Deputy Minister of Science and Education meets with the Vice-Rector of the Hungarian University of Agriculture and Life Sciences

On May 5th, Deputy Minister of Science and Education Hasan Hasanli held a meeting with Prof. Dr. Zoltan Bujdoso, Vice-Rector of the Hungarian University of Agriculture and Life Sciences.   During the meeting, the parties exchanged views on the current cooperation with the aforementioned university and future plans.

AI‑Powered Teaching: Integrating a custom Copilot Agent built using Microsoft Copilot Studio into Azerbaijan’s Digital School Platform

The education system in Azerbaijan is undergoing a process of digital transformation focused on improving teaching quality, expanding access to digital resources, and supporting modern pedagogical practices. As part of this transformation, a custom Copilot Agent built using Microsoft Copilot Studio has been integrated into the Digital School platform, providing educators with AI‑assisted tools to support lesson preparation, instructional planning, and the development of educational materials.   Digital School Platform and the Microsoft Ecosystem   The Digital School platform serves as a unified digital environment supporting teaching, learning, and school management processes across Azerbaijan’s general education system. It provides teachers with a professional workspace where they can plan lessons, assign and assess student work, monitor attendance and academic progress, manage classroom activities, and communicate with parents and students.   Teachers registered on the platform also receive access to a personal digital workspace based on the Microsoft 365 services, which complement the platform’s core functions with cloud-based productivity and collaboration tools. These tools enable educators to create and manage educational materials, organize data, and collaborate with colleagues within a secure digital environment.   Within this ecosystem, teachers use applications such as OneDrive, Outlook, Teams, Word, Excel, and Forms to store materials, communicate, collaborate, and prepare instructional content. The custom Copilot agent – embedded directly in the Digital School platform – supports educators by helping them draft lesson plans and teaching materials, summarize reference resources, outline presentations, and generate initial versions of assessments and rubrics.    Objectives of the Project The primary objective of the project is to support teachers in effectively integrating AI‑assisted tools into teaching and learning processes. The initiative aims to: •    Improve teachers’ productivity and time management •    Enhance lesson planning and content creation •    Promote digital transformation in education •    Strengthen teachers’ digital competencies •    Encourage innovation in classroom practices   Currently, the Digital School platform is used by over 900,000 users, including 44,552 teachers, 543,255 students, and 360,709 parents.   The Role of the Copilot Agent in Teaching and Learning   The integration of the custom Copilot agent built using Microsoft Copilot Studio introduces an AI‑assisted capability that supports educators across multiple stages of instructional design, including lesson planning, material development, and information synthesis. Through the Digital School platform, educators can use the agent to: •    Generate structured lesson plans and teaching materials •    Develop worksheets, quizzes, and classroom assignments •    Summarize academic texts and educational resources •    Draft presentations and lesson outlines •    Receive suggestions for instructional strategies and classroom activities   The Copilot agent operates within familiar Microsoft 365 applications already used by teacher which makes it easy and fast for teachers to use it.     “As AI becomes part of everyday teaching, it is essential that it supports educators and builds trust with students and families. By prioritizing security, compliance, and alignment with national education standards, Microsoft is working alongside the education system to ensure AI strengthens teaching quality and long term professional development.” - Gabriela Popescu, Country Manager for Romania, Moldova, Caucasus and Central Asia, Microsoft.    Supporting Innovative Pedagogical Practices   The integration of AI-driven tools such as custom Copilot agent, built using Microsoft Copilot Studio, contributes to the modernization of teaching methodologies. By automating preparatory and administrative tasks, teachers can dedicate more time to student-centered learning, interactive instruction, and individualized support.   The agent also encourages educators to experiment with new approaches to lesson design, information presentation, and educational resource development, supporting innovative teaching practices aligned with modern digital learning environments.    “As education systems move toward AI enabled teaching, it is essential to act responsibly. By embedding AI into trusted tools teachers already use, the custom Copilot agent, built using Microsoft Copilot Studio, helps reduce routine preparation and administrative work, enabling educators to focus on high quality student engagement and individualized learning – while maintaining strong standards for data protection and privacy.”  - Lenka Axlerova, Education Lead for Central Europe and Central Asia at Microsoft.   Localized AI Adaptation for the Azerbaijani Education System   The Copilot agent integrated into the Digital School platform was configured to support classroom workflows in Azerbaijan’s general education context. It supports the preparation of lesson plans, worksheets, assessments, rubrics, and professional communication drafts.   For curriculum‑related requests, the agent can be configured with reference materials reflecting Azerbaijan’s national curriculum framework and guidance content used in the school system. This approach helps improve relevance for teachers while ensuring that classroom materials remain teacher‑reviewed and aligned with local pedagogical expectations.   Contribution to the Development of Digital Education in Azerbaijan   The integration of a Copilot agent within the Digital School platform represents an important step in Azerbaijan’s broader education digitalization strategy. By combining AI‑assisted capabilities with established productivity tools, the platform provides educators with enhanced digital support that can strengthen teaching effectiveness and professional development.   As artificial intelligence technologies continue to evolve, tools such as Copilot agents and secure AI chat experiences can play an increasingly important role in education – supporting educators with drafting, summarization, and content preparation while keeping humans accountable and in control.

The Minister of Science and Education meets with the Ambassador Extraordinary and Plenipotentiary of the Hellenic Republic to Azerbaijan

On April 22, the Minister of Science and Education Emin Amrullayev met with Maria K. Papakonstantinou, Ambassador Extraordinary and Plenipotentiary of the Hellenic Republic to Azerbaijan.   During the meeting, the participants discussed current cooperation and prospects for further development in the fields of science and education with the Hellenic Republic.

Emin Amrullayev meets with the rector of Beijing University of Chemical Technology

The Minister of Science and Education Emin Amrullayev held a meeting with Tan Tianwei, the rector of Beijing University of Chemical Technology (BUCT), who visited our country.   The meeting focused on the future directions of science and higher education, including research activities, in collaboration with BUCT.   During the meeting, the parties exchanged views on the dual-degree programs between Baku Engineering University (BEU) and BUCT in six fields of study, and highlighted the prospects for expanding this cooperation to include new fields and areas of study.   At the same time, it was noted that the recently established “Faculty of Engineering,” in collaboration with BUCT in BEU, is of particular importance for the development of educational ties between the two countries.

New Opportunities in Education: Google Tools now available in Digital School

The implementation of artificial intelligence solutions in the education system continues. Within the framework of the partnership between the Ministry of Science and Education of the Republic of Azerbaijan and Google, new opportunities have been created for teachers on the Digital School platform.   Teachers registered on the Digital School platform now have free access to Google’s extensive suite of tools, including AI-powered solutions. These opportunities help teachers organize their daily work more efficiently and enrich the teaching process.   To use Google solutions, teachers first log in to the Digital School platform, select the “Google Cabinet” section, and access the system using their unified @teacher.edu.az accounts. AI Tools: Gemini and NotebookLM   Among the integrated tools, Gemini and NotebookLM stand out by offering practical, everyday-use capabilities for teachers: • Gemini supports teachers in preparing lesson plans, explaining topics, and creating assessment tasks, helping to speed up lesson preparation and present content in a more structured way.  • NotebookLM enables teachers to work based on their own materials. It enhances efficiency through features such as generating summaries, identifying key points, and creating questions from uploaded documents.  • In addition, teachers are provided with other Google tools such as Google Classroom, Docs, Slides, Sheets, Forms, Drive, Meet, Chat, Calendar, and Keep. These tools allow lesson management, content creation, communication, and collaboration processes to be organized more effectively within a unified digital environment.  The tools provided enable more flexible lesson planning, simplify the preparation and sharing of teaching materials, and support a more systematic approach to assessment. At the same time, they expand opportunities for personalized learning approaches and significantly save teachers’ time.   The innovations introduced within the framework of the cooperation between the Ministry of Science and Education of the Republic of Azerbaijan and Google are aimed at improving teachers’ efficiency and supporting the implementation of modern teaching approaches.   Anna Artemyeva, Google for Education Regional Lead states about AI tools implemenatation:   “Empowering educators is at the heart of what we do at Google for Education. We are thrilled to collaborate with the Ministry of Science and Education of the Republic of Azerbaijan to bring AI-powered tools like Gemini and NotebookLM, alongside our comprehensive Workspace suite, directly into the Digital School platform. These technologies are designed to act as a thought partner for teachers, helping them streamline lesson planning, personalise instruction, and ultimately reclaim valuable time so they can focus on what matters most: inspiring their students."

Strategic cooperation between the Ministry of Science and Education and the company “Power China” was discussed

Minister of Science and Education Emin Amrullayev met with a delegation of Power China. The meeting was attended by Tan Xiaofeng, the company's vice president for Eurasia, as well as executives from the company's Azerbaijan office.   During the meeting, Power China made a presentation on potential areas of cooperation. Afterwards, the parties had a broad exchange of views and discussed the prospects for future cooperation.

Firudin Kurbanov meets with the deputy ministers of education of Turkmenistan

As part of his visit to Turkmenistan, Firudin Gurbanov, Deputy Minister of Science and Education, met with the country’s deputy ministers of education.   During the meeting, the parties exchanged views on the recent education reforms implemented in both countries. They discussed the results achieved; existing challenges, proposals for addressing them, and prospects for further cooperation in the field of education.   The Deputy Minister emphasized the importance of further developing educational cooperation between the two countries, placing particular emphasis during the meeting on discussions regarding the increased use of modern technologies, including artificial intelligence, in education.

Firudin Gurbanov attends the opening ceremony of the 3rd International Mathematics Olympiad, held in Turkmenistan

Deputy Minister of Science and Education Firudin Gurbanov visited the city of Ashgabat in Turkmenistan.   During his visit, the Deputy Minister attended the opening ceremony of the 3rd International Mathematics Olympiad for school students, held at the Magtymguly Turkmen State University at the invitation of Turkmenistan’s Minister of Education, Jumamyrat Gurbangeldiyev.   As part of the Olympiad, Firudin Gurbanov toured the stands and displays set up by the students. At the opening ceremony of the Olympiad, the deputy minister informed the participants about the friendly relations between Azerbaijan and Turkmenistan, as well as about cooperation in the fields of science and education. In his speech, Firudin Gurbanov particularly emphasized the role of intellectual games and knowledge competitions in the development of students. The Deputy Minister offered advice to the Olympiad participants and wished them success.   Following the Olympiad opening ceremony, the deputy minister met with the leadership of the Magtymguly Turkmen State University. He also toured the university museum and a display dedicated to the great Turkmen thinker and poet Magtymguly Fragi.   It should be mentioned that Gismet Gozalov, Ambassador Extraordinary and Plenipotentiary of the Republic of Azerbaijan to Turkmenistan, attended the opening ceremony of the 3rd International Mathematics Olympiad, as well as a meeting with the leadership of the Magtymguly Turkmen State University.

On April 9, the Minister of Science and Education Emin Amrullayev met with Mr. Birol Akgün, Ambassador Extraordinary and Plenipotentiary of the Republic of Türkiye to the Republic of Azerbaijan, and representatives of the Savings Deposit Insurance Fund of the Republic of Türkiye.   During the meeting, the parties exchanged opinions on the current state of cooperation and prospects for further development of cooperation in the field of education.

A delegation led by Emin Amrullayev visited the Kazakh National Research Technical University of Kazakhstan

On April 7, as part of a trip to Almaty, an Azerbaijani delegation led by Minister of Science and Education Emin Amrullayev visited K. I. Satbayev Kazakh National Research Technical University and met with its leadership.   The meeting was attended by Talgat Yeshenkulov, Vice-Minister of Science and Higher Education of the Republic of Kazakhstan, Meiram Begentayev, Rector at Satbayev University, and Elchin Babayev, Rector of Baku State University. During the meeting, the sides discussed opportunities for the implementation of joint initiatives in higher education and research. The delegation also toured the university’s material and technical facilities.   The Minister of Science and Education, Emin Amrullayev also met with Azerbaijani students from the Azerbaijan State Oil and Industry University who are studying in Kazakhstan under an academic mobility program.
