The study of public opinion on the new textbook projects

The Ministry of Education began to study public opinion on new textbook projects. For many years, the textbooks compiled on the basis of new educational programs are brought into use for secondary schools of the country. After the launch of textbooks, certain problems are identified in their contents. The elimination of shortcomings is accompanied by certain difficulties because the textbooks have already been published in total circulation. In the academic year 2016-2017, 9th grade textbooks compiled on the basis of new educational programs will be brought into use for the first time in secondary schools of the country. Before the submission of textbooks for publication, their projects have been placed on the homepage of the website www.e-resurs.edu.az in order to improve textbooks by studying public opinion. It is planned to place all textbook projects on the website in the near future. You may be familiar with all textbook projects, placed on the website, by entering the website and pressing the button "Entire list". You can choose the textbook project you want to become better acquainted, can read it online or can download the PDF version to your computer. You can write your opinions, suggestions and comments on a specially designated area or send them to e-mail derslik@edu.gov.az. The Ministry of Education invites the general public - field experts, teachers, parents, in a word, all citizens to take an active part in the process of improving the textbook projects and sending the opinions, suggestions and comments to us. Your suggestions and recommendations are important to us!

On February 8, Mikayil Jabbarov, Minister of Education, received citizens at the Youth Center in Gobustan.

The citizens mostly appealed on the issues like recruitment of teachers or replacement of work place from one school to another one also from one region to another one, restoration to the work, recognition of educational documents, transfer of the students of higher and secondary specialized schools from one educational institution to another one, study fee and other issues in the reception held in accordance with citizens’ reception schedule of heads of central executive authorities in the towns and regions for February, 2016.  The reception was also attended by the internally displaced persons, temporarily settled in the mentioned regions. Most of the issues raised by the citizens were solved immediately. Relevant bodies of the Ministry were given instructions on several appeals. The citizens` appeals, having a personal character or not being within the competence of the Ministry, were recorded and taken under control in order to be delivered to the relevant bodies.

The next seminar on the theme "Teacher-student relationships and classroom management"

On February 5, the next seminar on the theme "Teacher-student relationships and classroom management" was held in the city of Sumgait with the organizational support of the Ministry of Education. The seminar was attended by employees of the Ministry of Education, the leadership of Sumgait City Education Department, directors of general educational institutions, teachers, education experts, psychologists and mass media representatives. The main purpose of the seminar is to support the improvement of teacher-student relationships and to promote the establishment of parent-teacher-student relationship on the basis of sound principles and the use of new methods in classroom management. At the seminar, Vafa Yagublu, Senior Adviser of the Ministry of Education, delivered a presentation on the formation of positive behavioral habits in students, the development of emotional intelligence, the organization of awareness-raising campaigns for parents, the duties and principles of ethical conduct established by law for teachers' occupational activity. Ilhama Sultanova, Doctor of Philosophy in Psychology, delivered a presentation on the theme "Psychological consequences of physical and emotional violence, civilized ways of punishment", spoke about the ways to correct student misbehavior in school, put forward proposals in order to regulate teacher-student, teacher-parent relationships. Then, the speakers touched upon the issue of attitude of mass media and social media towards the importance of improving the management in increasing the quality of education and the processes taking place within the framework of teacher-student relationships. In their speeches, they made proposals on the preparation of qualified parents, the intensification of propaganda work in this regard, the regular holding of such workshops and other such issues. It should be noted that the Ministry of Education has conducted trainings since the academic year 2013-2014 for prospective teachers and deputy directors, who want to become a school principal, in order to create favorable conditions for school principals to acquire the necessary characteristics, modern knowledge and skills.

The state policy in Azerbaijan is based on improving the social welfare of the population

In accordance with the instructions of the President of the Republic of Azerbaijan Mr. Ilham Aliyev, the heads of state agencies hold meetings with members of the public in cities and regions. On February 5, Mikayil Jabbarov, Minister of Education, met with members of the public in Beylagan. Before the meeting, they visited the monument to national leader Heydar Aliyev erected in the city center of Beylagan and laid flowers at the monument. The meeting, held at the Palace of Culture, was attended by heads of departments, enterprises and organizations, law enforcement agencies of the region, entrepreneurs and members of the public. Speaking at the meeting, Vagif Abdullayev, Head of the Executive Power of Beylagan region, talked about the work done in recent years in the region and the successes achieved in various fields, including in the agricultural sector. He noted that the extensive construction work was carried out, the infrastructure projects were implemented and new jobs were opened in Beylagan as a result of the care and attention of President Ilham Aliyev to the socio-economic development of regions. According to him, there are ample opportunities for the development of cattle breeding, grain growing and cotton growing in Beylagan.  Speaking at the meeting, Mikayil Jabbarov, Minister of Education, noted that the main purpose of the meetings, held in the regions under the instructions of the President, is to listen to residents, to learn about their ideas and suggestions, to achieve a solution to the issues raised. Speaking about the socio-economic policy founded by great leader Heydar Aliyev and successfully continued by President Ilham Aliyev, the Minister underlined that Azerbaijan made significant progress in all fields in spite of conditions of war and more than a million refugees and internally displaced persons. The regions developed along with the capital. About three thousand schools, hundreds of hospitals were built, thousands of kilometers of roads were laid, infrastructure projects were implemented, extensive construction work was carried out. All these facts prove that the state policy carried out in Azerbaijan is based on improving the social welfare of the population. It was noted that the effective use of the land is of particular importance in order to ensure food security, to increase agricultural production. It is important to learn from the international experience and to use it in this field. The Minister of Education asked members of the public to actively participate in the discussions and to make proposals for solving problems and making full use of the potential of the region. Members of the public and entrepreneurs expressed their gratitude to the President for the attention and care, and put forward proposals on the development of cotton production, the provision of subsidies to cotton producers, the increasing of sowing turnover of the lands rented from winter pastures by 30-40 percent, the construction of new buildings for schools operating in the relevant buildings and the thorough overhaul of these schools. The Minister said that the raised issues would be investigated and the necessary measures would be taken. The meeting was attended by MPs Chingiz Ganizade and Shahin Ismayilov.   AZERTAC

The seminar dedicated to the development prospects of the Centers

The seminar on the theme "Development prospects of Ecological Education and Experience, Tourism and Ethnography Centers operating in the system of the Ministry of Education" was held at the initiative of the Republican Centre of Ecological Education and Experience under Ministry of Education, the Young Tourists and Ethnography Centre by the experts of the Central Scientific Library of Azerbaijan National Academy of Sciences (ANAS), WWF, GIZ, BSU, ENPİ FLEG and "Ecosphere" SEC. The seminar, held at the Central Scientific Library of ANAS with the participation of the directors of Ecological Education and Experience and Young Tourists and Ethnography Centers operating in our country, was dedicated to the organization of continuous ecological education on the basis of global and local experience, the strategic areas of activities in this field, joint cooperation, exchange of experience, the use of new teaching methods in the field of ecological education and tourism, and the discussion of various projects. Firuza Sultanzade, Director of the Republican Ecological Education and Experience, Tourism and Ethnography Center operating under the Ministry of Education, welcomed the participants of the event and wished success to the work of the seminar. The participants were informed about the main targets of future development strategy during multiple presentations delivered on the work done in the field of ecological education, ecosystem services, biodiversity conservation, protection and restoration of forest ecosystems. They expressed their views on the prospects of creating the Republican network of ecological and tourism centers, and on the teaching of ecology in secondary and higher education institutions. Extensive discussions were held with the teaching staff on the teaching of environmental topics, the holding of mass events, the environmental protection, the expansion of relations with government agencies and public organizations in the field of children's tourism, as well as the group work on special instructions was organized for the heads of the Centers.

The next training drills within the framework of the program "Olympic Movement"

Cycling Regional Championships of "Olympic Movement" were completed and training drills were held in Baku in order to prepare young athletes for the final stage. The training drills were attended by 60-member delegation of athletes and teachers of 12 district teams of Baku city. The main purpose of the event is to help young athletes, who won the right to participate in the final stage of Baku City Championship among schoolchildren, achieve better results in the final stage. The training drills were held with the direct support of the Cycling Federation of Azerbaijan, the Republican Sports Center "Tahsil" and with the participation of Agshin Ismayilov, star athlete of the program. After the general instructional part of the event, the teams were divided into groups. Agshin Ismayilov and professional coachers from the Cycling Federation of Azerbaijan provided useful information for schoolchildren about the topics such as important actions at the starting time, speed adjustment during the movement and turning traffic safety. Following the theoretical session, professional sportsmen invited from the Federation clearly demonstrated all the movements. Then, the teams repeated these manoeuvres under the supervision and guidance of the allotted coachers. During the break, a master class was organized for schoolchildren with the participation of members of the National Team and Agshin Ismayilov. Farhad Aliyev, General Secretary of the Cycling Federation of Azerbaijan, expressed his views on the training drills and spoke about the importance of inclusion of cycling into the program "Olympic Movement". Agshin Ismayilov, star athlete of the program, noted that the program "Olympic Movement" aroused great interest among the youth and this program was extremely useful for children who started to ride a bike at the amateur level. It should be noted that the program "Olympic Movement" was jointly organized by the International Olympic Committee, the "Coca-Cola" company - the Worldwide Partner of the Olympic Games, the National Olympic Committee of the Republic of Azerbaijan, the Ministry of Youth and Sports, and the Ministry of Education. The pupils studying in more than 290 general education schools in Baku were involved in the regional championships organized under the program. At this stage, about 10 thousand schoolchildren (30 percent of them are girls) attended joyful, inclusive and safe sporting competitions held in 4 types of sports (3x3 basketball, badminton, athletics and cycling) with the support of National Sports Federations. Baku City Championship among schoolchildren will be held on the basis of the rules, approved by the International Sports Federations for sports included in the program of the Summer Olympic Games, and the "Olympic system". The competitions will end with the final round and sports festival which will be organized at one of the sports arenas where the Baku 2015 First European Games have been held.

The Department of the Ministry of Education for Work with Citizens received 15 985 appeals in January

Statistics on the calls received by Call Center (“Hot line” service, phone: 146) of the Ministry of Education and also the services rendered to the citizens in Citizens Reception Center for January, 2016 was announced. 15 985 appeals were received during this period. According to statistics, 12 515 calls (19 times more than in relevant period of 2013, 5.1 times more than in relevant period of 2014, 2.9 times more than in relevant period of 2015) were received by Call Center.                The number of calls received by Call Center in January 2013-2016 3 470 citizens were served by Citizens Reception Center during this period. The number of citizens served by Citizens Reception Center in January 2014-2016 Most of the appeals (mostly were of request character) received by Call Center and Citizens Reception Center were answered immediately and settled operatively. 1 144 documents (753 letters, 322 petitions, 69 other documents) were received and registered in Citizens Reception Center. Most of the appeals covered the issues related to recognition (nostrification) of higher education documents (diplomas), recruitment and replacement of teachers, rehabilitation and transfer to the local higher education institutions, exemption from tuition fee, replacement of pupils at general educational institutions. It should be noted that Call Center received appeals mostly on Fridays (2 867 calls) and Thursdays (2 791 calls) mainly from 10:00 to 12:30 and from 14:00 to 16:00 over last month. Citizens Reception Center received appeals mostly on Fridays (861 appeals) and Thursdays (755 appeals) from 10:00 to 12:00 and from 14:00 to 16:00.

Admission of documents for higher education in Hungary

The admission  of documents for higher education in Hungary at the expense of budget funds of this country began within the framework of the "Work Programme signed for the years 2015-2017 between the Ministry of Education of Azerbaijan Republic and the Ministry of Human Resources of Hungary". Under the program, scholarships are offered in agriculture, water management, natural sciences, sustainable development, medical sciences, tourism, engineering, information technology, technology, economics, business and management sciences for Bachelor's and Master's levels, as well as in any sphere of interest for Doctoral level. Education is free within allocated quota. Accommodation in the dormitory of the University, medical insurance and monthly stipend are provided by Hungary. The Ministry of Education of Azerbaijan Republic selects students who will study at the Hungarian higher education institutions within the quota and Hungary places students into higher education institutions. Further information on education under the scholarship program can be obtained via an announcement.

The Trainer Program on Vocational Education and Training

The German Society for International Cooperation (GIZ) offers the Trainer Program on Technical Vocational Education and Training within the framework of the component "Promotion of vocational education and employment" of Private Sector Development Programme in the South Caucasus. Through the International Leadership Training, that will last April 2016 to March 2017, highly qualified professionals in the field of technical vocational education and training will have the opportunity to improve their competencies, knowledge and skills.  The participants, who will successfully complete the training course, will receive credits of the European Credit Transfer System (ECTS). Upon completion of the program at the University of Magdeburg, ECTS credits will be recognized by the International research-based Master's degree programs related to vocational education. This will allow the participants to gain a master's degree at the university during the shortened training period. The persons, who have at least 3 years of professional experience in the field of education, in schools or in project management related to education, who are fluent in the English language, who have a bachelor's degree and who are under 45 years old, can participate in the training course.   ANNOUNCEMENT  

Training drills within the framework of the program "Olympic Movement"

Badminton and athletics training drills were held within the framework of the program "Olympic Movement". Within the framework of the sports program entitled "Olympic Movement" conducted for schoolchildren with the support of the International Olympic Committee, the "Coca-Cola" company - the Worldwide Partner of the Olympic Games, the National Olympic Committee of the Republic of Azerbaijan, the Ministry of Education, the Ministry of Youth and Sports, badminton and athletics training drills were held for teams, that won the right to participate in the final stage. The main purpose of mass physical events is to prepare teams for the final stage of Baku City Championship with the help of professional athletes and coaches. The event was attended by members of the junior national team in order to make the event more interesting and to encourage children in this kind of sports. Baku Slavic University, Azerbaijan Badminton Federation and Azerbaijan Athletics Federation helped the main partners of the program implement such mass training drills which took place under the program. At the same time, the event was attended by the representatives of the National Olympic Committee of the Republic of Azerbaijan, the Ministry of Youth and Sports, the Ministry of Education, Azerbaijan Badminton Federation and Azerbaijan Athletics Federation, schoolchildren who won the right to participate in the final stage, and school principals. Speaking at the event, Natig Lahijov, Director of the Republican Sports Center "Tahsil", noted that schoolchildren`s interest in the program "Olympic Movement" is the result of the promotion of sports and healthy lifestyle among young people. I am confident that this program, implemented with the participation of more than 50,000 schoolchildren, will cover the regions of Azerbaijan and more schools in the coming years. This in turn will lead to the development of physical education and sports in schools. It should be noted that more than 50,000 schoolchildren studying at nearly 400 general education schools of the capital were involved in athletics, badminton, 3x3 basketball and cycling competitions within the framework of the program "Olympic Movement".  The school-based and district competitions in these kinds of sports were completed. The competitions will end with the final round and sports festival which would be organized at one of the sports arenas where the Baku 2015 First European Games were held.
