By Relevant Order of the Minister of Education, New Staff Appointments Made in the Baku City Education Department (BCED).
According to the new staff appointments of which the key purpose is to improve the efficiency of BCED activity, achieve the application of modern methods in management and provision of transparency, implementation of first deputy head of BCED has been entrusted to Elnur Aliyev, head of Information Department of the Ministry of Education. Mammadali Kasamanli and Nargiz Safarova have been appointed as deputy heads of BCED. Elnur Aliyev, head of Information Department of the Ministry of Education, who has been entrusted to the implementation of first deputy head of BCED, has his Bachelor’s Degree in Science of Law and Master’s Degree in Science of Crime Law in the Baku State University. He earned his international business law specialty in King’s College London of Great Britain in 2008-2009 within “State Program for study of Azerbaijani youth abroad for 2007-2015” approved by Order of President of the Republic of Azerbaijan. He is successfully serving as civil officer in different official entities since ten years. He has got a rank of junior counselor in civil service. Mammadali Kasamanli, appointed as deputy head of BCED, graduated the Department of History of the Azerbaijan State University. He worked in the Institute of Archeology and Ethnography of the Azerbaijan National Academy of Sciences in1984-1990. He worked as teacher of History in various schools of Baku city in 1990-2013. In position of deputy head of BCED he will be engaged in teaching and training issues. Nargiz Safarova, appointed as deputy head of BCED, has Bachelor’s and Master’s Degrees in legal regulation of economy in Department of Economy of the Garb University. For long years she worked in various relevant top management positions in private sector. In position of deputy head of BCED she will be responsible for making reforms in financial reporting, improving the transparency, strengthening financial disciplinary and application of innovations.

The Ministry of Education to Conduct Trainings for Principals of Secondary Schools of Baku in order to Improve the Efficiency and Result-orientation of Secondary Schools Management.
The trainings will start since early 2014. Competition-based selection of participants is planned to be completed by the end of this year. The main project objective is to improve the management capacity and skills of training participants. Along with the school principals, other persons with pedagogical practice may take part in the trainings. The trainings will cover the subjects such as school, curriculum and management, people being educated and management, educators and management, finance and accountancy basis, data collection and analysis, development of reports and legal basis of school management. The trainings to be organized on the basis of various modules will be ongoing 10-12 weeks. It’s planned to involve the people achieved the success certificate in the end of the training to different pilot projects in secondary education entities. Such pilot projects will cover the reforms regarding the transition to management, application of financing mechanism per pupil, arrangement of school communities and others. The mentioned event include the provision of transparency in the education management envisaged in the “State Strategy for Development of Education in the Republic of Azerbaijan”, improvement of responsibility in the education results, achieving the school leadership qualification, application of result-oriented management and other state of art management technologies to the process. Information on the training content and appeal instructions for participation will be given to publicity in the near future.

Award Ceremony for V Republic Essay Competition “Face to Face with Future Generations” in the Ministry of Education, November 4.
A joint project of the Ministry of Education, Ministry of Communication and Information Technologies, Ministry of Youth and Sports, State Committee for Family, Women and Children Affairs of the Republic of Azerbaijan and Azerbaijani Node of Millennium Projects - Azerbaijan Futures Studies Society and covering pupils of IX-XI forms of secondary schools, students of higher and secondary specialized education entities, the Republic Essay Competition “Face to face with future generations” is implemented in our country since 2007. Mikayil Jabbarov, the Ministry of Education, greeting the participants, highly valued this initiative, stressed the necessity of valuation of global challenges and learning by young generation, its special importance in secondary and higher education entities. Ali Abbasov, the Minister of Communication and Information Technologies, valued the key motto of the competition – 15 global challenges to be in the central attention of pupils and students, emphasized the important role in more correct worldviews and profession chooses of the people. Azad Rahimov, Minister of Youth and Sports, congratulated the winners and told that as a result of this project, young people were in search of new ideas. Hijran Huseynova, chairman of the State Committee for Family, Women and Children Affairs, stated the extensive global framework of the project and noted that future of the world would depend on the reactions of young people with regard to the philosophy of this challenge. Ms. Concepcion Olavarrieta, author of “Global Millennium Prize” competition and chairman of the Mexico Node of Millennium Projects, and Elisabeth Florescu, director of the Research Centre of Millennium Projects also took the floor and expressed their satisfaction with high level organization of the competition. 51 persons were awarded with first three places on 15 nominations (global challenge) out of 890 competitions submitted. Out of them, 18 are students, 33 are pupils. Among the winners there were students from the Azerbaijan State Economic University, Baku Slavic University, Azerbaijan Medical University, Ganja State University, Baku Business University, Baku Eurasia University, Sumgait State University, Baku State Social-Economic College along with pupils of Baku, Sumgait, Ganja, Ismayilli, Kurdamir, Gakh, Mingachevir, Yardimli, Khizi and Hajigabul. Then the winners were awarded with valuable prizes.

November 4, Opening Ceremony of “Vatan” Social Football School Established in Capacity of Republic Specialized Children-Youth Olympics Reserve Football School “Vatan” Operating under the Ministry of Education.
Azad Rahimov, the Minister of Youth and Sports, Huseyn Aliyev, Counselor of the Minister of Education, Khaladdin Isgandarov, head of Binagadi Region Executive Power, Elkhan Mammadov, secretary general of the Association of Football Federations of Azerbaijan, Vasif Mammadov, director of the Republic Specialized Children-Youth Olympics Reserve Football School “Vatan”, Enrique Sanchez, vice-president of the Real Madrid Foundation and others took part in the event. In order to train 8-17 years old children and teenagers (50 girls, 50 boys) within the project supporting by the Ministry of Education in accordance with relevant requirements, “Vatan” Republic Specialized Children-Youth Olympics Reserve Football School has been supplied with the needed environment. “Vatan” social football school, operating within the joint project of the Ministry of Education, Ministry of Youth and Sports and Real Madrid Foundation, serves to the engaging more children and youth to Azerbaijani football. Issues such as development of sports, involving the young generation in healthy life style are of special attention in our country. From this standpoint, National Strategy for Development of Physical Education and Sports (2009-2020) and State Program on development of football in 2005-2015 in the Republic of Azerbaijan are important conceptual documents. Then symbolic opening ribbon of “Vatan” social football school was cut, successes were expressed to children and trainer-teachers.

Relevant Investigation Conducted for Final Exam Results of IX forms by the State Students Admission Commission in 2012-2013 academic years in the Ministry of Education of the Republic of Azerbaijan.
The investigation covered the general educational institutions (correspondence groups at general educational institutions excluded) in Baku city, schools subordinated to the Ministry of Education and schools at the universities. Investigation report was developed based on collected data about 336 schools. In accordance with the investigation conducted, the Ministry of Education made a rating list of general educational institutions in Baku. Comparison analysis between the results of 2012-2013 and 2011-2012 academic years of general educational institutions was described in the rating list. Mikayil Jabbarov, the Minister of Education of the Republic of Azerbaijan, Had Business Visit to Paris, France to Participate in the UNESCO General Conference 37th Session.
During the visit Mikayil Jabbarov, the Minister of Education, had a speech on behalf of the Republic of Azerbaijan in November 8. The Minister of Education noted that the developing relations between Azerbaijan and UNESCO, future development perspectives of existing cooperation and “Framework Agreement on Cooperation in education, science, culture and communication” signed in July 18 between Azerbaijan and UNESCO had a great contribution to the enhancing of our bilateral relations. The Minister emphasized a special role of Mehriban Aliyeva, first lady of the Republic of Azerbaijan, and Heydar Aliyev Foundation leaded by her, in the current development level of Azerbaijan – UNESCO cooperation. Mikayil Jabbarov, the Minister of Education, also noted that occupation of Azerbaijan territory by Armenia resulted in negative points to education, science and culture and this occupation was contradictory to the principles and values supported by UNESCO. During the visit Mikayil Jabbarov held bilateral business meetings with Nabi Avji, the Minister of National Education of Turkey and other authorities. The Republic of Azerbaijan was entrusted to the speaker post in the Education Commission of the UNESCO General Conference 37th session.
