Azerbaijan’s Minister of Science and Education meets with the Regional Director of the international ranking agency “Quacquarelli Symonds”

On 2 October, the Minister of Science and Education Emin Amrullayev has met with Sergey Khristolyubov, Regional Director of the international ranking agency “Quacquarelli Symonds” (QS).   During the meeting, which was also attended by representatives of the State Agency for Science and Higher Education, the overall results of the QS global ranking for our country were presented, along with an analysis of the performance of Azerbaijani universities in a number of areas, and prospects for further development were discussed.

First academic buildings of Italy-Azerbaijan University opened in Baku

On October 1, President of the Republic of Azerbaijan Ilham Aliyev, First Lady Mehriban Aliyeva, and President of the Italian Republic Sergio Mattarella, who is on an official visit to Azerbaijan, participated in the inauguration of the first academic buildings of the Italy-Azerbaijan University in Baku.   After touring the facilities created in the academic buildings, the head of state, the First Lady, and the Italian President met with the heads of Italian universities visiting Azerbaijan, as well as professors and students of the Italy-Azerbaijan University. https://president.az

Minister of Science and Education meets with Ambassador of the Republic of Belarus to Azerbaijan

On the 30th of September, the Minister of Science and Education Emin Amrullayev has met with Dmitry Pinevich, the Ambassador Extraordinary and Plenipotentiary of the Republic of Belarus to Azerbaijan. Current cooperation and prospects for its development in the fields of science and education between the two countries were discussed at the meeting.  

“INMerge” Innovation Summit was held

A two-day the “INMerge” Innovation Summit 2025, organized by “PASHA Holding” LLC, has concluded in Baku. The summit covered topics such as innovation, investment, and cooperation. The summit brought together more than 5,000 participants, 150 speakers, 100 start-ups, and more than 80 venture funds, creating ample opportunities for cooperation and development. This year's program was organized into eight areas covering fintech and responsible banking, as well as data and artificial intelligence, “Industry 4.0”, telecommunications, marketing, e-commerce and investment. On the first day of the summit, “Pixar” company co-founder Ed Catmull, former “OpenAI” head of market entry Zack Kass, and Harvard University professor Tarun Khanna shared their ideas shaping the future of business and technology. At the opening ceremony, Minister of Economy Mikayil Jabbarov delivered a speech, noting that technology and creativity open up new opportunities, and emphasizing the importance of improving the skills and knowledge of human capital. The minister said that important steps are being taken in this direction in our country and stressed that the summit has become a unique platform that combines innovative ideas with real opportunities. “PASHA Holding” CEO Jalal Gasimov called “INMerge” the leading innovation forum in the Central Eurasian region, noting that over the past five years it has grown from a small corporate event into a platform of international significance. The summit is not only inspiring, but also highly significant in terms of education and knowledge exchange. Minister of Digital Development and Transport Rashad Nabiyev noted in his speech that we have great opportunities in the field of IT tool exports. One of the key conditions for realizing these opportunities is the training of talented specialists, and consistent joint work is being carried out in this direction. The final panel discussion on the first day focused on the importance of transforming knowledge into national development. During the discussion, Minister of Science and Education Emin Amrullayev, Deputy Director General of “PASHA Holding” Dayanat Sadullayev, and Harvard Business School Professor Tarun Khanna discussed how education promotes entrepreneurship, stimulates innovation, and contributes to sustainable national development. Minister of Science and Education Emin Amrullayev stated that the creation of a new specialty is only the first step. This requires a well-thought-out approach, modern teaching methods and opportunities for practical application. The minister added that not only “soft” skills are important for development in the field of technology and innovation, but also a solid foundation of fundamental knowledge and STEAM education. Engineers, mathematicians and lawyers with fundamental knowledge play a key role in the technological development of society. The minister noted that innovation and entrepreneurship should not be limited to programs alone, but are closely linked to culture and the education system. First and foremost, we must avoid incorrect approaches and identify the right methods. “Innovation in education should influence not only schools, but also the wider public,’ the minister emphasized. In conclusion, Emin Amrullayev noted that the innovative environment in the country is not only based on technologies and programs. It is also linked to the education of future generations and the formation of a culture that will contribute to the overall development of society. The second day of the event also continued with panel sessions.

On September 29, the Minister of Science and Education Emin Amrullayev met with Deputy Minister of Education of the People's Republic of China Jiangfeng Du, who is visiting Azerbaijan.    Current cooperation and development prospects in the field of education between the two countries were discussed during the meeting.

On 24 September, Deputy Minister of Science and Education Hasan Hasanli met with the head of the “Azerbaijani House” in Igdir, Ziya Zakir Acar, as well as with the rectors of the universities of Artvin, Agri, Ardahan, Bolu, Kars, Igdir, Erzurum and Van.   The meeting discussed prospects for developing inter-university cooperation between our countries, including in the field of higher education.

“THE Eurasian Universities Summit” has concluded its work

The final panel discussion of the “THE Eurasia Universities Summit”, held in Baku with the support of the Ministry of Science and Education, and jointly organized by the State Agency for Science and Higher Education, and the international ranking agency “Times Higher Education” (THE), was devoted to the topic ‘The Future of Cooperation between Eurasian Universities.’   Director of the State Agency for Science and Higher Education Ulker Sattarova noted that, despite the difficulties of combining different educational systems, a certain degree of integration had been achieved within the existing systems. She also emphasized the need to strengthen cooperation in scientific activities and research with countries in Asia, Central Asia, Europe and other Western countries, as well as to increase the number of joint articles written with researchers from different countries.   Other speakers on the panel included BP company vice president for the Caspian region Bakhtiyar Aslanbeyli, Pro-rector for External Relations, Government Relations and Student Affairs at A.D.A. University Fariz Ismayilzade, and Vilayat Veliyev, rector of the Azerbaijan Technical University. They noted the role of universities in developing international cooperation, opportunities for cooperation with industry, and the importance of forming new areas of focus in line with the region's development potential.   At the official closing ceremony of the summit, Phil Beaty, Chief Global Affairs Officer at “Times Higher Education”, stated that higher education in the Eurasian region has entered a new era of development thanks to innovation and research, and announced that the next summit will be held in Kazakhstan.   Gulziya Burshukova, Deputy Director of the Strategic Development Department at the K. I. Satpayev Kazakh National Research Technical University, invited participants to the summit, which will be held in Almaty.   At the closing ceremony, Phil Beaty presented a special commemorative badge to Ulker Sattarova, Director of the State Agency for Science and Higher Education, for hosting the summit for the first time in the region and for its high-level organization.   It should be noted that the summit lasted two days and brought together more than 300 delegates from nearly 35 countries. The event featured wide-ranging discussions on global topics such as digital transformation in higher education, inclusiveness, international partnerships, contributions to achieving Sustainable Development Goals, combating climate change, cooperation between universities and industry, and future opportunities for cooperation in the Eurasian region.

The VI International Forum on “New Challenges in Education” will be held

On 4 October, the VI International Forum on ‘New Challenges in Education’ will be held at Baku Slavic University.   The international forum will be held in a hybrid format with the support of the Ministry of Science and Education, the Education Development Fund, in partnership with the Republican Committee of the Trade Union of Science and Education Workers, the Baku Slavic University and the “T-Network” platform for the exchange of experience and communication among education workers.   The main purpose of the forum is to discuss new challenges in education, raise awareness of issues related to quality education for all, character and willpower development, and the balance between emotional intelligence and artificial intelligence, in order to contribute to further quality improvement by considering the requirements of education in the new era.   The international forum dedicated to the ‘Year of the Constitution and Sovereignty’ will be held under the motto ‘A More Educated Future.’   The forum will feature presentations and experience sharing by: Andreas Schleicher, Director for Education and Skills at the Organization for Economic Co-operation and Development, Akar Baltash, Head of Baltash Group and renowned Turkish psychologist, Caroline Wright, Director General of the British Educational Suppliers Association, Roman Aliyev, Director of the Riga Classical State Gymnasium, Zuhal Baltash, founder of the Baltash Group and renowned Turkish psychologist, Lala Aliyeva, who received a master's degree in education policy and analysis from Harvard University as part of the State Program for Study Abroad, and Sanem Ali, head of the Estonian Academy of Vocational Education.   The forum will cover topics such as: “The balance between emotional and artificial intelligence, quality education for all, the age of speed: character and willpower development, emergency educational assistance: multifaceted literacy.”   The forum will discuss the following issues: • How to balance emotional intelligence and artificial intelligence in education? • How to make quality education accessible to all so that no student is left behind? • How to increase attention to character building and willpower development in an era of rapid change? • Which traditional approaches in this context should be replaced with new ones? • What understanding of success should participants in the educational process focus on? • What steps need to be taken to provide emergency educational assistance and promote multidimensional literacy? • How can all parties involved in the educational process be engaged in the process of becoming the best version of themselves?   You can obtain a link to participate in the forum online by joining the relevant channel on “WhatsApp”. https://chat.whatsapp.com/BzS0V1ujzqB3In46HWiUb3

THE Eurasian Universities Summit is being held in Baku

On September 24, the opening ceremony of the Eurasian Universities Summit 2025 took place in Baku. The Summit was co-organized by the Azerbaijan’s Ministry of Science and Education, the State Agency for Science and Higher Education, and the international rating agency "Times Higher Education" (THE).   Minister of Science and Education Emin Amrullayev expressed his satisfaction with the summit in Baku. He emphasized that the main mission of higher education is to develop human capital and create added value for society. The minister also noted the importance of discussing issues such as the accessibility of higher education, maintaining a balance between quality and quantity, a fair approach to international student exchange, and ensuring social equality.   Emin Amrullayev emphasized the importance of cooperation between foreign universities and institutes, noting the benefits of conducting scientific researches in such a significant region as Eurasia and their contributions to achieving the Sustainable Development Goals. In conclusion, the minister stressed the great importance of the summit for cooperation and new ideas.   Phil Baty, Chief Global Affairs Officer at Times Higher Education, said that Azerbaijan has created a unique platform for international cooperation in science and education. He also said that in the world university rankings, which will be published in 2026, the number of Azerbaijani universities will double compared to the previous year and reach four.   At the summit, Norbert Csizmadia, Chairman of the Supervisory Board of John von Neumann University, emphasized the importance of universities, industry and governments working together to create dynamic research ecosystems capable of solving global problems. He noted that transnational research will make an important contribution to equitable access to knowledge and the search for new solutions.   On the first day of the summit, panel discussions were held on the following topics: the global impact of transnational research, the contribution of higher education to the Sustainable Development Goals, opportunities for cooperation between Eurasian universities, and international student mobility.   It should be noted that the Eurasian Universities Summit will take place on 24–25 September.
