The next "Nowruz lectures" were held

On March 15, the next "Nowruz lecture" was held at school-lyceum No. 6 named after T. Ismayilov. During the event, Etibar Aliyev, education expert, Doctor of Philosophy, delivered a lecture on the theme "Postmodernism and Education". The event was attended by education experts, teachers of higher and general educational institutions, as well as students. During the lecture, the education expert spoke about the history, philosophy, social and national contexts of postmodernism, and explained the basics of critical pedagogy. During the lecture, he touched upon such issues as the taking into account of psychological characteristics of personality, the creative organization of education, the implementation of new corrective effects, the change of the content of thinking and activity, and spoke about the principles for achieving the creation of new values by society in the direction of postmodernism and the paradigms of traditional and modern lessons. Noting that traditional education system is replaced with social, personality-oriented education, Etibar Aliyev spoke about the examples of the testing of new teaching methodologies and technologies, the teaching methods based on practical activity, the role of teachers in general and professional education and the requirements for them. Then, the questions of the meeting participants were answered, and the discussions and mutual exchange of views on the topic were conducted. In the lectures, began on February 23, well-known scientists, education experts informed a wide audience about the trends and achievements of modern science in a more understandable form. It should be noted that Nowruz lectures are organized in accordance with the initiative "From Science to Education", and are recorded by “Tahsil” TV, and are broadcasted on Internet resources of the Ministry of Education.

A Memorandum of Understanding was signed

On March 15, a Memorandum of Understanding was signed between the Ministry of Education of the Republic of Azerbaijan and the Association of Football Federations of Azerbaijan (AFFA). The Memorandum was signed by Firudin Gurbanov, Deputy Minister of Education, and Elkhan Mammadov, AFFA General Secretary. The signing ceremony was attended by officials of the Ministry of Education and AFFA, and directors of children and youth football schools. The purpose of the signing of the memorandum is to identify areas of cooperation between the parties for the years 2016-2020, to involve children and young people in a healthy lifestyle, to create favorable conditions for the effective organization of their leisure time, to make them avoid bad habits impeding young people`s physical, mental, social and spiritual development, to prepare reserve players for the country`s national football team and Olympic football team, as well as to develop football, and to increase the popularity of this kind of sport. Speaking at the event, F. Gurbanov, Deputy Minister of Education, spoke about the work done by the Ministry in order to promote a healthy lifestyle among learners, to increase their interest in sports, to improve teaching methods for the implementation of physical education subject curriculum. He emphasized the importance of joint cooperation to improve the material and technical base of football, to create football grounds, to enhance the sports skills of student footballers and the popularity of football. Elkhan Mammadov, AFFA General Secretary, gave detailed information on various projects implemented by the Association of Football Federations of Azerbaijan (AFFA) in order to popularize football among children, adolescents and youth, and to increase the number of those engaged in football. According to him, these projects are of great importance in terms of directing young generation to a healthy lifestyle and making them avoid bad habits. He noted that joint activities of AFFA and the Ministry of Education in this field would be effective and useful.

Badminton competitions were completed, and chess competitions have started

On March 15, the badminton competitions, included in the program of the Republican Championship, among students of higher education institutions were completed at the sports hall of Azerbaijan State University of Economics. The competitions were held with the support of the Ministry of Education, the Ministry of Youth and Sports, the Republican Committee of Independent Trade Union of Education Workers of Azerbaijan Republic, the Association of Trade Union Sports Organizations of Azerbaijan, and with the organizational support of the Republican Sports Center "Tahsil", and the Republican Council of Student Sports Association "Ganjlik". According to the results of the competition, the men's teams of Azerbaijan State Academy of Physical Culture and Sports, Azerbaijan Technical University and Baku State University won first, second, and third places, respectively. The women's teams of Baku State University, Azerbaijan State Academy of Physical Culture and Sports and Baku Slavic University won first, second, and third places, respectively. In addition, chess competitions began at the Chess Club on March 10. The teams from 14 higher education institutions are participating in the competitions. It should be noted that the Republican championship is held in mini football, basketball, table tennis, chess, cycling, badminton, volleyball, athletics, Greco-Roman wrestling and freestyle wrestling among higher education institutions. The main objective of the Championship is to involve students of higher education institutions in the exercises in massive physical education, health and sports divisions, to expand the friendly relations among universities, to promote World Chess Olympiad and Islamic Solidarity Games, to be held in Baku, among students.

The portal of citizens` reception was put into operation by the Ministry of Education

On February 4, the presentation ceremony of the portal of citizens` reception of the Ministry of Education was held. The single portal of citizens` reception was established in order to facilitate the reception of citizens, who applied to the Ministry of Education and subordinate bodies, by public officials, to improve the process for scheduling appointments, to speed up the consideration of appeals and to improve the quality of this process, at the same time, to summarize the information. The creation of the portal of citizens` reception serves to improve the efficiency of implementation of the tasks arising from the Decree of the President of the Republic of Azerbaijan Mr. Ilham Aliyev on "Provision of e-services in state bodies" and the Law of the Republic of Azerbaijan on "Citizens' appeals". Through this portal, citizens may schedule an appointment at the Ministry of Education and subordinate bodies. The portal also allows to forward appeals, to observe the process, to inform citizens about the date of holding a reception via SMS notification system and to determine the level of citizens` satisfaction. The appeals, received by the portal, are analyzed and the relevant reports are prepared on the basis of the collected statistical data. The trainings were conducted for the relevant employees of the Ministry of Education and subordinate bodies in order to ensure effective use of the Portal.

The Minister of Education received the Ambassador of the Republic of India

On March 14, Mikayil Jabbarov, Minister of Education, received Sanjay Rana, Ambassador Extraordinary and Plenipotentiary of the Republic of India to the Republic of Azerbaijan. During the meeting, the discussions were held around the current state of relations between the two countries in the field of education and the prospects for future cooperation in accordance with the targets set by the "National Strategy for the Development of Education in the Republic of Azerbaijan".

The Memorandum was signed at Azerbaijan University of Technology

The Memorandum was signed between Azerbaijan University of Technology and “Young Engineers' Development” Public Union. Prior to the signing ceremony, the meeting was held with the members of the managerial staff of “Young Engineers' Development” Public Union at Azerbaijan University of Technology. Welcoming the guests, Akif Suleymanov, Rector of Azerbaijan University of Technology, gave detailed information on the university headed by him. He noted that the training of engineers and production engineers is the main direction of specialist training program at Azerbaijan University of Technology. Therefore, the university is interested in cooperation with the organizations working in this field. A. Suleymanov noted that Azerbaijan University of Technology prepares specialists in food industry and light industry, as well as in a number of other fields, and this higher educational institution is interested in developing these fields in the country, and improving the professional training of engineers. Engineering is one of the most important occupations for today and tomorrow in the modern period when technology developed rapidly. Yusif Yusifov, chief of the managerial staff of “Young Engineers' Development” Public Union, gave detailed information on the objectives and activities of the organization headed by him. He noted that the main goal of the Public Union is to create a platform that reflects life and work experience of engineers, to train the socially responsible engineers, who can offer engineering solutions to global problems, and to accomplish the coordinating function with engineering agencies. According to him, 8 engineering clubs are operating at “Young Engineers' Development” Public Union and the direction of 6 of them is the same with the specialties of Azerbaijan University of Technology. This factor creates a real basis for the cooperation between the university and the Public Union. He also underlined that the training of engineering staff in other directions of industry is one of the main tasks at present when the development of non-oil sector is identified as an important issue in our country. At the end of the meeting, a Memorandum of Cooperation was signed between Azerbaijan University of Technology and “Young Engineers' Development” Public Union in order to undertake joint projects. Then, experts of “Young Engineers' Development” Public Union made presentations on food safety, ecology and ICT sectors at the assembly hall of the university in front of students.

The semi-final round of the Republican stage of subject Olympiads was held

On March 13, the Ministry of Education held the semi-final round of the Republican stage of the Republican subject Olympiads in all cities and regions of the country. The semi-final round of the Olympiad was held in 11 different regions of the country - Nakhchivan AR, Sumgait, Ganja, Mingechevir, Agdash, Sheki, Lankaran, Khachmaz, Shirvan, Shamakhi and Baku. At this stage, about 4500 pupils demonstrated their knowledge and skills. The Republican subject Olympiads are held among 9th, 10th, and 11th grade students in mathematics, physics, chemistry, biology, computer science, history, geography, Azerbaijani language and literature. In addition, 7th and 8th grade students, who have successfully passed the previous stages of the Olympiad and who have participated in the classes conducted at the Centers intended for preparation for International Olympiads, as well as lower grade students with special talents, attended the semi-final round. At the semi-final round of the Republican stage, the questions were submitted to pupils in a closed test format. According to the results of this stage, at most 60 pupils in each subject will gain the right to participate in the final stage of the Republican subject Olympiad. It is planned to hold the final stage of the Republican subject Olympiads in April. It should be noted that the first - regional (city) stage of the Republican subject Olympiads was held on January 17. More than 27 500 pupils participated in this stage. According to the results of regional (city) stage, the 3 best pupils, who have correctly answered at least 60 percent of questions in each subject and grade, gained the right to participate in the semi-final round of the Republican stage. 

Nowruz celebration at the boarding school

On March 14, the celebration was held on the occasion of Nowruz holiday at Special Boarding School No.2 for children with disability with the organizational support of the Ministry of Education. The celebration, attended by employees of the Ministry of Education and mass media representatives, started with the arrival of Bahar gizi (Spring girl) - a symbol of Nowruz holiday by phaeton. The Nowruz bonfire was built in the yard of the boarding school, and children in national costume danced Yalli around the bonfire. During the event, the sketches reflecting Nowruz Tuesdays and traditions were performed by pupils and our folk dances were done. Children danced together with Kecel and Kosa, and sang a song. Then, the pupils, who did well in the first half of the school year, were presented with Certificates of Merit and holiday gifts by the Ministry of Education. It should be noted that Special Boarding School No.2 for children with limited health condition was overhauled by the Heydar Aliyev Foundation, and the newly constructed building of the educational institution was put into operation in November last year. The boarding school has vocational rooms for pottery, house-keeping, carpentry, tool-making, sewing, carpet-weaving and painting. Assembly and sports halls are operating in order to organize children’s leisure time effectively at the school, equipped with modern equipment. 55 teachers are engaged in the training and education of 155 pupils at the boarding school. 

Collegial meeting at the Ministry of Education

The Collegial Meeting was held at the Ministry of Education on March 11. The event was attended by Collegium members, senior officials of the Ministry, heads of relevant structural divisions and Departments, Rectors of higher educational institutions. During the collegial meeting, the issues such as the forecast, formation and improvement of the seats allocated for the admission of students to higher educational institutions for the academic year 2016-2017, and the effective use of “Thomson Reuters” scientific database were discussed.  The issues related to the rationalization of the structure of specialized secondary educational institutions by putting colleges under the jurisdiction of higher education institutions, the results for the accreditation of higher education institutions in 2014-2015, the preparation and implementation of measures by higher education institutions in the direction of expanding education for foreign citizens in Azerbaijan were touched upon during the meeting. Then, the heads of the relevant departments of the Ministry delivered lectures on the issues on the agenda of the collegial meeting, and made suggestions and recommendations. Mikayil Jabbarov, Minister of Education, delivered a speech at the collegial meeting. The Minister made comments on the topics for each lecture. The Minister of Education noted that the winter examination period was organized in a transparent manner in higher education institutions this year and was met with approval by society. Emphasizing the importance of strengthening the business environment, the ethics of teaching, the student-teacher relationships in higher education institutions, the Minister noted that all of these are important for the development of education. Then, Mikayil Jabbarov congratulated Mammad Garibov, Minister of Education of the Nakhchivan Autonomous Republic, on the occasion of his new appointment on behalf of Collegium members and wished him success in his activities. In the end, the Minister congratulated Collegium members and participants of the meeting on the occasion of the upcoming Nowruz holiday, and wished them success.

The next "Nowruz lecture"

On March 10, the next "Nowruz lecture" was held at Azerbaijan National Academy of Sciences (ANAS). The event was attended by scientists of ANAS, teachers and students of higher educational institutions. During the meeting, Mukhtar Imanov, Director of the Institute of Folklore, delivered a lecture on the theme "Nowruz philosophy" and Telman Aliyev, Director of the Institute of Control Systems of ANAS, delivered a lecture on the theme "Formation and current state of computer science in Azerbaijan". In his lecture, Academician Mukhtar Imanov spoke about the historical roots, philosophy, ancient traditions of Nowruz holiday, and gave detailed information about Nowruz Tuesdays. Noting that Nowruz means "a new day", "the beginning of the new year", Academician underlined that the holiday, which is celebrated in many countries around the world each year, includes artistic and aesthetic, mythical, spiritual and moral, and worldly feelings. It was noted that Nowruz was included in the List of the Intangible Cultural Heritage by UNESCO on September 30, 2009. March 21 was recognized as the International Day of Nowruz at the meeting of the 64th session of the United Nations General Assembly in 2010. Then, academician Telman Aliyev delivered a lecture on the theme "Formation and current state of computer science in Azerbaijan". In his lecture, he provided detailed information on the elaboration of the first element and facilities of information and computing technology, the development of the field of information technology in Azerbaijan, and the achievements gained. It was noted that the problems associated with the use of information technology in the country, and the need for investigations and highly qualified staff in this direction were taken into account, and the Institute of Information Technology of ANAS was established for this purpose. Academician spoke about the study of systems covering different fields such as oil and gas production, oil refining, transport, energy engineering, and construction in Azerbaijan through the use of new information technologies, and about the use of seismic devices developed on the basis of new technologies in our country. At the event, they exchanged views on the questions of participants. "Nowruz lectures" are organized in accordance with the initiative "From Science to Education" and are recorded by “Tahsil” TV, and are broadcasted on Internet resources of the Ministry of Education.
