By purpose to develop partnership relations on the sphere of vocational education and teaching by joint organization of The Ministry of Education and European Teaching Fund, workshop on the topic “Turin process- the perspectives and problems” has been held on June 25.

Representatives of The Ministry of Education, European Union and European Teaching Fund took part in the event. Namig Mammadov, department head of primary vocational education of The Ministry of Education stated that, as interactive process “Turin process”, means support in formation of common development strategy through differentiation successes achieved as a result of the reforms held for last 2 years under separate countries at the same time, analyze policy implemented on the sphere of separate countries’ vocational and teaching under the facts.          In addition, making a speech Rza Zulfugarzadeh, member of European Union’ delegation to Azerbaijan, Franco Crestani, coordinator of European Education Fund on Azerbaijan and expert Yan Cumming, talked about importance of increase of attractiveness of vocational teaching and education system, enlargement of scope and provision of labor market with employee. It was noted that, it shouldn’t be core function of only educatioal establishments and The Ministry of Education, participation of social partners is also important. Workshop’ participants generalized his proposals on determination of current situation of vocational education and teaching, the problems and perspectives in the form of work groups and delivered them to workshop’ organizers. In addition, workshop’ participants stressed importance of concrete coloboration models’ development on the sphere of vocational education and teaching of interested parties. Workshop continued process under the groups.  

Dear students, be informed that, test examination on SABAH groups will be held in the 1 st building of Azerbaijan State Economic University on July 6, 2014.

You can acquire your admission sheet for participation from appropriate rooms in Base Higher Educational Establishments according to your specialty from June 25, 2014 to July 2, 2014. * Students who apply from Ganca’ universities and Mingachevir Polytechnic Institute, can acquire their notifications from Ganca State University.     * Students who apply from Nakhchivan’ universities, can acquire their notifications from Nakhchivan State University.     * Students who apply from Lankaran State University, can acquire their notifications from Lankaran State University.

Presentation ceremony has been held on the topic “Initial results of new financing mechanism in the universities, applied condition and the perspectives of FARABI project in education system” on June 27.

Main goal of event was discussion of the methods of application of new financing mechanism in the universities, transition to per capita financing, optimization of finance-household action of the universities. Mikayil Jabbarov, Minister of Education, Samir Sharifov, Minister of Finance, the rectors of the universities and other visitors took part in the ceremony. Mentioning importance of information technologies in integration to management system of education sector, Samir Sharifov, Minister of Finance stated that, new system will ensure more effective approach to the opportunities of profit’ increase of the universities, also transition to effective budget planning. From this point of view, creation of finance accounting system on the level of new requirements, payment to professor-teacher staff due to coefficient of quality, calculation of student scholarships due to successfull results, are considered important factors.  Mikayil Jabbarov, Minister of Education mentioned about application of new financing system in our universities and formation new financial management mechanism. It requires corporative management in the universities, optimization of the chairs, quick organization of universities’ legal status, furthermore involvement opportunities of additional capitals and assessment of teachers’ action with coefficient of quality. Minister stated that, presented FARABI system will allow complete automatization of finance or accounting reporting on the level of national and international standards, enlargement of financial-manegement opportunities, as well as application of several additional modules in human resources management.  Presentations of Emin Amrullayev, department head of The Ministry of Education and Hamlet Isakhanli, founder of Khazar University on the topic of detection of new financial sources of the universities, increase of financial efficiency, were appreciated.   Elchin Aliyev, director of SINAM company, presented FARABI project on applicaion of new financing mechanism in the universities. Then, the discussions were performed around the speeches, the leaders and the representatives of the universities stated on mentioned issues.  

Contest on replacement of the teahcers ended.

According to the Rules approved by Order No. 445 dated April 21, 2014 of The Ministry of Education “About regulation of recruitment of the teachers in the secondary schools and vocational lyseums”, replacement of functioning teachers from one region (town) to other region (town) under centralized procedure. Vacancies received from May, 2014, have been analyzed and announced in The Ministry of Education. Reception of e-applications was performed on June 1-10, 77 persons whose applications approved, were permited to contest under teacher’ displacement.  As a result of performance of test tasks in the 1 st phase of contest made on June 17-23, 2014, 140 candidates who obtained the highest point were permited to 2 nd phase-interview. Accordiong to final result of contest under teachers’ displacement, 96 persons were entitled to place their workplace. Results were on the follwing under the subjects: History teacher- 20 persons; Primary school teacher- 16 persons; English language and literature teacher- 11 persons; Geography teacher- 10 persons; Biology teacher- 10 persons; Physics teacher- 9 persons; Mathematics teacher- 7 persons; English language teacher- 6 persons; Chemistry teacher- 2 persons; Music teacher- 2 persons; Information science teacher- 1 person; Russian language teacher- 1 person; Physical education teacher- 1 person. Choice of 96 teachers who changed their work was on the following: 40 persosn for Baku; 4 persons for Ganca; 1 person for Shirvan; 5 persons for Absheron region; 4 persosns for Goranboy, Hajigabul and Tovuz; 3 persons for Ismayilli and Oguz regions; 2 persons for Agdam, Barda, Imishli and Shamkir regions; 1 person for Aghdash, Akhstafa, Bilasuvar, Jabrail, Calilabad, Fuzuli, Goychay, Goygol, Lachin, Lankaran, Masalli, Gabala, Gobustan, Guba, Sabirabad, Tartar, Khachmaz, Khizi, Yardimli and Yevlakh regions.   Order of Minister of Education of Azerbaijan Republic on the results of contest under teachers’ displacement. 

Awarding ceremony of the winners and “Young saver” international tournament conclusion and “Young saver and fire extinguisher” contest were organized on June 28 in Gabala.

Pupils of our country’s secondary schools together with the representatives from Turkey, Russia, Kazakhstan, Georgia, Kyrgyzstan and Belarus took part in the event jointly organized by support of Ministries of Education, Youth and Sport, organization of The Ministry of Emergency Situations. International representatives joined in contest, competed in the phases of “obstacles strips”, “combined fire relay race”, “search-rescue work”, “presentatin of the teams” together with 16 region and town teams. Artistic creativity samples presentaed by the representatives of participant countries, were appreciated in closing ceremony of the contests held in Gabal cultural center. Kamalladin Heydarov, Minister of Emercency Situations, Mikayil Jabbarov, Minister of Education, Ismayil Ismayilov, Deputy Minister of Youth and Sport took part in closing and winners’ awarding ceremonies of international event.  “Young saver and fire extinguisher” contest includes physical and intellectual contests on the sphere of readiness for emercency situations among the pupils of secondary schools. Goal of contest’ organization is to develop readiness level of youth for emercency situations, explanation of feeling on responsible approach to personal and public safety to the pupils, teaching of military-patriotic spirit, agitation of strong life style among the pupils. 

Mikayil Jabbarov, Minister of Education received the citizens living in Gabala, Oguz, Shaki, Gakh, and Balakan regions on June 28 in Cultural Center located in Gabala.

Citizens basicle addressed on the issues like recruitment of the teachers or displacement from one school to other one, also from one region to other one, restoration to work, displacement of the students of higher and secondary schools from one educational establishment to other one, tuition fee, incomplete study in suspended Azerbaijan International University, study in abroad, placement of educational establishment type, awarding of honorary titles and other issues.  Appeal of 56 citizens were listened and settled immediately. Tasks were given to relevant bodies of ministry on several appeals.     Appeals that have personal character and aren’t related to the authorities of ministry of several citizens, were recorded and controled. 

Reception of e-applications on recruitment of the teachers has been commenced by The Ministry of Education on July 1.

2974 vacancies were allocated to the contest held according to Order No. 445, dated April 21, 2014 of The Minister of Education “About regulation of recruitment of the teachers in the secondary schools and vocational lyceums”. 293 vacant positions were presented on Baku to contest. Most of vacant positions from the regions have been determined on Lerik (236), Guba (223), Calilabad (165), Imishli (103) and Gadabay (100). According to analyzes on the specialties of vacant positions, the vacancies like chemistry (379), biology (370), physics (352), geography (335), mathematics (225) primary grades (303) are dominated.  It should be noted that, reception of e-applications on recruitment of the teachers will end at 18:00, on July 15, 2014. Examination groups will be formed on July 16-19, 2014, informatin on examination time and place will be sent to “Personal page” of every participants. Commencement of the examinations is expected from July 21, 2014.     

Chess-players of “Təhsil” Republic Sport Center of The Minstry of Education successfully returned from contest for the next time.

5 intelligences of Azerbaijan achieved medal in world and European championship on chess held among the pupils in Kavala, Greece. Aytan Amrayeva (17 years) achieved gold, Narmin Mammadova (15 years) silver, Khanum Balacayeva (13 years) bronze medal in world championship held on rapid type of chess. Aydin Suleymanli (9 years) and Fikrat Mustafazadeh          (7 years) achieved bronze medal in blits contest. Our chess-players achieved succesfull result on European championship on classic chess of the pupils held in Kavala, Greece.  Aytan Amrayeva (17 years) was awarded to silver, Narmin Mammadova (15 years) and Aydin Suleymanli bronze medal. 

The Ministry of Educated started “Project contest on support in public initiatives”.

ccording to Order No. 768 dated July 3, 2014 of Mikayil Jabbarov, Minister of Education, projects prepared on this direction will be accepted within 2 months starting from July 3. ).

Admission exmaination in SABAH groups was held by The Ministry of Education on July 6.

Examination was organized in Azerbaijan State Economic University and Nakhchivan State University. Examination started at 10:00 and ended at 11:30. Students answered generally 50 quesitons with 25 questions for each of them from english language and logic. Each question is assessed with 1 point and wrong answers doesn’t abbreviate correct answers. Examination’ results will be announced within 1 week. Results will be placed on official website of The Mnistry of Education and www.sabah.edu.az. Accordng toteaching results, students who obtained higher point will be allowed to interview. Students who pass both phases-test examination and interview, will continue their study in base higher educational establisments created under SABAH groups in accordance with their specialties from 2 nd years. It should be noted that, submisison of application was performed from May 12 to June 15 in order to enter SABAH groups newly established in higher education system. More than 2500 students on 53 specialties have been registered in order to take part in examination within this period. SABAH groups organized by educated, skilled and trained students, will make great support to preparation work of the specialists who meet modern requirements. 1300 students will study from 2 nd years since the next teaching year in SABAH groups.
