The State Examination Center of Azerbaijan is hosting the opening ceremony of the 45th International Association for Educational Assessment (IAEA) Annual Conference. The six-day conference is themed "Assessment and Decision-making: Individual and Institutional Solutions". The IAEA 2019 brings together more than 300 delegates from 55 countries. It features a number of sessions, focusing on Policy-making, Higher education, Assessment systems, standards, methods and strategies, Diagnostic assessment, Psychological assessment, Classroom assessment, Language assessment, Assessment review systems, Assessment reforms, Teacher training and assessment, Testing in primary education, Validity, Quality assurance in testing, and other topics. On September 27, post-conference workshops will be held. Addressing the event, IAEA President Randy Bennett highlighted the goal of the association, and hailed the State Examination Center’s efforts towards hosting the conference in Azerbaijan again. Head of the Department for Humanitarian Policy Issues of the Presidential Administration Farah Aliyeva read out First Vice-President of Azerbaijan Mehriban Aliyeva’s message of congratulations to the participants of the 45th Annual Conference of the International Association for Educational Assessment. Chairperson of the Board of Directors of the State Examination Center Maleyka Abbaszade expressed her gratitude to First Vice-President of Azerbaijan Mehriban Aliyeva for the kind words and for the attention. “It was in 2007 when we first time hosted in Baku the annual conference of the International Association for Educational Assessment. And it's so nice to see today in this hall some of our colleagues and old friends from the previous conferences. Twelve years have passed since that event. We have changed and the world was undergoing a lot of the theoretical, cultural and technological developments. They affect teaching, learning and education. With such potentially seismic changes in education must also come changes in educational assessment. For several decades now, assessment has become an increasingly pressing educational priority and it now dominates most conversations about reform. Testing and public reporting of achievement is seen to be one of the few tools capable of clearly informing public policy makers and communities alike about how their resources are being used to expand the life opportunities for their children. As we learned from our experience and from the last year conference in Oxford on "Assessment and Big Data" for most assessments the lack of data is not a problem. In fact, there's often too much information, too much data available to make a clear decision. That's why the theme of this year conference is trying to address the challenging topic of "Assessment and Decision-Making," Maleyka Abbaszade said. In his remarks, Minister of Education Jeyhun Bayramov hailed the importance of the event. Deputy Foreign Minister, Rector of ADA University Hafiz Pashayev praised Azerbaijan’s significant achievements in developing a transparent and reliable assessment process in education. The conference will provide an opportunity for researchers and practitioners to share their understandings of current processes and findings, as well as to look at possibilities for setting-up new trends in assessment and decision-making. On September 22, pre-conference workshops were held as part of the IAEA 2019. The workshops provided an insight into several topics, including "How to develop a tailor-made training course for sustainable transformation of education and assessment towards 21st century functional literacy”; "Is Assessment Fair? | Cambridge Assessment"; and "RCEC review system for the quality of examination". The workshops were conducted by leading scientists and researchers, including Nico Dieteren of Cito, the Netherlands, Isabel Nisbet and Stuart D. Shaw of Cambridge Assessment, and Arnold Brouwer of RCEC, the Netherlands. In 2007, Azerbaijan State Examination Center hosted the 33rd International Association for Educational Assessment (IAEA) Annual Conference. It was elected a member of the IAEA Executive Committee in 2008. President of the Republic of Azerbaijan Ilham Aliyev and first lady Mehriban Aliyeva have attended the inauguration of the 960-seat new educational complex of the secondary school No300 in Binagadi district, Baku. School principal Irada Khalilova informed the head of state of the work done. The school building was constructed in 1932. Together with the newly-built educational complex, the school currently enrolls 1944 students who are served by 138 teachers. President Ilham Aliyev and first lady Mehriban Aliyeva viewed conditions created in the classrooms of the new educational complex, including in the gym, military room, eco room, computer room, chemistry laboratory, and in the canteen, talked to the teachers and students and wished them success in the new academic year. First Vice-President of the Republic of Azerbaijan Mehriban Aliyeva has viewed conditions created at the secondary school No 113 named after Huseynbala Aghaverdiyev in Kurdakhani settlement, Baku, after major repair and reconstruction. The First Vice-President first viewed a monument to martyrs of Kurdakhani settlement. The school was commissioned in 1971. The building of the school was reconstructed on First Vice-President Mehriban Aliyeva`s instructions this May. Mehriban Aliyeva viewed classrooms, a computer room, library, auditorium and a gym. Green areas were laid out, landscaping and construction works were carried out in the yard of the 1,200-seat school. President of the Republic of Azerbaijan Ilham Aliyev has viewed conditions created at the secondary school No 101 in Surakhani district, Baku, after major repair and reconstruction. Head of Baku City Executive Authority Eldar Azizov and principal of the school Saida Mammadova informed the head of state of the work carried out here. The building of the secondary school was constructed in 1937. The school enrolls 985 pupils who are served by 62 teachers. The school has 35 classrooms, a computer room, lab, gym, auditorium, military room and a canteen. The classrooms are supplied with all necessary teaching aids. The Republican Conference of Education Workers has started in Baku. Minister of Education Jeyhun Bayramov, deputies, rectors of universities, heads of district (city) departments of education, directors of educational institutions, teachers, as well as experts in the field of education attend the event held at Bilgah Beach Hotel. Before the conference, the participants laid a wreath at the grave of national leader Heydar Aliyev, honored the memory of the famous ophthalmologist, academician Zarifa Aliyeva. Later, the participants of the conference visited the Alley of Martyrs and laid a wreath before the Eternal Torch monument to honor the heroic sons of Azerbaijan who died in the struggle for independence and territorial integrity of Azerbaijan. The second round of applying for vocational education institutions for the 2019-2020 academic year is to continue. More than 4,125 candidates applied up today. The candidates who have not participated in the first round may also apply for the second stage. All documents could be submitted online in “ASAN xidmet” Centers, and also at the vocational institutions of the regions. The application process is free. The application process will continue until September 5. The final results are expected to be announced by September 6.

The submission of the applications for preschool preparatory groups has started on 26th August 2019. Online registration will be implemented through the following website https://mektebeqebul.edu.az/az/ . The registration will continue until 25th September 2019. The preschool preparatory groups could enroll only those children who are already 5 years old (who was born in 2014) and have a local registration in the same area with the educational institution. The enrolled applicants have to submit the required documents manually to the schools that enrolled them from 2nd September to 27th September 2019. All the questions regarding the online registration could be addressed to Alternative Registration Centers operates in the cities and districts, Appeals Commissions, or by making phone calls to local educational authorities, and to the Call Center of the Ministry of Education (hotline, 146-1).

The interview of the candidates for school directors position from the selected regions has begun on 28th August 2019. The 114 candidates, from Jalilabad, Guba, Shamakhi, Lankaran, and Imishli regions, who have got an appropriate passing score, are expected to be interviewed. The interviews for the mentioned above regions will continue until 30th August 2019. Candidates will be informed about the dates of the next interviews.
