Test exams for recruitment of teachers for secondary schools and institutions of primary professional education for the 2013/2014 academic year will be held from 25 July to 7 August.

Information about the time of text examination and “Memo” for participants have been sent to the personal page of each contestant. The exam for Azeri language and literature teaching job will be held on 25 July. 2589 candidates are taking part in the exam for 296 vacant positions in this subject.  The test exams will take place in the main building of Azerbaijan State Economic University located in 6 Istiglaliyyat St, Baku. The test exam will last 1 hour. During this period of time, the candidate should answer a total of 35 questions, including 25 questions covering the general education program on specialty, 5 on logic and 5 on subject teaching methods and teaching strategies. After the completion of the exam the number of correct answers will be displayed on the monitor.   The examination process will be recorded. Candidate, who would violate the rules (use of mobile phone, additional resources, other candidates’ monitor, obstruct the exam), will be expelled from the exam and its results will be cancelled. Candidates, who successfully pass test exams, will be interviewing from 12 to 16 August 2013. They will receive information at their personal page in this regard. The general public will be regularly informed on decisions regarding other candidates as soon as a final decision has been made.  “State Program for study Azeri youth abroad for the years 2007-2013” approved by Order 2090 of President Ilham Aliyev of 16 April 2007 is one of the major initiatives to convert “black gold into human gold”, and one of the unique projects in the world that aims to invest a large sum of money for the study of young cadres abroad.

On July 29, Education Minister Mikayil Jabbarov visited Ganja.

During the visit the Minister has met with Head of Ganja Executive Power Elmar Veliyev. At the meeting, the sides discussed issues such as repairing educational institutions and strengthening their material and technical basis.  On the same day, at Ganja State University was held the regional meeting with heads of local education departments. The event was attended by heads of education departments of Ganja, Naftalan cities, Tovuz, Shamkir, Gazax, Agstafa, Dashkesen, Goranboy, Goygol, Samukh and Kelbejer districts. At the meeting, were discussed educational problems of the region, as well as were given instructions to heads of relevant structures of the Ministry and local education departments. Moreover, the Minister has severely reprimanded Rector of Ganja State University Yadigar Aliyev with a final warning for failure to timely prevent negative consequences that happened during the examination session at the university.

On July 31, Education Minister Mikayil Jabbarov met with Extraordinary and Plenipotentiary Ambassador of France to Azerbaijan Pascal Monnier and Chargé d'Affaires of the German Embassy in Azerbaijan Wolfgang Moessinger.

During the meetings the sides exchanged views on the current state and prospects of cooperation in the education field between the countries. Moreover, there were discussed issues related to the cooperation between the universities, joint projects in the fields of secondary and initial professional education, stipend programs, and etc.

On 13 August, Education Minister Mikayil Jabbarov met with 53 students, whose candidacy was approved by the Commission on Education under the President of Azerbaijan Republic for study at universities of foreign countries within “State Program for study of Azeri youth abroad for the years 2007-2015.”

At the meeting, the Minister has congratulated students noting they took their place among the most valuable young people of Azerbaijan. According to M. Jabbarov, the tradition of sending young adults abroad to study was launched by national leader Heydar Aliyev. Noting special attention is paid to the study abroad students, the Minister highlighted that this tradition successfully continues today. The Minister has recommended to students always maintain close ties with Azerbaijan and expressed his hope that each of them will represent the country abroad in a dignified manner. Stressing the importance of improving versatile knowledge in selected professions, Education Minister expressed his confidence that they will return to Azerbaijan as a highly qualified specialist.

On August 12, by the order of President of the Republic of Azerbaijan Ilham Aliyev Jeyhun Bayramov was appointed Deputy Minister of Education.

Jeyhun Bayramov has previously served as Head of Education Ministry Administration. The meeting was held at the Ministry of Education in this regard. Education Minister Mikayil Jabbarov introduced Jeyhun Bayramov to heads of structural units of the Ministry. 

New appointments made at the Ministry of Education.

According to the relevant order of the Minister of Education, Elkhan Huseynov was appointed Advisor to the Minister. Elkhan Huseynov has graduated from Mechanics and Mathematics Faculty of Azerbaijan State University. In 1985 he defended his PhD thesis at ASU, in 1994 - awarded an academic rank of Associate Professor. In 1991-1995, he held the position of Associate Professor of Philosophy at Baku State University, since 1995 - Vice-Rector for International Relations, in 1999-2002 - first Vice - Rector for Academic Affairs, during the period from 2002 to 2010, he held the post of Ambassador Extraordinary and Plenipotentiary of Azerbaijan to Turkmenistan. In 2010-2011 served as Vice-Rector for International Relations at BSU. According to another order of the Minister of Education, Rajab Sattarov was appointed Deputy Head of Department for Education Statistics and Quality Assessment of the Ministry of Education. Rajab Sattarov has graduated from Faculty of Philosophy of Moscow State University. In 1979-1981 - worked as the Assistant in the Philosophy Department of Azerbaijan Civil Engineering Institute, in 1981-1984 - studied a postgraduate course at Azerbaijan State University, in 1985 - defended his PhD thesis. Since then, R. Sattarov has worked in various positions at BSU. He is currently the Associate Professor of Philosophy at BSU. Both of them are professionals of higher-level, who have worked in the field of higher education for many years, and whose activity will focus on the implementation of reforms carried out by the Ministry of Education in the higher education field.

An opening ceremony of Sheki Vocational School No.1 was held on August 27.

The school was overhauled, its material and technical basis was refreshed through financial support from the Education Ministry of Azerbaijan, Executive Power of Sheki and Japanese Government within the framework of “Grassroots and Human Security Grant Assistance Programme.” New tourism, service industry, sewing and computer classes were established at the school. Moreover, it was equipped with the appropriate equipment. The opening ceremony was attended by Education Minister Mikayil Jabbarov, Ambassador Extraordinary and Plenipotentiary of Japan to Azerbaijan Shusuke Watanabe, Head of Sheki Executive Power Elkhan Usubov and members of the public. Vocational School was established in 1966 and from the 1998/1999 academic year to the present day has functioned in the current building, which has not previously been overhauled. From the next school year, it is planning to train specialists in the number of new specialties. Considering the potential for tourism in Sheki region conditions for study new specialties in the fields of tourism and services were provided at school. Many important decisions have been made as a result of the policy provided by President Ilham Aliyev in the past few years to raise the status of initial vocational education. The rapid development of the country’s economy has increased the need for qualified personnel. Therefore, one of the main challenges for the future is to continue systemic reforms in vocational education field. The Ministry of Education has launched Modern Azerbaijan Professionals Project to expand the scope of vocational education system and improve the quality of personnel training. The goal of the project is to establish modern pilot vocational education institutions. In September, it is planning to open “Master for dry construction” class at Baku Vocational School No.14 (supported by KNAUF), “Carpenter, joiner and master for parquet flooring” (supported by BOSCH), “Hairdresser” classes (supported by Eldar Studio) at Baku Vocational School No.18, and Resource Center in “Electrical/gas welder” specialty at Baku Vocational Lyceum No.4 (supported by the Government of Belarus). Moreover, it is planning to open Resource Center at Baku Vocational School No.14 in cooperation with CCC (Consolidated Contractors Company) - one of the biggest construction companies in the world. The Center will train personnel in electrical/gas welder, pipe installation, plumber and sanitary technician specialties. For the first time, graduates will be awarded an international degree. Moreover, international experts will be involved in the education process of the Center. In general, the main aim of the reforms implemented in this field is to revitalize the activity of vocational schools. Results of pilot projects are intended to be used as a model at other professional schools.  

On August 27, at the Ministry of Education was held a meeting with students that received the right to study at universities of the Russian Federation and People's Republic of China based on the relevant bilateral agreements.

In the 2013/2014 academic year, 27 students have received the right to study at Russian universities through public funding, and 18 – at universities of China. At the meeting held at the Ministry students were congratulated and wished success in their studies. There was expressed the belief that they will represent Azerbaijan in these countries with dignity and return to home as high-level specialists, who will make a significant contribution to the development process of the country. Next, students were given necessary information about the countries and universities, where they will study.

Commission on Education under the President of Azerbaijan Republic has made a positive decision regarding a further 58 students submitted their documents to study at universities of foreign countries in the academic year 2013-2014 within “State Program on Education of Azerbaijani youth abroad for the years 2007-2015.”

These students will continue their education in Turkey (36 students), the UK (11), Australia (3), Italy (2), Canada (2), Malaysia (1), the USA (1), Russia (1) and Hungary (1) at the residency (23 students), Bachelor's, (20), Master's (14), and doctoral (1) levels. They will study in medicine, economics, accounting, finance, engineering, nanotechnology, computer sciences and tourism specialties. The Ministry of Education congratulates selected students and hopes that after the successful completion of their study they will contribute to the sustainable development of the country. Until now the Commission on Education under the President of Azerbaijan Republic has made a positive decision regarding 152 students that submitted documents to study abroad in the 2013/2014 academic year within the State Program. The public will be further informed about the decisions to be made on other candidates.
