On September 11, at Baku Slavic University took place educators conference of Shusha.

The conference was attended by representatives of Education Ministry, Shusha district Executive Power Office, Shusha district Education Department, MPs and other guests. At first, participants laid a wreath at the bust of national leader Heydar Aliyev.  The conference was opened by Head of Shusha district Executive Power Office Bayram Safarov. He welcomed the participants and congratulated them on the new academic year. Head of Shusha district Education Department Tavakkul Aliyev talked about the activity of district schools and results of students of different schools in the university entrance exams. According to him, in the last academic year, 45% of graduates of district’s schools enrolled at universities.     Rector of Baku Slavic University Kamal Abdulla talked about relationship with educational establishments of Shusha. According to him, they are planning to provide for students of BSU practical training at these schools in the future. Deputy Prime Minister, Chair of State Committee on Affairs of Refugees and Internally Displaced Persons Ali Hasanov talked about State care provided for refugee districts, including educators of Shusha.   Education Minister Misir Mardanov congratulated educators of Shusha on the Knowledge Day and wished them every success in the new academic year. Mr. Mardanov touched upon educational reforms implemented at schools of Shusha and latest teaching methods used in the education process. He highly praised the improvement of logistic base of educational   establishments as an attention paid by President Ilham Aliyev to this field and expressed his belief that even more success will be reached within the rapid development of the country.  Next, group of teachers of Shusha schools were presented Honorary Diploma of the Ministry and a badge of Advanced Educator of the Republic of Azerbaijan. Moreover, graduates, who have enrolled at universities with high scores, were awarded by Shusha district Executive Power.

In 2012, 1854 applications for recognition and nostrification of diplomas were submitted to the Ministry of Education

1403 applications have been granted a positive decision. The analysis of submitted documents revealed illegal facts in 225 applications and the documents were rejected. 226 applications are under consideration.

Results for additional replacement to fill vacant and refused teaching posts at secondary schools and professional lyceums held on September 7 and interview held on September 10 have been revealed.

According to the results for additional replacement to fill vacant and refused teaching posts and an interview 167 applicants have been recruited to become a teacher of different disciplines.  

Hotline Service of the Ministry of Education (telephone: 146; fax: 496-37-61; e-mail: qaynar-xett@edu.gov.az) received 2385 calls in July and 1196 calls in August 2012.

A majority of calls received in July and August were for queries. They were about recruitment of teachers on a competitive basis, early admission of children to the first grade, workload standards for teachers in the new academic year, issues on granting documents (certificate) on general secondary and complete education, and etc. Other queries were related to study abroad issues, recognition of documents issued at overseas universities, salaries and holiday pay for teachers. All requests were registered and responded by the Hotline staff. In July, 2278 calls were received by phone and 107 by e-mail. Thus, 1579 queries received by the Service were about recruitment of teachers on a competitive basis, 231 on early admission of children to the first grade, 218 - study abroad, 57 recognition of documents issued at overseas universities, 43 teachers’ salary payments and 17 regarding Azerbaijan International University, which activity was suspended. All of them were responded.    Some queries were about problems existing at general, higher and secondary special education establishments. 17 queries among them were analyzed, and relevant measures were taken to solve problems. In July, the Service received two inquiries from secondary schools of Baku, 1 from each Ganja, Sumgayit, Absheron, Hajigabul. Kelbejer, Shamakhi, Sheki, Guba, Goychay, Imishli, Barda, Neftchala and Masalli. They were about granting certificates for graduates on school-leaving exam results, granting educational documents, recruitment of teachers, payment of salaries and holiday pay for teachers, and etc.    Queries from higher and secondary special education establishments were about dissatisfaction with the results of exams, delay in granting diplomas for graduates and other issues.   In August the Service received 1122 calls by phone and 74 by e-mail. The majority of them were queries. Thus, 163 queries were about activity of secondary schools, 668 - recruitment of teachers, 177 - early admission of children to the first grade, 59 - study abroad, 43 - students enrollment at higher and secondary special education establishments, 24 - study for sub-bachelor, bachelor and master degrees and 45 other issues. According to the analysis of 17 queries, 5 queries were received from schools of Baku, 3 from Sumgayit, 2 from Absheron and 1 from Saatli. About 6 queries were received from higher and secondary special education establishments, including 3 from public, 2 from private and 1 from secondary special education establishments. All queries received by the Service were analyzed and responded by the relevant structures. It was revealed that a majority of queries received in July and August were anonymous.

On September 14, Education Minister Misir Mardanov met with a delegation led by EU Representative for the South Caucasus Mr. Philippe Lefort.

Education Minister Misir Mardanov welcomed the guests and noted the importance of relationship between Azerbaijan and the European Union. He also underlined an importance of educational projects within the bilateral relations. The Minister gave information on works implemented in cooperation with the EU within Tempus, Erasmus-Mundus, TAIEX programs and Twinning project in the education field. Noting Azerbaijan has joined the Bologna process, the Minister underlined the country has taken important steps to integrate into European Education System.  The EU Representative for the South Caucasus Mr. Philippe Lefort thanked Minister Mardanov for the warm welcome. He highly praised the integration of Azeri education system into European Higher Education Area in terms of the development of bilateral relations and practice exchange. Mr. Lefort stressed an important role of education field in the expansion of relationships between Azerbaijan and the EU and underlined a value of educational ties to reach a peace and stability in the South Caucasus region.    At the meeting, the sides also discussed achievements in educational projects jointly implemented by Azerbaijan and the EU and exchanged views on other issues of common interest.

In the 2011/2012 academic year, 421 students from Azerbaijan have gained a right to study within State Program on the education of Azeri youth abroad in the years of 2007/2015.

The total number of students studying within the State Program is 1204. Currently, 825 students are studying at about 200 universities of 23 countries within the State Program. The majority of them are studying in fields such as medicine, engineering, economics and management, and ICT. 322 students studying within the State Program have completed their education.  A total of 10 700 students are currently studying different specialties at the world’s leading universities within the State Program and other sources. It should be noted that, 5 590 international students are currently studying at universities of Azerbaijan at the bachelor, master and doctoral levels.

On September 17, Education Minister Misir Mardanov met with Director of International School of Bern, Switzerland, Kevin Page, member of Association of IB World Schools Supervisory Board Vladimir Kuskovski and President of Caspian Investment Center Elshan Musayev.

Education Minister Misir Mardanov expressed his pleasure to welcome the guests at the Ministry. He highly praised the provision of International Baccalaureate Program in Azerbaijan and expressed his belief in a successful implementation of the project.  According to the Minister, the period of study for the IB program is 12 years and students successfully completed the program will be granted a certificate recognized by all world’s leading universities. Noting the program is being implemented at one of the primary classes of school-lyceum No.6, the Minister underlined the first step has been met with great interest. In their speeches, Director of International School of Bern, Switzerland, Kevin Page, member of Association of IB World Schools Supervisory Board Vladimir Kuskovski and President of Caspian Investment Center Elshan Musayev gave detailed information on IB program and shared their views on implementation mechanisms of the project. It was noted that the compliance of curriculum implemented at secondary schools of Azerbaijan with requirements of IB program facilitates the implementation of the project. At the end, questions taken from journalists about the application of IB program were answered.

New building of school No.5 has been opened in Khirdalan city of Absheron district.

The opening ceremony was attended by Head of Absheron Executive Power Office Zakir Farajov, Education Minister Misir Mardanov and MP Arif Alishanov.    The event was opened by playing the National Anthem of Azerbaijan that was performed by students. Speakers have talked about the rapid development of the republic, construction of new school buildings and achievements in the education field. Afterwards, the red ribbon was cut, school bell sounded and schoolchildren, including first graders entered to the new school building. The guests became acquainted with classrooms, laboratories, sport and assembly halls, medical center and other rooms. Four-storey building of the school was built on the site of the demolished old building. A nine-year school welcomed its first students in 1997. In 2002, she became a secondary school. However, the high density of students has posed challenges to learning process. Currently, 967 students are studying and 93 teachers working at school.

On September 17, at Narimanov district took place an opening ceremony of Baku Modern School.

The event was attended by Education Minister Misir Mardanov, Professor Farhoud Kafi, professor of California State University Tamar Andrews and other officials. According to Head of Narimanov Executive Power Office Abdin Farzaliyev, two more schools were opened after refurbishment and reconstruction. Moreover, district schools have achieved a high level of success. Speaking at the event, Education Minister Misir Mardanov noted that over 160 schools were built, as well as a number of schools were refurbished and reconstructed in the country due to the attention and care provided by the state. The Minister expressed his confidence that Baku Modern School will take its place in the education system of the country and wish every success to the students and teaching staff in the new academic year. According to school director Gulnara Efendiyeva 305 students were enrolled at first and tenth grades of the school. Moreover, English classes for the first graders are opened along with Azeri and Russian sectors. The number of hours devoted to teaching English at school will be 5 hours per week. Moreover, Information Science subject will be taught 3 hours per week The study at the school will be organized based on the Harvard University program. All conditions for extra-curricular activity of students were provided. There a special room for students that will participate in driving courses from the 8th grade as well. The assessment will be conducted on a 50-point scale and each student will be able to track its results by using their personal development cards.

Conduction of scientific researches on the modern level and implementation of purpose-oriented complex scientific programs are successfully carried out by higher education institutions subordinated to the Ministry of Education.

There are 4 state-funded scientific research institutes, 4 scientific research centers, 92 scientific research laboratories and one self-supporting research institute operating at universities. Moreover, 1243 (59.5%) doctors of science, 5869 (62.9 %) doctors of philosophy, as well as 62 full and corresponding members of the Azerbaijan National Academy of Sciences are working at the higher education field. The higher education institutions have held 118 scientific and practical conferences, including 87 republican and 31 international conferences within a list of conferences agreed with the Cabinet of Ministries. A new funding mechanism has been applied in the science since 2010. More than 6 million manats from the state budget have been allocated for the Science Development Fund under the President of Azerbaijan Republic over the last 2 years to carry out that mechanism which focused on the grant funding. In 2010 and 2011, 22 projects presented by higher education institutions of the Ministry were awarded a grant within the grant competitions announced by the Fund. Moreover, scientists of universities are taken part in 39 international grant programs. Relationship between higher education institutions and establishments has been expanded in recent years. The number of contract – based works and amount of expenditure has increased. Last year, the universities have been carried out fundamental and applied researches in 2411 subjects on 639 problems. 1853 of them have been completed. Scientists working at universities published 333 monographs, 309 books, 620 study guides, 1307 programs and methodical manuals. About 1850 articles and 1114 theses of our scientists were published in foreign magazines. Last year, there were received 45 patents, including two Eurasian patents. New PhD programs were established at 27 higher education institutions and scientific research establishments of the Ministry within the Education Act and first admissions at these universities was held in 2011. On 23 and 24 February 2012 in the country was held “Scientists of Tomorrow” contest within the INTEL ISEF – International Science and Engineering Fair for the first time in order to attract high school students to scientific researches, help them to master latest research methods, motivate their activities in this area, as well as reveal talented students, who are prone to research activities, expand ties between universities and education institutions. Five students chosen among the winners of the contest took part in the exhibition of INTEL ISEF held in Pittsburgh, PA, USA on 13-18 May 2012.
