Innovation ecosystem and higher education
“Building innovation ecosystem” workshop was held on October 19. Participants in the event included vice president of the Heydar Aliyev Foundation Leyla Aliyeva, head of the department of Youth Policy and Sport Issues of the Presidential Administration, assistant to the First Vice President Yusuf Mammadaliyev, Minister of Education Mikayil Jabbarov, Minister of Transport, Communication and High Technologies Ramin Guluzade, deputy Minister of Economy Sevinj Hasanova, members of parliament, representatives of the public and private sector. The workshop aimed to encourage development of a plan of action on building a joint innovation ecosystem of the public and private sector. Addressing the event, Minister of Education Mikayil Jabbarov said cooperation with the world`s leading educational institutions developing human capital such as University of California Berkeley, Stanford University, and Global Innovation Catalyst company will open up new opportunities for Azerbaijan`s higher education system. The minister said that the development of human capital is set as a key priority in both strategic roadmaps on economic development and “State Strategy for the Development of Education in the Republic of Azerbaijan”, which were approved by the head of state. Mikayil Jabbarov said the workshop will contribute to the development of future vision strategies and innovations. The minister said that higher education institutions can play the role of platforms in this tripartite synergy. Mikayil Jabbarov stressed the growing role of an entrepreneurial university model in building and developing innovation ecosystem. The minister said Baku Engineering University is making its first steps in this form. Minister of Transport, Communication and High Technologies Ramin Guluzade said strategic roadmaps put special emphasis on improvement of business capabilities of startups, small and medium entrepreneurs, adding that the government is taking important measures to ensure overall development of economy and high technologies. The minister said business incubators were established at several higher education institutions and cooperation memorandums were signed with SABAH groups as part of cooperation with the Ministry of Education. Deputy Minister of Economy Sevinj Hasanova highlighted the government`s support for young entrepreneurs, saying that a series of measures have been taken to boost innovation economy in Azerbaijan. After official speeches, founder and chairman of Global Innovation Catalyst Kamran Elahian made “From developing economy to innovation economy” presentation. Professor at the University of California Berkeley Gregory La Blanc made a presentation on “Startup Ecosystem: Basics of Silicon Valley and the Role of Government”. Vice-President of the Heydar Aliyev Foundation Leyla Aliyeva met with participants of the workshop. The three-day workshop will see participants develop a three-year plan of action for building a knowledge-based and innovation economy through transformation of entrepreneurship ecosystem. The workshop will feature trainings on venture capital, entrepreneurship education and culture, and panel discussions involving venture investors. The workshop is organized by the Ministry of Education, Ministry of Economy, Ministry of Transport, Communications and High Technologies, National Academy of Sciences of Azerbaijan and Baku Engineering University. Kapital Bank is the main sponsor of the event, while Azerbaijan Investment Company, AzIntelekom Ltd and High Technologies Park of the National Academy of Sciences are sponsors.

11th Azerbaijan International Education Exhibition kicks off
The 11th Azerbaijan International Education Exhibition (Education 2017) started at Baku Expo Center on October 6. The exhibition is organized in partnership with the Ministry of Education. Participants in the opening ceremony included Minister of Education Mikayil Jabbarov, heads of higher and secondary education institutions and representatives of companies offering educational services. Mikayil Jabbarov said that held under the motto “Human capital is our wealth”, the exhibition highlights the new projects implemented by the Ministry of Education and education opportunities. The minister said the exhibition highlights the changes in the education system, innovative startups and cooperation with foreign universities. Saying that the 2017-2018 academic year was declared “Quality in education year”, the minister said “this aims to ensure quality changes in the education sector and raise worthy citizens meeting requirements of the 21st century and having flexible thinking abilities”. Mikayil Jabbarov said Azerbaijan`s position improved in nine out of 12 indicators in the Global Competitiveness Report 2017-2018 published by the World Economic Forum. “Our country moved up 10 spots to rank 68th in higher education and training category and ranked 33rd on innovations. This is statistics of successful work carried out in the educational sector in recent years.” Director General of Caspian Event Organisers Edward Stone said that the annual exhibition enjoys great interest of visitors. The exhibition will feature "My future profession and the path leading to it" seminar. The ceremony then featured presentations and performance of winners of local and international competitions and folk dancers. Visitors then viewed stands of the exhibition. Compared with previous editions of the exhibition, the Ministry of Education`s stands cover a larger space this year, featuring "SABAH Groups", "Teach for Azerbaijan", "Bir” Student Volunteer Program, "Maarifchi” Student Loan Fund, "Healthy Education ̶ Healthy Nation", "A pupil`s friend”, “Modular schools”, "Olympic Training Center", “Information and Communication Technologies in Education”, “Preschool Learning”, “Library”, “Tahsil” Republican Sport Center, “Ichari Shahar Traditional Art Center”, “State Agency for Vocational Education”, and “Children-Youth Development Center ". A total of 17 higher education institutions have their stands at the exhibition. Germany, Austria, Belarus, Italy, Latvia, Lithuania, Hungary, Russia, Romania, Singapore, Slovakia and other countries present their universities, colleges, general education institutions and educational centers. In general, the exhibition highlights bachelor`s, master`s and postgraduate programs, foreign language courses, internship and training programs. Exhibition visitors will have the opportunity to speak to representatives of leading higher education institutions to enquire about the application process, fees and other issues. The main sponsor of the exhibition is Kapital Bank, which supports the organization of Nationwide subject Olympiads and the implementation of "Teach for Azerbaijan" program. Minister of education meets with Hungary`s incoming ambassador extraordinary and plenipotentiary
Minister of Education Mikayil Jabbarov met with the newly appointed Ambassador Extraordinary and Plenipotentiary of Hungary to the Republic of Azerbaijan Viktor Szederkenyi. They discussed the current state of and prospects for developing relations between Azerbaijan and Hungary in the field of education. Minister Mikayil Jabbarov highlighted reforms carried out under the “State Strategy on the Development of Education in the Republic of Azerbaijan”. They discussed successful results of the “Working Program between the Ministry of Education of the Republic of Azerbaijan and the Ministry of National Resources of Hungary for 2015-2017”, which provides for the study of Azerbaijani citizens in Hungary. The minister of education wished the Hungarian ambassador success during his tenure in Azerbaijan.

Azerbaijan-Vietnam Friendship Forum held
A delegation led by Deputy Minister of Education Firudin Qurbanov is visiting the Socialist Republic of Vietnam to attend the 2nd Azerbaijan-Vietnam Friendship Forum. The delegation includes rector of Baku State University Abel Maharramov, rector of Azerbaijan State Oil and Industry University Mustafa Babanli and others. On the first day of the visit the delegation met with Deputy Minister of Education and Training of the Socialist Republic of Vietnam Pham Manh Hung. Firudin Qurbanov said that reciprocal visits of the presidents pave the way for cooperation between the two countries in all areas, including education. The deputy minister highlighted education reforms conducted in Azerbaijan. Pham Manh Hung said Azerbaijani higher education institutions have played a crucial role in training Vietnamese specialists, adding that more than 4,000 Vietnamese citizens studied in Azerbaijan. He said the Vietnamese graduates now hold high positions in the public and private sector. Pham Manh Hung thanked Azerbaijan for support, saying these specialists played a vital role in Vietnam`s development. He noted the significance of developing relations between higher education institutions, adding that Vietnam is interested in studying Azerbaijan`s practice. The Azerbaijani delegation attended the 2nd Azerbaijan-Vietnam Friendship Forum, which was held in the city of Vũng Tàu marking the 25th anniversary of the establishment of diplomatic ties between Azerbaijan and Vietnam. Addressing the forum, Firudin Qurbanov said that on 19 May 2014 during his official meeting to Vietnam, the President of the Republic of Azerbaijan met with the Vietnamese graduates who studied in Azerbaijan. “At that meeting the President put forward an initiative under which the first Azerbaijan-Vietnam Friendship Forum was excellently held in Baku on 7 May 2015, involving Vietnamese graduates.” Firudin Qurbanov said that that under the orders of the President of the Republic of Azerbaijan dated September 11, 2017, Director General of Department for External Affairs of the Office of the President of the Socialist Republic of Vietnam Nguyen Vu Ha Le and Chairman of Vietnam-Azerbaijan Friendship Association, Member of the National Assembly of the Socialist Republic of Vietnam Nghiem Vu Khai were awarded "Taraggi" medals for their services rendered to the development of friendship and cooperation between the Republic of Azerbaijan and the Socialist Republic of Vietnam. The Azerbaijani deputy minister presented the medals to the Vietnamese officials. Member of the Central Committee of the Communist Party of the Socialist Republic of Vietnam, Commander of the Vietnam People’s Navy Pham Hoai Nam said that he studied in Azerbaijan too. He thanked the Azerbaijani government for creating this opportunity for the Vietnamese students. Pham Hoai Nam presented Vietnam’s Friendship Order to Heydar Aliyev Higher Military School, Baku State University and Azerbaijan State Oil and Industry University for their role in preparation of the Vietnamese specialists. Chairman of Vietnam-Azerbaijan Friendship Association, Member of the National Assembly of the Socialist Republic of Vietnam Nghiem Vu Khai, director of Vietsovpetro company Do Man Hung and former Vice President of Vietnam Nguyen Thị Doan noted the importance of cooperation with Azerbaijan in the field of education and the necessity of developing the bilateral relations.

Minister of education receives members of World Bank mission
Minister of Education Mikayil Jabbarov received members of the World Bank`s education and labour market diagnostics mission on September 22. They discussed higher education and business incubators, the Systems Approach for Better Education Results, SABER initiative, and labour market diagnostics. They also exchanged views over Azerbaijan`s future activity in these areas. Minister Mikayil Jabbarov highlighted reforms carried out under the “State Strategy on the Development of Education in the Republic of Azerbaijan”. President of the Republic of Azerbaijan Ilham Aliyev has today attended the opening of Zugulba training and sports base of "Tahsil" Republican Sports Center in Buzovna, Khazar district, Baku.
The head of state cut the ribbon symbolizing the opening of Zugulba training and sports base. Minister of Education Mikayil Jabbarov informed President Ilham Aliyev of the base. The construction work here started in 2015. The sports base occupies an area of nearly one hectare. The training and sports base features a hostel, sports and healthcare blocks, amphitheater, and mini football and basketball pitches. The head of state viewed the conditions created in the sports and healthcare blocks. President Ilham Aliyev then familiarized himself with the conditions created at Zugulba training and sports base, and wished its staff success. www.president.az
