On May 22, Education Minister of the Republic of Azerbaijan Mikayil Jabbarov met with a delegation led by National Education Minister of Turkey Nabi Avci.

After the meeting, Education Minister Mikayil Jabbarov and Minister of National Education of Turkey Nabi Avci held a joint press conference. Education Minister Mikayil Jabbarov shared his views regarding the development of relations existing in the education field between Azerbaijan and Turkey. He also stressed the importance of visit made by the delegation led by National Education Minister of Turkey Nabi Avci to Azerbaijan. Talking about the meeting held with the Turkish delegation led by Minister Nabi Avci, Education Minister Mikayil Jabbarov noted that during the meeting the sides discussed issues regarding the mutual experience exchange and expansion of cooperation. The Minister thanked Nabi Avci for the appreciation given by him for the development of educational ties with Azerbaijan. According to him, closeness between our nations creates condition for comprehensive development of relations between the two countries.   National Education Minister of Turkey Nabi Avci thanked Minister Jabbarov for the warm welcome and expressed his satisfaction with the visit to Azerbaijan. Guest shared his views regarding the development prospects of educational ties between Azerbaijan and Turkey and noted the importance of taking necessary steps toward experience exchange between the two countries. Afterwards, Education Minister Mikayil Jabbarov and Minister of National Education of Turkey Nabi Avci took questions from media representatives.

 “By supporting the initiative by the Ministry of Education President Ilham Aliyev has once again demonstrated that he is the President of each Azerbaijani citizen and supports the provision of equal opportunities for each graduate.” - Mikayil Jabbarov As a result of appeal from the Minister of Education to President Ilham Aliyev, the President has ordered to expedite the reviewprocess of the appeal of the Ministry for the issue of school leaving certificate to all graduates of secondary schools. Based on the Order, relevant state authorities have completed the process for considering the issue in a short period of time and submitted their proposals to the Cabinet of Ministers of the Republic of Azerbaijan. According to the decision of the Cabinet of Ministers of the Republic of Azerbaijan of 23 May 2013, relevant amendments were made to the legislative acts regulating the procedures for granting school leaving certificate and other educational documents. Based on the adopted decision, all pupils of 9th classes regardless of their annual assessments are allowed to take final examinations. They are also entitled to receive a certificate reflecting the results of final attestation regardless the assessments received at the final examination. Graduates of 11th classes, who have received positive annual assessments (3 or higher) from all subjects, are allowed to take part in the final exams. Attestation scores of these graduates are an average assessment derived from annual assessments of 10th and 11th classes, and the exam results. As a result of the decision, the vast majority of graduates will have the opportunity to participate in entrance examinations to higher and secondary special education institutions and take an active part in the social life of the country. It should be noted that the number of pupils not holding school leaving certificates in 2010, 2011 and 2012 have reached 22, 24 and 10.5 percent of total number of graduates, respectively.

On May 31, Education Minister Mikayil Jabbarov took part in the “Last bell” ceremony held at Kindergarten-School-Lyceum Complex of Baku.

Speaking in front of teachers, pupils, graduates and their parents, the Minister noted that graduates have just starting out as an adult in life. He wished graduates success in entrance exams to higher, secondary special and initial vocational education institutions, and have a relentless desire to develop stressing that Azerbaijan looks at them with hope. Noting on parents' shoulders lie the responsibility to nurture healthy, patriotic and highly educated young people, the Minister expressed his confidence in further strengthening of ties between schools and parents. Speaking about favorable conditions created at the school for the education, Minister Jabbarov praised that as a prime example of care provided by President Ilham Aliyev for the education field. This year more than 216,000 pupils of IX and XI classes will graduate from schools. In the 2012/2013 academic year, the expected graduation rate of students for higher education institutions subordinated to the Ministry of Education will reach 26,137 students. Moreover, in the current academic year, 10,399 students will graduate from secondary special education institutions of the Ministry.

Personnel changes were made at the Ministry of Education.

According to the relevant order of the Minister of Education of 30 May, Jeyhun Bayramov has been appointed Head of Ministry Administration. Jeyhun Bayramov was born in Baku in 1973. He graduated from Azerbaijan State Economic Institute majoring in economics, and received a law degree at Azerbaijan University. Over the period 1996 to 2000 he occupied various positions in the Ministry of Taxes, in 2000- 2002 was a lawyer in the Salans Hertzfeld & Heilbronn (Baku) Ltd, and from 2002 to 2013 was a director of Omni Law Firm.  From 2004 – 2012, he was included in the list of leading lawyers in the field of taxation and civil law by leading publications in the legal industry such as ‘Chambers Global’, ‘IFLR1000’ and ‘Legal500.’ In accordance with another order of the Education Minister, Ilham Pirmammadov has been appointed Counselor to the Minister of Education. According to the order of the Minister of Education of 30 May, Fariz Rzayev has been appointed Director of Department for Student Exchange and Education Development Programs. Fariz Rzayev was born in Baku in 1977. He holds a bachelor's degree in international relations of Baku Institute of Social Management and Political Science, and a master's degree in the same specialty of Academy of Public Administration under President of the Republic of Azerbaijan. Over the period 2000 to 2013, he occupied various positions in the Ministry of Foreign Affairs, including in Embassy of Azerbaijan in Austria from 2002 to 2005, and Embassy of Azerbaijan in Belgium from 2007 to 2012. He has a diplomatic rank of the first secretary of the second degree.

On June 4, Education Minister of Azerbaijan Mikayil Jabbarov held bilateral meetings with ambassadors of Sweden, Poland and Hungary to Azerbaijan.

The meetings were attended by the Swedish Ambassador to Azerbaijan Mikael Eriksson, Polish Ambassador Michal Labenda and Hungarian Ambassador Zsolt Csutora. During the meetings the sides exchanged views on the current state of cooperation in the education field between the countries, discussed issues related to the expansion of bilateral relations, experience and student exchange, as well as strengthening of the legal basis of relations.

On June 5, Education Minister Mikayil Jabbarov held bilateral meetings with heads of representations of the United Nations and British Council in Azerbaijan.

The meetings were attended by UN Resident Coordinator in Azerbaijan Antonius Broek and British Council's Country Director in Azerbaijan Elizabeth White.  At the meetings, the sides discussed the issues on supporting sustainable development in the education field of Azerbaijan, improving the quality of education, implementing joint projects, as well as issues related to the current and future cooperation.  

On June 6, Ministry of Education of the Republic of Azerbaijan and State Students Admission Commission have announced the admission of students to the allocated for Azeri citizens places at higher education institutions of the Russian Federation.

The protocol on “Cooperation in the field of education” signed between the Ministry of Education of the Republic of Azerbaijan and Ministry of Education and Science of the Russian Federation of 2 February 2002 is intended to provide the annual allocation of quota to ensure the mutual study of sides at higher education institutions through state-line. The Ministry of Education and Science of the Russian Federation has allocated 49 places for Azeri citizens wishing to enroll at higher education institutions of Russia for the academic year 2013/2014. As a result of discussions held between the Ministry of Education and Embassy of Russia to Azerbaijan, it was agreed to keep the candidate selection procedure for the academic year 2013/2014 unchanged. Students wishing to participate in the exams to universities of Russia should register at Document Submission Commission organized at SSAC to take part in entrance exams to universities of Azerbaijan. Candidates’ registration will be held from 10 to 13 June 2013. Registered applicants will take part in test exams that will be conducted by SSAC on 16 June 2013.   Documents of admitted students shall be submitted to the Ministry of Education of Azerbaijan in order to be delivered to the Russian side. The study at universities of Russia is free. The cost of accommodation and other expenses will be covered by students. Students will receive a monthly stipend from Azerbaijani side (according to the Order 101 of the Cabinet of Ministries of Azerbaijan of 31 May 2010 students admitted to the bachelor's, master's and residency programs will receive 150 USD, postgraduate students 250 USD). Moreover, once a year they will be provided with free tickets to and fro Russia. The Ministry of Education of Azerbaijan highly appreciates this initiative aiming to expand the educational ties between Azerbaijan and Russia, and is ready for further development of bilateral relations.

Serious facts were revealed as a result of investigations held by the Internal Control Department of the Ministry at 3 schools of Baku based on complaints received by the Ministry of Education, and appropriate measures were taken in this regard.

Internal Control Department of the Ministry of Education has received many complaints from teachers and parents regarding the activity of Director of School No. 245 located in Khatai district of Baku, V.Mejidova. The investigation revealed serious irregularities in the admission of children to the first grade and in other fields. As a result, an employment contract concluded with the School Director was annulled on 13 June 2013. The investigation is currently continuing. Director of secondary boarding school No. 2 for children deprived of parental care, K.Hajiyev and Director of special boarding school No.11, M.Jafarova were fired by the relevant order of the Minister of Education because of their indifference toward the children's welfare, irresponsible approach to the work, assumptions of serious management and control mistakes, and non-performance of official duties under the employment contract. The Ministry of Education states that further measures will be taken in cooperation with other relevant state agencies to impose a disciplinary punishment, as well as civil and penal liability provided by the law to persons, who have committed serious violations in the work. Moreover, a systematic approach will be applied in order to fight against negative facts in the education system. Each person working for the education system should draw the right conclusion from the measures taken in response to the violations and follow legislative requirements.

On June 20, Education Minister Mikayil Jabbarov took part in the Second Alumni Education Forum of the U.S.-Educated Alumni.

Education Minister Mikayil Jabbarov made a speech at the event entitled “Reforms in the education system of Azerbaijan: problems and political solutions” that was organized by the U.S.-Educated Azerbaijani Alumni Association, Center for Education Innovations and American Center of Azerbaijan University of Languages. Noting reforms currently implemented in the country require the collaborative work of state agencies, teaching and scientific community, and society, in general, the Minister underlined the importance of using the knowledge and skills of students, who have studied abroad at the world’s top universities and returned back home.    The Minister praised the allocation of funds for the development of education field as the best investment for the happy future of the country and society. According to him, Azerbaijan is now rapidly developing and education plays an indispensable role in supporting the development and ensuring its sustainability. Minister Jabbarov also talked about the need of using the best experience of developed countries to bring the education system to a new level, improve its quality and efficiency to implement the strategy for “Turning black gold into human capital” launched by President Ilham Aliyev. At the end Mikayil Jabbarov wished forum participants every success, and expressed his belief that the event will contribute to the development of the education field, which has a vital importance for the country.

On June 28, Education Minister Mikayil Jabbarov held bilateral meetings with ambassadors of Norway and Ukraine to Azerbaijan.

The meetings were attended by Ambassador of Norway to Azerbaijan Erling Schonsberg and Ambassador ofUkraine Oleksandr Mishenko. During the meetings, the sides exchanged views on the current state of bilateral relations in the education field and prospects for cooperation between the countries, and discussed issues for strengthening the legal basis of cooperation, etc.
