On May 13, Education Minister, Misir Mardanov met with Steven Allen, the Regional Director for Central and Eastern Europe and the Commonwealth of Independent States, Mark Hereward, UNICEF Representative in Azerbaijan, as well as senior officials of the mission.

Misir Mardanov welcomed the guests at the Ministry of Education and expressed satisfaction from seeing them. Having noted the importance of fruitful collaboration existing between the UNICEF Baku Office and Ministry of Education, the Minister underlined the significance of projects implementing in the education field. He emphasized achievement of successful results in the application of active learning methodologies, enhancing qualification among teachers, pre-school education, creation of parent/ teacher association and, etc. Having highly appreciated works implementing by the Office, and it staffs' work as well, the Minister expressed assurance for getting higher achievements as a consequence of cooperation. Afterwards, the Minister noted works carried out in the framework of “State Program on Deinstitutionalization and Alternative Care,” and the support of UNISEF Office to this field. He emphasized that Hanaa Singer; former UNICEF Representative in Azerbaijan was awarded the international award “Gold plane tree,” instituted by the Heydar Aliyev Foundation, for protection of children’s rights, and upbringing them in the spirit of humanism. Steven Allen, the Regional Director for Central and Eastern Europe and the Commonwealth of Independent States thanked the Minister for the warm reception and talked about fruitful cooperation existing between the UNICEF Office in Azerbaijan and Ministry of Education. He underlined his awareness of the economic development of Azerbaijan in recent years, the implementation of information technologies, and successful steps in other areas. He noted that in June this year UNICEF and the government of Azerbaijan about to discuss Joint Action Plans for 2011-2015. He underlined that the UNICEF Office in Azerbaijan paid a great attention to holding meetings in state organizations, and close acquaintance with implementing works; and stressed that it is the main purpose of his visit. He talked about the role of parent/teacher association as well. At the end S. Allen thanked the Minister for the warm words about UNICEF Office in Azerbaijan. The Minister, MIsir Mardanov proposed to include to the above-mentioned Action Plan relevant works in the preschool education field, creation of new curriculums in this direction, teacher training and related benefits, enhancing the parent/teacher association and other issues. The Minister also offered to the guest being acquaintance with some preschool educational institutions of the capital. At the meeting were exchange of views on issues of mutual interest. 

On May 13 the Minister of Education, Misir Mardanov met with the ambassador of extraordinary and plenipotentiary of Islamic Republic of Iran to Azerbaijan, Mammadbagir Bahrami, and delegation led by rector of Private Islamic University, Dr. Abdullah Jasbi.

The Minister of Education, Misir Mardanov welcomed his guests and underlined that educational communications play a special role in the strengthening of Azerbaijani-Iranian relations. Having noted finishing successfully the fifth session of the General Conference of the Federation of the Universities of the Islamic World (FUIW), the Minister stressed the important role of ISESCO in the organization of such a high level event. Noting that the relationship between Azerbaijan and Iranian universities do not correspond to capabilities, the Minister drew attention to high level relationships existing between the leaders of two countries. He underlined the importance of such meetings to enhance the collaboration in the education field, and noted that there a need to focus attention upon relationships between universities. Having thanked the Minister for the warm reception, the rector of Private Islamic University, Dr. Abdullah Jasbi emphasized the existence of common cultural ties, and fruitful relations between two countries. The guest talked about the further development of bilateral educational relations, and gave broad information on university headed by him. Noting the importance of discussions, the Minister expressed confidence at the further development of educational communications in the future.

The exam consists of 120 questions: 25 Native language, and Literature (including 17 Azeri language, and 8 literature) questions, 25 Mathematic (17 Mathematic, Algebra and Analysis, 8 Geometry), 15 Azerbaijan history, and foreign language, as well as 10 Physics, Chemistry, Biology, and Geography questions. The final exam of the basic education course will be taken in the Native language and Mathematic subjects. The exam consists of 120 questions: 25 Native language, 25 Mathematics (including 17 Algebra and 8 Geometry) questions. The time limit for the final exam in the secondary education step will consist of 3 hours, for the basic education step 1, 5 hours. The exam assessment will be held separately for each subject. The pupil’s knowledge will assess 3 (satisfactory), if he answers to the 20 per cent of questions. For example: the pupil’s result will assess as a “3” (satisfactory), if he answers to the 5 (20%) from 25 questions in the subjects of Native language or Mathematic.  If the pupil will answer to the 20 per cent (3 from 15 questions) of questions in the Azerbaijan history and foreign language, he assesses 3 (satisfactory). In other subjects (Physics, Chemistry, Biology, and Geography) for the two correct answers from 10 questions (20 per cent) the pupil will get the satisfactory score. In accordance with the paragraph 38 of “Rules for holding final examinations in secondary schools and vocational lyceums; and transferring pupils from one grade to another,” pupils not allowed to bring with them mobile phones, textbooks and other aids to the exam.  In accordance with the paragraph 39 of Rules, pupils allowed to use the calculator. The questions from “Text bank of final examination,” publishing in the current academic year will be used at the final examination.   In accordance with the paragraphs (27, 29, 30, 31, 65, and 70) of Rules: 27. The pupil of 9 grades, who received a positive annual assessment from all subjects, as well as unsatisfactory annual assessment from 1 or 3 subjects of basic education course admitted to the exam.  29. The pupil of 9 grades and third course of professional lyceums, who received a positive annual assessment from all subjects of secondary education admitted to the exam. 30. The pupils of 11 grades and third course of professional lyceums, who were debarred from exams in the previous academic year, or who received the unsatisfactory assessment filed an application to schools which they graduated during the 1-20 April every year. After making a decision about their admission to the exam, appropriate documents of district or city educational department or in case of necessity the accompanied letter of secondary school or lyceum, as well as assessments of results of primary stage of exams should be presented to the Ministry of Education until 20 May. 31. The pupils of 9 grades and third course of professional lyceums who were debarred from the exams in the previous academic year due to the lack of knowledge assessment, as well as uncompleted the basic or secondary education steps for different reasons, and individuals, who wished to get appropriate educational documents admitted to the exam by the external way.. 65. The pupil of 9 grades who was debarred from the exams in the previous academic year for the unsatisfactory assessment, at least from the one subject, the next year will take the examination from all subjects. If the pupil of 11 grades received “unsatisfactory” assessment from the subject (or subjects) not including to the exam in the previous academic year, he takes the exam from this subject at the graduated school the next year. If he will receive positive assessment from this subject, he takes the examination in the definite centre from all subjects. 66. If the pupil of 9 grades, regardless of quantity, will receive the annual “unsatisfactory” assessment from exam subjects in the previous year, he takes the exam in the definite centre from all subjects in the next year. 67. The pupil of 11 grades who received “unsatisfactory” score, the next year will take the exam from this subject (or subjects) in the definite centre.     68. The pupil of 11 grades, who admitted to the exams, but not participating in them, the next year will take the exam from all subjects in the definite centre. That pupils will get the school leaving certificate from their own school.  69. Individuals who were debarred from the exams in the previous academic year for the “unsatisfactory” score, or got this score in the exams holding the next year from, at least one subject, as well as absented the exam for the unreasonable excuse could take the exam only by the external way. 70. The issues of pupils of 9-11 grades and III course of vocational lyceums, not participating in the exam for the reasonable excuse, is considered based on submission of the district (city) education departments, as well as secondary education schools and vocational lyceums in individually in the Ministry of Education. The pupils (including those who become ill), who reasonably absent the exam, will take the exam in the centralized order in the definite schools of Baku until 25 June. The total assessment, which will be writing to the certificate of pupils, is defining in accordance with the paragraph 12 of “Rules”.  The total assessment of pupils of 9-11 grades and III course of vocational lyceums will reveal by the appropriate formula specified by the Education Ministry. The total assessment is calculated, in accordance with the annual assessments of test exam results of the pupil getting by him in the 9 grades from the basic education step, in the 11 grades form the secondary education step; in 9 grades the 8th and 9th, 11 grades 10 and 11 grades, as well as the annual assessment of II-III course pupils of lyceums and assessments of final examination. In accordance with the paragraph 13 of “Rules” the total assessment of pupils, who for the unreasonable excuse do not attend the exam will be accepted as a “0” (zero). If the pupil for the reasonable excuse does not attend the exam, his score getting by him in the exam will be considered with his test exam score as well. The pupil should present the appropriate document about his reasonable excuse to the school before the exam. The results of pupils removing from the exam for using a mobile phone, were assessed as a “0” (zero). The results of pupils, whose examination answer card impossible to read by the reading device, will be abolished. The pupils, who had the “unsatisfactory” assessment from the definite subject in the previous academic year, can take part in the repetitive final exam in the current academic year. However, they are taking the exam just in subjects, where their score was unsatisfactory. Pupils who received the unsatisfactory assessment in the 2007/08 academic year, and did not take part in the 2008/09 academic year for the reasonable excuse may participate in the repetitive final exam as well. It is worth being mentioned that the 9 grades pupils who had scored 2 (unsatisfactory) from the base educational course is taking an autumn examination in the centralized order from 2 to 20 September of the current academic year, holding by the Ministry of Education in the definite schools. They should contact the school’s management, where they studied, and local education management organs for the preparation of appropriate documents and presented them to the Ministry on time. The 9 grades’ pupils, who did not attend the autumn exam for the reasonable excuse, will take the exam until 20 September in schools defining by the Ministry of Education. Pupils, who did not attend the autumn exam for the unreasonable excuse, will have to stay down.  The total assessment of pupils, who received the positive result from one test or final exams, which will be specified in the certificate can be successful. 

On May 14 the Minister of Education, MIsir Mardanov met with the ambassador of extraordinary and plenipotentiary of Japan to Azerbaijan Masamitsu Oki.

Having expressed the satisfaction of seeing the guest at the Ministry of Education, Misir Mardanov gave information on the situation increasing during the last days in the result of the water increase in the Kura River and implemented measures to solve the problems. Afterwards, the Minister talked about works carrying out in the education field, noted that in the three selected schools of Azerbaijan teaching Japanese language as a foreign language. He also talked about Azeri students study in the famous universities of Japan and the development of cooperation in the vocational education area. Having informed the guest on works carrying out in the framework of “State program on the education of Azerbaijan youth in abroad for the year of 2007-2015,” approved by the President, the Minister, noted the importance of organization educational trips of the Ministry staff, teachers and experts working in the vocational education field to Japan. Having thanked the Minister for the warm reception the Ambassador Masamitsu Oki, expressed his concern about the damage caused by floods in recent days, and also positively welcomed the capture problem under control on time. He highly appreciated teaching Japanese in secondary schools as a foreign language. The ambassador also noted its satisfaction with visits teachers and pupils of these schools, the development of collaboration in the vocational education field, and expressed readiness to support the study of Azeri youth at Japan's universities. The parties expressed their confidence that the cooperation in the field of education will be strengthening, as well as exchanged views on other issues.

An opening ceremony of III Republican Football Championship among students organized by the Ministry of Education, Association of Football Federations of Azerbaijan, Ministry of Youth and Sport, State Oil Company, and Azerbaijan Student Football Federation, and devoted to the memory of national leader Heydar Aliyev took place on May 14.

Education Minister, Misir Mardanov noted that the III Republican Football Championship among students devoted to the memory of national leader Heydar Aliyev passes for the third consecutive year. After thanking all the organizers of the championship, the Minister appreciated the active participation of students in these competitions, and wished them good luck.  The President of State Oil Company, MP Rovnag Abdullayev, the Minister of Youth and Sport, Azad Rehimov, the vice-president of National Olympic Committee, Chingiz Huseynzade and others talked about the importance of holding such events, as well as expressed confidence that the traditional championship will positively impact on mass sport.The first match of the championship, held at the stadium "Shafa" took place between teams of Baku State University and Azerbaijan State Economic University.

On May 14, a press conference on the theme of “The authority of the modern teacher – today and tomorrow” organized by the Azerbaijan National Parent/Teacher Association was held at the press centre of “Trend” Information Agency.

Parents, teachers, influential scientists and scholars attended the conference on the role of society, public and media to restore the authority of teachers. Having opened the event the Executive Director of the Azerbaijan National Parent/Teacher Association Tarana Sharifova talked about the professional teachers, who guides a health, economy, culture, in general all developing spheres, and play an important role in the formation of young generation, as well as their activity. She emphasized the care provided to them by the state. T. Sharifov noted that unlike previous years the authority of teachers has decreased slightly, and that organization, led by her, in connection with this carried out a social survey among 345 parents and teachers of secondary schools of Baku and regions. The results of survey were presented to the participants through a slide at the press conference and conducted the appropriate analysis. Afterwards, were announced that psychologists carried out the survey among 300 pupils of 9-11 grades to identify the desire to become a teacher and conducted it results as well. T. Sharifova noted the importance of raising and rebuilding the teacher ‘authority in the society. She stressed the need to put forward relevant proposals, and noted that they will be sent to the appropriate organizations. Correspondent members of ANAS Vagif Abbasov, Sudeyif Imamverdiyev, head of International Educational Complex Sara Xanlarova, director of school No 177 Haqiqa Mammadova and others in their speeches talked about reasons of reducing the teacher’ authority in the country, expressed their views and ideas for improving it.

A presentation of Madad organization on the application of ICT in the education was held at the Ministry of Education on May 15.

Having opened the event with opening speech, the Education Minister, Misir Mardanov talked about important works carrying out in the framework of “State program on the provision of secondary schools with the information and communications technologies in the Azerbaijan Republic” (2005-2007) approved by the presidential order. He noted that for the realization of the mentioned program were allocated 30 million manats from the state budget during the 3 years. The 80, 6 per cent of the means were spent for the procurement of technical equipment, 15 % for preparation of educational aids, 4 percent for holding training, 0, 4 % for the program management, the Minister added. According to him, in the framework of the program 3693 schools have received 31677 computers, 1103 laptops and projectors, 2059 UPS, 2060 printers and other ICT equipments, 28661 computer desks, 23346 chairs, created 1722 computer class at schools, and prepared electron educational aids. Having talked about preparation of 37900 books in the Azerbaijan history subject, 15160 books in the chemistry, 22740 books in the biology, 10200 copies of electron educational aids, the Minister noted the holding of training for 20000 teachers by local and international organizations. Afterwards, Misir Mardanov gave information on works carried out in the framework of “State Program on Informatization of Education System in the Azerbaijan Republic for 2008-2012,” and brought to the attention of the participants several statistical numbers. In the framework of the program was established the Information Resource Centre, 20 schools joined to the E-School project, 226 computer equipments giving to the “E-schools” were modernized and delivered to the District Education Departments, in the substitution these schools received 300 new computers, the Minister said. Furthermore, he noted that schools selected in the framework of the pilot project “One pupil - one computer” in the cities of Baku and Sumgayit received 236 netbooks from the Education Ministry, and 100 from Intel Cooperation. Moreover, 500 educational institutions have been connected to the Azerbaijan Education Network, 5800 people were involved to the administrative management, 25180 people to the pedagogy and 800 to the technical staff training, as well as prepared legal normative documents for informatization of the education system. Misir Mardanov noted that 8 million 353 thousands manats in 2008, and 14 million 980 thousands of manats in 2009 were spent for the realization of these important works. Moreover, at the event were talked about issues stipulated in the framework of the State Porgram for 2010 as well. The Minister stressed that, 400 educational institutions are about to connect to the Azerbaijan Education Network until the end of the current year, 2000 people will be attracted to the administrative – management training, 2000 people from schools and 23 000 other pedagogical staffs will join to the “E-school” project. Moreover, 1500 computers giving to schools in 2005 will sent to the regions after modernization, as well as 10 schools from districts will be joined to the “E-school” project. The Minister also noted that 1500 netbooks are planning to be given to schools for extending the project of “One pupil - one computer.” Afterwards, Misir Mardanov mentioned a special role of the organization “Madad” in the application of ICT in the education, and expressed confidence that the cooperation with this organization will continued. He gave the floor to the head of “Madad” organization, Emil Mammadov with a view to obtaining information about ongoing works. Emil Mammadov and Ulker Babayeva, a worker of the organization made a presentation about the history, purpose, activities of the organization; as well works, carried out during the last five years, and implemented projects. Moreover, were noted that the teacher training devoted to the application of ICT in the education process covered the 36 regions of the country, the relevant work was carried out in the 2500 schools and 90 training centers, as well as 95 people from teachers have become the winners of The Best teacher contest.   At the end Vidadi Bagirov, the head of Sumgayit City Education Department and Almaz Asgerova, director of secondary school No 220 talked about works carried out by the organization “Madad”.

The experimental trip to Scotland under the direction of Deputy Minister, Isgandar Isgandarov from May 16 to 23 in the framework of the project “Vocational Education and Training Reform Strategy and Pilot Implementation in a selected region in Azerbaijan” jointly undertaken by the European Union and Azerbaijan government, as well as technical support of British Council has been organized.

The purpose of the visit is to learn the experience of Scotland in the formation and operation of the vocational education and training system. During the visit, meetings will be held in the Quality Department of Scotland, parliament and in the vocational colleges of this country.

The awards ceremony of the winners of Creative Arts Festival devoted to the 87th birthday anniversary of the national leader Heydar Aliyev among students, was held by the organization of the Ministry of Education and Independent Trade Union of Education Workers of the Azerbaijan on May 17.

The Deputy Minister of Education, Elmar Gasimov noted that the Creative Arts Festival has been held for the third year, and thanked the Education Minister, Misir Mardanov and chairman of Free Trade Union Committee of Education Workers of Azerbaijan, Sattar Mehbaliyev for organizing this important event. He noted that paying special attention to the national spiritual values in Azerbaijan creates a suitable condition for the comprehensive formation of youth and revealing their talent. Having underlined the matchless role of the ideas of national leader Heydar Aliyev on the conservation, development and broad dissemination of the cultural heritage of Azerbaijan, Elmar Gasimov noted that the festival aims to educate students in the spirit of national patriotism, respect for cultural, artistic and national traditions.  Afterwards, were handed over diplomas, certificates of honor and souvenirs to the winners of the festival and their teachers. People’ Artists Tarana Muradova and Yalchin Rzazade noted with pleasure about the talent of youth and advised to them use this opportunity adequately. Students thanked all organizers of the festival and noted that it was a pleasure to take part in such a high-level event.

The Republican “E-education” Contest is being held in the framework of “State Program on Informatization of Education System in the Azerbaijan Republic for 2008-2012” and announcement of 2010 - The year of ICT in education by the Ministry of Education.

The Republican “E-education” Contest is being held in the framework of “State Program on Informatization of Education System in the Azerbaijan Republic for 2008-2012” and announcement of 2010 - The year of ICT in education by the Ministry of Education. 494 projects were submitted to the contest. The contest supported by the Microsoft Azerbaijan, the program of Intel Cooperation “Education for the future”, AZEDUNET, Ultra, Azerfon-Vodofon, HP and “Meded” organizations. The contest was organized in the 2 directions - “Electronic educational resources in the modern school” and “Internet technologies in the education.” In the direction of “Electronic educational resources in the modern school” 168 projects were submitted in the “Best method to use the ICT in subject teaching” nomination, 106 projects in the “Best method to use the ICT in the primary education system” nomination, and 177 projects in the “Best model of the teaching process by using the e-educational aids” nomination. In the direction of “Internet technologies in the education” 30 projects were submitted in the nomination of “Internet resources in the education”, and 13 projects in the “Teachers' blog.” The main goal of the contest is to develop the use of electronic educational resources and internet technologies in the educational process, as well as public awareness in this field; reveal new forms of internet use for the educational purposes, and encourage to teachers, who actively using information technologies in the study. The two-stage voting will be conducted by the jury formed by the Ministry of Education. Winners in each 5 nomination will be handed over laptops, netbooks and other special prizes.
