Education Minister, Misir Mardanov, in its speaking has noted that this project is carrying out within the framework of “Deinstitutionalization and Alternative Care State programme in the Azerbaijan Republic”. The main goal of the agreement is to build co-operation between the Ministry and Hilfswerk Austria based on duties undertaken by parties, the Minister said. He stressed that this project has been passed by the European Commission. Its total cost is 640 770 euros to be financed by Hilfswerk and the European Commission. The purpose of the project is to build the mechanism for creation of Family Foster Care System in Azerbaijan as an alternative trusteeship, the minister said. There has been noted that the three-year project includes preparation of criteria of choice of foster families and children, as well as mechanisms of financing. During the fulfilment of the project will be chosen 50 families from the list of candidates for the foster family, and will be organised training courses. According to the project there will be set up small family homes for children, who cannot be done to the foster family. 25 social workers will be trained for monitoring the project course. They have been planned chosen from the contingency of teacher working for state children establishments in the Azizbeyov district’s area. In conclusion, the minister has thanked everyone, who has worked for this project and expressed believed for realizing it successfully. Franz Ceska, the president of the international organisation of Hilfswerk Austria, Jean Louis Lavrov, deputy director of the European Commission’s office, Mark Hereward, representative of the UNICEF in Azerbaijan, and Brigitte Stoeppler, coordinator of the Hilfswerk Austria for Central Asia and Caucasus, made speeches. They have noted that this project is to be basic for cooperation, and UNICEF has supported all projects in this field. Speakers have emphasized the importance of the creation of the Foster Care Alternative System in the filed of children protection. They gave information about the project and expressed hope to achieve expected results. Further, the Education Ministry and Hilfswerk Austria have signed the grant agreement within the framework of joint cooperation for the realization of project “Development of the model of the Foster Care Co-operative and family type’s services between local authorities and nongovernmental organizations.” The agreement has been signed by the Education Minister, Misir Mardanov, and the president of Hilfswerk Austria, Franz Ceska.   At the end there have been answered following questions of journalists.

Head of the Russian Information Cultural Centre, Anvar Sheykhov in its opening speech gave information about works carried out by the centre during the last year. Ambassador of the Russian Federation to the Azerbaijan Republic, Vladimir Dorokhin has noted mutual relations existing between Azerbaijan and Russia, and has highly estimated support of the Ministry of Education of the Azerbaijan Republic to programmes and projects carried out in the field of education. Education Minister, Misir Mardanov, has noted that the project of intensive Russian language teaching in secondary schools is being approved by pupils, teachers and parents, and added that other schools would like to joint to this project as well. The Minister talked about realizing and planning measures in this field, as well as about existing problems. Afterwards, Mr. Mardanov and Vladimir Dorokhin have signed the action plan for the project of intensive Russian language teaching in secondary schools in 2010. At the event has been listened to participants ‘suggestions about works, which will be done in the framework of this project, has been discussed perspective plans and ways to solve problems, as well as issues stipulated in the action plan. Directors of pilot schools have been informed about conditions for the selection of pupils, who will participate in competitions and Olympiads. At the end participants have been familiarizing with the library of the Russian Information Cultural Centre, and have a look to the pupils’ handwork exhibition. Speaking at the ceremony Education Minister, Misir Mardanov has congratulated the participants on Novruz Holiday, wished them health, and success in their work. Talking about works, which have been done recently in the field of development of a science and acceptance of important documents, the Minister has mentioned orders of the President Ilham Aliyev, on approval “National Strategy on Science Development in the Republic of Azerbaijan in 2009-2015” and “The State Programme on Implementation of National Strategy on Science Development in the Republic of Azerbaijan in 2009-2015”. He stressed that creation of the Science Development Foundation under the President of the Azerbaijan Republic is one of the important steps in the development of the science. The minister has talked about issues relating to the scientific-research works, which should have been done on the modern level, about increasing funds to this field, and about important steps, which should be made for the development of the science at educational institutions. He also emphasized making richer the universities ‘libraries with new literacy, and about works for connecting them to the Internet. Minister Mardanov has noted the importance of carrying out of competitions in various directions for the science development, and paying attention to quality of scientific articles. At the end the Minister congratulated differed participants on their success. The Deputy Education Minister, Irada Aliyeva in her turn has summed up XIV Republican Scientific Conference of PhD students and young researchers and wished to youth good luck. The XIV Republican Scientific Conference has received 298 theses from 20 universities. There have been listened and discussed to 222 lectures on 19 sections of the conference. 58 lecturers have distinguished an urgency, novelty and skill to inform up to an audience a theme. Works of 5 lecturers have been recognizing the best. The rector of Azerbaijan University of Languages, Samad Seyidov in his turn noted that the conference was organized on a high level. He also added that, such kind of conferences plays the important role in drawing young people to scientist research works, and discovering a talented youth. At the end 58 PhD students and young researchers participated in the conference have received certificates, 5 of them laptops and 28 scientists, who supervised sectors of the conference, the Education Ministry thanking.

On 29 March the meeting took place in the Ministry of Education. Education Minister, Misir Mardanov in its speech has mentioned some issues faced by the Ministry.  At first, the Minister has noted the importance of strengthening an activity of the Hotline service of the Ministry, ensuring of efficiency of carried out works, and also has raised the importance of improving service’s work.   Afterwards, the Minister has been interested in the condition of preparation works for board meetings, which planning to within the next few days. It has been noted that in these meetings will be discussed issues of foreign students' education in Azerbaijan, the current conditions of methodical service in the country and its improvement, results of test examinations leading in IX-XI classes and also issues relating to the final examination. The Minister also has mentioned issues relating to “The best secondary school of the year” and “The best teacher of the year” competitions, rationalization of schools, vocational education, textbooks and other spheres, and has given the concrete tasks about works, which realizing in the different direction.

The Olympiad will be held in Crescent Beach Hotel. Pupils from CIS countries and Baltic States, as well as Azerbaijan are expected to participate widely in Olympiad. Furthermore, delegates from Bulgaria, Romania, Macedonia and other countries also will take part in the Olympiad. The government of Azerbaijan intends to allocate 220 750 manat to the Olympiad preparation. During the last 10 years, the Olympiad was held in many countries, including Russian Federation, Kazakhstan, Moldavia, Tajikistan, Armenia, Belarus, Uzbekistan, and Turkmenistan. The 34th International Mendeleev Olympiad was held in 2000, in Azerbaijan. The names of the majority Azerbaijani pupils are among names of winners. Many of them continue their studies in Moscow State University, and some of them have already graduated from this famous institution.

On March 31, an event devoted to the result of painting competition, dedicated to the massacre committed by Armenian against Azerbaijanis during the history, took place at “Child World” Art Gallery of the Young Children’s Art Palace, named after T. Ismailov. The art exhibition consisted of artworks submitted to the Republican Art Competition on the theme “Armenian genocide.” Speaking at the event Deputy Minister, Elmar Gasimov, said the massacre committed by Armenian against Azerbaijanis is one of the terrible tragedies of XX century. He stressed that such kind of tragedies were committed periodically in different regions of the country in a certain interval of time, and noted the traces of the genocide still are being investigated. He reminded the participants that in 1998 the national leader Heydar Aliyev gave a political and legal assessment to the massacre committed by Armenian on 31 March, 1918, and noted the importance of this document. E.Gasimov added that information about cruelty of Armenians should be brought to the attention of the world audiences and every Azerbaijani should facilitate this.  The Deputy Minister noted the pictures collected in the gallery reflect hatred to the wildness of the Armenians, and at the same time show the patriotic spirit of youth is very high. Afterwards, the vice-chairman of the State Committee for Family, Women and Children Affairs Ajnur Sofieva made a speech. Speaking about insidious policy of Armenians against Azerbaijanis, which has been carried out over many centuries, she commended for holding such competitions and events. The 36 participants, authors of the best painting, who have won, I, II and III places, have been handed over diplomas and prizes of the Ministry of Education. A thousand of pupils and students took part in the Republican Art Competition on theme “Armenian genocide.” There have been established a jury for the selection of artworks, were chosen the best works and presented to the Republican round. Experts of Azerbaijan Arts Academy considered 400 artworks presented to the round and selected 250 of them. At the end participants looked at the pictures reflecting Armenian atrocities.

I. Akbarova represented Azerbaijan with the project of "Polyhedrons all around us" in the nomination of "Innovation in content.” The competition involved more than 80 teachers from 41 countries. Ilhama Akbarova among the top 20 European innovative teachers has got the right to participate in the World Innovative Teachers Competition, which will be held in Cape Town (South Africa) in October 2010. Ilhama Akbarova represented our country in Berlin as the winner of Azerbaijani stage of the Innovative Teachers Competition organized by the Ministry of Education and Microsoft Azerbaijan with the support of "Madad", "Ultra", "İntel", and "HP".

Speaking at the Board, Education Minister, Misir Mardanov, has noted important works, which have been done according to the orders of the President in the field of development of higher education and stressed that this area is always at the centre of attention of President. Talking about foreign students study in the country, the Minister noted that foreign students from about 50 countries are currently studying at Azerbaijan universities. Afterwards, Deputy Minister, Elmar Gasimov, made a presentation on the theme “Education of foreign citizens in the Azerbaijan Republic (the real situation, problems and prospects). He gave information on the education of foreign citizens at universities, about increasing their quantity every year, structures, existing at some universities for preparing foreign citizens for higher education, as well as universities, which have received large number of foreign students. The Deputy Minister noted that at the moment 6,813 foreign students are studying at universities in different specialties in the spheres of engineering, the humanities, art and culture, medicine, economy, management, etc. E. Gasimov gave detailed information about situation existing in this sphere for the past years, dynamics of reception of foreign citizens in the past three academic years, as well as other issues relating to this field, and gave some useful suggestions. The rector of universities Abel Maharramov, Ahliman Amiraslanov, Samad Seidov, Shamsaddin Hajiyev, and Gulchohra Mammadova in their speech have noted actuality of the subject, and talked about situation and problems, existing in this area at their universities.

Employees of the centre and representatives of the Education Ministry attended the opening ceremony of the Olympiad, devoted to the 65th anniversary of the Great Patriotic War. The Olympiad was held within the framework of the joint project “Intensive Russian Language Teaching” between the Embassy of the Russian Federation in the Azerbaijan Republic and the Education Ministry. Secondary school pupils’ No. 142 in Baku performed literary and artistic compositions at the ceremony. At the first day of the Olympiad pupils of the IV and V classes of the pilot schools of Baku, Sumgait cities, Absheron, Lankaran and Masalli districts, and the second day pupils of VI and VII grades of the pilot schools of Baku, Sungait, Mingachevir cities and Khachmaz district have demonstrated their knowledge of the Russian language. At the Olympiad given to each classroom complete set of tasks were colorful and interesting. In addition to test items, pupils read poems and monologues. The results of Olympiad will be announced next week.
