This project which is first experience among educational institutions of Azerbaijan, plays important role in the development of the features as self-management, diligence and comprehension of their vocational responsibility. University was guided by the students who were selected via voting by university’s rector, vice-rector and deans within framework of project. Students can make the decisions that have full legal force related to teaching process, adminstrative and other issues in the university also can put forward the initiatives in the same day. Students started self-management day with putting a wreath and bunch of flowers before bust of national leader Heydar Aliyev located in the foyer of higher education institution. Then, “Round table” on the topic “History of international relations and its current teaching from scientifical point of view”, has been held by participation of the students who are studying at the faculties of international relations of Baku Slavic University, Baku State University and Azerbaijan University of Language. Next event has been held in Turkish Investigations Center functioning under higher education institution. Abdulgafar Boyukfirat, advisor of Turkey embassy met the students. Short movie named “One nation, two state” has been demonstrated within framework of meeting. Then, Aleksandr Pavlovich Mishenko, ambassador extraordinary and plenipotentiary of Ukraine to Azerbaijan met the students in Ukrainian Educational-Cultural Center of Baku Slavic University. “Slavyanochka” dance group that consist of the studnets, demonstrated his different dance samples in the event. Also, khanum Branislava Vagnerova, representative of embassy of Czekh to Azerbaijan was a visitor of education isntitution and performed interesting talk about economy, culture and fine arts of Czekh with the students. Presentation dedicated to prominent Czekh artist Alfonso Maria Mucho, has been held during meeting.  “Master lesson” for the students who study on journalism and Azerbaijn phylology specialties within framework of Caliph day, has been conducted by famous journalist Etibar Babayev. Talking on the topic “Language problem and violation of the rules in the programs”, E. Babayev responded number of questions of the students.     Alek Aleksandrovich, consul of Belarus to Azerbaijan met the students in the Belarus Language and Cultural Center. Presentation named “Development of Belarus literature” has been held in the meeting.  Writer Natella Osmanli, conducted “Open lesson” on the topic “Literature with women’s eyes” in the faculty of phlology. Also, lecture of surgeon Gail Gasimov on the subject of medical knowledges, has been organized for the students of the 3 rd year of the same faculty. Meeting on the topic “Values that can’t be sold” has been held with professor Fuad Mammadov and Oktay Samadov, executive director of Knowledge Fund under The President of Azerbaijan Republic of Azerbaijan Republic in the master department. Journalist Rovshan Mammadov and psychologist Fidan Agayeva made interesting discussions with masters and students in the psychological seminar “What about our body language talks”. Meeting of azerbaijani students who are studying at Oxford University with the students of Baku Slavic University was also memorable. Work regime of university was followed on “One-day Caliph” self-management day of the students and 32 students who execute leading posts, tried to perform their works successfuly.

501 pupils from the secondary schools of Baku and Sumgait cities took part in the contests organized by purpose to increase pupils’ interest to the subjects of mathematics, physics, chemistry and biology, detect talented pupils, demonstrate pupils’ skills and abilities as well as create positive competition among the pupils. Each school were represenetd with team that consist of only 9 pupils on VI, VII, VIII and IX grades.   Sumgait city humanitarian and mathematics “Istedad lisey”, natural sciences gymnasium, technical- natural sciences lyceum named after N. Ganjavi, "Zəkalar" no . 287 and Bakı Avropa lyceums achieved the best result on team score in the II phase of subject contests on natural sciences. According to the results of II phase of subject contests on mathematics, Sumgait natural sciences gymnasium, school-luceum no. 220, secondary school no. 62 in Baku, lyceum named after academician Zarifa Aliyev and classic gymnasium no. 160, achieved the best result on team score. It should be noted that, pupils differed on individual and team score in the III phase of subject contests to be held on december 20, will be awarded to valuable prizes.

Pupils take part on the nominations of recitaton, performances and drawing in the contest. Goal of contest is to closely introduce rich life and activity of Mikhail Lermontov, great russian poet and playwright of XIX century to the young generation, also create interest to his heritage. Contest is held on two phases among the pupils of VII-XI grade of the secondary schools. Selection process of the winners on the nominations “Recitation” and “Dramatized scenes”, will be organized on december 19 in the school-lyceum no. 6 of Baku city. Jury approved by Organizational Committee of this contest, will evaluate pupils’ knowledge related to creativity of great russian writer. At the same time, performance ability of theater scenes prepared under M. Lermontov’s compositions, will be evaluated as well. Winners of I, II and III places on every nomination of Republic phase of contest, at the same time active participants will be awarded to the diplomas of The Ministry of Education.

According to the orders, 100 persons have been awarded as winner of “The best teacher”, 50 educational institutions as winner of “The best secondary school” contest. Teachers who achieved success in the contest, were awarded to 5000 manat, secondary schools 10 000 manat lump- sum payment. Rahman Mammadov, head of department on work with Humanitarian political issues and public organizations of Supreme Assembly Apparatus of Nakhchivan Autonomous Republic greeted conference’s participants on behalf of chairman of Supreme Assembly in the plenary session of conference jointly organized by The Ministry of Education, The Institute for Educationl Problems and Nakhchivan Teachers Institute. Making a speech on the topic “State Strategy on developmet of education and the priorities before education system in the Azerbaijan Republic”, Firudin Gurbanov, deputy minister of education Azerbaijan Republic, talked about successful continuation of educational strategy assigned by national leader Heydar Aliyev, also further contributions of State Strategy approved by order dated october 24, 2013 of The President of Azerbaijan Republic to education’s progress.   Deputy minister pointed that, issues performed on the direction of delivering of national education in the level that will meet world standards and demand for human capital, also comisisoning of several modern preschool education institution  and the secondary school by Heydar Aliyev Fund, have significant importance. Expressomg opinions about realization of State Strategy, F. Gurbanov stated that,  strategy allows formation of competent learners who ensure appropriation of educational content, responsible, transprent, efficient cleaning and management mechanims according to the results in the education, also educational infrastructure which is appropriate to modern requirements and ensures lifelong education. This document also allows reconstruction of educational infrastructure according to perspective development conception of Azerbaijan, also formation of economy and information community based on the knowledges in the country. The Ministry of Education prefers achievement of the targets envisaged on the direction of execution of State Strategy within framework of collaboration with all segments of community. Saleh Magerramov, rector of Nakhchivan State University made a report on the topic “Bologny process: priorities before Nakhchivan State University”. He stated that, our university support in the secondary educational institutions functioning in the Autonomous Republic, for passing to Bologna process along with performing the issues on the direction of full application of Bologna system, creation of teaching according to credit system, teacher-student mobility, establishment of electronic educational network. Gulu Novruzov, director of The Institute for Educational Problems of Azerbaijan Republic, comprehensively informed about main priorities before the reforms implemented on the sphere of education in our country, content change on the teaching process, pedagogical staff training, transition from traditional methods to teaching methods, also importance of appropriation and application of international experience in his report on the topic “Way to new targets- modern school and innovative teacher in the education”.  Academician Ismayil Hajiyev, chairman of Nakhchivan Branch of Azerbaijan National Academy of Sciences talked about interactions of science and education and parallel development directions, crucial role of higher educational institutions in scientifical staff training proces in the region. Oruj Hasanli, rector of Nakhchivan Teachers Institute made a report on the topic “Thought-oriented curriculum and vision to future”, Davud Ibrahimoglu, collaborator of Istanbul Asanyurd University “Positive thinking and appropriate learning of brain”, Farahim Sadigov, professor of Baku Business University “education in Czech Republic which is homeland of Y.A. Komenski, foudner of pedagogical science” in the plenary session. 8 section session have been conducted in two- day international scientifical conference.

Most important reforms, actions and novelties implemented on preschool and general education sphere in 2014.    Primary vocational education   Taking into account main priority of development of vocational education, admission plan in the primary vocational education institutions, has been compiled through investigating the requirements of labor market. Process of creation of modern resource centers on the basis of pilot primary vocational education institution within framework of project “Modern Azerbaijan Professionals” based on state-business partnership and directed on development of infastructure of primary vocational education institutions, is beeing continued. By purpose to conform material-technical and teaching base of primary vocational education institutions specialized on the sphere of agriculture to modern requirements, purchase process of new technique, equipment, visual and technical means started by The Ministry of Education,   So, 6 tractors, 4 grass cover, 7 tractor trailer, 5 plow, 6 disseminator, 3 mower, 3 wheat and cor harverster, 3 drug sprinkler, 2 fertilizer, 1 feed grinder technique, have been bought for Ismayilli Vocational Training Center, Balakan Vocational School no. 1, Jalilabad Vocational School, Barda Vocational School, Guba Vocational School, Shamakhi Vocaional School, Goychay Vocaional School. Relevant technique, equipment, visual and technical means, have been given to primary vocational education institutions 25-30 years ago. 11 “Renault Logan” brand vehicles, have been distributed to primary vocational education institutions who are engaged in staff training on the specialty of motor transport.  This is the first initiative raised during independence history of our country. These vehicles made in the Europe envisaged for training, have been equipped with 1600 cubic/cm engine and 5-speed manual gearbox. All these points are aimed to conform material-technical base of primary vocational education institutions functioning in relevant sphere to modern requirements, also increase efficiency of work on training of specialist.  “Agreement on credit obtained from Economical Development Cooperation Fund for project on establishment of Vocational Training Center between The Government of Azerbaijan Republic and The Government of Korean Republic” and “Loan agreement for project on establishment of Vocational Training Center between The Government of Azerbaijan Republic and Export-Import Bank of Korea” have been signed. Budget of project is 39.28 USD. 22 million of this capital, will be financed by Economical Development and Cooperation Fund of Korea. Collaboration Memorandum on “Development and Strengtheining of Vocational Education and Training in Azerbaijan”, has been signed between The Ministry of Education and Rogaland Training and Education Center Fund. Performance of joint actions on the sphere of aplication of new management model in the several schools as a pilot, preparation of teaching materials, application of new training, retraining and qualification’s change model, improvement of legislative framework, are envisaged within framework of this project. Memorandum of Understanding has been signed between The Ministry of Education and The National Confederation for Enterprenuers (Employers) Organizations (AEC). Memorandum implies more development of the relations between enterpreneurs and The Ministry of Education, creation of social partnership with the enterpreneurs functioning in the private sector, joint activity in the training of staff who appropriated new technologies within context of rapid development of economy. Memorandum of Cooperation has been signed between The Ministry of Education and “Azerbaijan Steel Production Complex” CJSC.  Goal of signing of meorandum is to support achievement of development and strengthening of staff potential of metallurgical industry in accordance with order of The President of Azerbaijan Republic “About announcement of 2014 as “Industry year” in the Azerbaijan Republic. Also, agreement is aimed to stimulate execution of strategical duties as development of human capital in the country, successful integration of economy in the global space and more efficient utilization of country from international competition in accordance with “State Strategy on development of education in Azerbaijan Republic”. “Leadership and management” training started by purpose to educate the directors who appropriated modern management skills and ability, are familliar with information technologies, able to contribute in educational and social development of our country for primary vocational education institutions. Participants of training for staff who wish to function in this post and directors of primary vocational education instituions jointly organized by The Ministry of Education, “Allianz Consult” LLC and “GİZ” German Society for International Cooperation, have been determined under contest. Trainings surrounds only primary vocational education institutions functioning in Baku. Certain motivations will be applied in order to increase efficiency in the works of the pupils who are currently functioning in the position of director of primary vocational education institutions and who obtained “Certificate of Success” in the examinations by The Ministry of Education. Now, persons who aren’t functioning as director, are recorded as reserve staff for appointment in the vacant positions on director post.      Secondary special education   Number of vacant positions increased regardless of real demand, has been decreased from 15 667 to 11 266 compared to previous academic year in the secondary special education institutions lately.        Plan for student dmission in the colleges on the form of correspondence education, has been decreased to 4.1 times compared to the prevuous academic year, specialties “primary school tecacher” and “informatics teacher” have been removed from admission plan. Vacant positions on the specialty “preschool training and education” in the colleges, has been planned 38 % less compared to the prevous academic year. Students have been studying under credit system since 2014-2015 academic year in accordance with relevant order of The Ministry of Education and “Rules on organizaton of education with credit system in the secondary special education institutions” approved by decision of The Cabinet of Ministers.     Issue on establishment of regional college started in accordance with “Azerbaijan 2020” Vision to future” Development Conception. Masalli State Regional College, as well as Ismayilli State Humanitarian and Technology College have been established by relevant decisions of The Cabinet of Ministers. Teacher specialties have been removed from student admission plan in the technical-directed colleges.

Firudin Gurbanov, deputy minister of education, Fazil Mammadov, vice president of Azerbaijan Table Tennis Federation, up to 30 employees of ministry of education, members of national tennis team took part in the tournament. Goal of tournament’s organization is to tighten physical training of the employees and strengthen their off hours relationships. Making a speech in the opening ceremony of event, Fazil Mammadov vice president of Azerbaijan Table Tennis Federation stated necessity of wide dissemination of such experience through applauding this initiative. Federation’s official stressed that, interest of employees to this type of sport cause to increase interest of the learners to table tennis. Firudin Gurbanov, minister of education stated that, there is a great stated that there is agreat interest to sport in Azerbaijan. Azerbaijan’s success in the sport arenas grows year by year as result of attention and care of state leader Ilham Aliyev. Azerbaijan’s athletes that won only 1 medal in the Olympiade in 1996, achieved more medals compared to previous in each subsequent olympiades. It shows rapid development of sport in our country. The contest started among ministry’s collaborators. Firudin Gurbanov deputy minister of education kept the 1 st place, Samir Valiyev head of department the 2 nd place, Namig Mammadov head of sector the 3 rd place among men. Aysel Nagiyeva was a winner of tournament among women. Farida Novruzova and Habiba Farzaliyeva kept the next places. Winners have been awarded to the diplomas of prizes of The Ministry of Education.

Opening ceremony with introduction speech, Urkhan Alakbarov, rector of State Academy for Public Adminstration under The President of Azerbaijan Republic. Jasarat Valehov, head of sector on work with NGO and Media of Information department, made a report on the topic “Preparation and dissemination of press- releases” in the I panel named “Public Relations technologies”. Issues on creation of efficient and successfull relations with media, content and structure of press- release, importance of the details in the news, creation of public relations have been touched upon in the presentation. Mehman Shafagatov, webmaster of The Ministry of Education brought monitoring held related to web resources and virtual environment of high schools to the attention of the participants in the presentation on the topic “University websites: where you are in spider web”. After presentation on the topic “Educational glassess of television” of Magsad Nur, vice president of “Azad Azərbaycan” Independent TV and Radio Company, most active media representatives have been awarded to diploma of The Ministry of Education. Then wide discussions related to presentation and several questions, have been responded. Practical conference continued in the Baku Higher Oil School. First speech has been made by Aynur Karimov, head of department of Baku State University with presentation on the topic “Is social media considered as “media?” in the II panel. Vusala Mahirgizi, president of “APA-Holding” talked about preferences, problems and development of online media. V. Mahirgizi stressed that, online media representatives are required great responsibility and proficiency in her presentation named “Online media: haphazardly, or …”. Then, Shirmammad Huseynov, professor of Baku State University, has been congratulated by Baku Higher Oil School on occasion of 90 th anniversary. Building of school started its function in 1979 has been overhauled by Heydar Aliyev Fund and commisioned for new academic year. New school equipments, inventory, facilities and laboratories, school uniform, clothing items and textbooks for subject rooms have been provided by The Ministry of Education and Heydar Aliyev Fund. Now. 173 children who have speech disroder are educated at the school. Children’s education and discipline are provided by pedagogical staff that consist of 96 persons.
