Mikayil Jabbarov, Minister of Education, received the Hungarian delegation

Mikayil Jabbarov, Minister of Education of the Republic of Azerbaijan, held a meeting with the Hungarian delegation visited our country. The delegation was composed of Zsolt Csutora, the former Hungarian ambassador to the Republic of Azerbaijan, the Deputy State Secretary of the Ministry of Foreign Affairs and Trade of Hungary, and  Ferenc Savaia, Rector of Kaposvar University in Hungary. During the meeting, the discussions were held around the relations between Azerbaijan and Hungary in the field of education and the possibilities of future cooperation with Kaposvar University in Hungary.

The mobile group of "Education Volunteers" was established

The mobile group of "Education Volunteers", consisting of students, was established in order to promote electronic textbooks among the general public. "Education Volunteers" visit the schools, located in Baku, and explain the rules of registration on e-textbook portal and the guidelines for use of books to students and teachers. Since November last year, the mobile group of "Education Volunteers" conducted trainings about the advantages of electronic textbooks and the guidelines for their use for more than 20 000 students and more than 2 000 teachers in 104 secondary schools in Sabail, Nasimi, Nizami, Binagadi and Narimanov districts of Baku within 3 months. The presentations have been continuing since February in secondary schools located in Yasamal district. It should be noted that the e-textbook portal (www.e-derslik.edu.az) was put into operation by the Ministry of Education since 2014 by taking into account the urgency of electronic textbooks in the modern education system and expanding the activities in this direction. The number of the textbooks, placed on the portal, is increasing every month on a regular basis. In the second half of 2015, 48 units of electronic textbooks were placed on the e-textbook portal. At present, there are 107 units of electronic textbooks for Classes I-IV and VI-VIII of the Azerbaijani and Russian sectors. 5th and 9-11th grade textbooks will be placed on the portal in electronic form in the next stage, after publication in accordance with the new curriculum.  The main purpose of the creation of the portal is to create favorable conditions for learners to take an active part in the education process, to make effective use of ICT and to read textbooks in electronic format. Through this portal, schoolchildren can use textbooks at any time and place. Users have the opportunity to read textbooks in online form or in electronic version by downloading on tablets, and to take relevant electronic notes on any page of the textbook in the online mode.

The trainings are conducted in Abu Dhabi for academic teaching staff of "SABAH" program of the Ministry of Education of Azerbaijan Republic

On February 9-13, the trainings were held for academic teaching staff of "SABAH" program (educated, skilled and prepared), established by the Ministry of Education of Azerbaijan Republic, at Paris Sorbonne University Abu Dhabi established in 2006. This was reported to AZERTAC by the Embassy of the Republic of Azerbaijan in the United Arab Emirates. On February 9, the opening ceremony of the trainings was held. The opening ceremony was also attended by the ambassador of Azerbaijan to this country Dashgin Shikarov at the invitation of Rector of the University, Professor Eric Fouache. Speaking after the Chancellor's speech, the Ambassador welcomed the leadership of higher education institution and the participants of "SABAH" program, and wished them success in their responsible activities. Expressing his gratitude to E. Fouache for the invitation, the ambassador D. Shikarov spoke about the rich and ancient history and traditions of Sorbonne University and noted that this magnificent institution of higher education took a worthy place in the world educational market thanks to its well-established experience. The Ambassador emphasized that education is the future of every country and every nation, and the opportunities to learn quality education systems and methodologies were further expanded in a globalized world, and in this regard, he drew attention of the participants to the importance given to education in Azerbaijan. Reminding that the "State Program on Education of Azerbaijani Youth Abroad in the years 2007-2015" was developed in accordance with the Decision taken by the President of the Republic of Azerbaijan Mr. Ilham Aliyev, the Ambassador noted that under this program, thousands of Azerbaijani youth received education in the world's leading higher education institutions at public expense. He said that the Baku French Lyceum was also operating in Azerbaijan, along with other leading foreign educational institutions. It was noted that thousands of schools were built both within the country and abroad over the last 10 years at the initiative of the Heydar Aliyev Foundation headed by Mrs. Mehriban Aliyeva, First Lady of Azerbaijan, UNESCO and ISESCO Goodwill Ambassador. The Ambassador also mentioned that within the framework of "SABAH" program, Paris Sorbonne University Abu Dhabi would continue practical cooperation with academic teaching staff and students of higher education institutions of Azerbaijan in the future and would make a valuable contribution to the education system of our country. According to him, the Embassy of the Republic of Azerbaijan is ready to take an active part in this process. E. Fouache presented a gift to Azerbaijani ambassador on behalf of the university. Then, the painting which reflects music trio consisting of def, tar and saz performers, as well as young girl holding a pomegranate in her hands was presented to the Rector. Later, Ilhama Rahimova, Head of the work with teachers of “SABAH” groups of the Ministry of Education of Azerbaijan Republic, Head of the Department of Science and Higher Education, made a speech and Imran Mukhtarov, University Counsellor for work with the CIS countries (except Armenia), delivered a board presentation on bilateral cooperation.   AZERTAC

Minister of Education received the Ambassador of the Republic of Kazakhstan

On February 10, Mikayil Jabbarov, Minister of Education, received Beybit Isabayev, Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Republic of Azerbaijan. During the meeting, the discussions were held around the current state of relations between Kazakhstan and Azerbaijan in the field of education and the prospects for future cooperation in accordance with the targets set by the National Strategy for the Development of Education in the Republic of Azerbaijan. The sides also underlined the importance of further development of cooperation in the field of education.

The UK-Azerbaijan Interuniversity Forum

A delegation led by Jeyhun Bayramov, Deputy Minister of Education of the Republic of Azerbaijan, participates in the UK-Azerbaijan Interuniversity Forum held in London on February 10 within the framework of the first meeting of the Joint Intergovernmental Commission on economic cooperation between the Government of the Republic of Azerbaijan and the Government of the United Kingdom of Great Britain and Northern Ireland. The Forum is attended by Rebecca Hughes, the British Council's Director of Education, as well as the heads and representatives of higher education institutions of Azerbaijan and UK. The main objective of the UK-Azerbaijan Interuniversity Forum is to carry out the dual programs within the framework of cooperation between universities and to explore the possibilities of research-oriented joint activity and further cooperation. During the visit, it is also expected to hold a series of business meetings.

Statement by the Ministry of Education about the companies providing educational services abroad

We would like to bring to citizens' attention that the Ministry of Education of Azerbaijan Republic does not cooperate with any company in connection with higher education in Hungary at the expense of budget funds of this country within the framework of the "Work Programme for the years 2015-2017 between the Ministry of Education of Azerbaijan Republic and the Ministry of Human Resources of Hungary" signed on November 11, 2014, and assumes no responsibility for the activities of these companies. In addition, we would like to note that the promises, made by any company or person to the applicants, play no role during the selection process. Citizens are asked to inform Call Center of the Ministry of Education ("hotline" service: 146) about such promises.   Taking into account that information about the scholarship program has been placed on social networking sites and various press agencies, we would like to advise our pupils and students, who intend to get higher education in Hungary, and their parents to refer to the information posted on the website of the Ministry of Education as the main source of information.  

86 works were submitted to the competition

The first stage of the competition entitled "The use of the digital laboratory equipment "LabDisk" for natural sciences in the teaching process" was completed. The main objective of the competition held for the first time is to expand the use of the new, digital laboratory equipment and the innovative technologies of the twenty-first century in the process of organizing lessons in natural sciences (chemistry, biology and physics). 89 works were submitted to the first stage of the competition jointly organized by the Ministry of Education and "Edumedia" LLC. 3 of them were not suitable for the conditions of the competition and were not accepted for this reason. In summary, 68 of the works accepted in the competition were in the category "The best teacher's work", and 18 of them were in the category "The best instructor`s work". The projects were submitted to the Expert Commission in order to be evaluated on the basis of the criteria defined in the second stage. The results of the second stage and the names of nominees will be announced on February 16. The candidates, who won the competition, will be presented with "iPad air", "Globimate" tablet, "Samsung Galaxy Tab-3” and other special prizes.

Academician taught a class in geography

On February 9, the lesson on the theme "From geography-observation to fundamental science and application" was conducted for 9th and 10th grade students of Classical Gymnasium No.160 in Baku. The lesson was conducted by Ramiz Mammadov, academician, Director of the Institute of Geography of the Azerbaijan National Academy of Sciences (ANAS).  During the lesson, academician Ramiz Mammadov informed pupils about the assumptions about the history of mankind, the changes that have occurred over a period of time in the world map, and the climatic changes that have been widely discussed in recent years. At the same time, he shared his views on the geography of development, natural resources, physical-geographical and economic zoning of Azerbaijan, and answered pupils` questions. In the end, academician presented the Hydrometeorological Atlas of the Caspian Sea as a gift to Geography Cabinet of Classical Gymnasium No.160. The lesson was attended by employees of the Ministry of Education and Baku City Education Department, education experts and mass media representatives. It should be noted that the lessons are organized in accordance with the initiative associated with the target-oriented program entitled "From Science to Education" and put forward by Mikayil Jabbarov, Minister of Education, at the ceremony dedicated to the 70th anniversary of the Azerbaijan National Academy of Sciences (ANAS). In accordance with the agreement reached between the Ministry of Education and the Azerbaijan National Academy of Sciences (ANAS), these lessons are taught by prominent scientists working at ANAS.

The next meeting on changes to student scholarships was held at the Ministry of Education

On February 9, the meeting on changes to student scholarships was held at the Ministry of Education with Vice-rectors and accountants of higher educational institutions, and directors and accountants of secondary specialized educational institutions. During the meeting, the duties arising from the Order No. 1516 of the President of Azerbaijan Republic dated November 10, 2015, on "Making amendments to the Order No. 3108 of the President of Azerbaijan Republic dated August 30, 2013, on "Increasing scholarships for doctoral candidates, students and pupils of higher, secondary specialized and initial vocational educational institutions"" were explained to the employees of educational institutions. It was noted that according to the Order, scholarships would be paid to students receiving full-time education at higher and secondary specialized educational institutions regardless of tuition-free education or fee-based education for students and taking into account the overall average success rate and the academic achievements in subjects. It was underlined that the document signed by the head of state was aimed to increase state care for students, to stimulate students' interest in education, to create a competitive environment among learners in order to improve the quality of education and to strengthen the social protection of youth in accordance with the "National Strategy for the Development of Education in the Republic of Azerbaijan". The new rule reflects the true purpose of student scholarship and is based on the principle of justice. In accordance with the Order, the "Rule of assignment and payment of scholarships to doctoral candidates, students and pupils of higher, secondary specialized and initial vocational education institutions" was approved by the Decision of the Cabinet of Ministers of the Republic of Azerbaijan. Under the new rules, scholarships will be paid to students receiving full-time education at higher and secondary specialized education institutions regardless of tuition-free education or fee-based education for students and taking into account the overall average success rate and the academic achievements in subjects. So, after the first half-year, regardless of tuition-free education or fee-based education for students, scholarships will be assigned to those, who differ in high academic achievement, after taking into account the total number of students admitted to education institution, to this specialty with the state order in the current year. The implementation of the Order provides an opportunity for students from low-income families, and for those, who get a fee-based education and differ in high academic achievement, to receive a scholarship. In addition, refugees and internally displaced persons, as well as students from privileged families, whose tuition fees are paid by the state, will have the opportunity to improve social welfare. In addition to the above, new rules will enable to stimulate interest in education and to create a competitive environment among learners. This, in turn, will create favorable conditions to improve the quality of education and to carry out training of high-quality personnel.  At the end of the meeting, numerous questions of participants of the event were answered.

SABAH students in "Healthy education classes"

Within the framework of the cooperation between SABAH groups and the project "Healthy Education – Healthy Nation", the internship program has been organized for third-year students studying in the specialty of "Primary School Teacher" at SABAH groups of Azerbaijan State Pedagogical University. Students do pedagogical practical work in "Healthy education classes" of secondary schools No. 23, 26, 83, 114 and 214 of Baku city starting from February 1. The practical work is expected to last until February 12. During the practice period, the resource specialists, psychologist and pedagogue of the project "Healthy Education – Healthy Nation", at the same time, the head of SABAH Center of Azerbaijan State Pedagogical University regularly visit classes and support young teachers. At the end of the internship program, the open lesson, planned by students, will be observed and students will make a presentation on research topics defined in advance. In the end, the students, evaluated by resource specialists, psychologists, sociologists and independent observers in terms of attendance, communication, behavior towards pupils, activeness and other criteria, will receive a Certificate from the Ministry of Education and the National Center of Educational Technologies. It should be noted that "SABAH groups" have been established since 2014-2015 academic year in 7 higher education institutions, and are currently covering 11 higher education institutions and providing better learning and development opportunities for students. The project "SABAH groups" is one of the most successful projects in the field of higher education. The project "Healthy Education – Healthy Nation" serves to protect the health of learners and to improve their training and creative achievements in general education schools.
