On 19 November, Education Minister, Misir Mardanov, met with Ali Abdullah Hussein, Youth and Sports Minister of Lebanon, and Nazih Gassub, Honorary Consul of Azerbaijan in Lebanon.

Education Minister, Misir Mardanov, warmly welcomed the guests and expressed its satisfaction with the meeting. He also expressed his belief in the development of relations in the education area along with other spheres of bilateral relations existing between Azerbaijan and Lebanon.   Having thanked the Minister for the warm reception, Ali Abdullah Hussein, Youth and Sports Minister of Lebanon, stressed that his country is interested in the development of educational ties with Azerbaijan. The guest gave information about the education system of Lebanon, and its universities, as well as underlined the issue on student exchange and importance of cooperation in this field.  Having reminded students from Lebanon studied at universities of Azerbaijan in the Soviet period, Mr. Mardanov, underlined wider opportunities, which exist in the country today, for their study. Therefore, he stressed the importance of achieving the agreement between governments of two countries, as well as made suggestions on bilateral relations of universities, as well as the organization of familiarization trips.   Talking about the education system of Azerbaijan, Mr. Mardanov noted that pursuant to constant care of President, Mr. Ilham Aliyev, over 2000 schools were built and reconstructed in the country during the last years. He underlined that the dynamic development indicator of Azerbaijan, the leading country of the South Caucasus on the socio-economic development, was reflected in the relevant reports of United Nations and other international organizations. He highlighted the fact that Azerbaijan was ranked 67th among 167 countries in the Human Development Report of UN. Moreover, according to the report the literacy level of population constituted 99.5 per cent, which also clearly displays reforms implemented in the country. Mr. Mardanov noted that all achievements were obtained under conditions of occupation of 20% of Azerbaijani territory by Armenia and destruction of 800 educational institutions in these areas.  Further, the sides exchanged viewpoints on some other issues of bilateral interest.

On November 22, the international conference on the theme of “Economic development via education and technology” supported by Heydar Aliyev Foundation, and organized by the Ministry of Education, UNESCO, “Microsoft” and “Intel” Cooperation was held at the Gulustan Palace.

Representatives from Hungary, Norway, Great Britain and other countries took part in the seminars on the themes of “E-learning in higher education” (at Azerbaijan University of Languages), “National ICT and Education Development Strategy” (educational complex No. 132-134), and “One to one teaching for teachers and pupils” (Elitar Gymnasium) on the first day of the conference. Seminar participants took part in the video-conference as well. Speaking at the opening of conference, Education Minister, Misir Mardanov, highlighted that, pursuant to constant attention and care of the President Ilham Aliyev, a wide range of measures is implemented for the use of ICT in the education sphere of Azerbaijan. The Minister noted works done at 3693 schools of the country within the “Programme for the provision of comprehensive schools of the Republic of Azerbaijan with the ICT (2005-2007)”. Moreover, over 30 000 computer were given to schools, as well as computer rooms were established in more than 1722 schools during this period. He also emphasized the organization of training courses on the use of ICT for more than 7500 teachers of Baku, Sumgait and Ganja.      Talking about measures implemented within the State Program on informatization of the education system in the Republic of Azerbaijan in 2008-2012, the Minister, noted works done for the development of ICT infrastructure, solution of e-management issue, improvement abilities of teachers in ICT, as well as normative legal basis. Mr. Mardanov underlined the importance of provision the Education System Informatization Department of the Ministry and all schools with the internet, and creation of Information Resource Centre, which will implement a content filtering system.     Having noted the 10 percent of the total number of Internet users fall on the education system, the Minister informed that within the State programme “e-school” pilot project was implemented at 30 schools, 55 680 teachers gained ICT abilities, and this number will be increased up to 114 000 teachers by the end of the program. According to the Minister, approximately nine thousand teachers are benefited from the People’s computer project implemented jointly by the Ministry of Communication and Information Technologies, Education Ministry, Microsoft and HP co-operations. The goal of which is to provide everyone with computers at preferential terms. He also noted that currently, the issue of provision each pupil with computer becomes more actual due to the teaching of information science at the primary classes.   Elmir Valizadeh, Deputy Minister of Communication and Information Technologies, in his presentation named “Special role of ICT in the socio-economic and human resource development" underlined that the use of ICT in the education is one of the priority areas of information technologies. He valued the use of ICT in the education as important steps directed to the future and noted that about 8 percent of specialties at universities of the country are directly connected with ICT. Talking about the direct activity of Communication and Information Technologies Ministry in the ICT use sphere, Deputy Minister underlined 145 students are studying in the leading universities of the world at the expense of the Ministry.    Marius Lukosiunas, UNESCO’s Advisor for Communication and Information, gave broad information on UNESCO programme on teachers' literacy.. According to him, over 1 million people are training in more than 700 ICT centres around the world.   Further, Balint Magyar, former Education Minister of Hungary, Joyce Fernandez, a spokesman for “Microsoft” Co., and Charles Anderson, professor of University of Edinburgh, made presentations at the conference. They talked about the positive role of ICT in terms of development of all spheres, formation of human capital and receiving uninterrupted education.    

On November 25, a meeting on the theme of “Content of additional education, its organization, and rules for delivery of relevant documents to persons studied in any areas of additional education” was held at the Ministry of Education.

Speaking at the meeting, Education Minister, Misir Mardanov, noted the importance of mentioned document, and stressed the regulatory rules for all areas of additional education are reflected on this document. He gave information on the content of each area of additional education, persons involved in education, monitoring and assessment, issuance of educational documents, funding sources, as well as other issues and rules. The Minister familiarized participants with general provisions of additional education as well. Moreover, talking about its activity directions, he touched upon the current situation existing in the areas of professional skill and cadres’ qualification improvement, repetitive higher and secondary special education, etc. Furthermore, he underlined the degree improvement and adult education is an innovation in the education system of Azerbaijan. It was noted that, the degree improvement education is a type of education, which provides preparation of cadres completed the secondary education and received sub-bachelor degree for bachelor level, and adult education is a type of education, which ensures adaptation of citizens to social and economic changes. Mr. Mardanov touched upon issues on documents prepared for usage of new rules, as well as duties. Further, participants made suggestions on each issue reflected on the document and were underlined that everyone has a wide range of opportunities to receive education as it wishes.

On November 27 the new secondary school for 640 pupils was opened at the Ismatli village of Bilasuvar district.

Initially, Education Minister, Misir Mardanov and Head of Executive Power of Bilasuvar, Adil Mammadov laid flowers at the monuments of the Martyrs, and national leader Heydar Aliyev located in the Heydar Aliyev Park at the district’s centre. The Minister was speaking at the official opening of the new secondary school. He highlighted the building of new school is a significant event in the village’s life. Moreover, the Minister noted serious reforms implemented under the leadership of the President Ilham Aliyev, and underlined that many successes were achieved as a consequence of strategy let down by the national leader and creator of the independent Azerbaijani state, Heydar Aliyev. Emphasizing all problems existing in the education sphere will soon be solved, Mr. Mardanov expressed his confidence that the new school will successfully serve to villagers, teachers, and pupils.  The Minister noted the importance of protection of school and paid attention to the conditions created at the school which will make possible to implement the high quality education. He underlined the quality in the education sphere is always on the first place and said that the community demands more efficient work from the education workers.   Having expressed the belief in the new school will become the temple of the science and cultural centre of the village, Mr. Misir Mardanov congratulated villagers and wished good luck to pedagogical staff and pupils. Head of Executive Power of Bilasuvar, Adil Mammadov and chairman of School Parents' Committee, Musakhan Agayev had delivered a speech as well. Pupils performed poems devoted to the national leader, Motherland and school, as well as demonstrated literary and artistic compositions at the end of the event. 

The Management Council of European Training Foundation held a meeting in Turin, Italy.

On 23 – 24 November, the Management Council of European Training Foundation held a meeting in Turin, Italy. Delegates from the European Union countries, including three countries – Azerbaijan, Turkey and Jordan elected to the Supervisory Council of European Neighbourhood Policy (ENP) took part in the meeting. Namig Mammadov, Director of Vocational Education Department of the Ministry of Education of Azerbaijan has been selected a member of the Board of ENP at the meeting. According to the procedure of ETF, members accepted as a Supervisor country will be playing the role of advisor that will notify the position of its country on initiatives of ETF connected with the human resource development, as well as prepare work schedules.  

On December 1, the presentation ceremony of the book Azerbaijani-English-Russian Dictionary of Phraseology, authored by Nigar Valiyeva, Professor of Azerbaijan University of Languages and Doctor of Philology was held at the conference hall “Dan ulduzu”of Park Inn Hotel.

Speaking at the opening, NIgar Valiyeva gave information on the dictionary and noted comparative analysis of phraseological combinations in Azerbaijani, English, and Russian languages are important on several aspects. She highlighted that this analyses defines appropriateness of languages, as well as helps to conceive its semantic development correctly. It was noted that, phraseological combinations in Azerbaijani, English and Russian languages and over 90 thousands of phraseological units were collected and used for the first time at the two-volume dictionary each one of which has 988 pages. Deputy Education Minister, Irada Huseynova, begun her speech at the event with the quote of great leader Heydar Aliyev: “The language immortalizes and develops the national and spiritual values of each nation” and noted that due to countless and intensive work of the national leader, in the recent years, Azerbaijani language is used at the influential international organizations and highly valued in international relations. Deputy Minister emphasized President Ilham Aliyev and his spouse, Mehriban Aliyeva pay a great attention to the development of our language, national traditions and spiritual values. Moreover, there are taking important steps toward to the protection of these values.    Noting the importance of this dictionary, I. Huseynova expressed confidence that it will make a great contribution to the Azerbaijan’s linguistic science, and future generations will take maximum advantage of it. Deputy Minister thanked the author and everyone for the work that they put towards publishing the book. Samad Seyidov, Rector of Azerbaijan University of Languages highlighted the importance of the book in its speech as well. He expressed his double delight for the fact that the dictionary was prepared by the professor of AUL. Moreover, he added that university will do its best to implement such projects in the future. Scientists and intellectuals in their speech noted their positive opinions on the book prepared for the first time at the presentation ceremony.  

Week of Science and Culture of Azerbaijan was opened in Berlin.

The Week of Science and Culture of Azerbaijan has started in Berlin. The solemn opening of the Week was held at the well-known Konzerhauz Berlin Hall located in the Gendarmenmarkt square of Germany's capital. Scientific and cultural figures, famous politicians, members of government, diplomats from both countries, as well as representatives of the Azerbaijan’s Diaspora took part in the ceremony.    Jan Heinrich Olbertz, rector of Humboldt University, delivered a speech at the opening, and noted the great importance of this kind of events in the strengthening of ties between Azerbaijan and Germany. The Week, according to the rector, will positively affect the development of bilateral relations. Parviz Shahbazov, Ambassador of Azerbaijan to Germany, Prof. Misir Mardanov, Education Minister of Azerbaijan, Annette Schavan, Federal Minister of Education and Research, Prof. Eva-Maria Auch, head of the Department of Azerbaijani History of Humboldt University delivered a speech at the event. It is needed to be noted that the Week of Science and Culture of Azerbaijan coincided with this important event and the excellent part of the Week’s schedule was opening of this department.      The concert programme was held after the solemn part of the ceremony. Compositions of Uzeyir Hajibeyov, Fikrat Amirov, Gara Garayev, and Agshin Alizadeh were played by Berlin Classic Players chamber orchestra under the direction of Yalchin Adigozelov, People's Artist of Azerbaijan and maestro Ulrich Rill.   A solemn reception was held after the official part of the ceremony.

Scientific Conference entitled “History of Azerbaijan in international researches – current situation and prospects” took place at the Humboldt University of Berlin.

The International Scientific Conference entitled “History of Azerbaijan in international researches - current situation and prospects” was held at Humboldt University within the Week of Science and Culture of Azerbaijan in Germany. The moderator of the conference held with participation of scientists from Germany, Azerbaijan and other countries, was Yorg Baberovski, Professor of Institute of History of the university. Education Minister of Azerbaijan, Misir Mardanov had welcomed participants of the Scientific Forum. Highlighting the actuality of such events, the Minister said: “My studentship coincides with 1960s of the XX century. Then History of Azerbaijan had not been taught practically. Just at the last courses we were informing on this episodically. I can say that, we did not have a chance to learn our history at all, because not enough attention was paid to the teaching of this subject. The situation has changed fundamentally, after Azerbaijan gained its independence. Today History of Azerbaijan is the obligatory learned subject, and our country pays a great deal of attention to its teaching.” According to the Minister, it was impossible for Azerbaijan to imagine the opening of Department of History of Azerbaijan at one of the famous universities – at Humboldt University, whereas Armenians have had the opportunity to impact on the state and scientific spheres of many countries through their lobbies, as well open Department of Armenian Studies. “Today Azerbaijan has used this chance, and it was possible to achieve as a consequence of the state independence,” – said the Minister. He wished good luck to Prof. Eva-Maria Auch, and to Department headed by her. Prof. Thomas Mergel, director of Historical Institute of Humboldt University, joined to the words of congratulations of the Minister. According to him, today successes that Azerbaijan has achieved on some issues could be the example for Europeans. They could learn a lot of things - such as, tolerance, openness, and sincerity on many fields from Azeri people indeed. Prof. Mergel said: “The activity of the Department of History of Azerbaijan will be mutually useful. Azerbaijan will have the opportunity to introduce its reach history in Europe, and there will be created a chance for us to learn this history closely. We are creating for you the opportunity to teach us your history. This what we called the mutual benefit.” He reminded that during the Nazi regime the Humboldt University was seriously damaged. A number of famous professors were arrested and killed. The scientific autonomy was ended. A large number of university staffs were cooperated with the Gestapo, some of them in a volunteer, some of them in forceful conditions. They became the member of the national socialist party. Today the situation in all areas is completely different. The main feature of the Humboldt University is the free science. Due to this fact, the University has become one of the famous universities of the world. Prof. Mergel thanked everyone, who worked on the creation of Azerbaijani History Department. Further, Jamil Hasanli, professor of Baku State University gave a presentation entitled “Current situation of Azerbaijani History.” He presented to Eva-Maria Auch, head of the new established department the copy of handwriting - “History of democratic movement in Iranian Azerbaijan” by Pishevari, who was shot in July 1947. Later, Doctor Svante Cornell, director of Central Asia Institute, cofounder of Stockholm-based Institute for Security and Development Policy gave the presentation on the theme of “Researches of Azerbaijani history in the European context.” Moreover, Prof. Frederick Star, director of Central Asia-Caucasus Institute and Silk Road Studies Program of John Hopkins University, Baltimore, USA, gave the presentation entitled “Learning of Azerbaijani history in the USA”, Prof. Tamara Dragadze on the theme of “Azerbaijan in the European context”, Prof. Aygun Attar, vice-chancellor of Giresun University (Turkey) entitled “Current situation of Azerbaijan Studies in Turkey”, Tasil Kamil, Professor Babes-Bolyai University, Romania, entitled “Learning Azerbaijani history in Romania”, Eva-Maria Auch entitled “Azerbaijan history as a new subject in the East Europe Researches”, Doc. Ingrid Schindlbeck, official of the Ethnological Museum in Berlin - “About learning of Azerbaijani ethnology in Europe”, Jorg Stadelbauer, Professor of University of Freiburg - “Azerbaijan at the world’s geography”, Udo Steinbach, professor of Marburg University - “Azerbaijan at the conflict issues.” Moreover, Prof. Walker Adam, director of Martin Luther University Halle-Wittenberg delivered a speech at the conference as well. Farida Mammadova, correspondent member of ANAS, Honoured Scientist Artist of Azerbaijan, head of Historical Geography Department of Institute of History of ANAS, director of Humanitarian Sciences Department of Azerbaijan Aviation Academy, Jamil Hasanli, professor BSU, Parviz Shahbazov, ambassador of Azerbaijan to Germany, Ahad Rahmanzadeh, professor of Bonn University, Rail Safiyev, the doctoral candidate of Free University of Berlin, Vugar Aslanov, the doctoral candidate of University Mainz, Rizvan Nabiyev, director of Department of Ministry of Foreign Affairs and others delivered a speech at discussions held after presentation. 

Website of the Ministry of Education has won “Mili Net - 2010” competition.

On December 4, the presentation ceremony of Milli Net – National Internet Award took place in Ambassador Hotel. Osman Gunduz, President of Azerbaijan Internet Forum (AIF), delivered a speech on behalf of the Organizing Committee at the ceremony. He gave information on works done for conducting the competition, and added that relevant measures will be developed in the future. The President of AIF has thanked Azercell Telecom, Delta Telecom and HP companies for their support for competition.     It was noted that Milli Net - National Internet Award is the Professional Internet Award launched by the Azerbaijan Internet Forum. The annual award is handed over to the national internet resources and projects produced in Azeri language, and activated in the social, cultural, scientific, economic, legal, etc. areas. The main goals of the National Internet Award are to develop and expand the Internet as a new area of creativity, professional activity and information exchange in Azerbaijan, propagandise the best national internet resources in the country and in the world as well. Moreover, support the popularizations of information technologies and wide use of Azeri language in the Internet. Websites produced in the Azeri language version allowed taking part in the competition. The competition began on October 1, and its registration deadline was at the end of November. It was held on the following categories: “Corporate website”, “Public and social networking sites”, “Media and information”, “Culture, art and tourism websites”, “Family, children and health”, “Leisure time, sport and entertainment”, “Blogs”, “Internet services”, “Science and education”, “State and municipality websites”, “Internet marketing”, “Mobile resource (excluding WAP)”, “Electronic service”, and “Websites created upon the user's content.” About 437 websites participated in the competition, 309 of them were accepted, and 128 websites were rejected due to their inadequacy to the conditions of competition. The competition was assessed by the Competition Commission which consists of representatives of the internet community, experts, internet correspondents, editors, webmasters and other professionals. The names of winners on 14 categories were announced at the presentation ceremony. The website of the Ministry of Education (http://www.edu.gov.az) has become a winner of the competition in the “State and municipality websites” category. Azerbaijan State Customs Committee (http://www.customs.gov.az) has won the second, State Committee on Affairs with the Diaspora of Azerbaijan Republic (http://www.diaspora.gov.az) the third places. The websites of Azerbaijan State Social Protection Fund (http://www.sspf.gov.az), Nakhchivan Autonomous Republic (http://www.nakhchivan.az)  and Azerbaijan Weightlifting Federation were announced nominees of the competition.    Speaking at the ceremony, Fakhri Abbasov, Official of Azercell Telecom noted their readiness to support such events. He highlighted the important role of competition in the development of Internet resources produced in Azeri language, and all in all, ICT sector.     Later, a special prize made from bronze cobweb framed with the bud and Diploma of the competition was presented to the winners of 14 categories. Jahangir Mammadli, chairman of Public Television and Radio Broadcasting Company, Rashad Majid, secretary of Azerbaijan Writers Unity, as well as representatives of other governmental and public organizations took part in the ceremony.     Speakers noted the important contribution of Milli Net – 2010 to the development of the Internet in Azerbaijan.  

The 180th anniversary of school No. 1 of the city of Shusha named after Uzeyir Hajibeyli was marked at the State Theatre for Young Spectators on 7 December.

At first, participants visited the tomb of national leader Heydar Aliyev at the Alley of Honours, as well as Alley of Martyrs. The guests, including officials of several government bodies, ambassadors of foreign countries got acquainted with the exhibition in the foyer of the school. The exhibition was consisting of oil painting works depicting monuments and landscapes of Shusha by Rovshan Bayramov, gold and silver medals of school’s alumni, and dictations written by pupils of school No.1 dedicated to the Motherland. After the National Anthem of Azerbaijan was played, a demonstration of documentary film “My own school” was held. Having welcomed participants, Education Minister, Misir Mardanov, read a congratulatory message from President Ilham Aliyev to the pedagogical staff on the 180th anniversary of school No. 1 of the city of Shusha. He noted that in accordance with the executive orders of the President one person has awarded the title "Honored Teacher", two the medal "Tereggi” for their achievements in the education field. Talking about successes achieved as a consequence of the constant attention and care paid by the head of state to the educators, the Minister, congratulated the staff of first secular school in Azerbaijan, and wished to them the great deal of success.      The Minister touched upon achievements reached in the field of school construction, as well as extra buildings and from this point of view, emphasized the activity of Heydar Aliyev Foundation. According to him, new building for the secondary school No.1 is planning to be built. He also expressed his assurance that Azerbaijan will restore its territorial integrity, and the school will successfully act in the ancient Shusha again.  Mr. Mardanov reminded that the 150th anniversary of school was marked in 1982 by the executive order of the national leader Heydar Aliyev, who had always paid a great attention to the intellectual potential of people. He underlined these measures raise the responsibility of school and encourage the pedagogical staff to new achievements.   The Minister informed that staff of school has been awarded ‘Advanced educator’ badge and honorary diplomas, as well as thanked everyone for organizing such a great event.  Bayram Safarov, Head of Executive Power of Shusha city, Sevil Babayeva, Director of school No.1 of Shusha, Ali Hasanov, chairman of State Committee on the Refugees and Internally Displaced Persons Affairs, Shunasi Khalilov, alumni of the school, and others made a speech at the ceremony. They underlined the attention paid by the government to refugees, as well as the importance of such events in the development of education area.   Further, on behalf of the participants of ceremony was made an appeal to the President Ilham Aliyev.  At the end of ceremony songs devoted to the Motherland, patriotism and fight were sung by pupils.
