A School-Gymnasium educational complex No20 named after Heydar Aliyev has been inaugurated in Bishkek.   President of the Republic of Azerbaijan Ilham Aliyev and President of Kyrgyz Republic Sadyr Japarov attended the opening ceremony.   The heads of state made speeches at the ceremony.   Speech by President Sadyr Japarov   - Dear Ilham Heydar oglu,   Dear guests,   Dear friends,   Today we are gathered for the official opening ceremony of a general education school named after the great son of Azerbaijan, Heydar Aliyev.   The opening of this school in Kyrgyzstan is a landmark event in bilateral relations and testifies to the strong friendship between our peoples and strategic cooperation between our countries, the foundation of which was laid by the historic personality of international eminence, the national leader of Azerbaijan, the esteemed Heydar Alirza oglu Aliyev.   I would like to emphasize that the naming of the school after Heydar Aliyev is a great honor for us, because this outstanding personality was the embodiment of hopes and aspirations of not only the people of Azerbaijan. Wherever he worked, be is First Secretary of the Central Committee of the Communist Party of the Republic or in his small homeland, Nakhchivan, Heydar Alirza oglu was an outstanding representative of his era, a subtle and thoughtful thinker, creator, a man with a big heart. I also want to remind you that as a member of the Politburo of the Central Committee of the Communist Party, while working as First Deputy Chairman of the Council of Ministers of the USSR, Heydar Aliyev was in charge of the most important areas of the economic, social and cultural life of the USSR. His rich political and state experience, his firmness and integrity in safeguarding the interests of the people, his wisdom and high moral qualities rightfully won him tremendous respect far beyond the borders of Azerbaijan. I would like to express hope that personalities like Heydar Aliyev will emerge from the walls of this school in the future. There is no doubt that our young compatriots will become a strong bridge of friendship and cooperation between our fraternal peoples and countries. I hope young people will receive excellent education and upbringing, will be in demand and contribute to the common cause of strengthening friendship and cooperation between Kyrgyzstan and Azerbaijan. This famous poet, who worked under the literary pseudonym Nizami in the 12th century, left a huge legacy that not only enriched the Azerbaijani people, but, I am sure, is inscribed in golden letters in the literary treasury of all mankind. Thank you for your attention.   Speech by President Ilham Aliyev   -Dear Sadyr Nurgozhoyevich, dear friends, dear teachers and pupils of the school.   First of all, I would like to express my gratitude to the President of Kyrgyzstan for the decision to name this school after the outstanding son of the Azerbaijani people, Heydar Aliyev. This is one of the largest schools in Bishkek. We regard this as a sign of friendship and brotherhood between our peoples, as a tribute to the memory of Heydar Aliyev. Also, as Sadyr Nurgozhoyevich has noted, we will visit another school today and it will be named after another outstanding son of Azerbaijan, Nizami Ganjavi – a poet, thinker and the pride of the Azerbaijani people. These are significant events that reflect the nature and spirit of the relations between our fraternal countries.   Yesterday, we together participated in the opening of the Kyrgyzstan-Azerbaijan Friendship Park, which, in addition to being a wonderful and modern place of recreation, also symbolizes the brotherhood of our peoples. These significant events we are experiencing today will leave a deep imprint in the memory of our peoples for many years to come. I am confident that the fraternal relations between our countries will gain new dynamism and receive a new impetus following my state visit.   Heydar Aliyev is an outstanding personality who left a deep mark on history. As the President of Kyrgyzstan has said, regardless of the place of work and the nature of the public and political system, he always defended the interests of Azerbaijan. Both in Soviet times and as the leader of Azerbaijan, he turned the Azerbaijan Republic from one of the backward republics in terms of socioeconomic development into one of the most advanced republics of the former USSR, and also later, when he oversaw the vast areas of the economic and industrial potential of the USSR as first deputy chairman of the government and afterwards, when the people of Azerbaijan called upon him to save the young Republic of Azerbaijan from collapsing in the most difficult period. We were on the brink of an abyss when not only did we lose territories as a result of the occupation and military aggression of the neighboring country, but also plunged into chaos and tragedy of a fratricidal civil war. The hardest war is the civil war. Unfortunately, the Azerbaijani people experienced the bitterness of that. Only thanks to the resolve and determination of Heydar Aliyev and the faith of the Azerbaijani people in him, he managed to stop the fraternal bloodshed, stop Azerbaijan from sliding into chaos, save our young republic from fragmentation and put Azerbaijan on the path of development. He strengthened stability and security, attracted investment, laid the foundation for a modern Azerbaijani army. Therefore, when we say that today's Azerbaijan is the brainchild of Heydar Aliyev, we are absolutely right. We, his successors, are following in his footsteps, of course, taking into account the specifics of the situation, taking into account the changing world, taking into account Azerbaijan's modern capabilities and the challenges we are facing. One of the testaments he left behind for us was the restoration of territorial integrity, and we fulfilled it with honor two years ago.   Every child, every young boy and girl, every teenager is told both at home and at school to study well. The kids must have heard this so many times that are probably tired. But this is actually what we will always encourage you to do because this is the right path into the future. Knowledge and education are the factors that will allow you the opportunity to take a worthy place in society and contribute to the strengthening of your state. I think an example would work better than any instructions to study well. I can cite the example of Heydar Aliyev and his certificate of secondary education. He is an example for all students of Azerbaijani schools. There is not a single “four” there, all marks are “fives”. I don't know what system of evaluation there is in Kyrgyzstan – it has been changed in Azerbaijan. But in Soviet times, a “five” was the highest mark. So he studied well from a very early age – both at school and then at the university. And he also treated any work he had to do just as responsibly. I must also say that the role of Heydar Aliyev in the upbringing of the modern generation of Azerbaijanis also stems from the Soviet era when Azerbaijan was the only republic of the former USSR which, at the insistence of Heydar Aliyev, had the right to send about a thousand Azerbaijani boys and girls to leading universities of the USSR without a recruitment. In other words, they took exams in Baku and were sent to leading universities of the USSR. Thus, the personnel potential was generated and it is still in great demand in Azerbaijan today. I would also like to mention that the foundation laid by Heydar Aliyev in the field of army building has allowed us to successfully defend our territory. It was by his decision that a military school named after General Jamshid Nakhchivansky was established in Baku in the 1970s, training children for military service. This foresight of Heydar Aliyev, his vision of the future – as if he foresaw that Azerbaijan would become an independent state one day, that we would need an army, we would need specialists. And all this happened and we had to be ready for any situation.   I would like to once again express my gratitude to the President of Kyrgyzstan and the brotherly Kyrgyz people for such an attitude towards the memory of Heydar Aliyev. At the end of my speech, I would also like to invite teachers and students of the Heydar Aliyev School and the Nizami Ganjavi School to visit Azerbaijan. I have now issued relevant instructions. I invite you to spend your next holidays in Azerbaijan. We will organize your visit, your stay in Baku and, if you wish, in other places in Azerbaijan. On the whole, I think that it is necessary to start working on establishing such relations and contacts between our secondary educational institutions. On October 11, on the occasion of the International Girls' Day, the final stage of “The  world through the eyes of girls” hackathon competition was held.   The final stage of Hackathon competition was attended by Emin Amrullayev, Minister of Science and Education, Alex Heikens, head of the representation office of UNICEF in Azerbaijan, Leyla Hasanova, head of the UNICEF education program in Azerbaijan, and Igrar Nazarov, STEAM project manager.   A total of 29 participants took part in the final stage, including the 3 prize-winning teams. Based on the results of the evaluation by the three judges, the winners of the first, second, and third places were determined.   At the end of Hackathon competition, the winners were presented with certificates.   It should be noted that according to the "Annual Action Plan resulting from the Country Program for 2021-2025" signed between the Ministry of Science and Education and UNICEF, the implementation of the program "Supporting girls in STEAM career choice and digital skills” has been launched as part of the cooperation between UNICEF and the STEAM Azerbaijan project.   The main objectives of the STEAM Azerbaijan project, which is being implemented in five regions of the country, including Barda, Lankaran, Tovuz, Shirvan and Sabirabad, are STEAM education for female teachers and students and the development of their digital skills to help them develop as qualified professionals in the future.   Within the framework of the project, 10 female teachers selected from the mentioned regions and 124 female students in the 5th, 6th, 7th and 8th grades were involved in training on mechatronics, 3D printing and modelling, engineering, TinkerCAD, Micro:bit modules at STEAM Centres in the mentioned regions. In addition, the students who participated in the training were invited to a hackathon competition organised by the STEAM project.

The heads of the educational departments of Ankara, Istanbul, Antalya and Izmir are visiting the Republic of Azerbaijan to discuss opportunities for expanding cooperation in the field of general and vocational education between Azerbaijan and Turkey.   As part of the visit, the delegation first visited the Alley of Honor, paid tribute to national leader Heydar Aliyev and laid flowers at his tomb. The grave of the famous scientist and ophthalmologist, academician Mrs. Zarifa Aliyeva was also visited. Then, the memory of martyrs who died in the fight for independence and territorial integrity of Azerbaijan was honored by the Turkish delegation in the Alley of Martyrs, and carnations were placed on their graves. Also on the Alley of Martyrs the Turkish delegation visited the Turkish Martyrs’ Memorial, erected in memory of fallen Turkish soldiers.   Within the framework of the visit, the delegation visited the Heydar Aliyev Modern Education Complex and kindergarten No.17 located in Baku. The guests got acquainted with the conditions created in these educational institutions.   Then a meeting with the Turkish guests was held at the Department of Education in Baku. During the meeting the participants exchanged their views on the current state and prospects of cooperation between the pre-school and general educational institutions of the two countries, as well as the projects being implemented. At the end of the meeting, a Protocol of Intent was signed between the Baku City Education Department and the Educational Departments of Istanbul, Ankara, Izmir and Antalya.   During the visit, the delegation from Turkey got acquainted with the classrooms, where the projects "STEAM" and "Digital skills" are implemented in school-lyceum № 20, and also visited the specialized secondary music school named after Byulbyul.   As part of the visit, Minister of Science and Education Emin Amrullayev met with the heads of the departments of education in Ankara, Istanbul, Antalya and Izmir. During the meeting, extensive information was given on the joint activities carried out in the field of education with the Republic of Turkey, and satisfaction was expressed with the ongoing exchange of experience in the field of education. The opening ceremony of the international conference on “Sustainable Quality Assurance in Education”, organized by the Education Quality Assurance Agency (EQAA), took place on September 29.   The main purpose of the conference is to learn from best practices in quality assurance in education, to improve internal and external quality assurance in education policy and mechanisms at the general and higher education levels, and to establish links in quality assurance between these two levels of education.   In her opening speech, the Education Quality Assurance Agency Board Chair Ulker Sattarova informed the participants of the event about the work done by the Agency in the field of quality assurance, the results achieved and the plans for the future.   In his opening speech the Minister of Science and Education Emin Amrullayev noted that the reforms implemented within the "Bologna" process in the educational space of Azerbaijan contribute to improving the quality of higher education. At the same time, the Minister stressed that one of his objectives is to ensure sustainable quality across all levels of education in line with European standards and guidelines for quality assurance (ESG) in the European Higher Education Area. The Minister also touched on the fact that ensuring a continuous quality transition across general and higher education levels is one of the important issues facing education administrators.   On the first day of the two-day conference, panel discussions were led by Gendrik Martijnse, Director of Department of Higher Education of the Education Inspectorate of the Kingdom of the Netherlands, one of the leading international quality assurance organizations in Europe and the world, Achim Hopbach, an international expert in higher education and former president of the European Association for Quality Assurance in Higher Education (ENQA) from 2009-2013, Dr. Olgun Cicek, Vice-President of the Central and Eastern European Network for Quality Assurance Agencies in Higher Education (CEENQA), Rufat Azizov, Director of the Institute of Education, Elnur Aliyev, Head of the Department for the Organization and Management of General and Pre-School Education under the Ministry of Science and Education. They touched on the organization of an internal and external quality assurance system in higher education in accordance with the Standards and Guidelines for Quality Assurance (ESG) in the European Higher Education Area, ensuring continuity of quality assurance between general and higher education levels.   They also touched on cooperation in ongoing projects and the exchange of experience in the field of quality assurance, and answered questions from participants at the event.   On the second day of the conference, practical workshops by international experts will be held for representatives of general and higher education institutions

The selection process of the candidates for the academic year 2022-2023 has been completed for the educational grant programs, which offer foreign students the opportunity to study in higher education institutions of the Republic of Azerbaijan at the expense of the state.   It should be recalled that “The Educational Grant Program for the Citizens of the Member Countries of the Organization for Islamic Cooperation (OIC)” and “The Educational Grant Program for the Citizens of the Member Countries of the Non-Aligned Movement” were established by the Decree No. 3457 of the President of the Republic of Azerbaijan on December 6, 2017 and Decree No. 3567 on January 10, 2018, respectively. The Educational Grant Programs provide an opportunity for selected candidates on an annual basis to study in the leading universities of Azerbaijan at the preparatory courses, undergraduate, graduate, doctoral, general medicine/residency programs. Under the terms of the Educational Grant Programs, it is expected to grant scholarships to 20 foreign students (40 students for both programs) on an annual basis.   The Ministry of Foreign Affairs identified the higher education institutions in the Republic of Azerbaijan where the educational grant programs participants would study, according to a list of candidates that was selected and eventually approved together with the Ministry of Science and Education. The amount of educational grants includes tuition fees, visas, registration costs, a monthly scholarship, primary health care, and annual arrival and departure costs from the home country paid by the state.   According to the results of admission for the educational grant programs in the 2022-2023 academic year, 20 students from 18 countries of Organization of Islamic Cooperation ((Bangladesh, Algeria, Palestine, Ivory Coast, Indonesia, Iran, Qamar Islands, Kuwait, Egypt, Nigeria, Uzbekistan, Pakistan, Gambia, Kazakhstan, Somalia, Sudan, Tajikistan and Yemen) and 20 students from 15 countries of Non-Aligned Movement (Angola, Antigua and Barbuda, Belarus, Bhutan, Ethiopia, Ecuador, India, Honduras, Iran, Colombia, Liberia, Malawi, Mauritius, Nepal, Nicaragua, Thailand, Uganda and Zambia)  have been eligible to study at the universities of the Republic of Azerbaijan. The selected students will study at 11 higher education institutions in Azerbaijan, mainly at the Azerbaijan Medical University, ADA University, and Khazar University.

On the 7th of September, the Azerbaijani Minister of Science and Education Emin Amrullayev has met with a delegation led by Tomris Azeri, the president of the Azerbaijan Society of America (ASA).   In a meeting with a delegation from the Azerbaijan Society of America, including Americans from various fields who came to our country as part of a project to inform the international community about the Azerbaijani realities of the State Committee of the Republic of Azerbaijan for Work with the Diaspora, the guests were briefed on the ongoing educational reforms and work to restore the educational infrastructure in the liberated territories.
