Statistics on the calls received by Switchboard service, Call Center (“Hot line” service, phone: 146) of the Ministry of Education and also the services rendered to the citizens in Citizens Reception Center for August, 2015 has been announced.

According to statistics, 9131 calls (8 times more than relevant period of 2013, 1.3 times more than relevant period of 2014) have been received by Call Center and approximately 3000 calls by Switchboard service. 5619 citizens have been served by Citizens Reception Center. Most of the appeals (mostly were of request character) received by Call Center and Reception Center have been responded immediately and settled operatively. According to their inquiries, 813 citizens have been registered for reception of relevant authorities of the Ministry of Education in electronic form. 950 documents (362 letters, 578 petitions, 10 other documents) have been received and registered in Reception Center. Most of the appeals covered the issues related to recognition (nostrification) of higher education documents (diplomas), admission of children to the first grade of secondary schools, early admission of gifted children to the first grade, recruitment and replacement of teachers, rehabilitation and transfer to the local higher education institutions, the State Program on education abroad. It should be noted that Call Center received the appeals mostly on Monday (2680 calls) and Tuesday (1763 calls) mainly from 10:00 to 12:00 and from 13:30 to 15:00 over last month. Citizens Reception Center received the appeals mostly on Monday (1666 appeals) and Friday (1105 appeals) from 10:00 to 13:00 and from 14:00 to 16:00.

On September 7, Mikayil Jabbarov, Minister of Education, met with another group of students selected to study in the academic year 2015-2016 within the framework of the “State Program on study of Azerbaijani youth in foreign countries in 2007-2015".

During the meeting, the Minister congratulated the students and wished them success in their education. Mikayil Jabbarov noted that the number of people applied for education within the State Program increased from year to year. As a result, the selection process was held under the conditions of high competitiveness during the competition organized for the academic year 2015-2016. Highlighting the importance of study of Azerbaijani youth in the world's leading universities, the Minister expressed his confidence that they would make a worthy contribution to the dynamic development process of our country. The Minister of Education also noted that sending Azerbaijani youth to study in prestigious universities of the USSR since the 70-80s of the last century as a result of far-sighted policy of national leader Heydar Aliyev laid the foundation for a good tradition. Noting that the great leader paid special attention to young people getting a higher education abroad in the years of independence, the Minister mentioned that this policy is now being continued by President Ilham Aliyev. The Minister of Education also noted that the strategy for turning oil capital into human capital is one of the priorities of the state policy in Azerbaijan and the funds allocated for bringing up the youth at the level of modern requirements pave the way for more reliable guarantee of the prosperous future of the country and the people. Despite the short period of time after the restoration of our independence, every year thousands of Azerbaijani students are admitted to the leading universities of the world and continue their education in foreign languages. It is based on solid foundations of education that they received in Azerbaijan. The next group of students whose candidacy has been approved by the Education Commission under the President of the Republic of Azerbaijan will continue their education at the bachelor's, master's and PhD levels in the UK, USA, Germany and Australia. Among these students, there are young people who have admitted to the world's leading higher education institutions such as Columbia University, Oxford University, University College London, Imperial College London, the University of Adelaide. They will mainly study engineering, high-tech, chemistry, educational organization and management. The admission of documents to the State Program on education abroad for the academic year 2015-2016 covered the period of April 15 - July 15, 2015. As in the previous years, along with the employees of the Ministry of Education, the representatives of other government agencies and higher education institutions participated in the interviews. During the interview, the main selection criteria were determined and it was required that the candidates should know the appropriate teaching language at the highest level, have sufficient knowledge of specialties that will be taught to them and have the intention of making a contribution to the development of our country, returning after completing their education.

On September 7, the Ministry of Education held a meeting with the newly appointed directors of secondary schools operating in Baku.

It has already been 2 years that the trainings have been organized and the final evaluation of trainings has been conducted for persons working in management positions in secondary schools of the capital and for those who want to work in the future. With the exception of Baku, the new directors were appointed for 229 secondary schools in regions and cities until March 2015, and the new directors were appointed for 24 secondary schools in Baku and for 104 secondary schools in other cities and regions in September 2015. Thus, the number of newly appointed directors of secondary schools throughout the country has reached to 357 in the last one year. It should be noted that the directors of secondary schools in other cities and regions of the Republic of Azerbaijan are selected by the interview commission. During the meeting, Mikayil Jabbarov, Minister of Education, congratulated the school principals, appointed through a competitive and transparent selection, and said he had very high hopes for them. He also mentioned that the main qualities expected from the newly appointed directors are creating a transparent academic environment, initiative, acquiring new skills in management and understanding the role of school as an important element of society. For this purpose, it is important to approach the process through the way of analysis and to pinpoint targets ahead of each school. The main purpose of significant reforms conducted in the field of education is to achieve further increase of knowledge, skills and professional abilities of the graduates of school and the citizens formed by school. The expected results of innovations and reforms in education are directly dependent on the activities of school principals: "A healthy citizen can not be formed in an unhealthy environment. We must train a qualified and worthy citizen. The opinion of learners, parents, in general, society is formed as a result of your activity. For this purpose, there is a great need for bilateral relationship and communication established with society through healthy-based parent committees". The Minister noted that the academic performance has significantly improved in the country's education and the average score for admission to higher education institutions has significantly increased in the last 3 years: "It is the result of paying enough attention to teaching performance. School should prepare pupils not only for higher education but also for life, and should develop them as a citizen. However, the learner should understand the challenges of the period in which he (she) lived and learn to approach the challenges from the point of view of citizenship. Currently, the issues related to the occupied territories, which are our biggest problem, should be reflected constantly in both academic and extracurricular activities". It should be noted that the Ministry of Education organized trainings in collaboration with Azerbaijan State Economic University, Qafqaz University, Khazar University and UNICEF for persons working in management positions in secondary schools and for those who want to work in these positions in the future and as a result of these trainings, 162 people were trained in the academic year 2014-2015.

On September 4, Mikayil Jabbarov, Minister of Education, introduced Mustafa Babanli, who was appointed as the Rector of Azerbaijan State University of Oil and Industry, to the staff of this educational institution.

The Minister of Education underlined the relevant decree of the President of the Republic of Azerbaijan on the appointment of Mustafa Babanli to the post of Rector of Azerbaijan State University of Oil and Industry and wished success to the new rector in his future endeavors and undertakings. The Minister noted that Azerbaijan State University of Oil and Industry has its special place in the higher education system of Azerbaijan Republic. The Minister of Education said that the experts, who have graduated from this educational institution, make a valuable contribution to the economy of Azerbaijan Republic and a number of countries of the world, as well as they are known for their great successes. He also mentioned that this higher education institution is the pioneer of Azerbaijani science and education, at the same time, the major center for innovation in the field of oil industry. Noting the sphere of activity has been opened up in Azerbaijan State University of Oil and Industry in accordance with new challenges, the Minister of Education emphasized the importance of the use of both institutional experience and opportunities of young professionals. This approach, which is a crucial link for the establishment of a transparent scientific environment, provides new opportunities for the university in the direction of potential personnel training for other sectors of industry. The new development strategy of Azerbaijan State University of Oil and Industry will be prepared with the assistance of the Ministry of Education in this field and the international experience in the field of higher education will be used. The newly appointed Rector of the university has heavy commitments on all these and other affairs. Mustafa Babanli, Rector of Azerbaijan State University of Oil and Industry, expressed his gratitude to the President of the Republic of Azerbaijan for the confidence shown to him and said that he would do his best in order to fulfill his duties at the highest level. He also noted that together with the staff of the university, they would mobilize all available opportunities for the implementation of the new targets of Azerbaijan State University of Oil and Industry. It should be noted that according to the relevant decree of the President of Azerbaijan Republic, Azerbaijan State Oil Academy changed its name to Azerbaijan State University of Oil and Industry on September 3. According to another decree of the President, Mustafa Babanli was appointed to the post of Rector of Azerbaijan State University of Oil and Industry. Mustafa Baba oglu Babanli graduated with honors from the faculty of Engineering and Physics, Faculty of Physics of Metals at the National Technical University of Ukraine in 1989. He started his career as an engineer-technologist at Special Construction Technological Bureau of Azerbaijan National Academy of Sciences. Mustafa Babanli received post-graduate education at the Institute of Physics of Metals of the National Academy of Sciences of Ukraine in 1990-1992. He earned PhD in physics and mathematics, having defended his thesis "Physics of Solids" in 1993. Mustafa Babanli defended his doctoral thesis at the Azerbaijan Technical University in 2008 and received his degree of Doctor of Technical Science in "Materials Science". He is a member of the Dissertation Council of the Azerbaijan Technical University and the Methodical Coordinating Council under the Ministry of Education. He worked as an assistant (1996-2001), associate professor (2001-2010), professor and vice-rector for International Relations (2010-2015) at the Metallurgy and Metal Science Chair of the Azerbaijan Technical University. He is the author of more than 140 scientific articles, 6 inventions, 5 textbooks, 1 manual and 4 monographs. His articles were published in prestigious scientific journals of France, Germany, Russia, Switzerland, Ukraine, the Netherlands and other countries. He led a number of international scientific projects.

On September 21, the Republican contest “Electronic Education” will be launched.

The purpose of the contest is to encourage teachers who actively use information technology in the teaching process and to support their activities, to inform the educational community about the new teaching methods, to seek new forms of ICT application for teaching purposes. The contest will be held in 2 directions, in 6 categories. The winners of the contest will be awarded laptops, tablets, printers and other special prizes.

According to the results of the competition for the recruitment of teachers to general education institutions in the academic year 2015-2016, the additional placement was announced to 1468 jobs, remained vacant and newly created in the competition process.

The candidates, reaching the relevant passing score for subjects, as well as achieving 10% lower than the specified passing score, may participate in the additional placement process. The candidates, reaching the passing score and winning the right to take up a vacant post as a result of the additional placement, will gain the right to work on the basis of the permanent contract, and those who have achieved less than the passing score will have the right to work on the basis of the fixed-term contract until the end of the academic year 2015-2016. Unlike previous years, the new approach was applied after the competition in the current year in the field of taking up vacant posts remaining in general education institutions. So, it was planned to implement the recruitment of highly skilled teachers on fixed-term contract basis in accordance with the centralized competition. The acceptance of electronic applications for additional placement will begin on September 3, 2015 and will be completed on September 6, 2015 at 15:00. In order to participate in the additional placement process, the candidates may choose up to 8 jobs by entering their "Personal page". The candidates, who won the right to take up a vacant post as a result of the additional placement, will be invited for an interview held at the second building of Azerbaijan State Economic University on September 7, 2015 at 14.00. The list of candidates, winning the right to take up a vacant post but not reaching a passing score, will be sent to the appropriate local educational bodies and educational institutions in order to sign long-term contracts. 

The friendly paintball tournament among the collaborators of the sporting schools, operating in Baku under the Ministry of Education, ended.

The main purpose of holding the tournament "Paintball 2015" organized by the Republican Sport Centre “Tehsil” is to strengthen friendly relations and promote a healthy lifestyle among the collectives of the sporting schools. The tournament was attended by the teams of 24 sporting schools. The Republic Specialized Olympic Reserves Child-Youth Sports School No.2 won the first place, the Republic Specialized Olympic Reserves Child-Youth Tennis School No.7 won the second place and the Republic Specialized Olympic Reserves Child-Youth Sports School No.13 of Baku city won the third place in the competition, held in 3 stages. The teams that won the first three places were awarded with valuable gifts.

At the beginning of the academic year 2015-2016, construction and repair of a variety of educational facilities will be completed, at the same time, the new ones will be built.

The construction of new educational facilities mainly covers the regions. In accordance with the construction and repair schedule, it was planned to complete the construction of full secondary schools in Morukhlu village of Gadabay region, Turkmankand village of Barda region, Atakishili village of Kurdamir region, Garatorpag village of Sheki region, Anbu village of Lerik region, Yengiyan village of Zagatala region, Sharadil village of Shamakhi region, Artupa and Sym villages of Astara region, Injili village of Jalilabad region, Asparasti and Majka-Khaja villages of Guba region and to hand over them in September and October. In addition, the construction of the school named after Nizami Ganjavi in Shamkir and the family-type small group homes for boys in Lankaran will be completed, the vocational school will be built in Gabala. On the eve of the new academic year, a number of educational institutions, thoroughly repaired, will be put into service for teachers and students. So, thorough repair of the general secondary boarding school in Balakan region, academic building of Baku State Economic and Humanities College, academic building of First Moscow State Medical University was named after I.M. Sechenov, Baku Technical College, Baku State College of Communication and Transport, Republican lyceum of chemistry and biology orientation, general secondary boarding school No.2 for children deprived of parental care in Khazar district of Baku has already been completed. In September, the Ministry of Education will hand over the house, built for the family of Ahliman Huseynov, technology teacher at secondary school No. 5 in Sabirabad. 

On September 1, the opening ceremony of the School Management training course, organized in Guba in cooperation with the Ministry of Education, the Additional Training Center for "Innovative Technologies in Education" and the Abu Dhabi Campus of Paris Sorbonne University, was held.

The event was attended by Jeyhun Bayramov, Deputy Minister of Education, and Pascal Meunier, Ambassador of the Republic of France to Azerbaijan. Pascal Meunier emphasized that there is close cooperation between Azerbaijan and France in all fields and the joint activities in the field of education are based on mutual benefit. The ambassador also noted that there are great opportunities for graduates to study in France. Jeyhun Bayramov, Deputy Minister of Education, noted that along with the school principals, subordinated to the Ministry of Education, as well as recommended by Baku City Education Department, the heads of Sumgait and other city (district) schools, achieved good results in the final exams for the academic year 2013-2014, participated in the training courses. The Deputy Minister also mentioned that the main objective of the intensive training program is to introduce the concept of advanced training system and effective school management for selected school principals and to develop leadership potential of school managers. The training course, which will last until September 9, will be conducted by Professor Florent Pratlong, specially invited from Paris Sorbonne University. In addition, the interactive sessions on leadership, protection of student health within the school, time management, development of presentation skills and other topics will be organized by local trainers within the framework of the course. At the end of the course, the participants will be charged with long-term tasks related to school management and the online monitoring will be conducted based on their results.
