Heads of relevant structural units of the Ministry, education experts, teachers, scientists, public representatives and other concerning people attend these Round Tables. The first event has been dedicated to the “Key directions of future development strategy of first vocational education”. The participants of “Round Table” – heads of structural units of the Ministry of Education and education experts expressed their opinion on the development priorities of the first vocational education and methods to level up its public status, importance of activities implemented within the “Modern Azerbaijani Professionals Project”, necessity of consideration of labor market requirements and in general, provision of the quality in this field. During the discussions different approaches for the first vocational education have been delivered, content of the envisaged reforms and methods for its successful implementation have been investigated. Also, exchange of opinion has been performed around the issues such as objective of the State Strategy, legal-normative acts to be adopted for realization of the selected priorities and establishment of an effective implementation mechanism, renewing the content in this field.

In the additional placement there were participated the persons achieving admission points in the teachers’ employment competition, but not employed within 2013 – 2014 academic years. It’s to note that analysis have been conducted regarding 2162 vacancies submitted to the Ministry of Education by local education units and 1580 necessary vacancies have been defined. On November 22-26, 2013 the vacancies had chance of electronic selection. 307 persons out of 1257 participated in this stage acquired the right to be employed to the selected vacancy. On November 28, 2013 they were interviewed and 165 persons were decided to be employed. Regarding the unemployed vacancies, the Ministry of Education took corrective measures jointly with local education units. Mikayil Jabbarov, the Minister of Education, greeted the participants at first, expressed his gratitude to be invited to the event. The Minister expressed his assurance that such meetings and gatherings will make new contributions to the development of efficient cooperation between state and private business entities and the Ministry of Education. The Minister noted all valuable offers were emerged during open discussions: “I’d like to talk to you both as a business-like person, active citizen and parent, discuss and value the role of education in our children’s and young’s life”. Noting the provision of competitiveness of our country in the world market and nation’s welfare, the Minister stated its dependence on provision of qualitative education environment for learners. From this standpoint, the development of social cooperation with business world is of special attention of the Ministry of Education. World practice regarding definition of advanced economic development conception stimulates to say that cooperation between education sphere and business world provides the overall long term development. Establishment of knowledge-based economics in the economically successful countries embraces the priority directions of the social – economic policy. Emphasizing that results of educational reforms are not immediately emerged, the Minister stated the reforms should be possibly intensified provided the education process sustainability and continuity. Stressing development of human resources is of special attention in Azerbaijan due to continuous development of the country, the Minister of Education told the main strategic goal was the transformation from oil capital to human capital in accordance with the conception offered by the state leader. However it’s impossible to carry out this action without achieving new level of educational system, improvement of its quality and effectiveness. The Minister noted the educational sphere was of special attention at government level in Azerbaijan. The “State Strategy for the Development of Education in the Republic of Azerbaijan” approved on October 24, 2013 by the President’s Decree, clearly demonstrates the given attention. The State Strategy defines the main challenges of our education, describes the ways for developing the institutional bases, infrastructure and human resources of the educational system/. Enlisting the directions covered by the State Strategy, the Minister emphasized that this document paved the way to the reforms for many important goals. The Minister noted that the strategic goals included: preparation of standards and curricula based on efficient education model of children’s development in early ages, preparation of education standards and new curricula providing pre-school children’s physical and mental development, socializing, creativity abilities, tanning vital knowledge and skills, codes of conduct, provision of relevant services (course or training means etc.) for children in pre-schools and general education facilities as well. Besides, the Minister of Education noted raising the level of provision of children in early ages with pre-school education up to 90 percent: “One point should also be considered that we clearly see development perspective of pre-school education as an important ring of education stages. Today’s education platform shows that because the basic skills are attained in the early ages, it’s important to improve children’s intellect since early ages. For this reason development of pre-school education is of special attention in the state policy”. Touching school – parent relationships, the Ministry told: “Firstly, I’d like to mention significant roles of family and parents in formation of each individual. Parents should share the responsibility for children’s qualitative education; clearly value the duties of school. Parents’ roles in the school environment, management process of educational centers.” Stating the significant responsibilities of business entities for profession choice of pupils, the Minister of Education expressed his opinions on importance of organizations of trips to excursions and other interesting projects. It’s not right to see successful outcomes of educational reforms only as government obligation. This is obligation of all society, especially business entities. At the end, the Minister expressed his gratitude to the participants, stressed the necessity of joint works to provide happy future of the country considering responsible and long-term process of educational reforms. The Minister responded to the questions of the participants’ interests afterwards, wide range exchange of views was conducted on the future collaboration between the Ministry of Education and business environment.

Evaluation of the submitted projects has been made by relevant work group. The projects behind the pre-determined requirements of the competition have been eliminated at the initial stage of 2-stage evaluation. At the next stage the projects have been evaluated according to the relevant criteria. Citizens addressed the issues regarding teachers’ employment or replacement from one school to another or from one region to another, construction of school buildings, internet provision in general education facilities, continuation of education by school-aged children who were aside of education due to some reasons, recognition of education documents, age limit for working in educational entities, re-employment, replacement of university and secondary special education students from one education entity to another, changing education form, restoration, education fee, study abroad, continuation of education by students expelled from the special assigned universities due to health condition, unfinished education in the Azerbaijan International University of which the operation has been stopped, complaints for principals of general education schools and higher education entities.   Appeals made by 114 citizens have been listened, most issues been solved in place. Relevant units of the Ministry have been tasked for some appeals. Some citizens’ appeals which were out of responsibilities of the Ministry or were personal have been noted and taken into control for submission to relevant entities.

Akif Alizade, the president of the ANAS, Mikayil Jabbarov, Minister of Education of the Republic of Azerbaijan, Ogtay Shiraliyev, Minister of Health of the Republic of Azerbaijan, Ahliman Amiraslanov, rector of Azerbaijan Medical University, government officials, deputies, scientists and family members of deceased academician were participating at the event. Firstly, the participants put flower bunches on the academician’s grave in the Alley of Honors and paid tribute to his memory.   Then exposition of books, magazines and other publications reflecting remarkable academician’s life and creations have been demonstrated. ANAS president Akif Alizade with the opening speech gave information on multiple activities embracing personality, scientific, educational – organizational, pedagogical and medical – theoretical directions of M.Mirgasimov, famous public figure, first Azerbaijani scientist – surgeon, honored scientist, academician. Ogtay Shiraliyev, the Minister of Health of the Republic of Azerbaijan, talked about academician M.Mirgasimov’s activities in the development of medical science. The Minister of Education of the Republic of Azerbaijan, Mikayil Jabbarov greeted the participants. The Minister noted ANAS first president, first Azerbaijani scientist – surgeon and honored scientist Mirasadulla Mirgasimov’s anniversary event was one of the portentous events of the country’s scientific – educational history. The Minister of Education stated that event was overlapping with the other portentous one. The Minister mentioned voicing the thesis “Let’s transform black gold to human gold” in the World Summit on Information Society held in Geneva 10 years ago, Azerbaijan President Ilham Aliyev declared the new development phase of country economics. These were new challenges of education and science as well. The Minister stated M. Mirgasimov’s life was dedicated to the unity of national – moral – ethical values and nationwide ideals: “XX century was the development line of Azerbaijani national renaissance. Gallery of national renaissance includes Uzeyir Hajibeyov, Yusif Mammadaliyev, Samed Vurgun, Mustafa Topchubashov, Mirasadulla Mirgasimov, Heydar Huseynov, Mirza Ibrahimov, Mirali Gashgay. These persons were creators of the National Academy, one of national symbols of Azerbaijan. Stressing that the academician was also an honored teacher, the Minister of Education noted he was both student and first doctor of sciences of the first university of Azerbaijan established in 1919. The Minister noted we should be prepared for emerging global transformations with the education and science collaboration. This collaboration was inherited by science-education patriots like academician Mirgasimov. Today community of knowledge is one of key goals of Azerbaijan education and science. These goals have been described in the “State Strategy for the Development of Education in the Republic of Azerbaijan”. We guess transformation of higher education facilities to educational – research – innovation centers will contribute to the unity of education and science. The Minister of Education told we see future considering honored history of Azerbaijan education and science. Author of most “firsts” in Azerbaijan history, academician M. Mirgasimov was one of the first specialized teachers of Azerbaijan as well. As told by our nationwide leader Heydar Aliyev, this is the highest rank. His father was also a teacher, as himself and his children. Rector of the Azerbaijan Medical University, Ahliman Amiraslanov talked about honored scientist’s scientific activities and high organizational skills. Academicians Ismayil Ibrahimov, Boyukkishi Agayev and Vasim Mammadaliyev told their memories about M. Mirgasimov and his high humane qualifications. At the end academician M. Mirgasimov’s son, professor Ogtay Mirgasimov expressed his gratitude to the organizers. After the event a new memorial plaque was opened in the building in which M. Mirgasimov was living.

The Ministry of Education Each Year to Declare Priorities for Upcoming Year Regarding Pre-school, General, First Vocational Special, Secondary Special, Higher and After Graduation Education In Order To Implement the Key Goals of “State Strategy for the Development of Education in the Republic of Azerbaijan” and Conduct Public Awareness.   Key Priorities of Reforms to be performed in General Education Schools by the Ministry of Education   The Ministry of Education of the Republic of Azerbaijan has prepared reform-oriented action plan for solution of topical problems existing in the general education schools. Main objective of these actions is to provide safe and efficient education environment at schools, improve the level of education and raise the schools management up to the level of modern requirements. Considering multi-objectivity of the reforms might affect negatively their meantime and qualitative implementation, some of these actions will be realized only at Baku schools. Though 8 percent of the countrywide general education schools are based in Baku city, due to the number of pupils the city embraces 28 percent of all pupils. Number of pupils, relation professionalism of management board and teachers, as well as existence of Baku City Education Department enabled to choose Baku city to apply those innovations. Based on the mentioned, the Ministry of Education plans to implement the following activities during the upcoming academic period: 1. In order to provide efficient activity of school principals, to conduct trainings based on profession standards; 2. Promotion in salaries of school principals who attained quality certificate; 3. Increase transparency and publicity in management of schools by means of reporting and responsibility sharing; 4. To perform systematized and sustainable activities against corruption, provide healthy relations between society and school, society and teacher as a result of anti-corruption struggles; 5. Provide support to innovative ideas in education sphere, as well as advanced approaches and projects coming out of “Best general education school” and “Best teacher” competitions; 6. Conduct trainings for authors of manuals and methodical aids for teachers regarding their improvement; 7. Strengthen enlightenment activities in order to explain the essence of subject curricula to parents; 8. Extend the annual education period up to 2-3 weeks in order pupils assimilate efficiently the education programs (covering the whole country during 2014 – 2015 academic years); 9. Considering decreasing weekly load of upper pupils and their inclinations and interests as well, to apply training plans covering mandatory and selective subjects; 10. Achieve the provision of general education facilities with food-stuffs and catering services that meet state standards; 11. Enable pupils to avoid negative habits and healthily grow up by paying more attention to the protection of their healthiness and physical training.
