Most important reforms, actions and novelties implemented on preschool and general education sphere in 2014.   Preschool education Fund started development program of new project- preschool educational institutions under guidance of Mehriban Aliyeva, first lady of Azerbaijan, president of Heydar Aliyev Fund.   Preschool educational institutions on country: -large-scale construction; -reconstruction; -support in overhaul  are envisaged in the program.  Preschool training groups started their activity in the 89 general education institutions of capital. Groups are aimed to train children for teaching and obtain certain knowledges. Educational training has been conducted for 3093 pedagogical employees of preschool educational institutions on application of “Preschool educational program (curriculum)”. Trainings will be organized for pedagogical employees of all preschool educational institutions in 2015.   General education According to core priorities of the reforms to be implemented on the sphere of general education, activity on creation of strong and efficient education environment, improvement of education quality and delivering schools’ management in the level of modern requirements, have been continued during 2014.  15 pilot “Strong education grade” are functioning in the 6 educational institutions of our country within framework of “Strong education- strong nation” since 2014-2015 academic year. Goal of “Strong education- strong nation” is to eleminate motion restriction derived from teaching condition and other factors, protect their health in addition increase of learners’ training achievements. All these points finally serve to education of Azerbaijan citizen.  Scientifical- massive film named “Sedentary lifestyle- illness of civilization” has been translated into Azerbaijan language and distributed in the general education, primary vocational and secondary specialty, as well as higher education institutions and presented in public in order to realize target goals in the order “About establishent of working group on application of educational technologies on the sphere of increase of training achievements and protection of learners’ healhty” of education minister of Azerbaijan Republic, “State Strategy on development of education in the Azerbaijan Republic” under order of The Ministry of Education. Medical-hygienic and pschological-pedagogical monitoring of health condition of 10 000 pupils, are conducted. Olympiad Center on Informatics has been opened in Physics and Mathematics and informatics lyceum. Main goal of establishment of Olympiad Center consist of selection and development of talented pupils and forming of organized and continous training of the pupils for the olympiads. New staff of Textbooks Assessment Council has been formed under contest by The Ministry of Education. First of all, 7.8 million piece textbook in a maximum name and number- in 271 names, have been published in Azerbaijan in 2014. These books that are new for some grades, also repetitive for the rest grades, have been distributed in all schools timely.  Tender on compilation of VIII grade textbooks, has been announced for the next academic year. Textbooks presented and won under tender procedure, will be published in limited number and tested on janurary- may months of 2015 in the pilot schools. Comment and suggestions will be envisaged, published and distributed in the schools long before commencement of the next academic year. Also, IV grade textbooks will be improved and printed on the next academic year, also tender on compilation of the textbooks, will be announced for IX grades of the secondary education schools. The same textbooks will be given for usage.      According to relevant decision about regulation of the issues on usage of income obtained from printing by purpose to sell the textbooks, payment of 50 percent of capital included in the account of The Minsitry of Education from additional publishment of the textbooks, is envisaged.  Replacement of the teachers who are functioning now from one region (town) to other region (town), has been firstly performed by The Ministry of Education through contest under centralized rule in accordance with “Rules on recruitment and replacement of the teachers in the secondary educational institutions and vocational lyceums”. 1149 teachers submitted e- application in order to change work place, according to the final result, 96 teachers obtained right to change their work place. According to the contest’s results on recruitment of the teachers in the secondary educational institutions and vocational lyceums for 2014- 2015 academic year, generaly 1692 persons have been recruited that, 1405 persons (83%) have been applied motivation actions. Filling level of the vacancies reached to 40 % compared to previous academic year.  Taking into account the proposals of The Ministry of Education, amendments have been made in the decision no. 67 dated april 14, 2010 of The Cabinet of Ministers of Azerbaijan Republic “About determination of additional concessions and stimulative actions for young specialists who started work at the secondary educational institutions and who graduated from higher and secondary specialty educational institutions on pedagogical-profiled specialties” by The Cabinet of Ministers. There was serious growth in the number of the teachers who were recruited on the subjects of chemistry, physics, biology and geography where are serious need in the village schools for current year. So, 230 employees have been recruited on the subject of geography, 175 on the subject of physics, 161 on the subject of biology, 89 on the subject of chemistry. Trainings have been organized for school directors and other persons who wish to be school director under modern vocational standards. 15 persons who completed trainings successfully and obtained certificate of quality, have been appointed as director in the secondary educational institutions in the capital. Second relevant training that surround secondary educational institutions had already been started. So, contest is being conducted for recruitment in the positions of deputy director on education-training issues, deputy director on education issues (organizer) and methodist in the secondary educational institutions.       Test assessment of 28 758 teachers functioning at the secondary educational institutions of Baku city, has been performed first time in our republic. Surrounding of test assessment, has been envisaged in all regions of our country. Taking into account demand for pedagogical staff in the secondary education institutions of our country since 2014 -2015 academic year, number of the specialties on retraining education has been increased and teacher training on new specialties started. These are mathematics-informatics, chemistry-biology, history-geography specialties. “Ethical behavioral rules of the teachers” have been approved by order of minister of education. According to the rules, pedagogical employees who were recruited in a new work for 2014- 2015 academic year made “Teacher oath” and started their function. Temporary Rules on transfer of the pupils from one grade to other one in the secondary educational institution, have been approved. According to the new rules, V- VIII and X grade pupils whose knowledge aren’t valued because of they missed teaching lessons, also who obtained annual “unsatisfactory” mark from four and more subject, will be kept in the grade repetitively. V-VIII and X grade pupils who obtain annual “unsatisfactory” mark from three subjects, will be given summer tasks from the same subjects. The same pupils will pass repetitive examination from august 25 to september 10 and be able to pass to the next grade. Pupil who obtains “unstatisfactory” mark from any subjects where summer-teaching task is given, will be kept in the grade repetitively. Pupils of primary education, can be kept in the grade repetitively because of long term decease or avoidance from school. Meanwhile, pupil who obtained “qeyri-kafi” mark from this or other subject in the secnd semi- year, can’t be given positive mark from the same subject. No assessment of pupils’ knowledge on the subjects of foreign language, informatics, physical education, music, song, drawing for beyond their control, will not affect to passing of them to upper grade. First graduation of International Bachelor Program (IBP) has been held in the school- lyceum no. 6. International Bachelor Program, is recognized by more than 130 countries and 2500 universities (Oxford, Harward, Cambridge, Yel and other universities). Seminars that agitate engineering in the secondary schools, have been contucted by The Ministry of Education. New initiative of “BP- Azerbaijan” company surrounded up to 200 upper grade pupils who were selected from the secondary schools of Baku. Facultative course named “History of Karabakh” is taught at VIII grades of the secondary educational schools since 2014- 2015 academic year. Program and teaching means of facultative course, have been published and distributed in the schools. Additional lessons on the topic “History of independent Azerbaijan”, have been taught for the pupils of XI grade of the secondary education schools in the region and towns on february- may, 2014 in the Heydar Aliyev centers.  New project named “School is recognized by his heroes” started by The Ministry of Education. Goal of project consist of development of modern education within context of our national- moral values, explain patriotism spirit for the pupils, formation of heroism traditions and immortalisation of our National Heros in our memory. The Ministry of Education started subject contests on mathematics and natural sciences with his initiative.  The best plot contest on the topic “Future- is teachers’ composition” has been held on the occasion of International Day of Teachers- on october 5 by The Mnistry of Education. Contest has been organized by purpose to develop human resources on the sphere of education, create “professional teacher” image, increase fame of teacher occupation, formation of public opinion related to vocational activity of young teachers functioning at the rural schools, dissemination of positive experience of the teachers who newly started their vocational activity, motivation of young teachers in the village schools. According to contest’s results, winners have been awarded to valuable prizes.  The Minstry of Education announced contest named “The best prose, poetry and drama compositions for young pupils”.  Main goal of contest, consist of stimulation of writing of literary compositions that stipulate development of their artistic taste, also explain moral richness, national and universal vales, motional and cognitive qualities for young pupils tking into account age psychology. The Ministry of Education started with implementation of new project by purpose to increase motivation for reading culture and reading in the pupils. Main goal of project is to increase interest of pupils to reading through establishent of community reading under educational institutions, also create condition for the pupils to be acquainted with artistic literature, documentary composition and other text types.   Estimation, exchange of literature red among the pupils and teachers, different type of text through discussion, also creation of reflecitve reading habits in the pupils, are envisaged within framework of project. Also, achievement of formation and propaganda of pupils’ effective detection and valuable distribution culture through using modern Information Communication Technologies means, are the priorities. 104 labor rooms of 52 secndary schools have been equipped with the facilities that meet modern requirements in Baku. Several boading schools became facinating after capital construction and reconstruction as a reslt of the worked performed by Heydar Aliyev Fund. Now,capital repair and construction works are being performed in 3 boarding schools located in Baku city, commencement of repair works is expected in the 4 boarding schools for 2015. 7 “Hyundai County” brand bus have been given to boarding and sport schools by The Ministry of Education. Excursion of children to historical monument and museums, entertainment venues located in Baku city, as well as regions, is organized by the same transport means. New teaching programs on I-IV have been compiled by purpose to improve quality of training in the borading schools. New textbook and “Logopedic album” has been published for disabled children in a younger age group, curriculum trainings have been conducted for pedagogical staff.  Supply of educational institutions with Information Communication Technologies facilities: Educational institutions are supplied with: ·           6000 piece computers; ·           3000 piece tablets; ·           700 piece projectors; ·           1377 piece e-board. ·           200 educational institutions have been connected to broadband internet line. - trainings directed on increase of literacy under Information Communication Technologies, have been conducted for adminstrative management staff with 900 persons of education system; - 650 personshave been invloved in the trainings directed on realization of “1 pupil: 1 computer” educational model in the secondary educational institutions; - 700 persons have been invloved in the trainings on usage of Information Communication Technologies, modern educational strategies and project metodikasi in the education; - 450 teachers and adminstrative management staff employees, have been involved in the mentoring trainings on application of Information Communication Technologies in the teaching; - 1200 teachers who will realize teaching in the pruimary grades, have been involved in the trainings on usage from interactive technologies and electronic content in the teaching process; - 375 persons have been trained on usage of National Education Information Base.  e-textbook portal (www.e-derslik.edu.az) was given for usage. Portal allows the learners read the textbooks in electronic form. Pupils will be able to appeal to the textbook in anytime and venue via portal. This system will incease mobility in textbooks’ usage, allow individualization of their’s learning process.   3 state educational institutions have been constructed by order of The Ministry of Education in 2014, 2 educational institutions were overhauled, 94 educatiobnal institutions were repaired currently.  Construction of new building for 92 educational institutions, overhaul of buildings of 64 educational institutions and current repair issues in 50 educational institutions’ buildings, are envisaged for 2015.

Mikayil Jabbarov, minister of education, officials of relevant state bodies, experts who are engaged in e- educational resources, school directors and ubject teachers took part in the presentation ceremony. Mikayil Jabbarov, miniter of education pointed in the ceremony that, higher development temp of information technologies and informatization of education within context of globalization, are one of main goals envisaged in “State Strategy on development of education in the Azerbaijan Republic”. Pointing further enlargement of netwrok- based geography by The Minstry of Education, minister told that, relevant projects are implemented on the direction of compilation of different type e- educational resources. Minister of education stressed the following conception raised by country’s President which stands in the foundation of modernisation policy successfully executed in all spheres of country’s social- economical life today: “We should modernize, enrich our country. Because, knowledge, literacy, education are important factors in modern world. If we look at experience of developed countries, we can see that, progress is detected by only knowledge, technologies, education but not oil-gas here. In order to ensure comprehensive and rapid development of our country, we should direct invetsment first of all on education, knowledge, enlightenment of our youth”. Pointing enrichment of traditional learning forms by e- resources through surrounding large-scale teaching and training materials that, www.e-resurs.edu.az portal has been created for concentration of mentioned resources in one source. Every user can access to e-textbooks, video lessons, contest, e-tasks, different games and other such kind of educational resources via portal. Minister stated that, obtaining right of author on the textbooks by The Ministry of Education since last year, made a great stimulation to the issue of creation of e-resources: “Author rights allow us place the textbooks in the internet obviousely and present them to each user free of charge”. Bakhtiyar Aliyev, member of Milli Majlis appriciated creation of e-teaching resources as significant event. Deputy stressed his assurance on further contribution of new resources in the isseu of adaptation of country education to modern standards.  Emin Amrullayev, deputy head of depatment of educational development programs of The Ministry of Education, presented e- resources. Textbooks on II, III, VI and VII grades have been placed in www.e-derslik.edu.az portal which surround great user mass. More than 25 000 users use e- textbooks through registering from portal till today. E- textbooks allow every pupil actively take part in the education process, also individualizaton of their’s learning pocess. It’s possible to use e-textbooks on online and offline format through computer, tablet or mobile phone. These resources can be used by the teachers in the lessons. Other e- resource whose presentation has been held in the ceremony, was  www. e-test.edu.az contest portal. This portal created a great interest for the pupils who want to develop their mathematics and reading- understanding skills, who want to organize knowledge contest with their peers. Up to 30 000 questions that surround IV, V, VI, VII, VIII and IX grades on the subjects of mathematics and Azerbaijan language, have been placed in the portal.   Next e-resource www.video.edu.az includes video lessons. Video lessons that make teaching process more creative and easy to comprehend the details by the pupils, surrond school program on physics, chemistry, literature, Azerbaijan language, life knowledge, biology and selected topics selected by primary grades. Up to 100 video lessons have been downloaded in the portal. Another new resource is “Electronic tasks”. Interactive questions and test tasks compiled according to the textbooks, have been placed here. It’s possible to value pupils’ knowledges in online format, perform results’ monitoring and prepare relevant ratings under e- tasks. The Ministry of Education’s specialists presented “Foreign e- resources” to event’s participants. It was stated that, resources prepared by different foreign companies have been translated into Azerbaijan language and collected in the “Foreign e- resources”. Resources surround the subjects of physics, chemistry, biology and mathematics. One of means that increase pupils’ skills and abilities, is electronic games prepared purposefully. 50 games have been prepared on the subjects of history and geography for increase of pupils’ knowledges in individual or group form. Games prepared on the subject of history, surround Azikh cave, stone, bronze, iron periods, as well as the battles that belong to XIV- XVI century, topics as Safavid state, but games prepared on the subject of geography Azerbaijan rivers, mountains, lakes and other topics. Another e- resource- www.e.telim.edu.az prepared by The Ministry of Education, is related to development of the teachers and managers. Video lessons prepared by participation of professional trainees, have been placed in the portal. Alongside with following the lessons, users get opportunity to perform the discussions, share their opinions, put questions and write comments.   Electronic grade portal- www.e-sinif.edu.az has been created by The Minsitry of Education by purpose to enlarge innovative approaches in the education. Portal allows wide learning opportunities for each citizen. Persons who were registered as teacher, obtain opportunity to create virtual lessons, share the resources in separate video, audio, presentation and text format, conduct the examinations, performs the discussions with the learners and value learners’ knowledges. Persons who were registered as pupil, take part in the lessons and obtain unlimited opprtunities through entering in different e- grades.     It was stated in the event that, priority before The Ministry of Education is increase, modernisation and adapdation of educatiobnal quality to advanced international experience. Successful application of modern technlogies and management methods, innovations created under scientifical achievements, are part of the issues performed by The Minsitry of Education on this direction.

Mikayil Jabbarov, minister of education, members of Milli Majlis, Anar Rzayev, chairman of Azerbaijan Union of Writers, leaders of non-governmental organizations, directors of the secondary schools of Baku and Sumgait, took part in the presentation held in the secondary school no.23 named after Tahir Hasanov Baku city. Welcoming visitors, Yuliya Karimova director of the secondary school no. 23, conducted project’s presentation. Importance of increase of reading culture and interest to reading in the pupils, has been stressed in the presentation. Then, club’s members organized from the pupils who study at different age groups, discussed the books red by them. Discussion has been followed by event’s participants with a great interest. Visitors joined in discussion with minister’s offer and told their opinions related to the books red by the pupils. Expressing his gratitude to creative persons for joining in the discussions of reading clubs, minister pointed that, project will increase reading motivation of secondary schools’ pupils and affect to development of their’s artistic aesthetic taste, moral education. According to the minister, publicity of reading will positively affect to formation of wide outlook in the pupils. Correctly organized and planned reading gives pleassure senses to human alongside with enlargement of knowdledge. Addressing to the writers, Mikayil Jabbarov invited them actively to take part in compilation of new stories that belong to child literature, composition that are appropriate to modern period, generally creation of new content: “We are ready to settle organizational issues related to this issue, deliver new compositions in all learners, place them in the new libraries. We intend to use this content in the teaching programs, textbooks or extracurricular reading activity appropriately.” Minister also pointed great responsibility of parents in improvement of reading culture in the pupils. Parents who take all care of their children, also should pay attention to creation of reading habit in them. In this regard, Mikayil Jabbarov announced interesting statistics. 60 % of under school age children of United States of America daily read tens of books. Anar, chairman of Azerbaijan Union of Writers (AUW) and Cingiz Abdullayev, secretary of union appreciated importance of project. Appreciating the issues performed by The Mnistry of Education on the direction of improvement of pupils’ reading culture, Azerbaijan Union of Writers’s officials stated their further support in this process.  It should be pointed that, main goal of project is to increase reading interest in the pupils, agitate acquaintance of the pupils with fiction, documental composition and other text type. This project which is first experience among educational institutions of Azerbaijan, plays important role in the development of the features as self-management, diligence and comprehension of their vocational responsibility. University was guided by the students who were selected via voting by university’s rector, vice-rector and deans within framework of project. Students can make the decisions that have full legal force related to teaching process, adminstrative and other issues in the university also can put forward the initiatives in the same day. Students started self-management day with putting a wreath and bunch of flowers before bust of national leader Heydar Aliyev located in the foyer of higher education institution. Then, “Round table” on the topic “History of international relations and its current teaching from scientifical point of view”, has been held by participation of the students who are studying at the faculties of international relations of Baku Slavic University, Baku State University and Azerbaijan University of Language. Next event has been held in Turkish Investigations Center functioning under higher education institution. Abdulgafar Boyukfirat, advisor of Turkey embassy met the students. Short movie named “One nation, two state” has been demonstrated within framework of meeting. Then, Aleksandr Pavlovich Mishenko, ambassador extraordinary and plenipotentiary of Ukraine to Azerbaijan met the students in Ukrainian Educational-Cultural Center of Baku Slavic University. “Slavyanochka” dance group that consist of the studnets, demonstrated his different dance samples in the event. Also, khanum Branislava Vagnerova, representative of embassy of Czekh to Azerbaijan was a visitor of education isntitution and performed interesting talk about economy, culture and fine arts of Czekh with the students. Presentation dedicated to prominent Czekh artist Alfonso Maria Mucho, has been held during meeting.  “Master lesson” for the students who study on journalism and Azerbaijn phylology specialties within framework of Caliph day, has been conducted by famous journalist Etibar Babayev. Talking on the topic “Language problem and violation of the rules in the programs”, E. Babayev responded number of questions of the students.     Alek Aleksandrovich, consul of Belarus to Azerbaijan met the students in the Belarus Language and Cultural Center. Presentation named “Development of Belarus literature” has been held in the meeting.  Writer Natella Osmanli, conducted “Open lesson” on the topic “Literature with women’s eyes” in the faculty of phlology. Also, lecture of surgeon Gail Gasimov on the subject of medical knowledges, has been organized for the students of the 3 rd year of the same faculty. Meeting on the topic “Values that can’t be sold” has been held with professor Fuad Mammadov and Oktay Samadov, executive director of Knowledge Fund under The President of Azerbaijan Republic of Azerbaijan Republic in the master department. Journalist Rovshan Mammadov and psychologist Fidan Agayeva made interesting discussions with masters and students in the psychological seminar “What about our body language talks”. Meeting of azerbaijani students who are studying at Oxford University with the students of Baku Slavic University was also memorable. Work regime of university was followed on “One-day Caliph” self-management day of the students and 32 students who execute leading posts, tried to perform their works successfuly.

501 pupils from the secondary schools of Baku and Sumgait cities took part in the contests organized by purpose to increase pupils’ interest to the subjects of mathematics, physics, chemistry and biology, detect talented pupils, demonstrate pupils’ skills and abilities as well as create positive competition among the pupils. Each school were represenetd with team that consist of only 9 pupils on VI, VII, VIII and IX grades.   Sumgait city humanitarian and mathematics “Istedad lisey”, natural sciences gymnasium, technical- natural sciences lyceum named after N. Ganjavi, "Zəkalar" no . 287 and Bakı Avropa lyceums achieved the best result on team score in the II phase of subject contests on natural sciences. According to the results of II phase of subject contests on mathematics, Sumgait natural sciences gymnasium, school-luceum no. 220, secondary school no. 62 in Baku, lyceum named after academician Zarifa Aliyev and classic gymnasium no. 160, achieved the best result on team score. It should be noted that, pupils differed on individual and team score in the III phase of subject contests to be held on december 20, will be awarded to valuable prizes.

Pupils take part on the nominations of recitaton, performances and drawing in the contest. Goal of contest is to closely introduce rich life and activity of Mikhail Lermontov, great russian poet and playwright of XIX century to the young generation, also create interest to his heritage. Contest is held on two phases among the pupils of VII-XI grade of the secondary schools. Selection process of the winners on the nominations “Recitation” and “Dramatized scenes”, will be organized on december 19 in the school-lyceum no. 6 of Baku city. Jury approved by Organizational Committee of this contest, will evaluate pupils’ knowledge related to creativity of great russian writer. At the same time, performance ability of theater scenes prepared under M. Lermontov’s compositions, will be evaluated as well. Winners of I, II and III places on every nomination of Republic phase of contest, at the same time active participants will be awarded to the diplomas of The Ministry of Education.

Rahman Mammadov, head of department on work with Humanitarian political issues and public organizations of Supreme Assembly Apparatus of Nakhchivan Autonomous Republic greeted conference’s participants on behalf of chairman of Supreme Assembly in the plenary session of conference jointly organized by The Ministry of Education, The Institute for Educationl Problems and Nakhchivan Teachers Institute. Expressomg opinions about realization of State Strategy, F. Gurbanov stated that,  strategy allows formation of competent learners who ensure appropriation of educational content, responsible, transprent, efficient cleaning and management mechanims according to the results in the education, also educational infrastructure which is appropriate to modern requirements and ensures lifelong education. The Ministry of Education prefers achievement of the targets envisaged on the direction of execution of State Strategy within framework of collaboration with all segments of community. Saleh Magerramov, rector of Nakhchivan State University made a report on the topic “Bologny process: priorities before Nakhchivan State University”. He stated that, our university support in the secondary educational institutions functioning in the Autonomous Republic, for passing to Bologna process along with performing the issues on the direction of full application of Bologna system, creation of teaching according to credit system, teacher-student mobility, establishment of electronic educational network. Gulu Novruzov, director of The Institute for Educational Problems of Azerbaijan Republic, comprehensively informed about main priorities before the reforms implemented on the sphere of education in our country, content change on the teaching process, pedagogical staff training, transition from traditional methods to teaching methods, also importance of appropriation and application of international experience in his report on the topic “Way to new targets- modern school and innovative teacher in the education”.  Academician Ismayil Hajiyev, chairman of Nakhchivan Branch of Azerbaijan National Academy of Sciences talked about interactions of science and education and parallel development directions, crucial role of higher educational institutions in scientifical staff training proces in the region. Oruj Hasanli, rector of Nakhchivan Teachers Institute made a report on the topic “Thought-oriented curriculum and vision to future”, Davud Ibrahimoglu, collaborator of Istanbul Asanyurd University “Positive thinking and appropriate learning of brain”, Farahim Sadigov, professor of Baku Business University “education in Czech Republic which is homeland of Y.A. Komenski, foudner of pedagogical science” in the plenary session. 8 section session have been conducted in two- day international scientifical conference.

Most important reforms, actions and novelties implemented on preschool and general education sphere in 2014.    Primary vocational education   Taking into account main priority of development of vocational education, admission plan in the primary vocational education institutions, has been compiled through investigating the requirements of labor market. Process of creation of modern resource centers on the basis of pilot primary vocational education institution within framework of project “Modern Azerbaijan Professionals” based on state-business partnership and directed on development of infastructure of primary vocational education institutions, is beeing continued. By purpose to conform material-technical and teaching base of primary vocational education institutions specialized on the sphere of agriculture to modern requirements, purchase process of new technique, equipment, visual and technical means started by The Ministry of Education,   So, 6 tractors, 4 grass cover, 7 tractor trailer, 5 plow, 6 disseminator, 3 mower, 3 wheat and cor harverster, 3 drug sprinkler, 2 fertilizer, 1 feed grinder technique, have been bought for Ismayilli Vocational Training Center, Balakan Vocational School no. 1, Jalilabad Vocational School, Barda Vocational School, Guba Vocational School, Shamakhi Vocaional School, Goychay Vocaional School. Relevant technique, equipment, visual and technical means, have been given to primary vocational education institutions 25-30 years ago. 11 “Renault Logan” brand vehicles, have been distributed to primary vocational education institutions who are engaged in staff training on the specialty of motor transport.  This is the first initiative raised during independence history of our country. These vehicles made in the Europe envisaged for training, have been equipped with 1600 cubic/cm engine and 5-speed manual gearbox. All these points are aimed to conform material-technical base of primary vocational education institutions functioning in relevant sphere to modern requirements, also increase efficiency of work on training of specialist.  “Agreement on credit obtained from Economical Development Cooperation Fund for project on establishment of Vocational Training Center between The Government of Azerbaijan Republic and The Government of Korean Republic” and “Loan agreement for project on establishment of Vocational Training Center between The Government of Azerbaijan Republic and Export-Import Bank of Korea” have been signed. Budget of project is 39.28 USD. 22 million of this capital, will be financed by Economical Development and Cooperation Fund of Korea. Collaboration Memorandum on “Development and Strengtheining of Vocational Education and Training in Azerbaijan”, has been signed between The Ministry of Education and Rogaland Training and Education Center Fund. Performance of joint actions on the sphere of aplication of new management model in the several schools as a pilot, preparation of teaching materials, application of new training, retraining and qualification’s change model, improvement of legislative framework, are envisaged within framework of this project. Memorandum of Understanding has been signed between The Ministry of Education and The National Confederation for Enterprenuers (Employers) Organizations (AEC). Memorandum implies more development of the relations between enterpreneurs and The Ministry of Education, creation of social partnership with the enterpreneurs functioning in the private sector, joint activity in the training of staff who appropriated new technologies within context of rapid development of economy. Memorandum of Cooperation has been signed between The Ministry of Education and “Azerbaijan Steel Production Complex” CJSC.  Goal of signing of meorandum is to support achievement of development and strengthening of staff potential of metallurgical industry in accordance with order of The President of Azerbaijan Republic “About announcement of 2014 as “Industry year” in the Azerbaijan Republic. Also, agreement is aimed to stimulate execution of strategical duties as development of human capital in the country, successful integration of economy in the global space and more efficient utilization of country from international competition in accordance with “State Strategy on development of education in Azerbaijan Republic”. “Leadership and management” training started by purpose to educate the directors who appropriated modern management skills and ability, are familliar with information technologies, able to contribute in educational and social development of our country for primary vocational education institutions. Participants of training for staff who wish to function in this post and directors of primary vocational education instituions jointly organized by The Ministry of Education, “Allianz Consult” LLC and “GİZ” German Society for International Cooperation, have been determined under contest. Trainings surrounds only primary vocational education institutions functioning in Baku. Certain motivations will be applied in order to increase efficiency in the works of the pupils who are currently functioning in the position of director of primary vocational education institutions and who obtained “Certificate of Success” in the examinations by The Ministry of Education. Now, persons who aren’t functioning as director, are recorded as reserve staff for appointment in the vacant positions on director post.      Secondary special education   Number of vacant positions increased regardless of real demand, has been decreased from 15 667 to 11 266 compared to previous academic year in the secondary special education institutions lately.        Plan for student dmission in the colleges on the form of correspondence education, has been decreased to 4.1 times compared to the prevuous academic year, specialties “primary school tecacher” and “informatics teacher” have been removed from admission plan. Vacant positions on the specialty “preschool training and education” in the colleges, has been planned 38 % less compared to the prevous academic year. Students have been studying under credit system since 2014-2015 academic year in accordance with relevant order of The Ministry of Education and “Rules on organizaton of education with credit system in the secondary special education institutions” approved by decision of The Cabinet of Ministers.     Issue on establishment of regional college started in accordance with “Azerbaijan 2020” Vision to future” Development Conception. Masalli State Regional College, as well as Ismayilli State Humanitarian and Technology College have been established by relevant decisions of The Cabinet of Ministers. Teacher specialties have been removed from student admission plan in the technical-directed colleges.

State and governmental officials, deputies of Milli Majlis, rectors of th universities of world’ different countries, academics and specialists took part in the event. First of all, event’s participants looked at drawing table which reflects foundation of university and exhibition releated to 95 th anniversary of Baku State University. Welcoming event’s participants, Abel Magerramov, rector of Baku State University gave detailed information about history, development phases, international relations of university led by him, talked about the achivements obtained in the education institution. Rector stated that, Baku State University played key role in the development of science, education and national consciousness. Making a speech in the event, Mikayil Jabbarov, minister of education stated awarding of veteran journalist, Shirmammad Huseynov, proessor of Baku State University with “Sharaf” medal by relevant order of The President Ilham Aliyev. Then, minister presented supreme state award to jubileer. Minister of education, talked about foundation date of Baku State University who has rich historical traditions, 95 years of efficient activity of educational institution, state care made to development of science and education in our country. Loking through development ay of Baku State University, minister pointed that today he graduates of this educational institution give valuable contributions in the progress of Azerbaijan science. Reminding national leader Heydar Aliyev as graduate of Baku State University, minister stated that, our great leader always rendered special care to development of Azerbaijan science and education, this policy now is successfully continued by The President Ilham Aliyev. Enumarating the priorities of higher education system in Azerbaijan, minister of education put forward importance of high-level personnel training under integration of our country in modern world. Touching upon the duties on the higher education isntitutions in the organization of combination of science with edcation, minister expressed his opinions on importance of enlargement of collaboration of the universities with business environment. Congrtulating professor-teacher saff of higher education institution, alsi students on occasion of jubilee, minister of education expressed his hope for further leading role of Baku State University owing to his rich traditions and higher potential in our country. Akif Alizadeh, president of Azerbaijan National Academy of Sciences, Viktor Sadovnichi, rector of Moscow State University named after M.V. Lomonosov, Ahliman Amiraslanov, rector of Azerbaijan Medical University, Ramazan Gorkhmaz, rector od Ardahan University of Turkey, as well as rectors of the universities of Iran, Albania, Georgia, Dagestan and other countries delivered their congraulations, wished the successs to Baku State University which is the first universal higher education institution in the muslim east.
