In general, approximately 1 million 370 thousand pupils will study in secondary schools in the academic year 2015-2016. The number of pupils, who will to the first grade in Baku this year, is 42 723. A total of 347 891 pupils will study in secondary schools operating in Baku. 5 new schools will be put into operation throughout the country since the new academic year. Capital (140 schools) and current (80 schools) repairs were carried out in 220 schools. The construction of 9 schools continues.

The graduate of Absheron district Children-Youth Sport School of the Ministry of Education won the gold medal at the world championship.
Haji Aliyev, graduate of Absheron district Children-Youth Sport School of the Ministry of Education, last year's World and European champion in freestyle wrestling tournaments, reached the final without any obstacle in Las Vegas, USA, in the wrestling world championship, giving first licensees to XXXI Summer Olympic Games to be held in 2016 in Rio-de-Janeiro, Brazil. Our wrestler won an overwhelming victory over Andrei Perpelita from Moldova, Masakazu Kamoi from Japan and Vladimir Dubov from Bulgaria in the semifinal. In the final, Nomin Batbold from Mongolia became the rival of Haji Aliyev. Our wrestler, overcoming his rival, won the gold medal for the second time and became a two-time world champion for the first time in the history of freestyle wrestling in Azerbaijan.

In the new academic year, all students will be provided with textbooks.
Most of the books will be new. 4095370 copies of textbooks and teaching aids for teachers have been published in 141 items for classes IV, VI, VIII of secondary schools for the academic year 2015-2016. In particular, the textbooks and teaching aids for teachers have been published in 70 items for 8th grades, where the curriculum was applied for the first time, and have been distributed to schools. The 5th grade German language and Arabic language textbooks, 7th grade French textbooks, failed to prepare in previous years, are currently in the printing process and will be sent to the places in the coming days. First and second grade textbooks have been translated into the Georgian language for schools, where the Georgian language is taught, in Gakh, Zagatala and Balaken regions of the country and they are currently in the printing process. In the new academic year, 1st, 2nd, 3rd, 5th, 7th, 9th, 10th and 11th grade students of secondary schools will be provided with textbooks, published in previous years and belonged to the school library funds.

The graduates of the Specialized Olympic Reserves Child-Youth Sports School no.8 of the Ministry of Education participated in the international fencing tournament “Plovdiv Cup” held in Bulgaria.
About 100 athletes from 5 countries were represented in the tournament, held in Plovdiv. Aysel Ahadova, graduate of the Specialized Olympic Reserves Child-Youth Sports School no.8, excelled 2 times in the competition held among boys and girls in different age groups. She won the first place in the competition held among 15-year-olds and won the third place in the competition held among 17-year-olds.

The Ministry of Education continues work on connecting educational institutions to the Azerbaijan Educational Network (AEN) and providing them with equipment.
According to the "Action Plan" related to the implementation of the “State Strategy on development of education in the Azerbaijan Republic”, 41 educational institutions, covering Baku, Sumgait, Ganja cities and Tovuz, Barda, Ismayilli, Gadabay regions, have joined the Azerbaijan Educational Network (AEN) during the month of August, 2015. 2000 educational institutions that joined the Azerbaijan Educational Network (AEN) so far have been provided with high-speed Internet. These educational institutions have gained the opportunity to build high-quality communication with each other and other agencies of the Ministry of Education. It should be noted that the Azerbaijan Educational Network (AEN) paves the way for the establishment of a more effective learning process in the country and ensures the transfer of the positive experience in education, regardless of distance. The teachers and pupils of schools in remote areas have had the opportunity to increase their knowledge by using electronic resources through the AEN. At the same time, access has been limited to web sites, deemed harmful to schoolchildren, through the internet filtering system of the "Websense" program used in the AEN. At the same time, 1200 Monoblock Lenovo desktop computers have been distributed throughout the country with the aim of providing ICT equipment to educational institutions. These computers have been given to the teaching staff and administrative personnel members, who achieved good results in the evaluation of the trainings held to improve literacy in the field of information and communication technologies.

The Ministry of Education established the modern military cabinets in 50 secondary schools within the framework of the pilot project.
The visual electronic training equipment was installed in the military cabinets. At the same time, the cabinets were equipped with modern rifles, pistols, grenades and mines designed for the training. The equipment designed for the training is distinguished by only firing design among real weapons. These weapons are absolutely safe and are similar to real weapons in terms of their mass and recoiling while firing. Electronic training equipment has a special mechanism and software. It is planned that secondary schools, located in the capital and in other regions of the country, will be equipped with modern military cabinets. These cabinets have already been installed in schools newly built in Shamkir and Kurdamir.

On September 9, Mikayil Jabbarov, Minister of Education, met with the students, who gained good results in education, at Azerbaijan State Economic University.
The meeting was attended by the students representing Baku, different regions of the country - Ganja, Absheron, Barda, Gabala, Jabrayil, Zagatala, Gubadly, as well as other regions and cities. Congratulating the participants of the meeting on the occasion of winning the title of student, Mikayil Jabbarov recommended that the success formula must be sustainable and they should to be high-quality personnel and specialists loving their work. At the same time, the Minister urged them to take an active part in the public and cultural life of the higher education institution where they will receive education and to improve their knowledge and skills. Drawing attention to the improvement of academic achievements in the last two years, Mikayil Jabbarov noted that the average score for admission to higher education institutions increased significantly. During the meeting, the Minister answered the students' questions and exchanged views with them. Ibrahim Ahmadov, who has finished secondary school with a gold medal, has become the bronze medalist of the Republican Mathematics Olympiad, has entered "ADA" University with 700 points, expressed his opinion about the application of curriculum in secondary schools and its advantages. Nurlan Majidov, who has entered Azerbaijan Medical University with 700 points, and Narmin Guluzade, who has become the silver medalist of the subject competition in biology, has finished secondary school with a gold medal, has entered the University with 695 points out of 700 points, shared their views on education abroad. Jamil Imranov, who has been the participant in the Republican contest “Scientists of Tomorrow”, has finished secondary school with a gold medal, asked questions about SABAH groups. Providing detailed information about the State Program on education abroad, Mikayil Jabbarov spoke about the prospects for the development of higher education in our country. Noting that the establishment of SABAH groups is an important step forward in this way, the Minister emphasized that the environment for innovation would be expanded in higher education institutions in the near future within the framework of international projects. Mikayil Jabbarov recommended to our students to represent Azerbaijan worthily and to demonstrate active citizenship, regardless of studying abroad or within the country. Zaur Velizade, who was the winner of the Republican competition on the subject of Biology, finished secondary school with a gold medal, who was from Mingachevir, was interested in the rating of higher education institutions in the labor market and Sergey Styopin, who was the winner of the Chemistry Olympiad, finished the lyceum named after academician Zarifa Aliyeva with a gold medal, entered the University with 644 points out of 700 points, was interested in the presidential scholarship. The Minister answered all the questions of the students in detail and expressed his attitude to the issues concerning them. The teaching process will be organized on subject-orientations in tenth grades complemented on certain rules since the academic year 2015-2016.
The main objective of the implementation of pilot project covering 50 schools selected from Baku, Ganja, Sumgait, Mingachevir and Shirvan cities is to test the organization of education according to the subject-orientations at full secondary education level, to carry out the relevant preparatory work in connection with a massive transition to this process in the future and to shape public opinion in the society about it. According to the Order of the Minister of Education of Azerbaijan Republic dated June 8, 2015, the teaching plan was approved for subject-oriented classes of educational institutions where the teaching process will be organized on subject-orientations and the subject programs were prepared and delivered to the relevant address. The number of subjects to be taught is 9 in technical subject-oriented classes, 8 in mathematical-economic and humanitarian subject-oriented classes, 10 in natural sciences oriented classes. Regardless of the subject-oriented directions, the subjects such as Azerbaijani language (Russian language in the Russian sector), foreign language, literature, mathematics, Azerbaijani history, physical education, pre-conscription military training of youth are maintained in curriculum. Subject-oriented classes will be complemented with the condition that the number of students must be at least 20 people in accordance with the existing rules. The teaching process will be continued on subject-orientations in tenth grades complemented on certain rules in the mentioned schools in the academic year 2016-2017. The Ministry of Education implemented extensive awareness-raising activities related to the orientation in places, took organizational measures for the acquisition of subject-oriented classes and organized trainings for teachers who teach subject-oriented lessons. It should be noted that a pilot project for secondary education orientation began to be applied a few years ago in 5 schools operating in Baku. In the following years, 3 more institutions have been included in the list of pilot schools. Analysis of the results achieved so far show that due to the application of the subject-orientation is organized in accordance with the inclinations and wishes of students at full secondary education level, their interest in training has significantly increased and it has had a positive impact on educational achievements of pupils. Subject-orientation is used in most countries of the world. Subject-orientation is among the main factors that positively affect student achievement in Singapore, South Korea, the Netherlands, Poland, Estonia and other countries, achieved success in international assessment studies. For example, in Singapore, the distribution of students to different orientations is held after sixth grade and students are given the opportunity to choose educational programs in different directions. In the Netherlands, subject-orientation has been intensively applied since the 70s. In Great Britain, a small number of subjects is taught to learners in the upper grades as a result of subject-orientation. The expectations on implementation of subject-orientation in the country are as follows: • Students` inclinations and interests will be taken into account in the organization of the educational process; • Students will acquire in-depth knowledge on the subjects taught to them; • Students' motivation to learn will increase; • Students determined their professional directions for the higher education level will demonstrate a higher level of training; • Students` need for additional teachers will be reduced. • All of these factors will lead to increasing the quality of education and the formation of highly qualified human capital.

Within the framework of “Təməl” Scholarship Program, the Ministry of Education organized the qualification upgrading courses in accordance with the needs in order to ensure the professional development of teachers working at the primary education level.
The qualification upgrading courses were conducted by “İnkişaf” Scientific-Practical Center with the financial support of UNICEF. After analyzing the results of monitoring conducted to determine the content of the qualification upgrading course, the 132-hour course was determined for the selected teachers. First of all, 114 teachers, who teach in the fourth grades this year, were involved in the qualification upgrading course as the target group. The courses, attended by teachers working in schools mainly located in the surrounding residential areas of Baku, were held at 5 training centers. Galina Heinzelmann, practical psychologist invited from Germany, met with the trainees and answered their questions. At the end of the qualification upgrading course, the trainees were assessed. In general, 113 out of 114 trainees participated in the assessment process and 65 of them (57%) showed good results. The certification process of trainees was held at 2 levels. In the coming days, the closing ceremony of “Təməl” Scholarship Program will be held.

Baku Asia University appealed to the Ministry of Education, informing about the decision passed the Scientific Council to temporarily shut down the University, and asking to transfer its students to other universities.
The Ministry accepted the appeal and gave consent to the 270 students enrolled in 8 specialties to continue their education in other universities. The process of placing students in relevant higher education institutions will be held in a centralized manner and will be completed by September 10.
