Education is the future of the nation!
On June 20, Education Minister Misir Mardanov met with Education and Science Minister of Lithuania Gintaras Steponavicius during his trip to this country.
Education Minister Misir Mardanov informed Gintaras Steponavicius about his meetings and stressed their important role in promoting educational ties between the two countries. The Minister underlined the interest of Azerbaijan in expanding bilateral relations in the education field. According to him, currently there are about 50 students from Azerbaijan studying at different universities of Lithuania and relevant steps will be taken to increase their number. Education and Science Minister of Lithuania Gintaras Steponavicius highly praised the development of educational relations between the two countries and underlined more efforts will be made to promote them. The Minister stressed that all issues concerning Azeri students studying at universities of Lithuania will be kept in the spotlight. Gintaras Steponavicius gave information on the activity of Education and Science Ministry of Lithuania, the education system of his country and implemented projects. Moreover, at the meeting the sides have exchanged views on other issues. It was stressed that a special attention will be paid to the development of bilateral relations in the higher and vocational education fields. At the end, the sides exchanged gifts in memory. On this day, Misir Mardanov visited gymnasium “Lithuanian House” located in Vilnius, where he was provided with information on the activity of the education establishment. It was noted that, 47 teachers are educating 241 pupils of gymnasium, which is a one of the top secondary education institutions of the country. Moreover, it was stressed that, the school is funded by the school administration based on per capita financing principle. The education institution is provided with the latest ICT facilities, and Internet access. Final examinations are organized by the school administration as well. Pupils of graduating classes are taken exams in 6 subjects. The exam on the Lithuanian language is compulsory, but students have a right to choose from the remaining 5 subjects according to their specialty. Exams are taken in test and written forms. Test questions are consisted of 20% of exam and the exam duration may take from 3 to 6 hours depending on the specialty. During the meeting with pedagogical staff it was decided to establish a link between the Gymnasium and one of the secondary schools of Azerbaijan within the projects for Twins School. Education Minister Misir Mardanov wished to the staff of the Gymnasium every success for the future and presented the school with memorial gift on behalf of the Ministry of Education of Azerbaijan. All meetings held by the delegation were attended by Ambassador of Azerbaijan to Lithuania Hasan Mammadzade.

On June 20, Education Minister Misir Mardanov visited Education Exchanges Support Foundation within his trip to the Republic of Lithuania.
Director of the Foundation Daiva Sutinyte gave to Minister Mardanov detailed information about the organization headed by her. According to her, the Foundation established in 2007 has implemented many projects in the field of education and last year 800 grant projects were signed based on 1800 requests received from the different countries of Europe. According to Daiva Sutinyte the budget of the Foundation, which has a staff team, consisting of 46 people, reached 21 million euros last year, including 14 million from European Union and 7 million from the state budget. The Director noted that, the budget of organization is forecast to reach approximately 19 billion euros for the period 2014-2020. Noting Azeri students currently studying at universities of Lithuania are granted 375 euros scholarship from the Foundation, D. Sutinyte talked about the importance of expanding bilateral relations of the two countries in the education field. At the meeting, the sides also talked about projects implemented in cooperation with Azerbaijan and discussed prospects for development of cooperation. At the end, there were held an exchange of views on issues, such as development of educational ties between Azerbaijan and Lithuania, student teacher exchange programs, as well as other issues of common interest.

On June 22 with the support of the Ministry of Education a signing ceremony of scientific cooperation and exchange protocols took place between a number of leading universities of Azerbaijan and Hacettepe University of Turkey.
The ceremony was attended by Deputy Education Minister Gulu Novruzov, the delegation headed by Rector of Hacettepe University Professor Murat Tuncer, as well as heads of several leading educational institutions of Azerbaijan. Deputy Education Minister Gulu Novruzov welcomed the ceremony attendees and noted that relevant protocols were signed between the leading universities of Azerbaijan and Hacettepe University of Turkey for the first time in 20 years of Azerbaijan’s independence. G.Novruzov conveyed the greetings of the Minister of Education Misir Mardanov to the guests and spoke about the educational reforms implemented in Azerbaijan, as well as works done for the development of higher education field. The Deputy Minister emphasized the importance of using the experience of top universities in the world, including the universities of Turkey, and expanding inter-university relations in order to improve higher education to modern standards level. G, Novruzov gave information on successful implementation of State Programme on Study Abroad approved by the Executive Order of President of Azerbaijan Ilham Aliyev and noted that thousands of Azeri students will be sent to prestigious universities in the world in the coming period. Stressing that young people of Azerbaijan have already had an opportunity to study at the top universities of the world, G.Novruzov underlined a great interest of the country in universities of Turkey. Rector of University of Hacettepe Murat Tuncer expressed his satisfaction with the visit to Azerbaijan, and noted relations between the two countries have given impetus to the development of educational ties. Mr. Tuncer highly praised the scientific cooperation and exchange protocols, which will be signed between the number of leading universities of Azerbaijan and University of Hacettepe. He gave detailed information about an educational institution headed by him and said that full support will be provided for further development of cooperation. Speaking about the relationship between Azerbaijan and Turkey, as well as bilateral relations with educational institutions Rector of Baku State University Abel Maharramov and Rector of Nakhchivan State University Isa Habibbayli noted the importance of expanding educational cooperation for the sake of common interests. At the end of the ceremony, scientific cooperation and exchange protocols were signed between University of Hacettepe and Baku State University, Azerbaijan State Oil Academy, Nakhchivan State University, Azerbaijan State University of Architecture and Construction, Azerbaijan State Pedagogical University, Azerbaijan State University of Culture and Arts, Baku Music Academy, Azerbaijan Technical University, Ganja State University, Baku Slavic University and Azerbaijan State Academy of Physical Culture and Sports.

Education Minister Misir Mardanov was awarded the honorary title of Honored Worker of Science of Republic of Dagestan.
In this regard, the Ministry of Education held an event on June 25. The event was opened by Education Minister Misir Mardanov. In his speech, he underlined historical and cultural relations between Azerbaijan and Dagestan. Moreover, noting national leader Heydar Aliyev had always attached a special importance to the relations of fraternal and friendship between the people of Azerbaijan and Dagestan, the Minister stressed this tradition has successfully continued by President Ilham Aliyev. He underlined the need to improve the educational cooperation between the two countries. Magomed Gurbanov, representative of the Dagestan Republic to Azerbaijan, spoke of the high level of relations between Azerbaijan and Dagestan, and successes achieved by Azerbaijan in different areas in recent years. The guest underlined the contribution of national leader Heydar Aliyev to expand friendly relations and cooperation between the people of two countries, and high attention paid by the President of Azerbaijan. Magomed Gurbanov said that according to the executive order of President of the Republic of Dagestan Magomedsalam Magomedov, Education Minister Misir Mardanov was awarded the honorary title of Honored Worker of Science of Republic of Dagestan for his contributions to promoting scientific cooperation between Azerbaijan and Dagestan. M. Gurbanov presented to Minister Mardanov a relevant diploma and certificate of honorary title. Education Minister Misir Mardanov expressed his gratitude to the President of the Dagestan Republic and its representative to Azerbaijan for the honorary title.

On June 25, Education Minister Misir Mardanov met with Chairman of Germany-Azerbaijan Forum, Honorary Consul of Azerbaijan in Stuttgart Otto Hauser and Ambassador of Azerbaijan to Germany Parviz Shahbazov.
Education Minister Misir Mardanov greeted the guests and expressed his pleasure to welcome them at the Ministry. Noting the existing corporation between Azerbaijan and Germany has been expanding in recent years, the Minister underlined the importance of promoting educational ties of the two countries. Misir Mardanov stressed contributions made by Otto Hauser to promote the educational ties between Azerbaijan and Germany and works done by him in this direction. Noting the establishment of cooperation in the vocational education field, the Minister talked about some steps taken in this field. He pointed out the project for “Improving vocational education system in the agriculture sector (TWINNING)” as a positive example of cooperation with Germany in the field of vocational education. Ambassador of Azerbaijan to Germany Parviz Shahbazov talked about educational ties of the two countries and ways to strengthen them more. He underlined the importance of meeting in terms of improving the bilateral relationship in the education field. Honorary Consul of Azerbaijan in Stuttgart Otto Hauser has thanked the Minister for the warm welcome. Noting he pays a special importance to the educational ties between Azerbaijan and Germany, the Consul, put forward an idea to start a new project for the vocational education field. He talked about the establishment of pilot education institution based on German model and noted that the project is to be launched in Sumgayit. According to him, the study period at the institution will last 3 years and personnel training will be provided in the fields of economic, including chemistry, construction and mechatronic. Noting the importance of new institution for the region, the guest touched on issues regarding the construction of relevant building, preparation of teaching manuals, curriculum, classification of teachers and conduction for them training courses in Germany. Moreover, he also talked about the translation of teaching materials into Azeri language. At the end of his speech, Otto Hauser expressed his gratitude to the Minister for the high-level support. Minister Mardanov talked about the development of vocational education system of Germany and underlined the need to benefit the experience of Germany in this field. He positively praised and supported the realization of new project in Azerbaijan. Noting he pays a special importance for building such institution in Sumgayit, the Minister underlined that the institution can play an important role in meeting the need for qualified personnel at major industrial facilities and technology parks, as well as in the expansion of their activity. Minister Mardanov stressed the importance of establishing a working group for implementation and management of the project, and added that relevant steps should be taken in this direction. At the meeting, the sides also exchange views on the establishment of cooperation with relevant structures, recognition of diplomas given by the institution in Germany, organization of training courses and etc.

The meeting of Accreditation Council took place at the Ministry of Education on June 28.
The meeting was devoted to the discussion of accreditation results of Azerbaijan State Agrarian University, Agdash State College of Humanities, Baku State College of Economics and Humanities and Baku College of Humanities. Habib Zarbaliyev, Head of Accreditation Department of the Ministry gave information on accreditation results for Azerbaijan State Agrarian University. He gave general information on the activity of university, the content of its educational programs and personnel provision. Noting the Accreditation Commission has analyzed the organization of teaching process at university, H. Zarbaliyev made the members of Council familiar with the conclusion of the Commission. Chairman of Accreditation Commission on Agdash State College of Humanities, Deputy Director of Baku Technical College Farrukh Mammadov gave information of the activity of the College, total number of graduates for the last 5 years and results of conducted survey. He voiced recommendations of the Commission for more effective organization of college activity. Next, Chairman of Accreditation Commission on Baku State College of Economics and Humanities, Director of Education Department of Baku College of Social Economy Ibad Asadov talked about the conclusion of the Commission on the quality of specialist training at the College. Chairman of Accreditation Commission on Baku College of Humanities, assistant professor of Music Department of Baku Music Academy Khatira Hasanzade gave information on the activity of the College, its teaching conditions, material and technical base, as well as activity of teaching staff. Education Minister Misir Mardanov stressed the goal of accreditation of educational institutions is to improve the quality of education in the country and expressed his opinions on relevant issues. Next, the questions taken from members of the Council were responded and made some suggestions and recommendations. At the meeting, the activity of Azerbaijan State Agrarian University was estimated as “good” and other 3 colleges as “satisfactory” by considering their compliance with specified criteria and made a decision on accreditation of their relevant specialties.

On June 28, Education Minister Misir Mardanov met with Chairman of UNESCO’s International Program for the Development of Communication and former head of the Swiss Agency for Development and Cooperation Ambassador Walter Fust and head of Libyan Forum of Civil Society Farida Allaghi.
Education Minister Misir Mardanov greeted the guests and expressed his pleasure to welcome them at the Ministry. He gave detailed information on the education system of the country, wide-ranging projects and reforms implemented in Azerbaijan after regaining the independence. The Minister underlined special attention paid by President Ilham Aliyev to the education field and talked about steps taken to implement the strategy to direct oil capital to the development of human potential of the country. According to the Minister, the country gives priority to the provision of ICT in the education field. Moreover, the Minister talked about important measures taken to provide secondary schools of Azerbaijan with ICT facilities, and conduction of ICT training for teachers in recent years. Education Minister talked about the cooperation of the Ministry with UNICEF and UNESCO. He gave information on the activity of Mehriban Aliyeva, President of the Heydar Aliyev Foundation, goodwill ambassador of UNICEF and ISESCO devoted to the promotion of education field. Farida Allaghi, human rights activist and head of Libyan Forum of Civil Society thanked the Minister for the warm welcome. She gave information on the situation in the education field of Libya and other Arab countries. Chairman of UNESCO’s International Program for the Development of Communication and former head of the Swiss Agency for Development and Cooperation Ambassador Walter Fust informed the Minister on the ICT provision of the Swiss schools and achievements gained in this direction. The guest talked about the experience of Switzerland in the relevant direction and suggested to establish cooperation. At the meeting, the sides exchanged views on the above mentioned issues.

On June 29, at the Ministry of Education took place an awarding ceremony of winners of Republican competition “E-education.”
Speaking at the opening of the event, Education Minister Misir Mardanov noted the importance of “E-education” competition. According to him, the main goal of the competition is to promote the use of electronic resources for education and internet technologies in the education process, as well as community awareness in this field, and encourage teachers actively used information technologies. The competition has been organized within “State program on Informatization of Education System in 2008-2012” and supported by “Microsoft Azerbaijan”, “Education for the future” program of the Intel Cooperation, as well as organizations of AzEduNet, Ultra, “Nar Mobile”, HP and Madad. Next, the Minister talked about attention paid by President Ilham Aliyev to the education field and people working for this field. He underlined the Presidential orders on “Awarding the winners of best secondary school and best teacher competitions” as an obvious example of his attention. Praising the “E-education” competition as a continuation of above mentioned competitions the Minister noted that all implemented works serve to improve the quality of education by strengthening the innovative activity. According to the Minister, the competition was organized in 2 directions - “Electronic educational resources” and “Internet technologies in the education.” He added that 817 contestants have taken part in the competition, which was held for the third times, and 112 nominees were chosen among submitted projects from which 16 winners were selected. Misir Mardanov noted that “The most active regional school” of the competition was chosen as well. According to statistics, 235 projects were submitted from Baku, 229 from Ganja, 109 from Ismayilli, 71 from Sumgayit and 173 from other regions. The most active regions were Ganja, Ismayilli, Zagatala, Gakh, Agdash, Khachmaz, Ujar and Sheki. At the end of his speech, the Minister has thanked everyone, who contributed to the conduction of the competition, congratulated the winners and wished them every success in their future activity. At the end, the winners of the competition were presented diplomas, laptops, netbooks and other prizes.

On July 13, a signing ceremony took place at the Ministry of Education for the educational cooperation agreement for the period 2012-2015 between the Ministry of Education of Azerbaijan and Ministry of Education of People’s Republic of China.
Education Minister Misir Mardanov has opened the ceremony by expressing his pleasure in welcoming the guests at the Ministry. He talked about relations between Azerbaijan and China and creation of educational cooperation within this relationship. The Minister also highlighted the development of educational ties between the two countries after Azerbaijan has gained its independence. Noting more than 200 Chinese students are currently studying at universities of Azerbaijan, the Minister underlined the 16 of them are studying on a free of charge basis within the scholarship of Azerbaijani side. Moreover, about 40 students from Azerbaijan are studying at universities of China on a state-paid basis, and 17 students have already graduated from Chinese universities. According to M. Mardanov, the goal of the agreement is to promote the educational cooperation between the two countries, provide teacher and student exchange, extend mutual relations between higher-education institutions. Talking about the importance of agreement the Minister expressed his hope that the document will contribute to the development of educational cooperation between the two countries. The ambassador of People’s Republic of China to Azerbaijan Hong Jiuyin thanked the Minister for the warm welcome. He touched upon educational ties between Azerbaijan and China and noted the importance of their expansion. Noting the agreement on educational cooperation has a great importance for both sides Mr. Hong Jiuyin underlined his belief that the cooperation in the relevant field will further increase. At the end, Education Minister Misir Mardanov and Ambassador of People’s Republic of China to Azerbaijan Hong Jiuyin signed the agreement for the educational cooperation for the period 2012-2015. The signing ceremony was attended by Ambassador of Azerbaijan to People’s Republic of China Latif Gandilov.

On July 13, Education Minister Misir Mardanov met with a delegation led by Education and Training Minister of Islamic Republic of Iran Hamid Reza Haji Babaei.
Education Minister Misir Mardanov expressed his pleasure at welcoming the guests in Azerbaijan and at the Ministry of Education. The Minister talked about the historical ties of friendship between the two countries and noted many Iranian students are currently studying at universities of Azerbaijan. He also touched upon the relationship in the education field between Azerbaijan and Iran, and underlined the cooperation existing between universities of the two countries. The Minister talked about his meetings with students from Iran studying at different universities of Azerbaijan, and underlined the assistance provided to them to solve their problems. Mr. Mardanov underscored the importance of expanding the educational cooperation and establishing of a joint working group that will be involved in solving some problems in this field. Education Minister highly praised the visit of Iranian Education Minister to Azerbaijan and invited him to visit our country again to become more familiar with the education system of Azerbaijan. Talking about the goal of his visit to Azerbaijan Education and Training Minister of Islamic Republic of Iran Hamid Reza Haji Babaei expressed his pleasure at meeting with Minister Mardanov. He underlined the mutual relations between Azerbaijan and Iran and expressed his belief that the meeting will contribute to the development of educational cooperation. The Iranian Minister talked about the education system of Iran, including researches conducted in this field over the last 7 years and substantial changes. He also underlined the importance of establishing cooperation in fields such as secondary special education, student-teacher exchange, textbooks, etc. Education and Training Minister of Islamic Republic of Iran Hamid Reza Haji Babaei has invited Minister Mardanov to Iran. The meeting was attended by Ambassador of Iran to Azerbaijan Mohammad Bagher Bahrami.
