It sohuld be noted that, our country is represented by 21 athletes under 9 types of sport in II Juniors Summer Olympic Games lasting from August 16 to August 28. 3 Azerbaijani representatives- Natig Gurbanli (judo- 55 kg), Leyla Aliyeva (judo- 44 kg) and Jeren Ozbek (taekwando- 44 kg) won silver medal on August 17. President of the Republic of Azerbaijan Ilham Aliyev and his wife, President of the Heydar Aliyev Foundation Mehriban Aliyeva have attended the opening of secondary school No. 23 in the Nasimi District of Baku after major overhaul. The Azerbaijani state takes care of the development of education and science at the highest level. Progress in these fields, for its part, contributes to the rapid development of our country. One of the priorities of the policy pursued by the Azerbaijani state is the development of human capital. Investment in education is of great importance from this point of view. The Heydar Aliyev Foundation has exceptional services in the fact that education has entered a new stage of development, strengthened its material and technical infrastructure. The Foundation’s “New school for a renewing Azerbaijan,” “Support for Education”, “Development of Orphanages and Boarding Schools” and other projects have played an important part in the development of this sphere. One of the factors stipulating the success of these programs and projects is that President of the Heydar Aliyev Foundation Mehriban Aliyeva pays constant attention to these issues. Hundreds of schools and additional buildings have been built and thousands of schools reconstructed in the country in recent years. Major overhaul of the building of secondary school No. 23 once more proves that thanks to the attention of President Ilham Aliyev, education reforms are well under way. In accordance with the State Program on the socioeconomic development of Baku and its suburbs, secondary schools have been overhauled and repaired in the capital in recent years. It has contributed to the strengthening of material and technical infrastructure of education and the upgrade of its level. Secondary school No. 23 has always been remarkable for its highly professional teaching staff and graduates who achieved great successes. This has always been among the most advanced in educational process, played an important role in realizing creative ideas and initiatives. The event dealing with the elimination of illiteracy in the world and held under the slogan “Opening books means opening doors” by the World Education Union and the Education Ministry of Azerbaijan took place at school No. 23. The school has functioned since 1899. In that year, 42 boys and 8 girls studied in the primary school. The head of state and his wife cut the ribbon to officially open the facility. Minister of Education Mikayil Jabbarov informed President Ilham Aliyev about the major overhaul in the school. Reconstruction of this school began in early 2012 under an order of the head of state. The old building was knocked down and replaced with a six-storey state-of-the-art building, which is eye-catching in terms of architecture. A bust of great leader Heydar Aliyev and the flag of Azerbaijan were installed in the lobby. Photo stands reflecting the care of national leader and President Ilham Aliyev to education were set up here. The school museum of Heydar Aliyev is remarkable for the richness of exhibits. It has interesting photographs, documents and books reflecting various periods of life and political career of the great leader. Pre-school preparatory courses are scheduled to function in the school too. The school is currently designed to accommodate 2,163 schoolchildren. Before reconstruction, it had only 500 seats. It has 80 classrooms and 11 departments. Teaching at this school is conducted in English. Two foreign languages are taught here. Students in the Russian section will study German, while children in the Azerbaijani section will be taught Russian language. The school has 64 classes. The President of the Heydar Aliyev Foundation, who makes an important contribution to the development of Azerbaijan`s education system, has always kept reconstruction of this school in the spotlight. The First Lady reviewed reconstruction progress here on 11 June of last year and gave her recommendations and suggestions. The school has all the conditions for organizing a teaching process at the high level. The school has been fitted with the necessary equipment and teaching aids. The ventilation and lighting systems are installed in the school. The school museum has also been created. It provides interesting information about directors of the school, its graduates and successes achieved by the educational institution. School No. 23 has always been noted for its graduates. Among the school graduates is goodwill ambassador of UNESCO and ISESCO, MP, President of the Heydar Aliyev Foundation Mehriban Aliyeva who makes a considerable contribution to the realization of the educational concept. Mehriban Aliyeva, who finished the school in 1982 with a gold medal, made the teaching staff happy in 2002 by helping with the reconstruction of the school in line with modern standards. In 2003-2004, the school was named the best educational institution in the city of Baku for its high performance in the teaching and educational process. For a long time, the school bore the name of national hero Tahir Hasanov who fell for the territorial integrity and sovereignty of our country. All classrooms and departments meet modern standards. There will be one shift in the Azerbaijani and Russian sections. The area of the school was increased from 7,000 to 22,000 square meters. Drawing, music and sculpture rooms were created at the school at the initiative of Mehriban Aliyeva in order to spot creative potential of the schoolchildren. A special room for basic military training here meets high standards. A photo stand dedicated to national heroes is also installed. The school has gyms, a library, language and computer rooms and a medical center. The 314-seat conference hall is well suited for holding various events. Naila Rzaguliyeva, who graduated specialty on english teacher of Azerbaijan in 1974, started her labor activity in the school No. 23. Functioning as eneglish teacher her, Naila khanum was a director of this educational establishment for a while. Naila Rzaguliyeva, who was appointed as Head of Baku education Department in 2006, functioned for past 8 years. She was awarded to honorary title “Honored teacher” of Azerbaijan Republic by Order No. 422 dated October 4, 2004 of The President of Azerbaijan Republic, also badge “Leading educator of Azerbaijan Republic” by Order dated March 22, 2005 of The Minister of Education. He obtained deep respect, higher repuation among education community during her power.   We wish long life, good health and successes to Naila khanum.

President of the Republic of Azerbaijan Ilham Aliyev has reviewed secondary school No. 46 in Nasimi District, Baku after major repair and reconstruction. Purposeful measures are being taken to speed up the socioeconomic development of Baku and its settlements. Under a plan of action featured in the Special State Program, material and technical infrastructure of secondary schools and various educational facilities is being strengthened, state-of-the-art infrastructure is being created in order to improve the quality of education. Secondary schools are revamped to highest standards and supplied with necessary equipment in the capital, its suburbs and indeed the rest of the country ahead of the new academic year. The landscaping work is carried out in the areas of the educational facilities. Baku Mayor Hajibala Abutalibov informed the head of state about the work done. It was noted that the school was built in 1969. The 4-storey facility has 65 classrooms. All classrooms and various departments of the 1560-seat school were repaired and supplied with necessary equipment and teaching aids ahead of the new academic year. Special rooms were created for holding lessons on taxes. Modern ventilation and lighting systems were installed in the school, and landscaping and redevelopment work carried out around the facility. President Ilham Aliyev reviewed the classrooms and departments.

Work has continued this year towards speeding up the socioeconomic development of Baku and its suburban settlements in accordance with the instructions of the head of state. Educational, healthcare and cultural facilities are being successfully overhauled and new schools and kindergartens built. Baku Mayor Hajibala Abutalibov informed the head of state about the work done at secondary school No. 54. It was said that the school was built in 1976. The three-storey building is comprised of two blocks. There are 56 classrooms in the 1,076-seat school. All classrooms and departments have been repaired in compliance with modern standards. The school is fitted with state-of-the-art equipment and teaching aids. A military training room was created here with the aim of improving pupils’ military readiness and boosting their patriotic spirit. The heating and lighting systems also meet modern standards. The one-and-a-half hectare area around the school has been landscaped and green areas laid out. President Ilham Aliyev reviewed the classrooms and departments.   www.president.az

Rufat Aliyev, Department’s Head of The Ministry of Education, Shamil Suleymanli, Head of National Educational Technologies Center and academician Valadimir Philipovich Bazarniy, active member of Russia Creative Pedagogical Academy who makes consulting service during trial period of project, head of “Russia Union for Health of Children” public movement, made presentation of “Strong education grade” project. Project “Strong education-strong nation” compiled within framework of “State Strategy on Development of Study”, was implemented since previous year. Organization of durable medical-hygienic gender, psychological- pedagogical monitorings among 10 000 pupils on separate age groups in different schools and compilation of the reports under the phases, are envisaged within framework of project. Experts submitetd primary details after completion of monitoring among 2500 pupils during past period. The Ministry of Education compiles legislative documents under “Strong education” means on basis of investigations. Related buildings, furnitures, class design, equipment, facilities and textbooks, will be learned by medical-hygienic, gender, psychological -pedagogical expertise group established under National Educational Technological Center and gradually improved according to the requirements. Therby, we will achieve less damage of educational technologies to pupils’ health.  12 “Strong Education” grades have been established in the schools of our country within framework of project and hey will function from new academic year. Number of “Strong Education” grades will be increased as monitoring works continue among the pupils. Compilation of “Strong Education” schools projects, is envisaged soon. New schools, will be constructed according to the requiremets of “Strong Education” after compilation of the projects.

Azerbaijan team won 12 medal including 5 gold in Juniors II Summer Olympic Games where more than 200 teams took part. Replacement of the teachers working in accordance with “Rules for recruitment and replacement of the teachers to the secondary schools and vocational lyceums” from one region (town) to other region (town) firstly has been implemented via contest under centralized procedure by The Ministry of Education. 1149 teachers submitted e-application for replacement of their work place, 771 of were allowed take part in the contest, finally 96 teachers obtained right to replace their work place. Contest on recruitmet of the teachers to the secondary schools and vocational lyceums for 2014-2015 ended. Organization of centralized contest under replacement of the teachers, positively affected to transparent and objective implementation of this process, optimization of teacher staff in the schools and regulation of the appeals on the replacements under single approach during academic year. 2975 vacant positions were announced for contest. 17962 persons applied to take part in the contest. Firstly, communicative capabilities of the teachers have been evaluated in interview phase of contest. According to the results of contest, 1304 persons were recruited. Unlike previous year, recruitment interview ended in a short period for present year, but examination phase for 1 week, the interviews for 3 days. This process lasted more than 1 month in previous years. Analysis of empty and new vacant positions has been held after contest on recruitment of the teachers to the secondary schools and vocational lyceums, but 2894 persons who took part in the contest on August 29, 2014 and obtained limit point but didn’t keep any position, applied electronically. As a result of extra placement, 388 persons were recruited. Thus, accoring to the results of contest 1692 persons were recruited generally so that, 1405 of them (83 percent) were applied motivation actions. According to analysis, significant progress has been observed in kepping of vacant positions in comparison with previous year. So, number of recruited teachers were 1281 as a result of contest for previous year, but this number grew up 411 and became 1692 for present year. It should be noted that, there was serious growth in the number of recruited teachers under the subjects of chemistry, physics, biology and geography that have serious need in village schools for present year in comparison with previous year. So, 230 teachers were recruited on the subject of geography, 175 for physics, 161 for biology, 89 for chemistry.  Making amendments in the decision No. 67 dated April 14, 2010 of The Cabinet of Ministers of Azerbaijan Republic “Determination of extra concessions and stimulative actions for young specialists who began their action in the secondary schools and graduated from higher and secondary schools under pedagogical-directed specialties” under Decision No. 279 dated August 15, 2014 of The Cabinet of Ministers, affected to keeping of more vacant positions.  Provision of transperancy and objectivity of recruitment rules of the teachers was resulted with no application from the outcomes despite participation of 18 000 persons in the contest held in current year.
