated about celebration of 90 th anniversary of Azerbaijan State University of Culture and Arts and awarding of university’ collaborators by the head of state. Minister who glanced at development way of University, pointed significant role of Timuchin Afandiyev who managed university during 27 years, in the life of university. It’s not accidental that, his labor due to effective activity, has been appreciated by our government. Then, Minister who pointed Order of President on appointment of Farah Aliyeva in the post of rector to Azerbaijan State University of Culture and Arts, introduced curriculum viate of rector to ceremony’ participants.  Farah Aliyeva, the rector of Azerbaijan State University of Culture and Arts expressed her gratitude to our President due to confidence and promised to do her best in order to execute her duty at higher level. F. Aliyeva stressed that “State Strategy under development of education in Azerbaijan Republic” require new approaches within the context of new development criterias and activity sphere. Timuchin Afandiyev, former rector of Azerbaijan State University of Culture and Arts wished the successes to Frah Aliyeva. He stated that as former rector he knows personnel of university and believes F. Aliyeva will be able to perform valuable works on future development of university. It shoud be noted that, Farah Aliyeva Shirmamadov graduated department of history-theory of Azerbaijan State Conservatoire named after Uzeyir Hajibeyov in 1984. She began her teacher activity in department of music history since that year. She worked as science secretary, as well as dean of retraining faculty. She is a member and scientific secrtary of division of “Musicology and Art” Scientific- Methodic Council of The Ministry of Education of Azerbaijan Republic.    She was posgraduate in 1986-1991. Defending dissertation of candidacy on the subject of “Several method trends in activity of Azerbaijan composers at the I half of 60-70 years of XX century”, she has been awarded Ph. D. degree, she is senior-lecturer since 1995. She is a member of Azerbaijan Union of Composers. She is active participant of scientific conference and contests. She is author of scientific monography, scientific and scientific-popular articles. Finally, Mikayil Jabbarov presented bouquet to Farah Aliyeva, the rector of Azerbaijan State University of Culture and Arts and Timuchin Afandiyev.

37 pieces new technique and equipments in 30 names that are production of Russia, Belarus and Turkey, will be used as educational material in education establishments located in the regions. It should be noted that, relevant technique, equipment, visual and technical means for the last time had given to primary vocational schools 25-30 years ago.  Provision of agricultural sector that is one of leading spheres of country’ economy with higly-specialized personnel, is one of priorities. Training of primary-vocational education specialists who trained with visual and tehnical means on the development of agricultural sphere in existing condition, obtained relevant vocational skills, as well as knowledge and abilities, is important factor. At the same time, vocational education establishments that have modern technique and the equipments give additional income in accordance with legislation. By purpose to completely meet the requirement for agicultural specialized personnel and strenghten material-technical base of relevant education estabishment, The Ministry of Education will continue the works. Main goal of the reforms performed on this direction is to achieve imrpovement of quality of personnel’ training in primary vocational education establishments under agriculture.

Participants of ceremony first of all visited in grave of great leader Heydar Aiyev in Alley of Honor and put wreath and fresh flowers on the monument. Then the participants put bouquet on the grave of Zarifa Aliyeva as well as visited alley. Opening the ceremony Mikayil Jabbarov, The Minister of Education stated that this event will play significant role in formation of writing ability and expressing their feeling and emotions regarding with our ghreat leader by the pupils of the seondary schools and primary vocational education establishments, as well as the pupils of vocational schools. Minister stated that this contest that surrounds all geogrpahy, will surround different spheres of activity of our great leader starting from the next year, finally congratulated the winners. Then Ali Ahmadov, Deputy Head of New AzerbaijanParty, Deputy of Prime Minister, Ali Abbasov, The Minister of Communication and Higher Technologies, Ilgar Mustafayev, Representative of Heydar Aliyev Fund, Sattar Mehbaliyev, Chairman of Azerbaijan Trade Unions Confederation congratulated the participants of contest and wished them success.  8 persons has been awarded I,  7 persons to II, 11 persons to III positions through the participants of republic phase. 65 persons who kept IV positions, have been awarded with diploma. Essay writing of 91 persons who kept I and IV positions, has been published in the book “Heydar Aliyev with eye of the pupils”. Special diplomas, prize and different valuable gifts have been presented to the winners of contest. More than 17 000 pupils took part in region (town) round of contest represented by all regions of our country.

Delegation that consist of 33 persons of Creative Center invited from Istanbul Bahchelievler Governorship City National Education Department to International Child Festival, demonstrated performance together with turkish and libyan children on April 23. Visitors from department of governorship, municipality and education, as well as the habitants, children and the parents listened “Azərbaycan suitası”, “Şənlik” dance and “Azərbaycan” song with a great pleassure. Interesting article has been published in local press on performance of 9 years-old Rufat Mammadov who is a member of theater studio. Leaders of department of Baxçalıevlər governorship, municipality and education met delegation of Azerbaijan. During meeting, turkish officials were presented Azerbaijan flag, doll in national costume, different souvenirs and miniature carpets of Azerbaijan. Mehmet Ali Ozyigit, The Governor of Baxçalıevlər expressed his gratitude due to children and adminstration of center active participation in the festival and presented them different award, diploma and the prizes.  Final concert of festival has been organized on April 25 in Baxçalıevlər liseum. Dancers of Azerbaijan demonstrated multicoloured dances in the concert. Performance and the compositons prepared by the minors were very interesting as well. Most intersting music of concert was a song “Çırpınırdı Qara dəniz” performed by Shahin Tagizade who is a member of circle. Participants of concert standed with Azerbaijan flags and performed the words “Azərbaycan bayrağını Qarabağdan asacağız” with chorus at the final part of song.

According to the statistics, 3961 calls (5 times more than relevant period of 2013) received by Call Center, nearly 5600 calls by Switch Service. 5023 citizens benefited from Citizens Reception Center. 6220 appeals (most of appeals are in inquiry form) of 8984 received by Call Center and Citizens Reception Center, immediately responded and settled operatively. Application (661 pieces), letter (794 pieces) and other documents (223 pieces) have been received and registered from 1678 citizens in Citizens Reception Center. In accordance with the inquiries of 1035 citizens, they have been registered for reception of relevant officials of The Ministry of Education in electronic form. 51 complaints of the citizens have been registered via special program and directed on relevant structure sections of ministry for investigation. 41 of them are connected with different problems on activity of the secondary schools (28 appeals have been received regarign with activity of the secondary schools in Baku). Most of the calls included the questions on higher and secondary education, list of the documents required for recognition of the diplomas, obtaining of education documents.  It should be noted that, Call Center has been appealed in mostly on Monday (830 calls), Tuesday 924 (calls), Wednesday (846 calls), mostly from 10:00 to 12:00 and from 14:00 to 15:30. Citizens Reception Center has been appealed in mostly Tuesday (1209 appeals) and Wednesday (1150 appeals), mostly from 10:00 to 12:00 and from 14:00 to 16:30.

May 8- Collaborators of Ministry actively took part in charity campaign organized in the secondary school No. 202 of Baku city regarding with International Thalassemia Day. Blood donation campaign is organized by purpose to support the actions taken within framework of implementation of State Program “Care to the children suffering from Hemophilia and Thalassemia” organized by relevant Order of Ilham Aliyev, The President of Azerbaijan Republic. Doctor-hemotologs of mobile medical brigade of Central Blood Bank of Scientific-Research Hemotology and Transphysiology Institute named after Bahadur Eyvazov, verified health status of the donors and then took blood appropriately in campaign. Blood samples will be verified in special laboratory and will be collected in Central Blood Bank in order to use in treatment of iris blood patients. The Mnistry of Education implies active participation in relevant charity events.

18 teams which became a winner of zone phase took part in the final contest held among the pupils of class X-XI of the secondary school by joint organization of The Ministry of Education, The Ministry of Youth and Sport, The Ministry of Defence, The Ministry of Emergent Situations, The Ministry of Culture and Tourism, State Committee on Conscription and Council of Republic’ Veterans.    Representatives of organizer bodies took part in opening ceremony of final contest. Teams which took part in final contest struggled on both phases. Level of marching of the teams passed thorugh tribune under song with ceremonial marsh in the first phase of contest. “Falcons” demonstrated the capabilities to overcome the barriers passing through different obstacles in the second phase. Team of Narimanov district, Baku kept I place, team of Nizami distrit, Baku II place, team of Yasamal district, Baku III place in final contest.  Winner teams have been arawded with Merit Certificate of The Ministry of Education.

Before presentation, Adalat Muradov, rector of university talked about importance of etablishment of “SABAH” groups. Rector reminded that “SABAH” base groups would be established under 9 specialties in Azerbaijan State Economic University. Sulhaddin Gozalov, Head of Sector of The Ministry of Education gave more informaiton about “SABAH” groups. Establishment of new groups will be important step on the direction of development of education’ level, increase of number of staff in accordance with modern requirements. It was noted that, “SABAH” groups will be established on basis of 8 more modern universities. Students who obtained more than 61 points in the first semester, will have a chance to get into “SABAH” group. For this purpose, they should submit electronic application via website www.sabah.edu.az and participate in contest. After making presentationon “SABAH” group project, the representatives of The Ministry of Education responded several questions of teacher-professor staff and the students. It was noted related to the questions of the students that, the students studying at “SABAH” groups, will get scholarship regardless of paid study or by the state order. At the same time, the students studying at the same groups and who are from low-income families, will be provided with dormitory. Meetings will be organized with public figures, company’ leaders, the representatives of state bodies for group’ students regularly. Distinguished students of “SABAH” will be sent to foreign countries.

 Yagub Piriyev, Deputy Head of Administration of The Ministry of Education, Casarat Valehov, Head of Department on Work with NGO and Mass Media, Sulhaddin Gozalov, Head of Department on Exchange of Programs and Support to the Students took part in the conference. It was noted that, main goal of establishment of SABAH groups is to increase quality of education, form strong competition among the students and train personnel under modern requirements level. It was noted that, registration of the students who want to study in SABAH groups starts since this date and this process will last till May 31. SABAH groups will be established on basis of 8 enterprises from 33 universities and it will surround 5 specialty group with 52 specialties, generally 20 000 students. Admission process where the students whose scores are more than 61 points take part, will consist of 3 phases in the first semester. Student who is registered in the first phase then will answer generally 50 questions both of 25 logic and 25 foreign language in the second phase. Oral interview will be organized for the students in the third phase. 1300 students will study at SABAH groups since second years from the next academic year. Not only the students of state universities but also the students of private universities will be able to appeal in order to study at SABAH groups. Newly created sabah.edu.az website has been presented to media representatives in this event, it was stressed the details on admission procedures of the students to SABAH groups, selection terms and other such kind of questions. It was noted that, e-registration of the students who want to study at SABAH groups is performed via this site.           It was informed about commencement of document submission for the youth who want to study at the universities of foreign countries under academic year 2014-2015 within framework of “State Program under study of Azerbaijani’ youth in abroad for 2007-2015” in press conference. It was noted, document submission for study in abroad will be implemented via electronic from May 20 to August 8. Application for participation in competition will be accepted in only electronic form but not to come to The Ministry of Education or submit the documents to the Ministry via post. Scholars of State Program are selected through the citizens of Azerbaijan who has 29 years under bachelor degree, as well as 35 years under master, doctoral and residency degrees. Several questions of the representatives of media representatives have been answered in press conference.
