On May 3, at Hilton Hotel was held the presentation of a book entitled “The history of Azerbaijan education” in three volumes written by Education Minister, Professor Misir Mardanov organized by New Azerbaijan Party.

The ceremony was attended by prominent scientific and cultural figures, public representatives. Deputy Chairman, executive secretary of ruling party “New Azerbaijan” (NAP), MP Ali Ahmedov has delivered a speech at the opening of the ceremony noting that today the education of Azerbaijan has reached a new developmental stage. Stressing highly educated younger generation, who became an active member of modern world, was formed in Azerbaijan, Mr. Ahmadov praised this factor as an indicator of the development of country’s education system. He underlined the rich development path of Azerbaijani education launched by the great leader Heydar Aliyev is successfully continued under the leadership of President Ilham Aliyev.  According to him, the future generations have a right to receive full information on the past achievements alongside successes gained in the modern era, and the book of Education Minister, Professor Misir Mardanov “The history of Azerbaijan education” was written to study our education history very deeply. Noting the book contains deep research of the education history, Mr. Ahmadov highly praised it as a contribution made by the experienced master to the education field. Deputy Speaker of the Milli Majlis Bahar Muradova, Chairman of the Writers Union of Azerbaijan Anar, Rector of Azerbaijan Medical University Ahliman Amiraslanov, Rector of Azerbaijan Slavic University Kamal Abdulla, Director of Institute of History of ANAS Yagub Mahmudov, Correspondent member of ANAS Vagif Abbasov, Chairman of Republican Education Council Ajdar Agayev, MP Sabir Rustamkhanli, Professor Farrukh Rustamov and General Director of “Tahsil” Polygraph Ltd. Bahruz Akhundov have shared their thoughts about the importance of the book and underlined the richness of its content. They have praised the book as a perfect scientific source of objective approach to historical processes. According to them, the book is a mirror of desires of Professor Misir Mardanov regarding Azerbaijani education, and it also allows us to assess the past, illuminate current processes, and correctly determine the future prospects. Education Minister Misir Mardanov has thanked President Ilham Aliyev, Chairman of the New Azerbaijan Party for supporting the organization of this presentation and underlined that the works to prepare the 3-volume book “The history of Azerbaijan education” has been started by the advice of nationwide leader Heydar Aliyev.He praised the publication of book as a realization of one of the brilliant ideas of Great Leader and noted that the IV volume of the book is being prepared. The Minister has expressed his appreciation to everyone who had worked on the book, which contains the rich and glorious development path of Azerbaijani education. According to him, the first volume of the book reflects information on the education history of Azerbaijan until 1920, the second – Soviet period and the third the years of independence. Moreover, there is a lot of information on works done to make the country’s education achieve a good level of development. 

On May 7, at Gulustan Palace took place a ceremony for the results of writing competition organized among pupils of secondary schools and professional lyceums and devoted to the 89th birth anniversary of nationwide leader Heydar Aliyev.

The event was attended by prominent intellectuals, MPs, heads of government agencies, education institutions, teachers, pupils and parents.  The participants were welcomed by Education Minister Misir Mardanov. In his speech, the Minister underlined the 89th birth anniversary of great leader Heydar Aliyev has broadly celebrated in every part of Azerbaijan, including overseas countries. The Minister noted that about 700 000 pupils took part in the competition jointly organized by the Ministry of Education, New Azerbaijan Party, Heydar Aliyev Foundation, Ministry of Communication and Information Technologies and Azerbaijan Trade Union Confederation. Noting it was held in 3 levels (school, district (city) and republican (final) Mr. Mardanov highly praised the interest of pupils in this knowledge competition and estimated that as a vivid expression of respect for the memory of Great Leader. According to him, 5 pupils were awarded the first, 8- the second and 13 – the third places. Moreover, consolation prizes were awarded to 54 contestants as well. The Minister expressed his appreciation to all organizers and thanked all those who contributed to the knowledge competition. Noting the competition was also held under the same rules in Nakhchivan, the Minister gave information on the publication of book entitled “Heydar Aliyev in eyes of pupils” that includes essays of winners. According to him, for the first time pupils from Astrakhan region of Russia have participated in the competition as well. At the end, the Minister congratulated distinguished pupils and wished them every success. Next, attendees have watched a film devoted to the life and activity of national leader Heydar Aliyev. Deputy chairman of New Azerbaijan Party Ali Ahmadov, Chair of Azerbaijan Trade Union Confederation Sattar Mehbaliyev, Minister of Communication and Information Technologies Ali Abbasov, representative of the Heydar Aliyev Foundation Ilgar Mustafayev and Deputy Director of school No. 11 of Astrakhan Tatyana Klenkova have talked about the importance of competition. It was noted that the study of rich heritage and ideas of Great Leader by younger generation plays a great role in the possession by them positive spiritual qualities. At the end, the winners were awarded special diplomas, prizes and gifts.  

On May 8, at “Child World” Art Gallery of Child-Youth Creativity Palace named after Tofig Ismayilov took place an awarding ceremony of winners of Republican Art Competition devoted to the 89th birth anniversary of nationwide leader Heydar Aliyev.

The competition “Heydar Aliyev and independent Azerbaijan” among pupils of secondary schools was held according to the order 529 of the Ministry of Education of 3 April 2012. It was conducted in school, district (city) and republican levels in 3 age groups (6-10, 11-14, 15-18). About 200 works were submitted to the Republican level. The Jury consisting of employees of Azerbaijan Academy of Fine Art has selected 27 winners among contestants. Speaking at the opening of the event Deputy Education Minister Gulu Novruzov noted that the goal of the competition is to educate children and youth in the spirit of ideas of national leader Heydar Aliyev and identify talented young people. He highly praised works submitted to the competition and described them as a manifestation of infinite love of students to Nationwide Leader. Mr. Novruzov talked about great contributions of Heydar Aliyev, the founder and builder of independent Azerbaijani state. He touched upon the importance of conducted art competitions and wished every success to winners. Deputy Chair of State Committee for Family, Women and Children Aynur Sofiyeva, MPs Kamila Aliyeva and Fuad Muradov made a speech at the event and highly praised holding such events. They expressed their hope that young artists, who have described the ideas of National Leader in their works, will achieve even greater success in the future. Pupils, who have won the I, II and III places in the Republican level of the competition were awarded diplomas and presents of the Ministry of Education. 

On May 10, Education Minister Misir Mardanov has signed an order on measures to study life and activity of great leader Heydar Aliyev at secondary schools.

 The order states that national leader Heydar Aliyev is a greatest figure, who had made great contributions to the development of Azerbaijan in the 20th century. His life was a vivid symbol of the endless devotion and love for his Motherland and nation.  The pride of Azerbaijan, powerful statesman and staunch politician Heydar Aliyev had become the nationwide leader of Azerbaijani people due to his great work, and he will remain in the memory and heart of people as a leader with a steel will, fame and prestige that knew no boundaries. Heydar Aliyev had become an exemplary individual for generations. His life full of fights and victories is a real school for people, especially for youngsters. There have been filmed numerous movies and chronicles devoted to the activity of Heydar Aliyev, when he was the leader of the Azerbaijan SSR, and when he was promoted to a position on the Politburo. After our country gained independence, different TV channels, as well as famous cinematic figures started to pay attention to this important fact more seriously, and as a result, there were made documentary films about the hitherto unknown historical facts of activities of nationwide leader. The role of famous film director Vagif Mustafayev in creating and presenting these films to the public should be especially praised. The order states that films about Heydar Aliyev have a great historical value and could play an important role in informing schoolchildren about the meaningful life of national leader, as well as about great contributions made by him not only to Azerbaijan but also to the former Soviet Union countries. Heads of relevant departments and structures of the Ministry of Education were instructed to prepare proposals and recommendations on the organization of the work regarding the demonstration of documentary films of Vagif Mustafayev about Heydar Aliyev, which were considered as important education resources, at secondary schools within 1 week. According to the order, the first lessons at secondary schools on the 10th of May each year shall be devoted to the life and activity of national leader Heydar Aliyev, Heydar Aliyev Lecture Hall that will be operated throughout the academic year shall be created at all secondary schools, lyceums and gymnasiums, and events devoted to the commentary of his thoughts on the Azeri language, literature and history, economy, culture, art, national and spiritual values shall be organized by participation of famous scientists and experts. Moreover, a separate section that will contain books devoted to the national leader Heydar Aliyev shall be established at school libraries. Pupils shall be informed on their contents and about the opinions of famous people on Great Leader. What is more, the presentation contest “What I know about great leader Heydar Aliyev” and other events shall be conducted among pupils.    

The 8th World School Chess Championship took place in Iasi, Romania, from 27 April to 7 May 2012.

The chess championship was held on the Swiss system in 6 age groups. 653 pupils from 36 countries took part in the championship, including 284 boys and 369 girls. Azerbaijan was represented by a team of Ministry of Education consisting of 24 chess players.  Representative of Specialized Junior Chess School of Olympic Reserve No. 1 of Baku and school No.6 named after T. Ismayilov Gunay Mammadzade has won a gold, representative of Republican Specialized Junior Chess School of Olympic Reserve, pupil of school No. 212 of Baku Narmin Mammadova, representative of Specialized Junior Chess School of Olympic Reserve No. 2, pupil of school No. 7 of Baku, Ismayil Shahaliyev and representative of Junior Chess School of Ucar, pupil of school No. 4 Khatun Bagirova have won a silver medals. Representative of the Republican Specialized Junior Chess School of Olympic Reserve, pupil of school No.136 of Baku Aytan Amrayeva and representative of Specialized Junior Chess School of Olympic Reserve No. 1 of Baku, pupil of school No.13 Narmin Soyunlu were awarded the bronze medals. Moreover, representatives of Specialized Junior Chess School of Olympic Reserve No. 1 of Baku Umid Aslanov (5th place), Elkhan Bayramov (7) and Abdulla Gadimbeyli (10) were awarded diplomas in the chess championship.   

On May 11, at Azerbaijan State Pedagogical University took place an opening of II round of XVII Republican Student Subject Olympiad jointly organized by the Ministry of Education and Republican Free Trade Union Committee of Educators.

The event was opened by the Minister of Education Misir Mardanov. Noting the month of May is full of important events and holidays, the Minister stressed the celebration of 89th birth anniversary of nationwide leader Heydar Aliyev on May 10. He has talked about contributions made by Great Leader, the founder and builder of independent Azerbaijani state, to promote the development of education and stressed that President Ilham Aliyev, worthy successor to Heydar Aliyev, also pays a special attention to the development of education area. Noting all the conditions were created to get young people into higher education, the Minister gave information on works done to promote the creative potential of children and youth in recent years. The Minister talked about the importance of Olympiad and noted the knowledge competition creates condition to increase students’ interest in different subjects and serves to identify talented young people. He informed that contestants of two - round Olympiad will test their knowledge in 12 subjects, including mathematics, physics, chemistry, biology, information science, Azerbaijan language, Azerbaijan history, Azerbaijan geography, English, French, German and Russian languages.  Noting about 2000 students took part in the first round of the Olympiad that was held in March, the Minister underlined that 750 students from 31 public and 8 private universities have participated in the second round.  He stressed that, universities operated in Nakhchivan, Ganja, Lankaran, Sumgayit, Mingechevir and other cities of the country are represented in the Olympiad alongside with universities of Baku.  Mr. Mardanov noted that the Student Subject Olympiad have been jointly held with Republican Free Trade Union Committee of Educators since 2007. The Jury of the Olympiad consists of well-known scholars and teachers of the Republic. At the end of his speech, the Minister has thanked everyone who contributed to the organization of the event and wished every success to students. The event was attended by Rector of Baku State University Abel Maharramov, Deputy Chairman of Republican Free Trade Union Committee of Educators Shaig Asgarov, Rector of Lankaran State University Asaf Isgandarov and Rector of Azerbaijan State Pedagogical University Yusif Mammadov. In their speech, they have talked about the importance of Olympiad in terms of involving students in scientific-research works, and increasing their interest in science. After the opening ceremony, the start for the second round of Olympiad was given. It should be noted that the winners of Olympiad will be awarded diplomas, gifts and cash prizes from the Ministry of Education and Republican Free Trade Union Committee of Educators.   

Hotline Service of the Ministry of Education (telephone: 146; fax: 496-37-61; e-mail: qaynar-xett@edu.gov.az) received 1265 calls in April 2012.

 1167 calls were received by phone, 98 by e-mail. All of them were recorded, investigated and responded. The majority of calls were queries concerning secondary schools, higher and secondary special education institutions, as well as overseas universities. The queries were about national and international subject Olympiads, education financing, study abroad, further education, admission to the different stage of education, new assessment system at leaving classes of secondary schools, higher and secondary special education system, reception of education documents, nostrification, organization, conduction and results of final exams, subject Olympiads, admission of teachers to the vacant positions at secondary schools on a competitive basis, admission of children to the first grade for the next academic year, division of workload standards and lessons for teachers, etc. All of them were recorded and responded by the Service staff. 65 calls received in April were for the problems concerning secondary schools. Thus, the Service received 21 calls from secondary schools of Baku, 6 from other cities (1 from Ganja and Mingachevir, 4 from Sumgayit), 5 from Absheron, 2 from each Sheki, Yevlakh, Kalbajar and Bilasuvar, and one from each Jalilabad, Shamakhi, Goygol, Agsu, Kurdamir, Sabirabad, Hajigabul, Salyan, Gadabay and Lerik.  The majority of queries received from secondary school were concerning shortcomings of school directors in management, dissatisfaction with distribution of lessons, poor organization of teaching process and illegal retention of teachers’ salaries. According to the investigation, although some enquiries were provided with a contact name and telephone number they were anonymous and some facts do not reflect reality. One call received in April was for the problem concerning boarding schools. The issue was investigated and solved. Moreover, The Service received 2 queries from vocational education institutions, 10 from public universities and secondary special schools, and 2 from private education establishments. Queries received from public universities and secondary special schools were for the problem concerning the education documents and delay of scholarships.

On May 14, Education Minister Misir Mardanov met with Ambassador Extraordinary and Plenipotentiary of Italy to Azerbaijan Mario Baldi.

Education Minister Misir Mardanov welcomed the Ambassador at the Ministry. Noting Italy was one of the first countries recognized the independence of Azerbaijan the Minister touched on relations existing between both countries in the area of education in recent years. He also talked about issues regarding promotion of these relations. Noting the cooperation has been mostly developed between universities of both countries, the Minister underlined the need for the expansion of other ties in the education area. He touched on the issue of teaching Italian language in Azerbaijan and expressed his desire to know the guest views in this regard. The Minister also underlined the study of 4 Azeri students in Italy within the State Programme for Education of Azerbaijani Students Abroad for the years of 2007-2015. He noted this figure is low and works should be done in this direction. Ambassador Extraordinary and Plenipotentiary of Italy to Azerbaijan Mario Baldi thanked the Minister for the warm welcome. He talked about the development of relationship between the two countries and engaged with the Minister on the issue to pay a special attention to the education field. Mario Baldi gave detailed information on the education system of Italy, and talked about reforms held in pre-school, primary, secondary and vocational education fields. Noting there are number of ancient and prestigious universities in Italy, the Ambassador stressed the development of areas, such as architecture, archeology, cultural heritage, medicine, law, engineering, design, economics, etc. in his country. According to him, a majority of programs are taught in English to make the study of international students in Italy easier. Touching on the issue of teaching Italian in Azerbaijan, the guest suggested that it would be better to teach Italian at secondary schools first. Moreover, he said the attention paid to the students from Azerbaijan in Italy will be increased. The Minister thanked the guest for the detailed information and noted the importance of teaching Italian language at some secondary schools of Baku at the beginning. According to Mr. Mardanov, he is planning to visit Italy from 2 to 9 June, where he will broadly discuss these issues. At the meeting, the sides exchanged views on issues regarding the development of cooperation between universities of the both countries, as well as discussed implementation of relevant works in other directions. 

On May 15, at Baku Slavic University took part a final concert and awarding ceremony of winners of II Republican Performance Contest held among students of initial vocational education establishments and secondary special schools devoted to the 89th birth anniversary of nationwide leader Heydar Aliyev.

It should be noted that the Contest was organized according to the orders 1696 and 1698 of the Ministry of Education of 24 October 2011. The goal of the contest is to improve performance culture of students, their ability to play compositions of Azeri composers and folk music in musical instruments, preserve the folk dances and identify talented young people. At first, the film devoted to the life and activity of national leader Heydar Aliyev was demonstrated for attendees. Speaking at the opening of the event Deputy Education Minister Gulu Novruzov talked about unexampled contributions made by Heydar Aliyev to our people and expressed his belief in the importance of such events that will have a positive impact on the future life of young performers, and their professional career. Noting the high level of interest of students from regions in the contest, the Deputy Minister underlined that the contest was held in 4 levels and winners were selected by a jury. He congratulated the winners and wished them every success in their future life. According to G. Novruzov the contest will be conducted in the following years. MPs Jale Aliyeva, Fuad Muradov, Rector of BSU Kamal Abdullayev, and Deputy Minister for Youth and Sport Intigam Babayev have delivered a speech at the event and congratulated winners. Students, who have won the first, second and third places in the republican level, were presented diplomas and gifts of the Ministry of Education. 

On May 17, at the Ministry of Education took place a meeting of Accreditation Commission.

The meeting was devoted to the results of accreditation of Music College of Azerbaijan National Conservatory, Shirvan State College of Economics and Humanities and Baku State College of Social Economics.   Chair of Accreditation Commission for Music College of Azerbaijan National Conservatory Hajar Babayeva gave detailed information on the organization of teaching process at college noting the quality of expert training were also studied. She acquainted the meeting attendees with results of compliance of the activity of college with its status and informed about conclusion made by Accreditation Commission on some criteria, including the personnel training. Chair of Accreditation Commission for Shirvan State College of Economics and Humanities Farrukh Mammadov presented the figures on learning conditions of the school, and its material and technical basis and teaching staff. He brought to the attention of participants proposals and recommendations made by Commission for the improvement of college activity. Chair of Accreditation Commission for Baku State College of Social Economics Latif Ismayilov acquainted attendees with general activity of the college, its relevant figures and decision made by the Commission. Questions taken from attendees regarding the results of accreditation were answered, and number of opinions and suggestions were voiced. Education Minister Misir Mardanov expressed his views on issues regarding the most effective organization of accreditation process at secondary special schools. At the end, the activity of Music College of Azerbaijan National Conservatory was assessed as “good” and other two education institutions as “satisfactory”, and was made a decision on accreditation of their relevant specialties.
