The working visit of the Minister of Education to the Republic of France

Mikayil Jabbarov, Minister of Education of the Azerbaijan Republic, continues his working visit to the Republic of France. During the visit, the meeting was held with Qian Tang, UNESCO's Assistant Director-General, on November 3. Mikayil Jabbarov underlined the positive development of relations between Azerbaijan and UNESCO, and the role of Azerbaijan's first lady, President of the Heydar Aliyev Foundation Mehriban Aliyeva in this field. The Minister provided detailed information about the reforms carried out within the framework of the "National Strategy for the Development of Education in the Republic of Azerbaijan" approved by the President. During the meeting, the process of development of relations between Azerbaijan and UNESCO in the field of education was discussed. Mikayil Jabbarov, Minister of Education, invited Qian Tang, UNESCO's Assistant Director-General, to pay a visit to our country. On that day, the Minister visited the Museum of Science and Industry, operating under the Ministry of Culture of the Republic of France, and got acquainted with the exhibitions  organized to promote science.

The second countrywide knowledge competition entitled "Heydar Aliyev and the history of Azerbaijan" will be held.

On November 10, the second countrywide knowledge competition entitled "Heydar Aliyev and the history of Azerbaijan" will be held among students at the Heydar Aliyev Center. The project, implemented with the support of the Heydar Aliyev Center and the Ministry of Education, is aimed to study life and activities of National Leader of the Azerbaijani people Heydar Aliyev, to keep alive the legacy of the great leader and to promote his legacy among the younger generation. The teams consisting of bachelor's and master's degree students, studying at higher education institutions in Azerbaijan, will take part in the competition. A total of 46 teams, with one team from each university, will compete in the competition. Each participating team will have 6 main and 2 reserve members. The competition will consist of 3 rounds and 12 questions will be submitted in each of them. The questions will cover topics related to the childhood and youth of the great leader Heydar Aliyev, the years when he worked at State security bodies and functioned as the First Secretary of the Central Committee of the Communist Party of Azerbaijan, Moscow and Nakhchivan period of Heydar Aliyev's political activity, as well as the years when independent Azerbaijan was headed by the national leader. The winning team will be determined on the basis of the total points earned in rounds. First-, second- and third-place teams will be awarded. It should be noted that on the eve of competition, all the teams visit the Heydar Aliyev Center in order to prepare for competition. During these visits, students will get familiar with the Heydar Aliyev Museum functioning in the Center, obtain information about the life and activities of the national leader and conduct research on the basis of photos and videos, and other rich archival materials. Recall that the first countrywide knowledge competition entitled "Heydar Aliyev and the history of Azerbaijan" was held at the Heydar Aliyev Center on November 12, 2014. The teams of Baku Slavic University, Academy of the Ministry of National Security named after Heydar Aliyev and Lankaran State University won first, second, and third places, respectively, in the first knowledge competition.

The opening of the Department at the University in France

The Department of Literature and Culture named after Nizami Ganjavi was opened at the University of Upper Alsace in Mulhouse, France. At the ceremony, Christian Ziegler Gangloff, Rector of the University of Upper Alsace, spoke about friendly relations between Mulhouse and various Azerbaijani towns, as well as existing relationships between the University, headed by him, and universities in Ganja. Greta Komur, Dean of the Faculty of Literature and Humanities at the University of Upper Alsace, noted that she was proud of the opening of the Department of Literature and Culture named after great Azerbaijani poet and thinker Nizami Ganjavi at the Faculty, headed by him. Greta Komur noted that the main objective of the Faculty is to study the impact of works of Nizami Ganjavi on Eastern and European culture and to explore the interactions between the cultures of Europe and Azerbaijan. She also touched upon the relations between the two countries in the field of literature. Speaking at the event, Jean-Marie Bockel, member of the French Senate, President of Mulhouse Alsace Agglomeration, said that he is a friend of Azerbaijan and the occupation of our historical territories by neighboring country is unacceptable. Mikayil Jabbarov, Minister of Education of the Republic of Azerbaijan, expressed satisfaction with his participation in the opening ceremony of the Department named after Nizami Ganjavi, who made invaluable contributions to the world literature, culture, education and science. He expressed his gratitude to Mehriban Aliyeva, Azerbaijan`s first lady, president of the Heydar Aliyev Foundation, head of the Azerbaijani-French inter-parliamentary friendship group, Christian Ziegler Gangloff, Rector of the University of Upper Alsace, Mulhouse's city administration, Elchin Amirbayov, Azerbaijani Ambassador to France, for their active support in the realization of the project. Touching upon deep historical roots of the Azerbaijani-French relations, the Minister underlined that major efforts were made in order to provide support for friendly relations, formed throughout history between the two nations, by the heads of the two countries, and to further develop these relations. The Minister also noted that education plays a key role in establishing relationships based on mutual understanding and respect among the countries and nations in the twenty-first century. He emphasized that President of the Republic of Azerbaijan Ilham Aliyev attaches special importance to the development of education in the country. He noted that the future, development and success of every country and every nation depend on the human factor and well-educated and knowledgeable youth. The Minister mentioned that the principle of “turning black gold into the human capital”, put forward by the head of state, and in this context, the initiative of allocating state scholarships for the education of educated and skilled youth of Azerbaijan in leading universities of foreign countries reflected the importance of education in the country. Noting that one of the factors that are of particular importance in the development of education is the sharing of good practices with foreign countries and the implementation of joint initiatives on the basis of mutual benefit, the Minister said that the partnership between Azerbaijan and France was considered exemplary in this regard. Pointing out that the Baku French Lyceum has already begun to operate, the Minister mentioned that the preparatory work on the project on establishment of the French-Azerbaijani University was carried out at the initiative of the heads of both countries and this project was expected to function successfully starting from the next academic year. As part of his visit to Shaki, President of the Republic of Azerbaijan Ilham Aliyev has attended a ceremony to inaugurate a new building of the Gokhmug village secondary school.

The head of state cut the ribbon symbolizing the opening of the 840-seat school. Photo stands reflecting life and activities of national leader Heydar Aliyev and President Ilham Aliyev were installed in the school. The Azerbaijani President was informed that the building of the Gokhmug village secondary school was constructed in 1967. The construction of the new building started in October, 2013. All necessary conditions have been created here. The three-storey building covers an area of 5277 square meters. The facility employs 108 teachers. There are 42 classrooms, labs, an informatics department, military room, library, gym and 240-seat auditorium. The green areas were laid out around the building of the school.   www.president.az

President of the Republic of Azerbaijan Ilham Aliyev has attended the opening of the newly-constructed Zagatala branch of Azerbaijan Teachers Institute.

The head of state cut the ribbon symbolizing the opening of the five-storey building. President Ilham Aliyev was informed that the building occupies a total area of 6,700 square meters. There is a photo stand in the foyer reflecting the care and attention of national leader Heydar Aliyev and President Ilham Aliyev to the development of education. There will be a linguistics room and computer center here. All rooms and halls of the building are supplied with necessary equipment. The building houses a library, auditorium and museum. Students here will be provided with medical and catering services. Extensive landscaping work was carried out and a green area was laid out around the building.   www.president.az

The Department of the Ministry of Education for Work with Citizens received 19011 applications in October.

Statistics on the calls received by Call Center (“Hot line” service, phone: 146) of the Ministry of Education and also the services rendered to the citizens in Citizens Reception Center for October, 2015 has been announced. According to statistics, 13360 calls (13.6 times more than in relevant period of 2013, 2.4 times more than in relevant period of 2014) have been received by Call Center. 5651 citizens have been served by the Citizens Reception Center. Most of the appeals (mostly were of request character) received by Call Center and Citizens Reception Center have been responded immediately and settled operatively. According to their inquiries, 660 citizens have been registered for reception of relevant authorities of the Ministry of Education in electronic form. 1762 documents (1171 letters, 535 petitions, 56 other documents) have been received and registered in the Citizens Reception Center. Most of the appeals covered the issues related to recognition (nostrification) of higher education documents (diplomas), replacement of pupils in secondary schools, recruitment and replacement of teachers, rehabilitation and transfer of students to the local higher education institutions. It should be noted that the Call Center received the appeals mostly on Thursday (2980 calls) and Tuesday (2661 calls) mainly from 10:00 to 12:30 and from 14:00 to 17:00 over last month. The  Citizens Reception Center received the appeals mostly on Friday (1261 appeals) and Monday (1216 appeals) from 10:00 to 12:00 and from 14:00 to 16:00.

Mikayil Jabbarov, Minister of Education of the Republic of Azerbaijan, paid a working visit to Moscow, the Russian Federation on October 30-31, 2015.

On the first day of the visit, Mikayil Jabbarov met with Dmitry Livanov, Minister of Education and Science of the Russian Federation. The meeting was attended by Alexander Biserov, Deputy Head of Federal Service for Supervision in the Sphere of Science and Education, and Adalat Muradov, Rector of Azerbaijan State Economic University. During the meeting, extensive discussions were held on issues of cooperation in the field of education between the two countries, mutual exchange of experience, as well as the work done in the direction of accelerating the process of licensing of Derbent branch of Azerbaijan State Economic University. On October 30, the Minister of Education also visited the gymnasium No.1583 in Moscow with Azerbaijani ethno-cultural component named after Karim Karimov, met with teachers and pupils, and got acquainted with the teaching process. The Minister of Education noted that the possibilities of providing support for the organization of teaching process in the Azerbaijani language would be investigated at the school. On October 31, the 6th Forum of Azerbaijani Youth Organization of Russia (AMOR) titled "AMOR: for worthy future of young people" was held in Moscow. Vice-President of the Heydar Aliyev Foundation, Chairperson of AMOR Leyla Aliyeva spoke at the opening ceremony of the Forum. Speaking at the Forum, Mikayil Jabbarov, Minister of Education, underlined issues such as the special importance of cooperation in the field of education in Azerbaijan-Russia relations, the role of mutual exchange of experiences and students in the development of educational relationships, the successful functioning of 2 higher education institutions of the Russian Federation in Azerbaijan, the teaching of the Russian language at schools operating in Azerbaijan. On this day, Mikayil Jabbarov, Minister of Education, visited the "Open Innovations 2015" Forum, which was held in Moscow on October 28 - November 1, 2015, and exchanged views with representatives of various institutions operating in the field of education.

The diagnostic assessment process was launched for teachers, working at secondary schools operating in Baku.

The diagnostic assessment, covering the period of October 29-31, 2015, is attended by teachers, who didn`t formerly participate in the mock examinations and who participated but scored low points, as well as those, who changed their workplaces to secondary schools and who were newly employed as a result of competitions held by the Ministry of Education in a centralized manner. In general, 2403 teachers are expected to attend the assessment process. 2003 of them are teachers working in the Azerbaijani sector and 400 of them are teachers working in the Russian sector. During the exams organized via computer, 40 test questions in the specialty, 20 test questions in curriculum and teaching strategies are submitted to teachers. It should be noted that the teachers, who answered at least 10 percent of the questions in both blocks (specialty, methods), will pass the assessment test. Primary school (860 people), mathematics (194 people), Azerbaijani language (181 people), history (124 people) teachers are dominant among exam participants. The exam schedule of subjects is as follows: 29.10.2015 - geography, biology, physical education, French, Pre-conscription military training of youth, chemistry, music, Russian, English, fine arts, German, physics, and technology; 30.10.2015 - mathematics, history, Azerbaijani language and literature, English, primary school; 31.10.2015 - primary school

On October 29, the ceremony for presenting awards to education workers, who were awarded State Prizes, was held at secondary school No.23 named after Tahir Hasanov.

Prior to the Ceremony, Mikayil Jabbarov, Minister of Education, senior education workers and teachers, who awarded with the Orders of the President of the Republic of Azerbaijan Mr. Ilham Aliyev, visited the Honorary Cemetery and paid tribute to the memory of national leader Heydar Aliyev and academician Zarifa Aliyeva, as well as laid flowers on their graves. Speaking at the ceremony, Mikayil Jabbarov, Minister of Education, noted that this year, a group of education workers was awarded with the Orders of the President of the Republic of Azerbaijan Mr. Ilham Aliyev on the eve of the professional holiday. The Minister thanked the President on behalf of education workers, who were awarded honorary titles and medals for their contributions to the development of education in Azerbaijan. Noting that the President highly appreciates the work of teachers and always respects education workers, Mikayil Jabbarov spoke about the achievements in the field of education. The Minister also underlined that the directives and recommendations, made by the President in his keynote speech in front of teachers and pupils of secondary school No. 148 in Baku on the Knowledge Day, related to upbringing the young generation and raising the youth in the spirit of national-moral values are one of the main duties of education workers. According to the Minister, studies show that the number of people wishing to work as teachers has increased year by year: "2 years ago, the number of people who applied for the competition on the recruitment of teachers was 17 thousand people, but their number has increased by 41% and totaled 24 thousand people in the current year. It should be noted that the use of a transparent, impartial and flexible recruitment mechanism, which envisages the extensive use of ICT, directly affects the growth of interest in the teaching profession. According to the results of the competition, 3068 teachers have been employed and the level of taking up vacant positions has increased by 38%". Noting that according to the decision of the Cabinet of Ministers, the incentive measures were applied to 1729 young specialists, who were employed by rural schools, Minister of Education also mentioned that this year, the number of those, who prefer rural schools, increased by 25 percent compared to previous school year and this was no coincidence. The Minister noted that the diagnostic assessment of knowledge and skills of more than 30 thousand teachers would be implemented in 3 cities and 9 regions of the country by the end of this year and their salaries would be increased since January 2016. Thus, a significant increase in the salaries of 40 percent of teachers in the country will be provided within a year. Touching upon the purposeful measures implemented to improve the prestige of the teaching profession, Mikayil Jabbarov emphasized the importance of improving the level of professionalism among teachers in this regard: "Since 2014, a special project was launched for students, who have scored more than 500 points, in order to increase interest in the teaching profession. The Ministry of Education provides scholarships to 600 people. This year, the average score for students, who choose Teaching Specialties, increased and the number of prospective students, who have scored 500 and more than 500 points, was more than 37 percent compared to last year". Expressing his views on improving the quality of education, the Minister said that 176 subject-oriented classes were opened in 4 directions in the 10th grades in 58 schools, which were selected as a pilot school, in order to allow pupils to better prepare for their chosen field of specialization: "Subject Olympiads and Knowledge Competitions play a key role in identifying talented pupils and developing their potential. This year, a record number of people - more than 22 thousand pupils attended the Republican Subject Olympiads. The achievements in general education led to the adoption of decision to not lower the minimum passing score, determined in the plan for admission to higher education institutions, for the first time in recent years. At the end of his speech, Minister of Education congratulated the honorees - education workers and wished them success in their future activities. Then, the awards were presented to the honorees - education workers and the commemorative photograph was taken.

The reception  took place in accordance with the schedule of meetings senior authorities with citizens  in towns and districts  in October 20015. During the reception citizens mostly addressed with such problems as teachers ‘enrolment and work place changes from one school to another, including transfer from one district to another,  restoration at work, diploma nostrification,   secondary vocational schools  and higher schools students transfer to another educational institutes, improvement of material technical base of educational institutes, payment for education and other issues. 54 calls of the citizens were examined and many of them were solved at place. In connection with a row of problems relevant authorities of the ministry were given special instructions. Citizens’ requests which were not concerned to the ministries duties and  some personal issues also were taken in account and transferred to relevant bodies.
