Mikayil Jabbarov, The Minister of Education met next group of the students approved by Education Commission under The President of Azerbaijan Republic in order to study within “State Program on study of Azerbaijan’s youth in foreign countries for 2007-2015”.
Congratulated the students during meeting, Minister wished them the successes in their studies and expressed his hope for enchancing of confidence made by government to them. Touching upon importance of study of Azerbaijan’s youth in the leading universities, Minister expressed his assurance on their future worthy contributions to dynamic development process of our country. Next group of the students who obtained positive opinion from Education Commission under The President of Azerbaijan Republic, will continue their study on the levels of bachelor, master, residency and doctor of philosophy in Great Britain, Turkey, Switzerland, Canada, Hungary, USA, Italy, Switzerland and Sweden. Patriotism education of young generation is one of main directions of state youth policy
Interview of Aydin Ahmadov, Head of Preschool and Common Education Department of The Ministry of Education to Lent.az information agency. Patriotism education is very important for formation of love to Homeland and feeling of love, citizen responsiility, readiness for defence of Homeland and nation. In this regard, correct organization of training-education work in educational establishments, has vital importance. We talked with Aydin Ahmadov, Head of Preschool and Common Education Department of The Ministry of Education regarding with envisaged issues and the actions that are performed in relevant sphere. Mr. Aydin, how do you think can we consider organization condition of patriotism education of the students in current war condition of our country satisfactory? -Purposeful and systematic actions are implemented on the direction of provision of patriotism education of young generation as one of most important directions of state youth policy in our country. Mass actions, enlightenment and agitation work implemented on this sphere, are aimed to ensure moral, physical psychological training of youth, also increase their love feeling to Homeland. Correct organization of youth’ patriotism education in the period of occupation of 20 percent of Azerbaijan Republic’ territory by Armenia, has great actuality. As well as, importance of protection of national- moral values in globalizing world, is always explained to the pupils. The Ministry of Education implements wide actions for development of teaching of “Pre-conscription training of youth”, explanation of military-patriotism feelings, increase of popularity of military-sport games in the secondary schools. Also, there is comprehensive support in organization of pre-conscription readiness of youth under level of modern requirements, also performance of the meetings, conferences, “Round tables”, cultural-mass and other actions under actual issues of youth’ patriotism eduation. Subject of “Pre-conscription training” which is taught in X-XI classes of the secondary schools implies explanation of the details on Military Forces of Azerbaijan, military statue rules to the pupils, acquitance with military life, physical and psyhcilogical readiness to military service, creation of belief on military service as duty and honourable work in pupils’ minds, development of moral qualities as patriotism, faithfulness, endurance, boldness, discipline and personal responsibility, formation of civil defence and first medical aid capabilities. It should be noted that, sometimes the opinions on possibility of teaching of “Pre-conscription readiness of youth” subject under lower grades in the secondary schools, are sounded. Actually, this is pedagogically substantiated opinion. So, the pupils, should first of all know some topics of physics, chemistry, geometry and other relevant subjects in order to possess “Pre-conscription training of youth” subject. Secondly, determination of teaching of “Pre-conscription training of youth” subject for X-XI grades, at the same time optimal distribution of lessin burden of the pupils, are connected with children’ physical readiness and moral-psyhchological maturity. Can we consider that, we have fulfilled most important obligation as patriotism education of youth with teaching of “Pre-conscription training of youth” subject only at the schools? –Undoubtly, teaching of this subject plays important role in pariotism education of youth. Besides, to confine pariotism education of youth with teaching of only one subject is out of reality. So, there is enough opprtunities in order to explain pariotism education in teaching of all subjects especially in humanitarian- public subjects. Personal samples of the persons who demonstrated heroism in the battles for our motherland and lands, sports who raised our flag in international contests, public figures, scientist, writer and art figures are one patterns for the pupils. Certainly, teaching of “Pre-conscription readiness of youth” subject, has significant position in possession of primary knowledges, patriotism education. But there still several problems. This is connected with staff and material- teaching base. Systematic settlement of these problems, is considered as one of core objectives regarding with improvement of teaching level of mentioned subject. Learning of exemplary lessons on pre-conscription training of youth in the secondary schools, also stimulate increase of pupils’ patriotism spirit. Organization of the same lessons will be continued in the next academic year. Attestation of the teachers who teach “Pre-conscription training of youth”, is envisaged. As well as, issue about involvement of reserve officers in “Pre-cosncription training of youth”, is discussed. It should be noted that, the meetings of the pupils with National Heroes of Azerbaijan Republic, war veterans, are performed, detailed information about martyrs’ life, action and bright dreams, is given. How is the level of colloboration of The Ministry of Education with other governmental bodies on this sphere? Taking into account importance of education of the learners in patriotim and statehood spirit, as well as great impact of primary military skills, ability and habits to outh; development, “Cəsurlar”, “Şahin”, “Sərhəd” military-sport and tourism republic contests, are held traditionally among the pupils of maina and secondary schools functioning in all region and cities of republic. Also, “Young rescue and fire-extinguishers” republic contest and “Young rescue” international tournament, creative contest on the topic of “Emergency situations with children’ eyes”, serve to the children to be ready for any emergency situations. Pupils have a great interest to such events held jointly by The Ministry of Education with The Ministry of Youth and Sports, The Ministry of Defense, The Ministry of Emergency Situations, The State Border Service, Republic Council of Voluntary Military Patriotism Technical Sport Society and Republic Veterans Union. What actions are envisaged in order to increase efficiency of pupils’ patriotism education? As intensive character of the works performed under pupils’ patriotism education in the secondary schools, by purpose to ensure consistency of the actions held on this sphere, form sense of loyalty to active citizen position and native land, dedication of first lesson on the topic of “My homeland- native land” in V-XI grades of the secondary educational establishments since 2013-2014 academic year, has been made. Also, visits of the pupils to military units are organized in order to ensure close acquaintance of the pupils with soldier life. Pupils are informed about modern weapons and military techniques, operation rules, also special clothes of soldier and the offiers envisaged for different weather condition, are demonstrated. Also, the pupils have a great interest to soldiers’ innaguration ceremonies, exemplary performances of special forces and joint lunch with personnel. By purpose to organize effective nd unforgettable summer rest of junior and youth, also explanation of patriotism spirit to the pupils, “Şahinlər” military patriotism camps been organized in Guba region under project implemented jointly by Baku Education Department, Internal Troops of the Ministry of Internal Affairs and Baku city Executive Power. More than 9 th year that, the pupils are taught military lessons by the members of specia forces within frameork of this current project, pupils meet the militants, they are acquainted with soldier life, learn row training, obtain primary military habits and visit to military units. Such next such event on the direction of consolidation of juniors’ patriotism education, will be organized together with The Minstry of Defence in Gusar region. Teachers of sport and youth’ pre-conscription training working at region’s secondary schools will be engaged in training-education of the children in the camp. Along with them, group which consist ofthe officers, sergeant and the soldiers of Internal Troops, were assigned to the camp. They will closely participate in military-readiness, training-education works. At the same time, relevant action plan is being compiled by purpose to explain the pupils primary militayr notions, ensure higher level of youth’ pre-cosncription training and explanation of patriotism spirit to the pupils.

According to the results of contest held by The Ministry of Education, 738 students were admitted in SABAH groups.
It should be noted that, SABAH groups is planned to be established from the first years students of 34 universties under 53 specialties through contest. Interview process consisted of three phases- reception of e-applications, test examination and interview phase. Reception of e-applications has been performed through official websites (www.sabah.edu.az) of SABAH groups on May 12- June 15, 2014. 2034 students from 2479, have been approved their document in electronic form. Test examination to SABAH groups have been held on July 6, 2014 in Baku and Nakhichevan cities simultaneousely. Priority of the specialties has been envisaged while performing final analysis of examination results of the students who took part in test examination. 843 persons from 859 students took part in the interview. According to reception schedule of central excutive power leaders for the citizens on August, 2014, citizens mostly appealed on the issues like recruitment of the teachers or displacement of work place to other one, also from one region to other one, transfer of the students of higher and secondary schools from one establishment to other one, study fee, study in abroad, awarding of honor titles and other issues in the reception. Appeals of 52 citizens were listened and most of problems were settled just on the spot. Relevant authorities of ministry have been tasked regarding with several appeals. Personal appeals or the appeals of the citizens that are beyond of Ministry’ power, were registered and controlled in order to deliver them in relevant authorities.

Decision No. 67, dated April 14, 2010 of Cabinet of Ministers “About determination of stimulation actions and extra concessions for young specialists who started their action in common educational establishments and who finished higher and secondary schools under pedagogical profile specialties”, has been amended by Decision No. 279, dated August 15, 2014 of Cabinet of Ministers.
According to decision, young specialists who are continuing their action in the same educational establishment for 3 years and who started his labor action in common educational establishments under state order, will be given 60 (sixty) manat in order to pay municipal expenses and rent fee for settlement, 100 (hundred) manat extra amount will be paid to monthly salary for 3 years of young specialists who started their labor activity in common educational establishments located in more than 20 miles from regional centers. It should be pointed that, amount of the same capitals were accordingly 40 and 70 manat prior to the changes. Thus, total sum of compensation and extra payment to be given to young specialists who started their labor activity in common educational establishments located in more than 20 miles distance from regional center, will be 160 manat. For information, it should be noted that, monthly salary of teacher who newly started his action is 155 manat for one partition (12 hours) lesson burden. If compensation and stimulation actions are added, monthly salary will be 315 manat. Partition’ s grow will affect to increase of salary. Young specialists who are appointed to village schools for labor actions in concrete work places, also road expenses, transport costs for property and costs for primary living codition will be paid one-time assistance twice the amount of wages. 2552 motivation actions have been applied in village schools through attentive approaching to this question by The Ministry of Education in the past academic year, so, this is 78 percent pf all vacant positions. One of important novelties, is payment of compensation and addition to wage for more 2 years to young specialists who continue their pedagogical action in the same or other village school after completion of 3 years period. Extension of period serves to provsion of accomodation of young specialists in the villages where they work. According to the analysis, part of young specialists leave their work places after terminaion of period due to lack of accomodation apportunities for 3 years. According to decision of The Cabinet of Ministers, issues like meeting of living condition, also allocation of land areas for young specialists who began action in village schools, will be implemented together with the municipalities by local executive authorities. Documents on making relevant amendments in legislation by The Ministry of Education regarding with elimination of the difficulties on the sphere of giving mortgage loans and allocation of land areas for permanent accomodation to young specialists, are compiled. The Ministry of Education is performing effective actions on the direction of total elimination of the needs for teaching personel in especially village schools, also recruitment of competent and professional teachers, stimulation of teachers’ action As per offer of The Ministry of Education, weekly lesson maximum burden of circle’ leaders, also teachers in all type common educational establihsments, gymnasium and lyceums, vocational schools and vocational lyceums, sport and art schools, have been increased from 24 hours to 36 hours under decision dated December 27, 2013 of Cabinet of Minsters. Actions performed regarding with execution of decision, postively affected to decrease of the vacancies in secondary educationl establishments of country, optimatization of teacher-pupil correlation, improvement of social welfare of the teachers. Rules applied on the sphere of recruitment of the teachers, alongside with provision of transparent and objectivity, can be considered quicker mechanism in our country. So, application of this mechanism (e-application, electron, examination, electronic placement, electronic notification) performed through wide application of Information Communication Technologies and electronic services, allows each participants to be acquainted with the result of examination before leaving lecture-hall. Also, the results are sent to “Personal page” of teahcer. That is, teacher is informed about which school he is admitted or reason why he didn’t pass from contest. This is a result of provision of transparence and objectivity of recruitment rules of the teacher that, although nearly 18 000 teachers took part in the contest held on July of current year, but no one appealed for the results. Now need for teaching personnel has been minimized in vilage schools and number of vacant teacher positions under country after last contest, is less than 1 percent of acommon teacher number as a result of applied new mechanism and stimulation actions, systematic work performed under recruitment of the teachers by The Ministry of Education. So, there were need for 10 000 teachers in village schools of country 7 years ago. Now, 143451 teachers are functioning in the secondary schools of country. Said Guliyev, representative of Azerbaijan defeated all his competitor and won gold medal under taekwando sport in II Juniors Summer Olympic Games held on August 20, in Nankin, Peoples Republic of China.
It sohuld be noted that, our country is represented by 21 athletes under 9 types of sport in II Juniors Summer Olympic Games lasting from August 16 to August 28. 3 Azerbaijani representatives- Natig Gurbanli (judo- 55 kg), Leyla Aliyeva (judo- 44 kg) and Jeren Ozbek (taekwando- 44 kg) won silver medal on August 17. Ilham Aliyev attended the opening of secondary school No. 23 in Baku after major overhaul
President of the Republic of Azerbaijan Ilham Aliyev and his wife, President of the Heydar Aliyev Foundation Mehriban Aliyeva have attended the opening of secondary school No. 23 in the Nasimi District of Baku after major overhaul. The Azerbaijani state takes care of the development of education and science at the highest level. Progress in these fields, for its part, contributes to the rapid development of our country. One of the priorities of the policy pursued by the Azerbaijani state is the development of human capital. Investment in education is of great importance from this point of view. The Heydar Aliyev Foundation has exceptional services in the fact that education has entered a new stage of development, strengthened its material and technical infrastructure. The Foundation’s “New school for a renewing Azerbaijan,” “Support for Education”, “Development of Orphanages and Boarding Schools” and other projects have played an important part in the development of this sphere. One of the factors stipulating the success of these programs and projects is that President of the Heydar Aliyev Foundation Mehriban Aliyeva pays constant attention to these issues. Hundreds of schools and additional buildings have been built and thousands of schools reconstructed in the country in recent years. Major overhaul of the building of secondary school No. 23 once more proves that thanks to the attention of President Ilham Aliyev, education reforms are well under way. In accordance with the State Program on the socioeconomic development of Baku and its suburbs, secondary schools have been overhauled and repaired in the capital in recent years. It has contributed to the strengthening of material and technical infrastructure of education and the upgrade of its level. Secondary school No. 23 has always been remarkable for its highly professional teaching staff and graduates who achieved great successes. This has always been among the most advanced in educational process, played an important role in realizing creative ideas and initiatives. The event dealing with the elimination of illiteracy in the world and held under the slogan “Opening books means opening doors” by the World Education Union and the Education Ministry of Azerbaijan took place at school No. 23. The school has functioned since 1899. In that year, 42 boys and 8 girls studied in the primary school. The head of state and his wife cut the ribbon to officially open the facility. Minister of Education Mikayil Jabbarov informed President Ilham Aliyev about the major overhaul in the school. Reconstruction of this school began in early 2012 under an order of the head of state. The old building was knocked down and replaced with a six-storey state-of-the-art building, which is eye-catching in terms of architecture. A bust of great leader Heydar Aliyev and the flag of Azerbaijan were installed in the lobby. Photo stands reflecting the care of national leader and President Ilham Aliyev to education were set up here. The school museum of Heydar Aliyev is remarkable for the richness of exhibits. It has interesting photographs, documents and books reflecting various periods of life and political career of the great leader. Pre-school preparatory courses are scheduled to function in the school too. The school is currently designed to accommodate 2,163 schoolchildren. Before reconstruction, it had only 500 seats. It has 80 classrooms and 11 departments. Teaching at this school is conducted in English. Two foreign languages are taught here. Students in the Russian section will study German, while children in the Azerbaijani section will be taught Russian language. The school has 64 classes. The President of the Heydar Aliyev Foundation, who makes an important contribution to the development of Azerbaijan`s education system, has always kept reconstruction of this school in the spotlight. The First Lady reviewed reconstruction progress here on 11 June of last year and gave her recommendations and suggestions. The school has all the conditions for organizing a teaching process at the high level. The school has been fitted with the necessary equipment and teaching aids. The ventilation and lighting systems are installed in the school. The school museum has also been created. It provides interesting information about directors of the school, its graduates and successes achieved by the educational institution. School No. 23 has always been noted for its graduates. Among the school graduates is goodwill ambassador of UNESCO and ISESCO, MP, President of the Heydar Aliyev Foundation Mehriban Aliyeva who makes a considerable contribution to the realization of the educational concept. Mehriban Aliyeva, who finished the school in 1982 with a gold medal, made the teaching staff happy in 2002 by helping with the reconstruction of the school in line with modern standards. In 2003-2004, the school was named the best educational institution in the city of Baku for its high performance in the teaching and educational process. For a long time, the school bore the name of national hero Tahir Hasanov who fell for the territorial integrity and sovereignty of our country. All classrooms and departments meet modern standards. There will be one shift in the Azerbaijani and Russian sections. The area of the school was increased from 7,000 to 22,000 square meters. Drawing, music and sculpture rooms were created at the school at the initiative of Mehriban Aliyeva in order to spot creative potential of the schoolchildren. A special room for basic military training here meets high standards. A photo stand dedicated to national heroes is also installed. The school has gyms, a library, language and computer rooms and a medical center. The 314-seat conference hall is well suited for holding various events. Naila Rzaguliyeva, Head of Baku Education Department was dismissed from her post due to retirement age under her petition.
Naila Rzaguliyeva, who graduated specialty on english teacher of Azerbaijan in 1974, started her labor activity in the school No. 23. Functioning as eneglish teacher her, Naila khanum was a director of this educational establishment for a while. Naila Rzaguliyeva, who was appointed as Head of Baku education Department in 2006, functioned for past 8 years. She was awarded to honorary title “Honored teacher” of Azerbaijan Republic by Order No. 422 dated October 4, 2004 of The President of Azerbaijan Republic, also badge “Leading educator of Azerbaijan Republic” by Order dated March 22, 2005 of The Minister of Education. He obtained deep respect, higher repuation among education community during her power. We wish long life, good health and successes to Naila khanum.
