On May 4 at Academic National Drama Theatre took place a conference devoted to the results of “Attention and care to the talent are an investment in the future” competition devoted to the 88th birth anniversary of national leader Heydar Aliyev.
The conference was attended by Minister of Education Misir Mardanov, head of Baku City Education Department Naila Rzaguliyeva, chairman of Confederation of Trade Unions of the Republic of Azerbaijan Sattar Mehbaliyev, MPs Malahat Hasanova, Gular Akhmedov, executive director of PTA Tarana Sharifova, representatives of executive powers of the capital and heads of secondary schools. The competition has been jointly organized by Baku City Education Department and Confederation of Free Trade Unions of education workers of Azerbaijan. It was held at school, district and city levels on literary, artistic and computer projects. The main goal of competition was to provide beneficial conditions for development of creative skills of talented pupils. Speaking at the opening of the conference head of Baku City Education Department Naila Rzaguliyeva informed that thousands of pupils took part in the competition. According to her, little talents have had an opportunity to demonstrate their skill and express their opinions about national leader Heydar Aliyev within the competition. She estimated the youth policy of President, care of the President of the Heydar Aliyev Foundation, MP Mehriban Aliyeva for children as important steps taken for the future of our community. She has thanked the Education Minister Misir Mardanov, and Chairman of Trade Unions of the Republic of Azerbaijan Sattar Mehbaliyev for the care to the education of Baku. Moreover, she has thanked the Jury for the objective assessment of works presented to the competition. Further the winners have been awarded. It was noted that pupils won the first place of the competition will receive a scholarship in the amount of 50 AZN per month during the year. Education Minister Misir Mardanov has wished a success to pupils participated in the contest. He also thanked organizers for the organization of such an interesting event devoted to the memory of Heydar Aliyev. Noting the national leader had always said that the talented children are our national wealth, and took care of them, the Minister underlined this policy is being successfully continued by President Ilham Aliyev. He also talked about the unexampled care of the President of the Heydar Aliyev Foundation, MP Mehriban Aliyev to children and stressed that each of us has a responsibility to protect talents. Noting the importance of revealing talented pupils the Minister underlined the responsibility of school managements from this point of view.

On May 5 at the Ministry of Education took place an awarding ceremony of the winners of subject Olympiads held among pupils of IX-XI classes.
The event was attended by members of parliament, university rectors, and heads of some state bodies, school directors, teachers, pupils and parents. Speaking at the opening Education Minister Misir Mardanov has talked about works done to reveal the gifted youth. He also talked about successes of the state policy for the talented youth development launched by national leader Heydar Aliyev and continued by his worth follower President Ilham Aliyev. According to the Minister the subject Olympiads has a special importance in the revealing of talented pupils, creating a healthy competitiveness among them, and encouraging the interest in the qualitative education. Further, Mr. Mardanov noted that according to the existing rules the Subject Olympiads of pupils was held in 3 levels. The last republican level was held on March of the current year. According to him, 29322 pupils of IX - XI classes took part in the first, 11123 in the second and 1132 in the third round of the Olympiad. It was noted that 4 participants out of 233 have won the first place, 9 the second, and 12 the third on the Azerbaijani language and literature subject, 3 out of 214 pupils have won the first, 8 the second, 11 the third place on the History of Azerbaijan subject; 4 out of 168 participants have won the first, 7 the second, 12 the third places on the Mathematics subject; 4 out of 121 have won the first, 2 the second, 9 the third place on the physics subject. Moreover, from 142 participants of the chemistry subject 7 became a winner of the first place, 8 the second, and 11 the third; 4 out of 216 pupils have won the first place on the biology subject, 3 the second, 6 the third; and 4 pupils out of 38 have won the first place on the information science subject, 3 the second and 5 the third place. Overall, 30 out of 1132 participants have become a winner of the first place, 40 the second and 66 the third place. The Minister especially emphasized the pupil of VIII class of school #5 named after N. Ganjavi of Sabirabad district Aslanli Emil, who has won the second place on the Azerbaijani language and literature subject along with pupils of IX classes. According to him, pupils of Nakhchivan, Baku, Ganja, Sumgayit cities, Ismayilli, Shamkir, Tovuz, Gusar, Balaken, Zagatala, Kurdamir, Neftchala, Jalilabad, Gazakh district and Azerbaijan – Turkish Private Lyceums took an active part in the Olympiad. He also noted the positive achievements of pupils of Lyceum named after Heydar Aliyev, complete secondary school named after academician Zarifa Aliyeva, Baku European Lyceum, School – lyceum #6, Gymnasium named after S. J. Pishevari, Lyceum of Zangy, Elitar Gymnasium, Taraggi lyceum, and school #132-134. At the end, the Minister underlined the work done by the Jury consisted of famous scientists and intellectuals to reveal the talented children. He has thanked them for their work and congratulated the winners of the Olympiad. Chairwoman of State Student Admission Commission Maleyke Abbaszadeh, MP Rabiyyat Aslanova, and Rector of Baku State University Abel Maharramov underlined the role of the Olympiad in the revealing of talented pupils, and highly appreciated the conduction of the Olympiad on the threshold of the 88th birth anniversary of the national leader. At the end winners have been awarded diplomas and prizes.

On May 6 at Gulustan Palace took place a ceremony devoted to the results of the essay contest of pupils of secondary schools and vocational lyceums devoted to the 88th birth anniversary of national leader Heydar Aliyev.
The ceremony was attended by members of parliament, rectors of universities, heads of some state bodies, teachers, pupils and parents. Education Minister welcomed the conference attendees and noted that the 88th birth anniversary of national leader Heydar Aliyev is widely marked all over the country. He also underlined the relevant action plan of the Ministry, which is successively being implemented as well. Further, the Minister informed that about 700 thousands of pupils of secondary schools and vocational lyceums took part in the essay contest one of the complex measures jointly organized by the Ministry of Education, Heydar Aliyev Foundation, New Azerbaijan Party, Ministry of Communication and Information Technologies, and Azerbaijan Trade Union Confederation. The contest was held in three levels: school, district and the final - republican. The Minister highly appreciated the great interest of pupils in the contest and estimated it as a great respect and esteem for the memory of the national leader. He underlined the contest was held under the same conditions in Nakhchivan Autonomous Republic as well, and the essays were estimated by the relevant expert group. According to the Minister 3 pupils have won the first, four pupils the second and six pupils the third places. He congratulated the winners of the contest and wished them every success in their future life. The Minister estimated the contest as a part of wide-range steps taken to reveal the young talents of the country and from this point of view underlined purposeful works launched by national leader Heydar Aliyev and continued today by President Ilham Aliyev. He also informed on publication of the book of the best works of pupils. Further, deputy chairman of New Azerbaijan Party Ali Ahmedov, Chairman of Azerbaijan Trade Union Confederation Sattar Mehbaliyev, and Minister of Communication and Information Technologies Ali Abbasov have talked about the importance of the contest and noted its positive impact of learning the rich heritage and ideas of the national leader by young generation on forming their state thinking. On May 6 Education Minister Misir Mardanov met with the World Bank mission members, Senior Education Specialist Meskerem Mulatu, Education Expert Nino Kutateladze and Program Assistant Sabina Jafarova.
After welcoming the guests Education Minister Misir Mardanov expressed his confidence that the meetings and discussions held by the mission at the Ministry of Education will have a positive impact on the implementation of planned events. He has talked about works implemented within the Second Education Sector Development Project, noted successful steps taken to apply the curriculum, and underlined achievements in this field. The Minister informed on monitoring of the curriculum’s application at primary classes and implementation of enlightenment works. Noting the importance of preparation the special materials and recommendations for parents, the Minister also touched upon measures implemented to increase the quality of qualified education. Mr. Mardanov stressed the importance of preparation new rules for admission of teachers to work, improvement of school libraries, as well as accreditation of educational establishments and other activities implemented within the Second Education Sector Development Project. Moreover, he said that in accordance with the project rationalization and per capita funding fields are always in the spotlight. Senior Education Specialist of the World Bank Meskerem Mulatu has thanked the Minister for the warm reception and for detailed information on done works. The guest touched upon issues on providing the support for the improvement of works of Department for Educational Management Information System and Department for Education Informatization System, as well as conducting training courses for the qualification improvement. At the end Education Minister wished to representatives of the World Bank success in their future activities, and expressed his confidence on positive results of mutual cooperation.

On April 19-21 in Almaty, Kazakhstan, took place an international conference entitled “HIV prevention and formation of healthy lifestyle in the education environment.”
The event was attended by representatives of Azerbaijan, Belarus, Kazakhstan, Moldova, Tajikistan, Ukraine, Uzbekistan, Kirgizstan and the Russian Federation. Azerbaijan was represented in the conference by Senior Consultant of Education and Out-of-School Establishments Department of the Ministry of Education Elnur Alizadeh, Project coordinator of UN Foundation Fund for AIDS, Tuberculosis and Malaria under the Ministry of Education Aysel Hajiyeva, head of the department of Institute for Educational Problems Pirali Aliyev, Biology teacher of school #248 of Baku, co-author of “Education based on life skills” tutorial Gulara Huseynova. 37 presentations were given at the conference held in eight sessions, which were divided to six groups. Project Consultant of UNICEF Brian Dobson talked about the preparation process of the Education based on life skills’ project, and difficulties in this area. He also talked about the work done in other countries. Stressing the importance of experience gained in Azerbaijan, Macedonia and Moldova, he noted successes achieved due to the study of views of parents, teachers, representatives of health care and public via surveys. Senior Consultant of Education and Out of School Establishments Department of the Ministry of Education Elnur Alizadeh gave a presentation entitled “General situation of education prevention in Azerbaijan” and also talked about works done in 2008-2010. The role of prevention programs in forming the healthy lifestyle of adolescents and youth, provision of educational establishments with necessary tutorials and methodical materials and other issues were discussed during the conference. It was noted that international organizations, teaching personnel and health officials, parents should support these issues. The conference was chaired by E. Alizadeh on the first day, Pirali Aliyev and Aysel Hajiyeva on the third and eighth days. Gulara Huseynova took part in the preparation of final resolution of the conference as a member of working group.

On May 7 at the Art Gallery “Child world” of Children-Youth Creative Palace named after Tofig Ismayilov took place a ceremony devoted to the results of drawing contest held among schoolchildren on the theme of “Heydar Aliyev and independent Azerbaijan” dedicated to the 88th birth anniversary of national leader Heydar Aliyev.
The event was attended by Deputy Education Minister Elmar Gasimov, director of Education and Out-of-School Establishments of the Ministry Agababa Ibrahimov, and representatives of Baku city Education Department and Creative Children Centres. Speaking at the opening Deputy Education Minister Elmar Gasimov noted that the goal of the drawing contest to educate children and youth in the spirit of ideas of national leader Heydar Aliyev, and reveal talented youth. According to information given by him, 10 thousands of pupils took part in the city and district levels of the contest. 350 works were presented to the republican level and based on the selection of the Jury consisted of professional artists the authors of 18 works were announced winners. At the end of the ceremony winners were awarded diplomas and prizes of the Ministry ща Education.

The Turkic World Mathematical Society will hold its 4th Congress on July 1-3 in Baku.
The Ministry of Education and Azerbaijan National Academy of Sciences have made a joint decision on holding the congress. According to the decision, there have been established an International Program Committee, Advisory Council and Working Group. Education Minister Misir Mardanov has been elected a chairman of Organizing Committee of the Congress. According to information, about 800 scientists from nearly 20 countries have registered on the website of the congress and about 500 lectures were presented. It should be noted that Turkic World Mathematical Society was established in 1999. The organization consists of mathematicians from Azerbaijan, Turkey, Russia, Kirgizstan, Kazakhstan, Uzbekistan, China, USA, Mongolia and European countries. The first congress of the society was held at Firat University (Turkey, Elazig) in 1999; the second was held at Sakarya University (Turkey, Adapazari) in 2007, and the third at Kazakhstan National University named after Al-Farabi (Kazakhstan. Almaty) in 2009. The main aim of the organization is to achieve the integration of scientists of Turkic origin around the world, help them to establish and strengthen ties with leading research centres, and facilitate the worldwide recognition of scientists of Turkic origin.

On May 10 Education Minister Misir Mardanov met with Chairman of Germany-Azerbaijan Forum, Honorary Consul of Azerbaijan in Stuttgart Otto Hauser.
Education Minister warmly welcomed the guest and expressed his satisfied with seeing him at the Ministry. Noting the development of relations between Azerbaijan and Germany in recent years, the Minister underlined works done by the guest to establish a fruitful relationship in the education field of both countries. He also talked about the prosperous relationship established within the German Academic Exchange Service (DAAD), and underlined the support given by Azerbaijan and Germany to the project. Moreover, he stressed that more than 70 students from Azerbaijan have studied at universities of Germany within this program. According to Mr. Mardanov, there have been taken first steps to establish cooperation in the vocational education field as well. He gave information on candidates selected to be sent to the mentioned country and noted that currently they are studying at language courses. He also talked about the visit made by group of specialists to the German Federal State Baden Wurttemberg to become familiar with the vocational education system of this State. Honorary Consul of Azerbaijan in Stuttgart Otto Hauser thanked the Minister for the warm reception. He talked about relations established in different fields and suggested to carry out personnel training for the vocational education area, as well as create Dual System of vocational education in Azerbaijan. The guest talked about priorities of the Dual System of vocational education and underlined the readiness of Germany to provide any form of support to works that will be implemented in this direction in the future. Education Minister noted the development of the vocational education system in Germany and emphasized the advantage in receiving experience of this country in this field. He talked about attention paid by the President to the agricultural field, and underlined the need of the country for the agricultural and construction personnel, as well as importance for establishing cooperation in this direction with relevant establishments. The Minister suggested to implement the Dual system in Azerbaijan and also informed on the establishment of Ismayilli Vocational Centre carried out in partnership with the European Commission. At the meeting, the parties exchanged views on the visit of the group of specialists from Germany to Azerbaijan in summer, drafting of Dual system of vocational education, as well as on other issues of common interest.

Chess team of pupils of Azerbaijan took part in the VII World Individual School Chess Championship held in Krakow, Poland, on 29 April -9 May.
According to information, 420 chess players from 36 countries have played in six groups. Our team was represented by 24 players. Khatin Bagirova, member of Ujar Children-Youth Chess School, and Farid Aslanov, member of Sumgayit Children-Youth Chess School have won the gold, Izzet Kenan and Oguz Abishli, representatives of Republican Children-Youth Olympic Reserve Chess School the silver, and Agil Piriverdiyev the bronze medals. Other chess players Cavidan Babazadeh and Murad Rzayev, representatives of Lankaran Children-Youth Chess School have won the IV, Ulvi Sadixov, Vugar Asadli and Fateh Imanov from Republican Children-Youth Olympic Reserve Chess School have won the VI, and Khadija Khalilova, pupil of Zagatala Children-Youth Chess School the VII places. The head of the team, judge of international category Ibrahim Mammadov and Director of Lankaran Children-Youth Chess School Idrak Dadashov have judged at championship.

Hotline Service of the Ministry of Education (phones: 496-34-82; 496-37-61; fax: 496-37-61; e-mail: qaynar-xett@edu.gov.az) received 1824 queries in April 2011.
1693 queries were made by telephone, 131 by e-mail. A majority of them (1655) were requests and reports, 198 of which were about the shortcomings existing at educational establishments. They also reflected problems in the pre-school, higher and secondary special, out-of-school and vocational educational establishments, as well as issues concerning study abroad. The largest number of inquires was related to national and international subject Olympiads, study abroad, additional education, admission to the different level of education, surveys on the new assessment system in the last classes of secondary schools, in the higher and secondary special education system. Moreover, there was an increase in the number of requests for reception and recognition of educational documents, conduction of final exams and subject Olympiads, learning their results, rules for admission teachers to vacant positions at educational establishments via contest and admission of children to the first classes. All queries were recorded, registered and responded by the Service employees. The majority of queries that have been analysed were from secondary schools. Accordingly, there were received 57 queries from schools of Baku, 20 from schools of other cities (Ganja - 5, Sumgayit - 14, Naftalan - 1), 10 from Absheron, 6 from Lerik, 4 from Agjabedy, 3 from Jalilabad, Bilasuvar, Shamakhi, Barda and Agdam, 2 from Yardimli, Gabala, and Dashkesen, 1 from Agstafa, Kazakh, Jabrayil, Lankaran, Balaken, Kurdamir, Goygol, Zagatala, Kalbajar, Shabran, Agdash, Saatli, Gobustan, Ujar, Goranboy, Guba, Beylegan, and Imishli. A vast majority of queries received from secondary schools was about shortcomings in management made by directors of schools, dissatisfaction with distribution of lessons, appeal against results of exams and olympiads, and, etc. The investigation revealed that a majority of queries was anonymous despite indicating full name and telephone number and facts have not been confirmed in some requests. The number of queries received from educational establishments in April 2 times more compared to March. Accordingly, 22 out of 26 queries were from Baku, 2 from Sumgayit and 1 from Lerik. They were about the admission of children to kindergartens, demanding money for conduction of various events, and other issues. Two queries were received from out-of-school establishments. They have been analysed and responded. Moreover, one query was received from vocational schools, 7 from state higher and secondary special educational establishments, and 26 from private universities. The queries received from higher and secondary special educational establishments mainly reflected issues such as delay in granting educational documents and non payment of university fees. From private universities were received 26 queries. One of them was from Odlar Yurdu University (requiring a fee for the diploma), 1 from Tafakkur University (on tuition fees of students transferred from AIU), and 24 were from Azerbaijan International University, which activity was terminated. All queries concerning AIU were about problems on receiving of documents by former students of the university. The queries have been investigated by the Ministry of Education. According to given information, more than 90 per cent of issues noted in queries received by the Hotline in April have found their solution.
