On 27 October, the Minister of Science and Education Emin Amrullayev met with Ronen Krausz, Ambassador Extraordinary and Plenipotentiary of the State of Israel to the Republic of Azerbaijan.   During the meeting, prospects for cooperation and development in the field of science and education with the State of Israel were discussed.

The first regional seminar on "Green Education," jointly organized by the Ministry of Science and Education and the Islamic World Educational, Scientific and Cultural Organization (ICESCO), has wrapped up in Baku. On the second day of the seminar, an interactive panel discussion on ‘Shaping Educational Policy’ was held with the participation of international experts. During the discussion, participants exchanged views on key steps in shaping global education policy, building a sustainable education system that aligns with the national context, and current issues related to climate change and ‘green education.’ The panel discussion, moderated by ICESCO Head of Education Sector Heddy Jatou Sey, was attended by Christine Özdenen, Director of Global Climate Education at the University of Cambridge, Dr. Shehzad Jeeva, Chief Education Officer at the International Baccalaureate (IB), Ahmed Albaneian, Chairman of the Executive Committee of the 3rd ICESCO Conference of Ministers of Education in 2024, and Tofiq Ahmadov, Head of the Joint Dual Degree Program between Azerbaijan State Pedagogical University and George Washington University. The experts emphasized the importance of implementing initiatives to foster environmental awareness and promote "green education" on a systematic basis and in accordance with partnership principles, noting the significance of developing a unified approach at both national and international levels. Following a two-day regional seminar conducted by trainers from Cambridge University and the International Baccalaureate (IB), participating countries identified further steps for developing ‘green education’ and prepared recommendations in this area. It should be noted that the main objective of the seminar, which was attended by representatives from Azerbaijan, Kazakhstan, Tajikistan, Uzbekistan and Kyrgyzstan, was to promote the transformation of education systems for a climate-resilient future, expand the systematic coverage of climate and sustainable development content in national curricula, and discuss the implementation of the ‘green school’ model.

The first regional conference on “Green Education”, jointly organized by the Ministry of Science and Education of the Republic of Azerbaijan and the Islamic World Educational, Scientific and Cultural Organization (ICESCO), has officially commenced today in Baku.   Representatives from Azerbaijan, Kazakhstan, Tajikistan, Uzbekistan and Kyrgyzstan are participating in the seminar.   The main objectives of the two-day seminar are to promote the transformation of education systems to ensure a climate-resilient future, systematically expand the coverage of climate and sustainable development issues in national curricula, and conduct a policy dialogue on the implementation of the ‘green school’ model.   The opening ceremony of the seminar, which took place at the STEAM Innovation Centre, featured speeches by Deputy Minister of Science and Education Hasan Hasanli, Deputy Director of the ISESCO Baku Regional Office Maryam Gafarzade, and Head of the ISESCO Education Sector Haddy Jatou Sey.   Deputy Minister of Science and Education Hasan Hasanli noted in his speech that “green” and sustainable development has been identified as one of the main goals of Azerbaijan's development strategy until 2030. The strategy covers a number of areas, from energy transition to the use of alternative energy sources and corresponding changes in educational programs.   The Deputy Minister noted that the expansion of STEAM education was made possible by the implementation of these strategic documents. Hasan Hasanli emphasised the importance of regional cooperation in overcoming global challenges in the field of climate change and education, and noted that the effective use of water resources and awareness-raising projects in this area play an important role in combating climate change.   In her speech, Maryam Gafarzade, Deputy Director of the ISESCO Regional Office in Baku, stated that education is the most powerful and sustainable force for change. She noted that the climate crisis threatens the future of the world, nature and society. Therefore, we must go beyond traditional approaches to education and incorporate the principles of sustainable development, environmental responsibility and climate change resilience into the core of education systems. ‘Green education’ is not just a concept, it is a necessity.   Maryam Gafarzadeh emphasized that the ISESCO Regional Office in Baku, which covers the South Caucasus, Central Asia and neighboring regions, is an important platform for education to play a leading role in combating climate change.   Haddy Jatou Sey, Head of the Education Sector at ISESCO, stated in her speech that in the current era, education should not be merely a means of learning, but a key force for transforming societies and systems. Haddy Jatu Say noted that ISESCO, in collaboration with the University of Cambridge, has prepared a document entitled ‘Green Education Policy’ aimed at supporting member states in the fight against climate change. She also noted that ISESCO's educational departments are making every effort to ensure that member states include measures to combat climate change in their educational programs.   The opening ceremony also featured a presentation on ‘The Framework of Green Education and Its Regional Significance’ by representatives of ISESCO and the University of Cambridge.   Following the presentations, the seminar continued with interactive sessions. Representatives from participating countries shared their national experiences and achievements in the field of green education. During the sessions, the importance of regional cooperation in aligning curricula, teacher training and school infrastructure with the principles of “green education” was emphasized.   It should be noted that on the second day of the seminar, an interactive panel discussion on the topic of ‘Shaping Educational Policy’ will be organized with the participation of international experts. During the panel discussion, participants will exchange views on the main stages of global education policy formation, the creation of a sustainable education system that is appropriate to national conditions, as well as current issues related to climate change and “green education”.   It is expected that, following the seminar, ISESCO and the Ministry of Science and Education will prepare general recommendations at the regional level and determine future areas of cooperation.

From 24 to 25 September 2025, Baku will play host to some of the world's leading university leaders, scholars and education experts. “THE Eurasia Universities Summit 2025”, organized by the international rating agency Times Higher Education (THE), this year is dedicated to the theme “Transnational Research: From Knowledge to Global Impact”.   At the summit, more than 300 participants, representing over 150 organizations and more than 50 international and local speakers from over 20 countries will discuss global research cooperation, the contribution of Eurasian universities to socio-economic development, and the role of higher education in achieving the United Nations’ Sustainable Development Goals.   The event will feature keynote panel discussions and sessions by Director of the State Agency for Science and Higher Education Ulker Sattarova, Minister of Culture and Innovation of Hungary Balazs Hanko, Chief Global Affairs Officer of THE Phil Batey, Rector of Baku State University Elchin Babayev, Rector of Azerbaijan State University of Oil and Industry Rufat Azizov, Rector of Azerbaijan Technical University Vilayat Veliyev, Rector of Abu Dhabi University Hassan Aouad, Rector of Nazarbayev University Vagar Ahmad, Rector of Óbuda University Levente Kovács, Managing Director of Constructor University  Thomas Auf der Heyde, and other distinguished education leaders.   This excellent meeting will be an important platform for demonstrating the potential for cooperation between Eurasian universities, opening new partnerships, and promoting the region's scientific and educational opportunities on a global level.

On 4 October, Baku Slavic University (BSU) hosted the VI International Forum “New Challenges in Education”.  The international forum dedicated to the ‘Year of the Constitution and Sovereignty’ was held under the motto ‘Towards a More Educated Future.’ At the event, which began with the national anthem, the bright memory of our martyrs was honored with a minute of silence. Forum moderator and head of the T-Network platform, Jafar Mansimi, gave an opening speech and spoke about the objectives and importance of the forum. He noted that the main purpose of the forum was to discuss new challenges in education, draw attention to issues of quality education for all, character and willpower development, and the balance between emotional and artificial intelligence, as well as to contribute to further improving the quality of education in line with the educational requirements of the new era. Deputy Minister of Science and Education Idris Isayev, who participated in the forum, noted that global challenges such as new technologies, artificial intelligence, digitalization and climate change require new approaches to education. The Deputy Minister stated that our young people must acquire new knowledge and skills in line with these challenges. That is why they need digital skills, analytical and flexible thinking, teamwork, creativity and other 21st century skills. Touching upon the important role of education in shaping the economic power of each state, ensuring the social well-being of the population, and preserving national and cultural values, Idris Isayev emphasized that a country that pays attention to and cares about education and invests in human capital is a country that is developing. In his welcoming speech, BSU Rector Anar Naghiyev reiterated that the future of the people and the country depends on the development of education and the upbringing of literate and patriotic young people, and drew attention to the great responsibility that falls on everyone in this matter. Andreas Schleicher, Director of the Education and Skills Department at the Organization for Economic Co-operation and Development (OECD), noted that in the modern learning process, special attention should be paid to thinking skills, problem solving and creative approaches. Speaking about the integration of artificial intelligence into the education system, Schleicher referred to the OECD study “E2040 Exploration – Flourishing Together: Human Teachers and AI Agents in the Classrooms of the Future’ and noted that in the educational environment of the future, human teachers and artificial intelligence will act as ‘complementary partners.’ Teachers will focus on the moral and creative aspects of learning, while artificial intelligence will perform data processing, analytical feedback and personalized support functions. The OECD representative emphasized that education systems must be prepared for cooperation rather than confrontation between people and technology. A successful school of the future is one that uses technology wisely but never loses sight of the human factor. Speaking about the importance of teachers working together, Andreas Schleicher said that collective participation in schools, i.e. a culture of joint decision-making and responsibility, is one of the key factors in improving the quality of education. The forum featured presentations by the head of Baltaş Group, renowned Turkish psychologist Acar Baltaş, CEO of the British Association of Education Providers Caroline Wright, director of Riga Classical State Gymnasium Roman Aliyev, founder of Baltaş Group, renowned Turkish psychologist Zuhal Baltaş, Lala Aliyeva, who received a master's degree in educational policy and analysis from Harvard University as part of the State Program for Study Abroad, and Sanem Ali, head of the Estonian Academy of Career Education. The forum featured discussions on topics such as: "How can we regulate the balance between emotional and artificial intelligence in education? How can we ensure access to quality education for all and prevent the exclusion of any students? What concept of success should participants in the educational process focus on? How can all participants in the educational process be involved in the process of becoming the best version of themselves?" and other issues. It should be noted that the international forum was held in a hybrid format with the assistance of the Ministry of Science and Education, the Education Development Fund, the Republican Committee of the Free Trade Union of Science and Education Workers, as well as the organizational support of Baku Slavic University and the T-Network platform for the exchange of experience and communication among education workers.

On October 3, an award ceremony was held for Azerbaijani universities included in the “QS 2026” global ranking.   The event was attended by Deputy Minister of Science and Education Hasan Hasanli, Director of the State Agency for Science and Higher Education Ulkar Sattarova, the management team of our leading universities and the regional director of the QS agency Sergey Khristolyubov.   It should be noted that for the first time, 9 universities from Azerbaijan were included in the “QS 2026” global ranking, which was announced in June of this year. This indicator has increased 3 times compared to last year. At the same time, the number of universities from Azerbaijan included in the mentioned ranking is 3 times more than the total number of universities from other South Caucasus countries included in this ranking.

On 2 October, the Minister of Science and Education Emin Amrullayev has met with Sergey Khristolyubov, Regional Director of the international ranking agency “Quacquarelli Symonds” (QS).   During the meeting, which was also attended by representatives of the State Agency for Science and Higher Education, the overall results of the QS global ranking for our country were presented, along with an analysis of the performance of Azerbaijani universities in a number of areas, and prospects for further development were discussed.

A two-day the “INMerge” Innovation Summit 2025, organized by “PASHA Holding” LLC, has concluded in Baku. The summit covered topics such as innovation, investment, and cooperation. The summit brought together more than 5,000 participants, 150 speakers, 100 start-ups, and more than 80 venture funds, creating ample opportunities for cooperation and development.
