The measures taken in the framework of the "State Program on education of Azerbaijan youth abroad in the years 2007-2015"   In 2014, the list of the priority specialties and the higher education institutions chosen in the framework of the "State Program on education of Azerbaijan youth abroad in the years 2007-2015" was approved much faster than the previous years. In 2014-2015 academic years, Azerbaijani youth have the opportunity to apply for a study in 544 higher education institutions of 33 countries under State Program on education abroad. Candidates for education abroad were interviewed by the commissions consisting of representatives of higher education institutions, ministries, non-governmental organizations in education language and they had the chance to the objective choice. In order to ensure transparency of the selection of the candidates for State Program for 2014-2014 academic years, for the first time, interviews were conducted with audio-video filming. Highly competitive selection process involved much more students with distinctive academic performance than the previous years. In the result of the interviews conducted with the participation of representatives of state agencies and higher education institutions, 572 students earned the right to study in the world's top universities and their names were included to the scholarship list of the program. And 154 students, who have high performance in the priority field for our country as engineering, medicine, information technology, took part in international competitions and demonstrated high knowledge, foreign language training in interviews, get an opportunity to study in higher medical and undergraduate levels. It is gratifying that, for the first time, 9 and 14 students get the right to study such important areas as agriculture and organization and management of education respectively. Students, mostly, prefer to study in Turkey, Great Britain and other English-speaking countries. In addition to the listed countries, 29 students get the opportunity to continue the education Canada, 25 in Russia, 19 in Australia, 16 in USA. Within the frame of the State Program, till now, more than 3000 young had the opportunity to study in foreign higher education institutions. The Ministry of Education prepares new State Program on education of Azerbaijan youth abroad in the years 2015-2020. Scholarship rules for the education of Azerbaijani youth in abroad were subject to the several changes. According the relevant rules, after the student enter the receiving country, the payments relevant to the standard education period of that country will be conducted: - Bachelor's degree - for Canada and Great Britain - 8 months, other countries - 9 months; - Master's degree - for Great Britain - 12 months, other countries - 10 months; - Post-graduate, PhD and internship degrees - 12 months. There was launched "Success formula of Youth" project introducing the State Program scholarship holders to the general public. Under the project, the interviews of Azerbaijani youth studying at prestigious universities in the world are being published. Azerbaijani students share their thought about education environment of foreign universities, the qualities needed to obtain a high of knowledge on qualifications, dreams and future prospects.

83 sportsmen took part in the competition held over 2 days in the boxing hall of  Azerbaijan State Academy of Physical Culture and Sports.  2 age groups, 11-12 and 13-14, participated in this competition. Students of the Republican Sports Centre "Education", Children and Youth Sports School of Olympic Reserves No. 8, "Inter" and "Gilan" sports clubs, Children and Youth Sports Schools of Sumgayit and Shaki joined this championship. " The purpose of this championship is to enhance the racing experience of the sportsmen" , said the director of the Children and Youth Sports School of Olympic Reserve No. 8, Elvin Mammakhanov at the opening ceremony. In his view,  this kind of competitions  affect  the children's preparing process to the major sports competitons positively.  The official representative of Azerbaijan Boxing Federation and honored trainer, Tofiq Babanli highly appreciates the fact that children are regularly engaged in sports at an early age. In this tense competiton, students of the Children and Youth Sports School of Olympic Reserves No. 8 were awarded the 1st place. The  "Gilan" and "Inter" clubs teams took the 2nd and 3rd places respectively. The winners have been awarded with Cup and medals.

The winter examination period of Azerbaijan State University of Economics (ASUE) is live broadcasted through Internet. It’s possible to watch the live exam process through vebcams. The footage broadcasted through “Livestream”  (http://www.livestream.com/aseu_test_room?t=56983) is open for all Internet users. According to the relevant order of Mikayil Jabbarov, the minister of education on the organization and conduct of the examination period, the participation of the general public and parents is also provided in the exams held in ASUE. They participate in the examination process as observers. The representatives of the mass media were allowed to elucidate the exam. For the purpose of the reception and investigation of the applications of the students and parents, as well as the general public in the exam session, it was established the "Staff" in the main academic building. For the prompt investigation of questions, suggestions and comments on exams is possible to apply to the hotline of the university (146-1-3).

In the forum organized within the frame of implementation of the "2013-2018 State Program for fight against illegal trafficking of narcotic drugs, psychotropic substances and their precursors and drug abuse", it's expected participation of nearly 200 pupils studying in secondary schools of Baku, Sumgait, Ganja, Shaki, Lenkeran and Shamkir. The forum is aimed to raise awareness of the pupils living and studying in different regions of Azerbaijan on the healthy lifestyle through debate and educational methodology. Forum participants will be selected on a competitive basis. Selected students will be provided with the trainings on "healthy lifestyle" and will be taught the principles of debate and oratory. Within the frame of the project, in the cities of 6 regions of our country, there will be held Debate forums consisted of 10 teams. The pupils and winner teams made good results in forum will be awarded. Debate Forums among schools are planned to be held on an ongoing basis.

On the first day of the competition held among the 10-11 and 12-13 year-old boys took part 120 fighters in 10 weight classes. On the second day of the competition, more 90 fighters in 10 weight classes attended the fight. The winners and medalists of the tense competition were presented diplomas and medals of the Ministry of Education.

In 11th edition of the International Junior Science Olympiad (IJSO-2014) held in Mendoza, Argentina, Azerbaijan was represented by the students of "Istek" lyceum. More than 200 participants from more than 40 countries tested their knowledge in the fight for first place in Olympiad. 10-day Olympiad was held in 3 stages. The first stage consists of 30 questions with 10 questions from each subject, i.e. physics, chemistry and biology. The second stage is called "theoretical tour" and includes open questions from physics, chemistry and biology. The third stage is "experimental tour". In this stage, the laboratory studies of physics, chemistry and biology are conducted by the team. Note that, the International Junior Science Olympiad held since 2014. 6th edition of the International Junior Science Olympiad held in Baku attended by 50 countries. This figure is considered to be the greatest in the history of the International Science Olympiad.

In the championship organized by the Republican Sport Center "Tehsil", 68 graduates of the sport schools and clubs under the Ministry of Education competed for the first place. In the tumbling competitions, Michail Malkin, graduate of the Gymnastics School won the gold medal of the championship on program of "Master of Sports". And in the program of "Candidate to the Master of Sports", Adil Hajizadeh, athlete of "Neftchi" society took the first place, Ali Hasanov and Najimaddin Hajiyev, athletes of Gymnastics School awarded the second and third places. In the Gymnastics competition on Acrobatics, the representatives of Gymnastics School demonstrated more successful performance. In the general scoring of the competition among the teams, the athletes of the Specialized Children and Youth Sports Schools of the Olympic Reserve take first place, representatives of "Neftchi" second and graduates of the Specialized Children and Youth Sports Schools of the Olympic Reserve no. 13 third place.

The training course on "Reproductive health training in educational institution" organized in lyceum named after Academician Zarifa Aliyeva for the teachers of biology and life skills working in general education schools of the Republic lasted two days. 22 teachers who had successfully completed a course was presented the certificate of "The Trainers' Trainer". In the secondary school No. 31 of Sumgait, the same training was held for the teachers of secondary schools operating in Sumgait. 26 teachers who had successfully completed the course was presented "Trainer" certificate. The purpose of the trainings was to protect the young generation from harmful habits and to contribute to the awareness works on healthy lifestyle and reproductive health in accordance with the State Program “Azerbaijani youth in 2011-2015”. The trainings were conducted by Elnur Alizade and Vefa Yagublu, senior consultants of the Ministry of Education, as well as Nabil Seyidov, Teymur Huseynov, Afet Mammadova, senior officials of Public Health and Reforms Center of the Ministry of Health and Gulare Huseynova, Associate Professor of The Academy of Public Administration under the President of the Republic of Azerbaijan.

Mehriban Aliyeva, First Lady of Azerbaijan, the President of the Heydar Aliyev Foundation attended the ceremony. Mehriban Aliyeva, the President of the Heydar Aliyev Foundation and Abid Sharifov, Deputy Prime Minister cut the ribbon to officially open the building. One of the projects having the great social importance implemented by the Agency for Rehabilitation and Reconstruction of Areas joining the initiative of Heydar Aliyev Foundation is construction of the building for accommodation of the lonely graduates who leave the boarding schools after reaching age of maturity. The fact that Mehriban Aliyeva, who always focuses to the children deprived of parental care, contributes to the provision of a happy future of Azerbaijan with this step. Program “Development of Children's Homes and Boarding Schools” implemented by the Heydar Aliyev Foundation under the guidance of the First Lady provides a great opportunity for improving the living conditions of children in this category and submitting every care and attention to these children. President of the Heydar Aliyev Foundation achieved the solution of the long-lasting and serious issue, i.e. problem of housing of the youth educated at children's house and reached the age of maturity. Currently, 9875 children lost their parents and deprived of parental care are living in state care establishments of our country. In children's houses and boarding schools, those children under 18 are given support by the government. The state realizes the consistent measures to accommodate the children reaching the age of maturity who leave the children's houses, to provide their social security and to integrate them into society. As a result of the care and attention of President Ilham Aliyev and Mehriban Aliyeva, President of the Heydar Aliyev Foundation to the issue, under the relevant Order of the Cabinet of Ministers, the funding from the state budget was allocated for construction of the building for accommodation of the lonely graduates, who lost both parent, in Masazyr settlement of Absheron peninsula. At the initial stage, construction of the 120-apartment and 13-storey building for accommodation of 240 graduates, and infrastructure facilities is finished. In further stages, it's planned construction of two 120-apartment and 13-storey building for totally 540 graduates. This building has 50-seat cafe and kitchen, hairdressing salon, shopping center, table games, and internet halls, laundry. The building is provided with all the necessary conditions. All the apartments are equipped with furniture, inventory and equipment, as well as kitchen appliances and bedding. The service fields operating in the building will be employed by the graduates; it also means that 35 lonely graduates will be provided with permanent jobs. There're 9903 students educated in 42 state care establishments operating in Azerbaijan. 3548 of these students stay in these institutions. In 2013-2014 academic years, 716 students graduated from the state care establishments. 48 of these graduates entered higher educational institutions, 29 - specialized secondary schools and 91 - vocational education institutions. As a result of the establishment of support services to children and families and systematic preventive measures taken among children and families from the risk groups, 589 children, totally for the country up to date and 15 children for 2014 were prevented to enter state care establishments. In 2014, 33 children living in boarding schools for children deprived of parental care and state care establishments were returned to their biological families, and close relatives. 10 children from the centralized list of the Ministry of education on adopted children were adopted and adoption issue of 4 children is being reviewed by the jurisdiction of the district courts. According the investment program of the Ministry of Education, in Lankaran, the family-type small group house for boys is under construction. Also, the proposal on the abolition of the Lankaran city orphanage and establishment of "Gunerzi" care center at its base was sent to the Cabinet of Ministers. As a result of the measures taken in this direction up to now, 12 boarding schools were transformed and 2 boarding schools were liquidated. Republican special boarding schools no. 6 and 3 for children with disabilities was renovated by the Heydar Aliyev Foundation. Currently, 3 boarding schools located in Baku are provided with capital repair and construction works. It's planned start of repair works in 4 boarding schools in 2014. Note that, since the last academic year, for the first time, the boarding schools under the Ministry of Education were provided with the centralized management of the nutrition in order to meet the international and local standards, sanitary-hygienic and sanitary-epidemiological requirements. Provision of equipment, clothing and other resources to the boarding schools is implemented in accordance with the demand. The schools are provided with the modern buses. These vehicles are uses for organization of tours and excursions to historical monuments and museums located in Baku, as well as in regions for the students. In order to improve the quality of education, there were prepared new training programs for the education of the children with disabilities in Grades 1-4, were published new generation textbooks and "Logopedist album" for these grades and were conducted curriculum trainings for pedagogical staff. In the last academic year, in drawing, essay contests and various sport competitions, 53 students of the boarding schools took first place, 32 - second and 46 - third place. Over the last five years, 3703 students graduated from the state care establishments and boarding schools. 214 of these graduates entered higher educational institutions, 152 - specialized secondary schools and 482 - vocational education institutions.
