At first, the Minister visited the monument of national leader Heydar Aliyev in Tbilisi and laid a wreath on it. After, he has met with Dimitri Shashkin, Minister of Education and Science of Georgia. The ministers visited Azerbaijani School No.73 named after M.F. Akhundov in Tbilisi, which was reconstructed by the Heydar Aliyev Foundation. They got acquainted with works done at school and met with the teaching staff. The school’s director, Salman Pirmammadov, gave broad information about school, and thanked on behalf of the teaching staff and pupils the Government of Azerbaijan, and Mehriban Aliyeva, President of the Heydar Aliyev Foundation, Goodwill Ambassador of UNESCO and ISESCO for care and attention. After ministers have met with the staff of Azerbaijani school No.3 in Gardabani that was reconstructed by the Foundation as well. Firdovsi Isgandarov, director of the school, has thanked Mrs. Mehriban Aliyeva for the overhaul of school. The ministers also visited the school No.2 located in the centre of Dmanisi and reconstructed by the Foundation. Today we have visited three schools in neighboring Georgia renovated by the Heydar Aliyev Foundation, also met with teaching staff and students. They have thanked the Government of Azerbaijan, and Mehriban Aliyeva, President of the Heydar Aliyev Foundation for such a good condition and continuous care. The care and attention of the Government of Azerbaijan and the Heydar Aliyev Foundation in obtaining study by our compatriots lived in Georgia in the modern schools are irreplaceable. I am sure that staff of schools that repaired and supplied with the modern equipment will be responsible for the care with great success in their education, the Minister, Misir Mardanov said. Minister of Education and Science of Georgia, Dmitri Shashkin, has welcomed the "Support to Education" project conducted by the Heydar Aliyev Foundation in Azerbaijani schools of Georgia and thanked the President and staff of the Foundation for kindness. Executive Director of the Foundation Anar Alekberov congratulated the school community with the new academic year, and conveyed M. Aliyeva good wishes to them. “Reconstruction of all three schools is one of the major activities carried out within Foundation's project Support to Education. Such projects in the regions where our compatriots live in a compact brings glory to Azerbaijan. We, along with other activities, will continue to pursue these projects,” he said. The governor of the Kvemo Kartli - Borchali region, David Kirkitadze expressed satisfaction with the implementation of project and thanked the first lady of Azerbaijan. The seminar was held within the School Project on application of resources and energy (SPARE) of the Norwegian Society for the Conservation of Nature. The national coordinator of SPARE in Azerbaijan, Naile Ismayilova, project coordinator on the program’s application, MIrabbas Mammadov, director of the educational and extra school institutions department of the Ministry of Education, Agababa Ibrahimov, director of Ecological Lyceum “Araz”, Sudabekhanim Mikayilova, geography teacher of school No. 284, Sevinj Abbasova, biology teacher of school No.204, Almaz Hasret, and physics teacher of the lyceum of “Zekalar” Gulchin Bakhshiyev took part in the seminar. At the first day of the seminar, Naile Ismayilova, national coordinator of SPARE in Azerbaijan, made a presentation on the theme of “Pedagogical innovations and unity of applied issues” devoted to the measures implemented in the country in the relevant field. At the session of the seminar that dedicated to the theme of “Pedagogical innovations: the best examples and sharing experience” teachers from Azerbaijan have presented lessons examples based on different pedagogical approaches.  Azerbaijan has joined to the project since 2003. Currently, more than 200 schools of the country are working with the SPARE program. The main goal of the program is to educate pupils how to use energy and resources efficiently. Active SPARE schools conduct education on sustainable use of energy, and implement practical measures on energy efficiency.

On 21-24 September, the training trip to Tbilisi has been organized by the support of “Hilfswerk Austria International” organization within the project of “Developing a model of Foster Care Co-operative and family type’s services between local authorities and non-governmental organizations.” During the trip, the Azerbaijani delegation has met with Mr. David Lomidze, Deputy Minister of Labour, Health and Social Affairs of Georgia, Mr. Moris Tsamalashvili, Director of Social Service Agency, Mrs Eka Saneblidze, Head of Social Affairs Department, Mrs Tamar Makharashvili, the Director of the Social Service Agency for children, disabled and elderly, and Andro Dadiani, director of the “Every Child” organization. At the meetings were defined the priority areas of cooperation between Social Services Department of Georgia and Deinstitutionalization and Child Care Department of the Education Ministry of Azerbaijan. The Azerbaijani experience in the mentioned field was highly appreciated at the discussions, and was achieved agreement to organize the trip for staffs of Georgian Social Services Department to Azerbaijan in order to implement surveys to assess the state children institutions as well as their transformation.

At the first day of the forum was held the meeting of Coordinating Council. Firstly, participants have been acquainted with the Heydar Aliyev Museum, and stand with the photos of Honorary Doctors and members of ANAS.    Education Minister, Misir Mardanov, rectors of universities and deans of humanitarian faculties took part in the meeting of Coordinating Group. Kamal Abdullayev, rector of Baku Slavic University, has opened the forum and greeted participants. He noted that 30 representatives from more than 20 universities of 8 CIS countries took part in the forum organized for the first time. According to him, Coordinating Group will discuss issues debated at the forum and cultural occasions planning to be organized. Moreover, on October 13 participants of the forum will visit the Alley of Honor to pay tribute to Heydar Aliyev, the national leader of Azerbaijan, and the Alley of Martyrs.   Later, the general meeting of the forum will be held and lectures will be listened. Within the forum, there are planning to organise sightseeing of Baku and other cultural occasions. Efim Pivovar, rector of the Russian State University for the Humanities, chairman of Russia-Azerbaijan Friendship Society underlined that the idea to hold the forum was suggested in the First Azerbaijani – Russia Forum on humanitarian cooperation organized in Baku in January 2010. Then, participants of the forum were received by the President of Azerbaijan, Ilham Aliyev and at the meeting the President emphasized the importance of development humanitarian cooperation between CIS countries. Afterwards, was begun realization of organizational works to hold the forum of rectors of humanitarian universities of CIS countries.  Efim Pivovar thanked Azerbaijan for the organization of the forum and hosting the first meeting. According to him the realization of that initiative will positively affect the development of cooperation and friendship between humanitarian universities, as well as people of CIS countries.   At the first day of the forum, after the meeting of Coordinating Group, guests have been acquainted with the educational complex No. 132-134.

At first, the Minister acquainted with the classrooms, library of school, and talked with teachers and pupils.  Having talked about reforms implementing in the country, building new schools and their renovation, the Minister, noted the importance of collaboration between parents and school. He underlined the activity of school from this point of view is being noticed, and expressed his consent by the work of Parent Teacher Association of the school and gave some recommendation.   Parents and teachers have thanked the Minister and made suggestions on issues that they are concerned about. The Minister expressed satisfaction with conditions created at school reconstructed in 2008 and noted that the necessary further assistance will be provided to school. At the end, the Minister wished good luck to the pedagogical staff of school and members of Parent Teachers Association.

At first, the Minister had warmly welcomed the guest and expressed satisfaction with the meeting. Having talked about educational relations between Azerbaijan and the USA, he underlined the importance of cooperation in this field. The Minister emphasized the attention that paid by the US Government and US Embassy to Azerbaijan to the education area, talked about implementation of different programs on higher and secondary educational areas in the country, and the relevant support to these programs. Mr. Mardanov added that six Azerbaijani citizen have been sent to the USA to study within the State program on the study of Azerbaijani youth in foreign countries in 2007-2015. Having thanked the Minister for the warm reception Mr. A. Sterling talked about widening relations in the education sphere, and touched issue on the study of Azerbaijani youth at the US universities. The guest talked about works done within the Fulbright Program, the current situation as well as other steps made in order to develop the cooperation. In its turn, Mr. Mardanov expressed its attitude about mentioned issues and underlined that should be given superiority to the specialities that important to Azerbaijan when chosen the candidates within the Fulbright Program. At the meeting were discussed other issues of mutual concern.

The awarding ceremony of winners of “No one is forgotten. Nothing is forgotten” project and the international children’s drawing competition of “Saved world remembers too…”, devoted to the 65th anniversary of Great Patriotic War conducted by the initiative of Embassy of the Russian Federation was held at the Russian Information Cultural Centre in Baku.      Pupils from more than 40 schools, lyceums, gymnasiums of Baku and pilot schools chosen on the Intensive Russian language study of the different regions took part in the best poem, song and picture competitions held within the mentioned project from February to June of the current year. 50 pupils from Azerbaijan took part in the international children’s drawing competition “Saved world remembers too …” Drawings of the 27 Azeri pupils were published in the album of competition’s winners published by the Ministry of Culture of the Russian Federation.   Representatives of the Russian Embassy, Ministry of Education of Azerbaijan, Director of the Russian Information Cultural Centre in Baku had made a speech at the event. Winners of competition, Russian language teachers of the winner schools were handed over valuable gifts and prizes. The event was continued with the concert organized by the pupils.

The goal of the instructional seminar - “Strategic Planning and preparation of strategic plans for the district (city) education departments” held according to the execution plan of sub-component “Education management improvement system, development and application of regulatory rules on the teacher’s specialty” within the Second Education Sector Development Project and strategic plan of the Education Ministry for 2010-2012 years is to improve the strategic planning mechanism and management system within the use of the new accountability system. 66 officials from the Baku city Education Department, Sumgait city Education Department, Ganja city Education Department, other educational departments of cities (districts) and Nakhchivan Autonomous Republic took part in the seminar.  F. Gadirov, director of Strategic Analysis, Planning and Personnel Management Department, V. Abdulrahimov and N. Aliyev, Senior Consultants of the department, V. Asgarov, director of the planning and financial sector of the Economic Department, E, Rustamov, director of Second Education Sector Development Project Coordination Group, and R. Isayeva, coordinator of Center for Modern Education and Educational Assistance made a speech at the seminar.  There have been given information to participants about the goal of strategic planning, as well as the establishment of Working Group and attraction to this process concerned parties. Moreover, were held discussions in this direction and have been answered to questions of participants. Furthermore, seminar’s participants received relevant documents (Strategic plan of the Education Ministry for the 2010-2012, as well as the presentation - “Strategic Planning and preparation of strategic plans for the district (city) education departments” and the frame of the strategic plan for district (city) educational departments. At the end, participants were instructed to present the first draught of strategic plans for 2011-2012 years to the Strategic analysis, planning and personnel management department of the Ministry until 30 November, 2010.

Rectors of the relevant universities of Azerbaijan, Belarus, Ukraine, Russia, France and Latvia, representatives from Embassies operating in Azerbaijan took part in the plenary session of the conference organized by the Ministry of Education of the Azerbaijan Republic and Baku Skill improvement and Retraining Institute of Pedagogical Cadres. At first, conference participants visited the Alley of Honour to respectfully commemorate Heydar Aliyev, national leader of Azerbaijani people, and laid the wreath on his grave. After, they also paid tribute to academician Zarifa Aliyeva, the famous scientist- ophthalmologist and laid flowers to her grave. Moreover, participants visited the Alley of Martyrs as well. Later, participants got acquainted with the educational complex No. 132/134 in Baku.  The plenary session was opened by Misir Mardanov, Minister of Education and Chairman of Organizing Committee. He welcomed participants and talked about the importance of the conference. Having wished success to the work of the conference, the Minister gave information on systematic steps taken to develop the education area and reforms implemented in the country during the last years. President Ilham Aliyev cut the ribbon symbolizing the official opening and toured the facility. Photo stands, reflecting the attention and care of national leader Heydar Aliyev and President Ilham Aliyev to development of education in the country and a special corner of state symbols were created at the foyer. Minister of Education, Misir Mardanov informed that the school building, construction of which started in January of 2009, had been constructed at a high level and conforming to modern demands. The four-storey, 1000-seat building features 26 classrooms with new equipments and teaching tools, three laboratories, subject-specific study rooms, a library rich in books, two computer labs, an auditorium, leisure rooms for students, a canteen for 100 people, faculty rooms, administrative and other rooms. For the first time ever among schools in the country, discussion rooms have been built for students in the school building. Special attention was paid to physical training of schoolchildren at the educational facility. In the sport hall, provided with modern sport equipments, all the conditions have been created for playing handball, mini soccer, basketball, and other sports. There is a swimming pool with the 250-seat auditorium. Elementary military readiness room will also function at school.The building also features air-ventilation, video-surveillance and fire alarm systems. President Ilham Aliyev and his spouse checked out the conditions created in the classrooms, subject-specific study rooms, library, canteen and sports hall. The President expressed his satisfaction with the works carried out in the building.
