    Azərbaycan SSR Xalq Komissarları Sovetinin 28 aprel 1920-ci il tarixli qərarı ilə Xalq Maarifi Nazirliyinin adı dəyişdirilərək Xalq Maarifi Komissarlığı adı ilə yenidən təşkil edilib və ölkədəki bütün təhsil müəssisələri bu qurumun tabeliyinə verilib.

On July 1, Education Minister Mikayil Jabbarov signed relevant orders regarding the participation of Azeri teams in International Olympiads of pupils in physics, chemistry, biology and mathematics.

According to the orders, the teams that will represent Azerbaijan in International Olympiads are defined, and relevant instructions were given to provide their participation in the Olympiads. 44th International Physics Olympiad will be held in Copenhagen, Denmark from 7 to 15 July, 45th International Chemistry Olympiad will be held in Moscow (Russia) on July 15-24, 24th International Biology Olympiad will be held in Bern (Switzerland) from 14 to 21 July, and international Mathematical Olympiad will be held in Santa Maria, Colombia, from 18 to 28 July. 19 pupils representing schools of Baku, Ganja, Sumgait, Shirvan, Sheki, Lankaran, Guba and Agdash will represent Azerbaijan in International Olympiads.

On July 1, Education Minister Mikayil Jabbarov met with the World Bank delegation.

The meeting was attended by Coordinator for Human Development Sector of the World Bank for the South Caucasus countries, Meskerem Mulatu and WB representative in Azerbaijan, Larisa Leshenko. During the meeting, the sides have discussed reforms implemented by the WB in the education field of Azerbaijan, as well as issues related to the current and future cooperation.

On July 2, Education Minister Mikayil Jabbarov met with representatives of Korea International Cooperation Agency (KOICA), and ambassadors of Islamic Republic of Iran and State of Israel to Azerbaijan.

During the meeting held with a delegation led by resident representative of KOICA Azerbaijan Office Kim Eun Suk, the sides have discussed the Project for improving teacher potential and establishing Education Data System for the Ministry of Education of Azerbaijan. At the meeting held with ambassadors of the Islamic Republic of Iran Mohsen Pak Ayeen and State of Israel Rafael Harpaz the sides exchanged views on the current state of cooperation between the countries in the education field and prospects for the future, and discussed issues related to the expansion of bilateral relations.

Moreover, officials of the Ministry will respond to questions from citizens regarding the education field on the official Facebook page of the Ministry once a month. Citizens should direct their inquiries to the official email addresses of the Ministry (office@edu.gov.az, qaynar-xett@edu.gov.az).   The social networking links for Facebook and Twitter pages of the Ministry are available on the official website of the Ministry of Education.

The Ministry of Education has been continuing to accept documents for the next academic year within the “State Program for the study of Azeri youth abroad for the years 2007-2015” since 22 May 2013.

The submission of documents will last until 15 August 2013. An individual interview will be held with all candidates, whose documents will be officially accepted by the Ministry of Education during this period of time. All candidates will be informed about the final decision (positive or negative)   Prior to 10 July 2013, 274 candidates submitted their documents to the Ministry of Education.

Submission of e-applications has begun since July 1 according to the order of the Minister of Education of the Republic of Azerbaijan about “Regulating recruitment of teachers for secondary schools and institutions of primary professional education.”

The process of receiving e-applications for recruitment of teachers has ended on July 15. Applications of 18782 candidates for 3286 vacant positions in secondary schools and institutions of primary professional education of the country were accepted within 15 days. According to the last year statistics, the number of vacant places for teachers recruitment was 3,270, and number of applications - 16195. This year, most applicants have applied for primary school, Azeri langauge and literature, English language and mathematics teacher jobs. Moreover, more than 1,000 applications have been submitted for the vacant position of primary school teachers at some schools of Baku. The application approval process for the recruitment to be held from 16 to 20 July 2013. Exam groups will be formed on July 21-23, 2013. Moreover, each participant will receive a message at its personal page informing about the time and place of test examination. The test exams will be held at the main building of Azerbaijan State Ecomonic University. Local area network connected to the server has been set up at university. Moreover, 2 exam rooms are equipped with 240 computers, safety and security are provided. Test exams for recruitment of teachers will be held daily (except Sundays) from July 25 to August 7, from 9:00am to 18:00pm. Exams for each group will last for 1 hour. Candidates, who successfully pass this stage, will be interviewing from 12 to 16 August 2013.

According to the Education Act of the Republic of Azerbaijan, the admission to school starts at the age of six.

Moreover, in accordance with procedures established by the Ministry of Education, children, who have special talents and not reached the age of six by the beginning of the academic year, can be admitted to the school early. The Ministry of Education approved new Rules in this regard. According to these rules, talented children, whose sixth birthday is between 16 September and 31 December that year, may apply for the early entry to school. The right to choose talented children is entrusted to the local education departments, which are instructed to establish a commission consisting of highly qualified and experienced professionals - primary school teachers, doctors, psychologists and trainers. The commission will be chaired by heads of local education departments. Children with special talent, who are attended a preschool preparatory group of secondary school, will be admitted to grade 1 of the school based on the presentation given by school principal without an interview. According to the Rules, a child will be interviewing about 15-20 minutes in the language that he will be educated. Moreover, he will be asked 4 questions to identify its intellectual capacity. Each question will be assessed with 5 - point rating scales. The child must score at least 15 points to be admitted to school. Parents may request to record the interview. Applications for early admission of children to grade 1 will be registered at the local education departments from 20 July to 20 August of each year. Selection of children will be held until 10 September on days determined by the education departments. The early admission of children to grade 1 of schools, gymnasiums and lyceums for talented children of the Ministry of Education will be held by these education institutions, in Nakhchivan Autonomous Republic by the Ministry of Education of AR. 

On July 17, Education Minister Mikayil Jabbarov met with Ambassador of Georgia to Azerbaijan Teimuraz Sharashenidze.

During the meeting, the sides discussed the current state and prospects of bilateral relations in the education field between the countries, and issues related to the activity of Azeri schools, where the teaching is conducted in Georgian language, and Georgian schools with Azeri language teaching.

On July 20, at the Ministry of Education was held a meeting with education experts and officials of the Ministry.

At the meeting, have been heard experts opinions on problems in the education system of Azerbaijan, and exchanged of views regarding the solution of existing problems. It is planning to hold such meetings on a regular basis.

The number of companies providing admission of Azeri students to the universities of foreign countries increases, and the Ministry receives complaints from citizens regarding the activity of these companies.

We would like to inform our citizens that the Ministry of Education of the Azerbaijan Republic does not cooperate with any company in the study abroad field, particularly within the “State Program on study of Azeri youth abroad for the years 2007-2015” and does not bear any responsibility for the activities of these companies. We advice to students pursuing higher education abroad and their parents inquire directly to foreign universities to receive full information on admission procedures. Citizens suffered financially and emotionally as a result of the cooperation with any local company can directly apply to the relevant authorities.
