On June 29, at the Ministry of Education took place an awarding ceremony of winners of Republican competition “E-education.”
Speaking at the opening of the event, Education Minister Misir Mardanov noted the importance of “E-education” competition. According to him, the main goal of the competition is to promote the use of electronic resources for education and internet technologies in the education process, as well as community awareness in this field, and encourage teachers actively used information technologies. The competition has been organized within “State program on Informatization of Education System in 2008-2012” and supported by “Microsoft Azerbaijan”, “Education for the future” program of the Intel Cooperation, as well as organizations of AzEduNet, Ultra, “Nar Mobile”, HP and Madad. Next, the Minister talked about attention paid by President Ilham Aliyev to the education field and people working for this field. He underlined the Presidential orders on “Awarding the winners of best secondary school and best teacher competitions” as an obvious example of his attention. Praising the “E-education” competition as a continuation of above mentioned competitions the Minister noted that all implemented works serve to improve the quality of education by strengthening the innovative activity. According to the Minister, the competition was organized in 2 directions - “Electronic educational resources” and “Internet technologies in the education.” He added that 817 contestants have taken part in the competition, which was held for the third times, and 112 nominees were chosen among submitted projects from which 16 winners were selected. Misir Mardanov noted that “The most active regional school” of the competition was chosen as well. According to statistics, 235 projects were submitted from Baku, 229 from Ganja, 109 from Ismayilli, 71 from Sumgayit and 173 from other regions. The most active regions were Ganja, Ismayilli, Zagatala, Gakh, Agdash, Khachmaz, Ujar and Sheki. At the end of his speech, the Minister has thanked everyone, who contributed to the conduction of the competition, congratulated the winners and wished them every success in their future activity. At the end, the winners of the competition were presented diplomas, laptops, netbooks and other prizes.

On July 13, a signing ceremony took place at the Ministry of Education for the educational cooperation agreement for the period 2012-2015 between the Ministry of Education of Azerbaijan and Ministry of Education of People’s Republic of China.
Education Minister Misir Mardanov has opened the ceremony by expressing his pleasure in welcoming the guests at the Ministry. He talked about relations between Azerbaijan and China and creation of educational cooperation within this relationship. The Minister also highlighted the development of educational ties between the two countries after Azerbaijan has gained its independence. Noting more than 200 Chinese students are currently studying at universities of Azerbaijan, the Minister underlined the 16 of them are studying on a free of charge basis within the scholarship of Azerbaijani side. Moreover, about 40 students from Azerbaijan are studying at universities of China on a state-paid basis, and 17 students have already graduated from Chinese universities. According to M. Mardanov, the goal of the agreement is to promote the educational cooperation between the two countries, provide teacher and student exchange, extend mutual relations between higher-education institutions. Talking about the importance of agreement the Minister expressed his hope that the document will contribute to the development of educational cooperation between the two countries. The ambassador of People’s Republic of China to Azerbaijan Hong Jiuyin thanked the Minister for the warm welcome. He touched upon educational ties between Azerbaijan and China and noted the importance of their expansion. Noting the agreement on educational cooperation has a great importance for both sides Mr. Hong Jiuyin underlined his belief that the cooperation in the relevant field will further increase. At the end, Education Minister Misir Mardanov and Ambassador of People’s Republic of China to Azerbaijan Hong Jiuyin signed the agreement for the educational cooperation for the period 2012-2015. The signing ceremony was attended by Ambassador of Azerbaijan to People’s Republic of China Latif Gandilov.

On July 13, Education Minister Misir Mardanov met with a delegation led by Education and Training Minister of Islamic Republic of Iran Hamid Reza Haji Babaei.
Education Minister Misir Mardanov expressed his pleasure at welcoming the guests in Azerbaijan and at the Ministry of Education. The Minister talked about the historical ties of friendship between the two countries and noted many Iranian students are currently studying at universities of Azerbaijan. He also touched upon the relationship in the education field between Azerbaijan and Iran, and underlined the cooperation existing between universities of the two countries. The Minister talked about his meetings with students from Iran studying at different universities of Azerbaijan, and underlined the assistance provided to them to solve their problems. Mr. Mardanov underscored the importance of expanding the educational cooperation and establishing of a joint working group that will be involved in solving some problems in this field. Education Minister highly praised the visit of Iranian Education Minister to Azerbaijan and invited him to visit our country again to become more familiar with the education system of Azerbaijan. Talking about the goal of his visit to Azerbaijan Education and Training Minister of Islamic Republic of Iran Hamid Reza Haji Babaei expressed his pleasure at meeting with Minister Mardanov. He underlined the mutual relations between Azerbaijan and Iran and expressed his belief that the meeting will contribute to the development of educational cooperation. The Iranian Minister talked about the education system of Iran, including researches conducted in this field over the last 7 years and substantial changes. He also underlined the importance of establishing cooperation in fields such as secondary special education, student-teacher exchange, textbooks, etc. Education and Training Minister of Islamic Republic of Iran Hamid Reza Haji Babaei has invited Minister Mardanov to Iran. The meeting was attended by Ambassador of Iran to Azerbaijan Mohammad Bagher Bahrami.

On July 14, at the Ministry of Education was held a regular meeting of Accreditation Council.
The meeting was devoted to the discussion of results for accreditation of Academy of Public Administration under the President of the Republic of Azerbaijan, Odlar Yurdu University, Azerbaijan Cooperation University, Baku Basic Medical College No. 2 and Ganja Music College. Speaking at the opening of the meeting Education Minister Misir Mardanov underlined the importance of accreditation of higher-education institutions and shared his views on the relevant issues. Chair of the Accreditation Committee on Academy of Public Administration under the President of the Republic of Azerbaijan, Head of Law Department at National Aviation Academy Ibrahim Guliyev gave information on accreditation results conducted at the Academy. According to him, the committee reviewed the status of organizing and conducting of the training, its compliance with state educational standards, tested the knowledge of final year students to find out their professional training level and highly praised the activity of Academy. Mr. Guliyev also talked about the activity of Academy, its logistics base, employment provision of students, as well as noted some recommendations of the committee. Head of Accreditation Department of Ministry of Education Habib Zarbaliyev talked on the results for accreditation of Odlar Yurdu University. He spoke about professional training quality at university, number of faculty members and other indicators, as well as the conclusion made by the committee. Chair of the Accreditation Committee on Azerbaijan Cooperation University, Head of Industrial Economics and Management Department at Azerbaijan Technical University Ramiz Isgandarov gave detailed information on the activity of the University. He talked about the refresher courses taken by the faculty members of the university abroad, employment provision of students and other statistical data. Next, Chair of the Accreditation Committee of Baku Basic Medical College No. 2, Professor of Azerbaijan Medical University Akif Gurbanov spoke about the content of education programs for the specialties presented for the accreditation and the organization of the teaching process at institution. Chairman of the Accreditation Committee for Ganja Music College, Head of Department at Baku Slavic University Nurida Novruzov gave information about educational conditions at college, number of textbooks published under the imprint for every 10 teachers of teaching staff over the past five years, as well as the activity of teaching staff. Next, the questions taken from members of the Council were responded and made some recommendations. At the meeting, activities of Academy of Public Administration under the President of the Republic of Azerbaijan and Odlar Yurdu University were rated as good, activities of Azerbaijan Cooperation University and other two colleges as satisfactory. It was also decided to accredit the relevant specialties of these institutions.

Exams to fill vacant teaching posts at secondary schools and professional lyceums included within the Education Ministry system for 2012/2013 academic year have begun.
Exams for positions of physical training teacher and head of pre-conscription military training of youth started on July 23. According to the exam results, 110 candidates have been recruited to become physical training teachers, as well as 39 to heads of pre-conscription military training of youth. It should be noted that, the competition for recruitment of teachers to vacant posts is conducted at three levels and in a centralised manner. 16 195 candidates for 3270 unfilled posts have submitted an e-application for the first level that will be held from 1 to 15 July. Their indicators for educational achievements have been assessed via the software programme, and 728 applications have been rejected due to the inconsistency in specialty. As a result, the applications of 15 467 candidates were confirmed, and they passed to the second level of the competition. A majority of candidates, who was accepted to the second level of competition, are wishing to work as a primary school teacher. 39 candidates submitted their application for 143 vacant posts in Baku and 3764 candidates for 104 unfilled posts in other cities and regions. 2731 applicants submitted e-applications for English language teaching jobs, 2160 appliers for Azerbaijan language and literature, 1483 for Mathematics, and 1112 for History teacher jobs. The most vacant posts are offered for Geography teacher jobs (21 in Baku, 407 in other cities and regions). 646 applicants received a right to participate in the second level on this specialty.

Results for exams held to fill vacant teaching posts at secondary schools and professional lyceums have been revealed on July 24.
According to the results, 4 applicants have been recruited to become Russian language and literature teacher, 14 – Russian language, 11- German language, 10- French language, 14 Music, 40- labour training, and 11 - fine arts and drawing teachers. On July 25, applicants took an exam on Geograhy subject.

On July 25, 188 from 646 candidates taken part in the Geography exam have been accepted for the job. On July 26 and 27, 729 applicants will check their knowledge in the Physics.

174 applicants have been recruited to become Physics teachers and 133 to become information science teachers at secondary schools and professional lyceums for the 2012/2013 academic year.
It was revealed according to the results of exams held on 26-27 July. It should be noted that today applicants hoping to receive a Biloligy teacher job are taken exams. There are 346 vacant posts for 726 applicants on this subject.

The next results for exams held to fill vacant teaching posts at secondary schools and professional lyceums was revealed on July 30-31.
According to the results, 181 applicants have been recruited to become Biology teacher and 153 to become a chemistry teacher. On August 1, 2 and 3, 1483 applicants will take an exam to receive one of the 271 vacant posts in Mathematics.

Results for Mathematics subject exam held to fill vacant teaching posts at secondary schools and professional lyceums for 2012/2013 academic year have been revealed.
According to the results of the exam held on 1-3 August, 250 applicants have been recruited to become a mathematics teacher. English language exams will be held from 6 to 10 August. 2731 appliers will compete for 247 vacant posts.
