On February 17 at the Ministry of Education took place a meeting devoted to results of accreditation held in November and December of 2010 at Baku Business University, Azerbaijan National Conservatory and Sheki Pedagogical College.

Speaking at the meeting chairpersons of the commission A. Babayev (Baku Business University), E. Huseynova (Azerbaijan National Conservatory) and B. Nasirov (Sheki Pedagogical College) noted the organization of training at these educational establishments based on academic programs and its adequacy to the demands of State Educational Standards have been analysed. Moreover, the knowledge level of last course students was checked to identify the quality of training. Chairpersons gave information on results of analysed reports and number of teaching staff. Furthermore, there were noted the highest and lowest quality indicators at the educational institutions, as well as recommendations and offers of the commission.    At the end, it was decided to accredit six specialties at the Baku Business University, 7 at Azerbaijan National Conservatory and 3 at Sheki Pedagogical College.    Further, there were held an exchange of views on discussed issues and answered to questions of attendees. 

On February 21 at the chamber and organ musical hall of the Azerbaijan State Conservatory took place the ceremony to open II Republican Mugham Contest conducted by the Heydar Aliyev Foundation, Education Ministry, Ministry of Culture and Tourism, and Azerbaijan National Conservatory.

Speaking at the opening Sayavush Karimi, rector of the Azerbaijan National Conservatory, informed that the first Mugham contest was held in 2009. According to him, 18 out of 40 singers of 18-35 year olds presented documents to take part in the contest have gained the right to participate in the contest. Sevda Mammadaliyeva, Deputy Minister of Culture and Tourism, talked about works done to develop the art of Mugham in the Republic, as well as implemented projects. She noted the special role of the Heydar Aliyev Foundation in the proclaiming the Mugham of Azerbaijan a Masterpiece of the Oral and Intangible Heritage of Humanity by UNESCO. Speaking at the ceremony Deputy Education Minister Elmar Gasimov characterized holding the II Republican Mugham Contest, which is conducted by the initiative of Mrs. Mehriban Aliyeva, President of Heydar Aliyev Foundation, Goodwill Ambassador of UNESCO and ISESCO, MP, and organized by Heydar Aliyev Foundation, Education Ministry, Ministry of Culture and Tourism and Azerbaijan National Conservatory, as a state care for popularizing Azerbaijani Mugham. He expressed assurance that talented youth will be revealed due to the contest. Mr. Gasimov noted the Azerbaijani Mugham becomes very famous in the world due to the appropriate projects implemented in recent years, and the contest contributes to the passing Mugham to the future generation. It was noted that three singers elected by the Jury, which consists of famous musicians, will represent our country at the II International Mugham Festival.

Reception of documents to the contest announced to study at universities of the Federal Republic of Germany within the State program for study of Azerbaijani youth abroad in 2007-2015 has finished.

The contest was conducted within the agreement signed between Education Ministry of Azerbaijan and German Academic Exchange Service (DAAD). About 100 documents were presented to take part in the contest, which will be held in the information technology, engineering, oil sector, medicine, mathematics, physics and biology, chemistry, ecology and agriculture fields. It should be noted that the interview with applicants will be held by the experts of DAAD on March 10-12.

On February 22 Education Minister Misir Mardanov met with the World Bank mission.

Having warmly welcomed the guests the Minister noted that the projects carried out in the country in the cooperation with the World Bank are successfully continued. He underlined the existence of relevant expert groups in the country to implement joint actions in the highest level and stressed that international experts also have positive views on innovations in the education of Azerbaijan. Minister of Education talked about results of reforms undertaken in the education field in recent years, and stressed the positive aspects of cooperation with the World Bank. According to the Minister, there were made a progress at all levels of the education due to the cooperation with the WB. He also stressed the importance of accelerating the implementation of envisaged projects in several directions. According to the Minister the development of education is a priority direction of the state policy and President Ilham Aliyev has always paid a great deal of attention to this area. According to him, more than 2000 new school buildings were built and repaired in the country in recent years, and their logistical support has been improved significantly. He also noted the work done within the framework of regulations and programs signed by the head of state for the development of education. The Minister expressed hope that cooperation with the World Bank will contribute to the further realization of planned projects. Head of the WB mission, Mark Blank thanked the Minister for detailed information on progress made in the education field. Guest highlighted the existence of fruitful relations between the World Bank and Ministry of Education, and noted that all projects implemented in the education sector have been successfully completed. Mark Blank expressed his belief in the implementation of other projects in the near future, and noted the bank's willingness to assist Azerbaijan within the mutual cooperation. Further, there was held a discussion of issues related to the further cooperation of the sides.

February 23, Minister of Education Misir Mardanov met with Aivo Orav, ambassador Extraordinary and Plenipotentiary of the Republic of Estonia to Azerbaijan.

Education Minister warmly greeted the guest and noted that relations between two countries have existed since Soviet period. According to him, the education area has always had a special place in these relations. The Minister noted the opening of the new embassy of Azerbaijan in Estonia will create a good condition for fruitful cooperation in the education area. Moreover, the cooperation agreement singed between Education Ministries of two countries opens a wide range of opportunities for bilateral relations. Noting the desirability of further development of the cooperation, Minister expressed confidence that the exchange between universities, as well as scientists and students will make a significant contribution to the development of bilateral relations. Further, the Minister talked about the study of Azeri youth in Estonia within the State program for study of Azerbaijani youth in abroad in 2007/2015. The minister also noted the importance of establishing positive relations between secondary schools of two countries. He also suggested to organize mutual trips of scientists and students, and held joint scientific symposiums and conferences. Education Minister extended condolences to the ambassador on the fire tragedy that happened recently in Estonia and caused the death of ten children. Aivo Orav, ambassador of the Republic of Estonia to Azerbaijan thanked the Minister for the warm reception and stressed that he will come to Baku very often due to the absence of the Embassy of Estonia in Baku.  He stressed that lots of students from Azerbaijan had studied at universities of Estonia in the Soviet period and underlined the importance of continuing this tradition. According to Mr. Orav Estonia has a perfect university system formed in the XVII century and universities of the country have accumulated rich experience in the staff training on information technology, engineering and medicine areas. He noted Estonia has achieved great results in the use of ICT in the education, and emphasized the desirability of cooperation in this field as well. The Ambassador expressed his solidarity with the Minister in developing cooperation between two countries. Further, the ambassador was informed on the education system of Azerbaijan, recent reforms implemented in this area, as well as works carried out in collaboration with the World Bank, and, etc.

On February 24 at the Ministry of Education took place a meeting.

Education Minister Misir Mardanov on its opening remark noted that in January of the current year all structural units of the Ministry gave reports on works done by them in 2010, and these actions will contribute to the implementation of future duties. He gave a presentation on results of reports on works done by the structural units of the Ministry in 2010. According to him, 37 documents were prepared to execute the Education Law of the Azerbaijan Republic last year, and 32 of them were confirmed by the Cabinet of Ministries. Moreover, 3 documents are at the approval, and 2 at the preparation stage. Further Education Minister outlined the expediency of publishing the relevant documents and delivering them to the relative bodies.  The Minister advised to the Ministry’s departments conduct a board meeting or other actions on works done by them during 2010. He added that the Ministry presented reports on works done within the State programs, Action plans and contests to the relevant state bodies. Speaking on works done within State programs and projects the Minister underlined the main duties of departments of the Ministry on components and sub-components of Second Education Sector Development Project. He also underlined the satisfaction that was expressed by the representatives of the World Bank with the works jointly implemented with them in the education field. He informed that at the Ministry operates e-database and suggested to improve its work. Education Minister gave information on requests and applications received by the Ministry last year and gave instructions to the heads of structural units to organize this work efficiently; as well as respond to documents on time, seriously investigate each request, and paid a great attention to the admission of citizens. He also emphasized the importance of work attendance by the staff of the Ministry, efficient use of working time, definition of tasks for each staff and implementation the control over the execution. At the meeting, the Minister expressed his views on preparation of mechanisms for granting gold and silver medals for pupils finishing their study with excellent grades, keeping the public informed with recognition of documents, implementation of necessary works to prepare 5 year olds to schools and other important issue. Furthermore, he gave his instructions and recommendations to the heads of departments.

On February 24, at the chamber and organ musical hall of the Azerbaijan State Philharmonic took place an award ceremony of winners of the II Republican Mugham Contest.

The event was attended by Education Minister Misir Mardanov, chairwoman of Composers' Union, Firangiz Alizadeh, Deputy Education Minister, Elmar Gasimov, rector of Azerbaijan National Conservatoire, Siyavush Karimi and first Deputy Minister of Culture and Tourism, Vagif Aliyev. Education Minister in its speech noted the importance of the II Republican Mugham Contest held on February 20-24. He underlined that the ideas of nationwide leader Heydar Aliyev for protecting and developing the national spiritual values of Azerbaijan are being successfully continued by President Ilham Aliyev. According to him, Mugham has gained popularity all over the world. He underlined the matchless role of President of Heydar Aliyev Foundation, Goodwill Ambassador of UNESCO and ISESCO, MP, Mehriban Aliyeva in the protection, development and propagation of the art of Mugham. Education Minister also noted the role of Mugham to reveal talented youth and thanked all organizers for the contribution that they have made to the contest. Mr. Mardanov congratulated all winners of the contest and noted that they will receive a cash award. Further, the name of winners was announced. Ayten Maharramova has won the first, Ehtiram Huseynov the second and Nyshana Baxishova the third places. It should be noted that the winners will represent Azerbaijan at the International Mugham Contest. Arzu Aliyeva, Vusala Musayeva and Farhad Allahverdiyev were awarded with diplomas. At the event guests presented diplomas to the winners and wished them every success. The contest’s winner Ayten Maharramova in her address thanked the organizers of the contest and Jury on behalf of the youth.  At the end, winners of the contest performed songs.

On February 28 at the Ministry of Education took place a board meeting.

At the Board meeting Education Minister Misir Mardanov gave a presentation on the theme of Results of monitoring implemented at the specialized secondary education establishments. According to him this stage of education plays an important role in providing various fields of economy with qualified staff. Talking on works done in this field in recent years, the Minister underlined changes made in this level, and the importance of legal documents’ acceptance. Moreover, there were prepared relevant documents within the Education Law of the Azerbaijan Republic.    Further, Mr. Mardanov noted works implemented within the Program of Activities for Reforms in Secondary Special Education in 2010-2013, approved by the relevant order of Cabinet of Ministries, should be successfully executed. According to him, at the end of last year the Ministry implemented a monitoring to examine the current situation at the specialized secondary schools and determine the tasks ahead. Speaking on classification of state specialized secondary schools on specialty profiles, the Minister underlined the positive results achieved to strengthen the logistical base, as well as prepare textbooks and learning materials through the creation of close relations with relevant ministries, companies and employers. He also gave information on the number of students studied at these institutions, the student-staff ratio and student admission to these schools. Minister noted the number of applicants studied at colleges in 2005-2010 was increased. According to him, number of applicants per seat in 2005 was 2.1, in 2010, 3.1 people. Furthermore, Mr. Mardanov gave information on provision of specialized secondary schools’ graduates with work and underlined shortcomings identified in the activity of colleges. The Minister acquainted attendees with monitoring results and instructed relevant bodies to provide specialized secondary schools with the heating system and ICT, identify colleges that should be repaired, as well as prepare the learning materials on this field.

On February 27, at the professional lyceums of the country was held centralized test exam on the complete secondary education level.

4770 pupils of 23 city and district professional lyceums were involved in exams conducted at 29 centers. It should be noted that, on March 13 in Ganja, Mingachevir and Naftalan cities, as well as Agsu, Agdash, Goychay, Samukh, Dashkesen, Goranboy, Goygol, Khojavend and Tartar districts will be held test exam on general and complete secondary education levels.

On February 26-27 at the Gabala Regional Centre of Ministry of Emergency Situations took place the training within the Disaster Risk Reduction in Education Project (DIPECHO).

The training, which is a joint effort of UNICEF, Ministry of Education and Ministry of Emergency Situation, was attended by teachers of school No.2 of Sheki, school No.3 of Zagatala, and Suvagil village secondary school.  The goal of the training was to train teachers selected within the Project to find a way out of risky situations that might happen during the natural disasters, accidents, and different emergency situations. Moreover, to promote their skills and abilities for disaster preparedness, as well as teach them how to use safety equipments. At the end, attendees have received methodical aids and CD’s on disaster risk reduction for teachers. The training was attended by the representatives of the Ministry of Education, Ministry of Emergency Situation, and UNICEF.
