    Azərbaycan SSR Xalq Komissarları Sovetinin 28 aprel 1920-ci il tarixli qərarı ilə Xalq Maarifi Nazirliyinin adı dəyişdirilərək Xalq Maarifi Komissarlığı adı ilə yenidən təşkil edilib və ölkədəki bütün təhsil müəssisələri bu qurumun tabeliyinə verilib.

Ministry of Education sums up 2017 results

On June 21, the Ministry of Education held an event to summarize the results of its work carried out in 2017. Participants in the event included deputy Prime Minister Ali Ahmadov, head of the Humanitarian Issues Department of the Presidential Administration Farah Aliyeva, heads of public bodies, members of parliament, rectors of higher schools, media captains and representatives of NGOs. Department head at the Ministry of Education Emin Amrullayev highlighted the achievements made in increasing quality of education and enrolment. Minister of Education Jeyhun Bayramov made a presentation on “Education system – tasks and goals”. Describing the development of education as a crucial factor in the country`s prosperity, the minister spoke of the tasks and goals set by the country`s leadership in this regard. Jeyhun Bayramov said there has been positive dynamics in the education sector after the adoption of the “State Strategy for the Development of Education in the Republic of Azerbaijan”. He said major achievements have been made in a number of areas in the past five years. The minister said these achievements have led to an increase in enrollment, improvement of the quality of education and equal opportunities, adding that this lays the foundation for a strong economy and high standard of living. The minister said it is planned to increase preschool enrollment level to 90 percent by 2020. Jeyhun Bayramov noted that another goal is to improve quality, adding several projects have already been implemented in this regard. Jeyhun Bayramov highlighted a new model of entrance exams, pointing out close cooperation with the State Examination Center on this issue. The minister drew the audience`s attention to amendments to the Law of the Republic of Azerbaijan “On Education”, underlining two major innovations in enrollment to higher education institutions. “According to these changes, applicants who completed internationally accredited education programs can be admitted to higher education institutions in any specialties in the language of their study without passing exams (subject to certain conditions), winners of international subject Olympiads can be admitted in any specialties, winners of national subject Olympiads, high-profile international contests and competitions can be admitted in appropriate specialties. Jeyhun Bayramov said measures will be continued to increase prestige of the teaching profession, emphasizing the significance of applying certification mechanism in terms of achieving quality in education. President of Azerbaijan National Academy of Sciences (ANAS) Akif Alizade hailed the Ministry of Education`s report. He expressed his confidence that the event, which has already been held for three years, will grow into a tradition. Akif Alizade said reforms carried out in the education sector in the past five years already yield fruits, noting that the reforms to be conducted in the next five years should be more diversified. Saying that integration of science and education contributes to making important achievements, the president of ANAS highlighted what has been done in this regard and future tasks. Deputy Prime Minister Ali Ahmadov said deep reforms are conducted in Azerbaijan, adding that innovations applied in the education sector reached a qualitatively new level. Recalling the Azerbaijani President`s declaring this area as a key priority, Ali Ahmadov expressed his confidence in the country`s bright future. The deputy prime minister said it is important to maintain the success of the works in the education sector, adding that tasks in this area are completely obvious. Ali Ahmadov said the development of education should contribute to increasing the Azerbaijani society`s cultural level, developing economy and making the state more powerful. The event featured the screening of “Tahsil” television`s promotional film on the measures taken and innovations introduced in the field of education in 2017.

Minister of education meets with delegation of Board of Directors of Asian Development Bank

On June 21, Minister of Education Jeyhun Bayramov met with a delegation of the Board of Directors of the Asian Development Bank. They discussed the current state and prospects of relations between Azerbaijan and the ADB in the field of education. The minister highlighted education reforms carried out in the country.

Vice-president of Heydar Aliyev Foundation Leyla Aliyeva attends Children`s Festival

The Children`s Festival has been held in a park of the Heydar Aliyev Center. The Festival, initiated by the Heydar Aliyev Foundation and supported by the Ministry of Education, the Heydar Aliyev Center and the Ministry of Transport, Communications and High Technologies, brought together hundreds of children, including residents of orphanages and pupils of boarding schools in Baku and regions. Vice-president of the Heydar Aliyev Foundation Leyla Aliyeva attended the event. Leyla Aliyeva spoke with children and posed for photographs together with them. Minister of education meets with European Commissioner for Budget & Human Resources

On May 31, Minister of Education Jeyhun Bayramov met with European Commissioner for Budget & Human Resources Günther Oettinger. They discussed the current state of relations between Azerbaijan and the European Union in the priority area of education, and future cooperation prospects. Specific proposals were put forward at the meeting for the purpose of expanding relations among educational institutions of the European Union member states and Azerbaijan.

Minister of education meets with Bundestag member

On May 31, Minister of Education Jeyhun Bayramov met with member of the German Bundestag Nikolas Löbel who is visiting Azerbaijan. Minister Jeyhun Bayramov highlighted the reforms conducted as part of the “State strategy for the development of education in the Republic of Azerbaijan”.

French minister visits UFAZ

On May 27, French-Azerbaijani University (UFAZ) hosted the launch of an archive exhibition of the Ministry of Europe and Foreign Affairs of the French Republic marking the 100th anniversary of the Azerbaijan Democratic Republic. Participants in the event included Minister of Europe and Foreign Affairs of the Republic of France Jean-Yves Le Drian, Minister of Education of the Republic of Azerbaijan Jeyhun Bayramov, Ambassador of France to Azerbaijan Aurelia Bouchez, Azerbaijani Ambassador to France Rahman Mustafayev, presidents of Strasbourg and Rennes 1 universities, President of the National Centre for Space Studies of France Jean-Yves Le Gall, President of Airbus DS France Nicolas Сhamussy, president of Azercosmos Rashad Nabiyev, students and media representatives. Guests first viewed the archive exhibition dedicated to the Azerbaijan Democratic Republic. Ministers then joined a ceremony of signing a memorandum of cooperation between French company Thales, Baku Metro CJSC, German company Schneider Electric and UFAZ. Addressing the ceremony, Minister of Education Jeyhun Bayramov highlighted the historic importance of the exhibition organized on the occasion of the 100th anniversary of the Azerbaijan Democratic Republic. Minister said that a joint initiative of the presidents of Azerbaijan and France, the UFAZ project is a new stage in the overall development of relations between the two countries. He described the successful continuation of the project as a result of unique cooperation in the field of education. The minister said President of the Republic of Azerbaijan Mr. Ilham Aliyev`s care and attention to the UFAZ project was an important factor in achieving this success. Jeyhun Bayramov expressed his confidence that the exchange of UFAZ students and their future activities in the academic field will deepen relations between Azerbaijan and France. Minister of Europe and Foreign Affairs of France Jean-Yves Le Drian extended his congratulations on the occasion of the Republic Day, and wished the people of Azerbaijan peace and tranquility. He highlighted the significance of Azerbaijan-France relations and cooperation in the field of education. The French minister praised the establishment of UFAZ. The guests then met with UFAZ students. A joint initiative of the presidents of the Republic of Azerbaijan and the French Republic, UFAZ was established in September, 2014. UFAZ announced enrollment in four disciplines in 2016/2017 academic year:  Chemical Engineering, Computer Science, Geophysical Engineering, and Oil and Gas Engineering. The university has a total enrollment of 284 students. UFAZ graduates will receive dual diplomas (University of Strasbourg and Azerbaijan State Oil and Industry University, students majoring in Oil and Gas Engineering will receive diplomas of University of Rennes 1 and Azerbaijan State Oil and Industry University).

Deputy minister of education pays official visit to Paris

A delegation led by Deputy Minister of Education Firudin Gurbanov is paying an official visit to the French capital of Paris to attend a ministerial conference of the European Higher Education Area. The delegation includes deputy head of the Department of Science, Higher and Vocational Education of the ministry Shahin Bayramov, head of the Foreign Relations section Tural Ahmadov, rector of Azerbaijan State University of Economics Adalat Muradov and third year SABAH Group student at Baku State University Nigar Huseynova. Opening the two-day event, Minister of Higher Education, Research and Innovation of the French Republic Frederique Vidal highlighted the accomplishments made in the European Higher Education Area since the adoption of Sorbonne Joint Declaration of 1998. Participants in the opening ceremony included Prime Minister of the French Republic Edouard Philippe, Secretary General of UNESCO Audrey Azoulay, European Commissioner for Education, Culture, Youth and Sport Tibor Navracsics, as well as education executives from 48 countries, and representatives of specialized regional and international organizations. The conference participants outlined common values in the field of education for the next 10 years, defined possible challenges and discussed the ways of strengthening mutual dialogue. Addressing the event, Deputy Minister of Education Firudin Gurbanov highlighted the successful results of education reforms conducted in Azerbaijan since the country joined the Bologna Process in 2005. He emphasized the implementation of the dual diploma program, citing Azerbaijan-France University as an example. Firudin Gurbanov drew the audience`s attention to the topic of human capital that Azerbaijan declared as its slogan as it bids to host EXPO-2025, and called on countries to support Azerbaijan`s candidacy. The ministerial meeting saw the presentation of a report on the observance of commitments by Bologna Process member countries. Achievements made by member countries were hailed, and participants stressed the necessity of taking measures to address the existing challenges. During the visit the delegation also attended an event marking the 100th anniversary of the Azerbaijan Democratic Republic co-organized in Paris by the Heydar Aliyev Foundation and Azerbaijan`s Embassy to France.  

Minister of education meets with Egyptian ambassador

On May 24, Minister of Education Jeyhun Bayramov met with the ambassador extraordinary and plenipotentiary of the Arab Republic of Egypt to the country Adel Ibrahim. They discussed the current state of Azerbaijan-Egypt relations in the field of education and future cooperation prospects.

Minister of education meets with UNHCR Country Representative for Azerbaijan

On May 22, Minister of Education Jeyhun Bayramov met with Country Representative of the United Nations High Commissioner for Refugees (UNHCR) for the Republic of Azerbaijan Furio De Angelis. They discussed the situation of refugees in Azerbaijan, the measures taken to improve their living conditions, as well as prospects for cooperation in the field of education.

Two projects by Azerbaijani students win special awards at Intel International Science and Engineering Fair in US

The Intel International Science and Engineering Fair (ISEF) 2018 was held in Pittsburgh, US, on May 13-18. The fair featured more than 1,800 students from 75 countries.  Azerbaijan was represented by winners of “Scientists of Tomorrow” countrywide competition – students of Zarifa Aliyeva Lyceum Aliagha Abdullayev and Adnan Bunyatov in Physics and Astronomy category, Javid Huseynzade and Jeyla Huseynzade in Systems Software category, Fidan Ibrahimova in Cellular and Molecular Biology category, student of Baku city secondary school No. 238 Mahammad Hajiyev in Environmental Engineering category. Two projects by the Azerbaijani students won special awards of the fair. TreLop project by Javid Huseynzade and Jeyla Huseynzade won a $5,000 award of Oracle Academy for outstanding project in the Systems Software category. “The Role of Electromagnetic Field in Changing Physical-Chemical Properties of Oil” project by Aliagha Abdullayev and Adnan Bunyatov won UN Sustainable Development Goal Award of $1,000 provided by the Junior Academy of Sciences of Ukraine, which is a second Category Center of UNESCO. The Intel International Science and Engineering Fair unites the top young scientific minds, showcasing their talents on an international stage, where doctoral-level scientists review and judge their work. Each year, approximately 1,800 high school students from more than 75 countries, regions, and territories are awarded the opportunity to showcase their independent research and compete for on average $5 million in prizes at Intel ISEF. The competition focuses on identifying, inspiring, and engaging the world's next STEM generation. Millions of students in grades 9-12 or equivalent worldwide compete each year in local and school-sponsored science fairs. The winners of these events go on to participate in 420 Society-affiliated regional and state fairs, from which the best win the opportunity to attend Intel ISEF. Each affiliated fair may send a pre-determined number of projects to Intel ISEF (as factored by participation and high school population) to compete in 22 different categories. Azerbaijan selects its participants through “Scientists of Tomorrow” countrywide competition. This year`s competition saw 528 students at secondary education institutions submit a total of 336 projects, including 41 team and 109 individual projects. The competition featured 8 categories. 40 percent of the participants were students from regional schools. The jury panel chose 46 projects submitted by 79 students. 12 students (7 projects) ranked first, 28 students (15 projects) ranked second, while 39 students (24 projects) finished third. This year`s countrywide competition differed from the previous editions as its jury panel included a French specialist.
