Statistics on the calls received by Call Center (“Hot line” service, phone: 146) of the Ministry of Education and also the services rendered to the citizens in Citizens Reception Center for January, 2016 was announced. 15 985 appeals were received during this period. According to statistics, 12 515 calls (19 times more than in relevant period of 2013, 5.1 times more than in relevant period of 2014, 2.9 times more than in relevant period of 2015) were received by Call Center.                The number of calls received by Call Center in January 2013-2016 3 470 citizens were served by Citizens Reception Center during this period. The number of citizens served by Citizens Reception Center in January 2014-2016 Most of the appeals (mostly were of request character) received by Call Center and Citizens Reception Center were answered immediately and settled operatively. 1 144 documents (753 letters, 322 petitions, 69 other documents) were received and registered in Citizens Reception Center. Most of the appeals covered the issues related to recognition (nostrification) of higher education documents (diplomas), recruitment and replacement of teachers, rehabilitation and transfer to the local higher education institutions, exemption from tuition fee, replacement of pupils at general educational institutions. It should be noted that Call Center received appeals mostly on Fridays (2 867 calls) and Thursdays (2 791 calls) mainly from 10:00 to 12:30 and from 14:00 to 16:00 over last month. Citizens Reception Center received appeals mostly on Fridays (861 appeals) and Thursdays (755 appeals) from 10:00 to 12:00 and from 14:00 to 16:00.

The admission  of documents for higher education in Hungary at the expense of budget funds of this country began within the framework of the "Work Programme signed for the years 2015-2017 between the Ministry of Education of Azerbaijan Republic and the Ministry of Human Resources of Hungary". Under the program, scholarships are offered in agriculture, water management, natural sciences, sustainable development, medical sciences, tourism, engineering, information technology, technology, economics, business and management sciences for Bachelor's and Master's levels, as well as in any sphere of interest for Doctoral level. Education is free within allocated quota. Accommodation in the dormitory of the University, medical insurance and monthly stipend are provided by Hungary. The Ministry of Education of Azerbaijan Republic selects students who will study at the Hungarian higher education institutions within the quota and Hungary places students into higher education institutions. The German Society for International Cooperation (GIZ) offers the Trainer Program on Technical Vocational Education and Training within the framework of the component "Promotion of vocational education and employment" of Private Sector Development Programme in the South Caucasus. Through the International Leadership Training, that will last April 2016 to March 2017, highly qualified professionals in the field of technical vocational education and training will have the opportunity to improve their competencies, knowledge and skills.  The participants, who will successfully complete the training course, will receive credits of the European Credit Transfer System (ECTS). Upon completion of the program at the University of Magdeburg, ECTS credits will be recognized by the International research-based Master's degree programs related to vocational education. This will allow the participants to gain a master's degree at the university during the shortened training period. Badminton and athletics training drills were held within the framework of the program "Olympic Movement". Within the framework of the sports program entitled "Olympic Movement" conducted for schoolchildren with the support of the International Olympic Committee, the "Coca-Cola" company - the Worldwide Partner of the Olympic Games, the National Olympic Committee of the Republic of Azerbaijan, the Ministry of Education, the Ministry of Youth and Sports, badminton and athletics training drills were held for teams, that won the right to participate in the final stage. The main purpose of mass physical events is to prepare teams for the final stage of Baku City Championship with the help of professional athletes and coaches. The event was attended by members of the junior national team in order to make the event more interesting and to encourage children in this kind of sports. Baku Slavic University, Azerbaijan Badminton Federation and Azerbaijan Athletics Federation helped the main partners of the program implement such mass training drills which took place under the program. At the same time, the event was attended by the representatives of the National Olympic Committee of the Republic of Azerbaijan, the Ministry of Youth and Sports, the Ministry of Education, Azerbaijan Badminton Federation and Azerbaijan Athletics Federation, schoolchildren who won the right to participate in the final stage, and school principals. Speaking at the event, Natig Lahijov, Director of the Republican Sports Center "Tahsil", noted that schoolchildren`s interest in the program "Olympic Movement" is the result of the promotion of sports and healthy lifestyle among young people. I am confident that this program, implemented with the participation of more than 50,000 schoolchildren, will cover the regions of Azerbaijan and more schools in the coming years. This in turn will lead to the development of physical education and sports in schools. It should be noted that more than 50,000 schoolchildren studying at nearly 400 general education schools of the capital were involved in athletics, badminton, 3x3 basketball and cycling competitions within the framework of the program "Olympic Movement".  The school-based and district competitions in these kinds of sports were completed. The competitions will end with the final round and sports festival which would be organized at one of the sports arenas where the Baku 2015 First European Games were held.

On February 2, Mikayil Jabbarov, Minister of Education, met with the winners of the International subject Olympiads on the occasion of Youth Day. Welcoming the participants of the meeting, Mikayil Jabbarov, Minister of Education, congratulated the winners of the International subject Olympiads on the occasion of Youth Day, and wished them greater success. The Minister expressed his views on the importance of subject Olympiads for the country, the development of future scientific potential, the application of science and innovation, the international recognition of the country, and their importance in terms of the formation of young scientists. Emphasizing that the Republican subject Olympiads are held in compliance with the principles of justice and transparency in order to be more widely represented at the International Olympiads, the Minister of Education noted that new approaches in this direction had given an impetus to the increase in popularity since 2014. It is no coincidence that 22 000 pupils participated in the Republican subject Olympiads in 2015, whereas this figure rose to 27 000 pupils in 2016. This is not only a record figure in the history of education in our country, but also a manifestation of the pupils' confidence in the process. Noting that the achievements gained in knowledge competitions are increasing every year, the Minister underlined that the best results were achieved at the International Olympiads in 2015. It is gratifying to take the 48th place among 106 countries at the Mathematical Olympiad and to win a medal again after a long break at the Asian Physics Olympiad and the International Biology Olympiad. This year, we are continuing this success. It is a good result for our country to win 2 silver and 3 bronze medals at the International Junior Science Olympiad and 7 medals at the International Zhautykov Olympiad held in Kazakhstan. Noting that the preparatory works for the International Olympiads will be expanded, the Minister said that the main goal is to win more medals in the future.  It was noted that within the framework of the work done in this direction by the Ministry of Education, 3 centers intended for the preparation for International Olympiads were established, a more comprehensive approach to the preparation of pupils was put forward, and the best teachers were involved in this work. Then, the Minister of Education spoke with schoolchildren, was interested in pupils` ideas, desires and thoughts about the future, and answered their questions. During the event, a number of proposals were made in connection with the organization of preparatory works for Olympiads. Then, the young people, who took the top places at the International Olympiads, were awarded Messages of thanks and prizes by the Ministry of Education.

A three-day winter school was jointly organized by the Republican Center of Ecological Education and Experience, Young Ecologists Green School of the Social-Ecological Center "EcoSphere", the Central Scientific Library of Azerbaijan National Academy of Sciences (ANAS) and "Baku White City" for schoolchildren under the Ministry of Education. The winter school, organized under the theme "Green management, green architecture, urban planning, informational relationships and technology", was attended by 7-14 year old students. During the event, schoolchildren visited the publishing house "Sharq-Gharb" and watched the process of preparing books for publication. Then, the participants of the winter school became acquainted with the exhibition reflecting the achievements of research institutes of ANAS. In the Central Scientific Library of the Academy, young researchers were informed about the importance of the preservation of books and the establishment of a virtual library. Then, they were acquainted with reading rooms and Science Foundations. Schoolchildren were interested in the Reader registration process and the process of ordering books from catalogues. Students, who visited the exhibition hall and the electronic reading rooms, were informed about the information search process upon request, the rules for the use of electronic equipment and their working principles. Then, schoolchildren and student volunteers received information about the ecology and innovativeness of the main building of "Baku White City" project, the first and only international green certification mark in the Caucasus. The participants became acquainted with the Project for Construction of the future White City. During a three-day winter school, the meetings with experts, excursions, familiarity with modern technologies, work with working groups and creative lessons were organized. This pilot project serves to develop special programs in order to integrate the technical, scientific, intellectual and innovative possibilities of the out-of-school education and the efficient organization of children's leisure time. Nargiz Safarli`s solo art exhibition entitled “My colorful world" was held. She is a 10-year-old member of “Rəsm” Circle of Child-Youth Creative Center of Nizami district of the Ministry of Education. The exhibition, organized at "Absheron" Art Gallery, was attended by employees of the Ministry of Education, the leadership of the center and members of the Circle. 50 paintings consisting of landscape paintings, compositions made in national and modern style, portraits, decorative compositions were demonstrated at the exhibition. The works of art were prepared in the genres like painting and graphics. The guests, speaking at the event, highly appreciated the artworks made by young artist and wished her success in her future activities. Talking about the state care for creative youth in our country, the speakers noted that such exhibitions were crucial in revealing children's abilities. Young artist was presented with a Certificate of Merit and a gift on behalf of the Center. In the artistic part of the event, members of “Çiçəyim” child theatre studio of the center and “Mahnı teatrı” Circle demonstrated exemplary performances. The exhibition will last three days.

On January 14-29, 2016, the questions related to the diagnostic evaluation of teachers' knowledge and skills were answered on the Facebook page of the Ministry of Education of Azerbaijan Republic. Most of the questions submitted by users were associated with different themes such as the calculation of the wage increase, the date of holding the diagnostic evaluation in other cities and regions, the repeat participation of teachers, who cannot participate in the evaluation process for various reasons, and who have participated but showed poor results, in the examination. It was noted that the diagnostic evaluation of teachers' knowledge and skills would be held in stages in other cities and regions of the country. The teachers, who cannot participate in the diagnostic evaluation for various reasons, may take part in the next evaluation. At the same time, the list of names of teachers, who have participated in the diagnostic evaluation and reached the relevant passing score, was sent to local education governing bodies. Teachers can appeal to Accounting Departments of local education governing bodies in connection with the method of calculating wages and the size of the wage increase.

On January 28, the seminar on the theme "Teacher-student relationships and classroom management" was held at the Heydar Aliyev Center in Absheron district with the organizational support of the Ministry of Education. The seminar was attended by employees of the Ministry of Education, officials of the Executive Power of Absheron District, the leadership and staff of Absheron District Education Department, education experts, directors of general educational institutions of the district, teachers and mass media representatives. The main purpose of the seminar is to support the improvement of teacher-student relationships and to emphasize the role of healthy relationships in improving the quality of education. At the seminar, Vafa Yagublu, Senior Adviser of the Ministry of Education, delivered a presentation on the formation of positive behavioral habits in students, the creation of a healthy environment in general educational institutions, the occupational standards and the code of ethics for teachers.  During the event, the causes of the negative aspects of teacher-student relationships, the main provisions of the ability of teachers to communicate and to collaborate with students were explained and the constructive ways to solve the existing problems were discussed. The speakers noted that the parent factor plays a significant role in regulating the teacher-student relationships. They also underlined the importance of establishing the parent-teacher-student relationship on the basis of sound principles in order to save the reputation of the teacher. In their speeches, they touched upon the issue of further improvement of the work of the Pedagogical Councils in schools.
