Emin Amrullayev, Azerbaijan’s Minister of Science and Education, participated in a high-level event titled “The Invisible Architecture: Building Safe Digital Systems for Children – Promoting International Standards and Shared Responsibility,” held in New York on the sidelines of the 81st session of the UN General Assembly.   The event was organized under the leadership of Emine Erdoğan, First Lady of Türkiye, by the Ministry of Family and Social Services of the Republic of Türkiye, in cooperation with the United Nations Children’s Fund (UNICEF) and the Office of the UN Special Representative of the Secretary-General on Violence Against Children.   The event brought together first ladies from several countries, senior government officials, representatives of the United Nations and other international organizations, as well as representatives of the private sector, academia, and civil society.   The discussions focused on the risks faced by children in the digital environment, the protection of their online safety, the promotion of age-appropriate digital services, the strengthening of the responsibility of technology companies and digital platforms, as well as the impact of artificial intelligence and other emerging technologies on children’s safety.   During the meeting, the participants also exchanged views on establishing common international minimum standards for the protection of children in the digital environment within the framework of the United Nations, as well as on strengthening cooperation between states, international organizations, technology companies, and other stakeholders.

The Ministry of Science and Education of the Republic of Azerbaijan and OpenAI have signed a three-year Memorandum of Understanding to expand the responsible use of artificial intelligence across Azerbaijan’s education system. The Memorandum was signed in New York by Emin Amrullayev, Minister of Science and Education of the Republic of Azerbaijan, and Leah Belsky, Vice President of Education at OpenAI. The new cooperation will focus on developing AI-powered educational tools and learning systems, providing teachers and education professionals with training on the effective use of AI technologies, and developing approaches and standards for the safe and responsible use of AI in schools. A key part of the cooperation will be the joint development of the ministry’s learning management system for mathematics, science and reading, using OpenAI models. The system is expected to provide teachers with AI-powered support for lesson planning, teaching materials and assessment. These tools are intended to reduce the time teachers spend on preparation and allow them to devote more time to working directly with students. As part of the cooperation, OpenAI will also support training programs for teachers, students and education staff. A “train-the-trainer” program will help develop local expertise and enable education institutions in Azerbaijan to build long-term capacity in the effective use of AI. The parties will also work together on guidance and methodologies to promote the responsible and safe use of artificial intelligence in education. This is the second Memorandum of Understanding signed between the Ministry of Science and Education and OpenAI, further expanding the cooperation between the two sides and establishing a new framework for the development and application of AI-based solutions in Azerbaijan’s education system.

Emin Amrullayev, the Minister of Science and Education, participated in the event “Partnership for Building the Future Together,” which was held in New York (U.S.) on the sidelines of the 81st session of the UN General Assembly.   At an event hosted by the Global Coalition for Building the Future Together and Charity Wallace, the Special Envoy for Best Future Generations at the U.S. Department of State, participants discussed ways to support the learning, development, and well-being of children and youth in the digital age, expand access to quality education, and strengthen collaboration between governments, international partners, and the private sector in this area.   The event featured the announcement of new public-private partnerships aimed at expanding opportunities for children and young people to access education and use cutting-edge technologies. Specifically, “Adobe”, “Amazon”, “Google”, “Intel”, “N50”, “Starlink”, and “Zoom” announced new initiatives designed to improve access to education, digital skills development, and technology in various countries around the world.   It should be noted that the Global Coalition for Building the Future Together was established on September 23, 2025, during the 80th session of the UN General Assembly, at the initiative of U.S. First Lady Melania Trump. The primary objective of the coalition is to empower children by providing access to education, innovation, and cutting-edge technologies in the digital age, ensuring their safety in the online environment, and fostering digital literacy and relevant skills.
