Minister of Education, having greeted participants of a meeting, has expressed the ideas on a special role and the importance of education in our life. Minister of Education has noted, that a meeting with the students, the differed successes in education, has great value as, from the point of view of, creations of groups SABAH, and with a view of acquaintance with formulas of success, problems and cares of students. Talking about the main objectives of reforms undertaken by the Government in the field of higher education of the country, the Minister has emphasized, that in the modern world the question of preparation of qualified personnel is actual. He noted that the knowledge, skills and abilities acquired by students in the learning process, is an important factor in their lives. This process allows students to enter the labour market with significant resources, which allows people to constantly improve their professional knowledge, able to withstand the competition. In short, every student from the beginning of the academic year should get used to learning throughout life. The Education Minister also noted that higher education is a global phenomenon and that there has never been such a number of people with higher education in the world. In this case, grows the weight of constantly updated knowledge and skills, but not diplomas. Therefore, universities should seriously weigh the responsibilities and parameters of the reporting, to optimize the opportunities provided by the financial independence and all should be aimed at improving the quality of education. At the event, considering the big interest of students, was made a presentation of groups SABAH turned into a brand of higher education. The meeting was attended by 120 students, distinguished achievements in academics from 22 universities. Numerous questions and offers of students have been heard by experts, the wide exchange of opinions on those or other problems of higher education took place. At a meeting the following questions were discussed: the problems created by an academic load on non-professional knowledge; expansion of possibilities of mastering by practical knowledge; cooperation of students and teachers; perception of universities as 3 components-science, education and innovation; the increasing role of the student scientific communities and other problems. On the questions of students connected with possibilities of the introduction into groups SABAH from 3 or 4-th rate, with creation of uniform electronic library, with material support of universities and other concerns were answered in detail.

In 1982-1986, he worked as commander-tutor of the platoon-mentor in military boarding school with a military slope, named after Jamshid Nakhchivanski. Since 1986 he has been working in BSU (formerly the Azerbaijan Institute of Russian language and literature named of F.Akhundov). Was Chairman of the Council of Young Scientists and Student's Scientific Council of this higher educational institution. In 1987, has protected candidate's dissertation (master’s thesis) and in 1998 - the thesis for a doctor's degree. Since November, 2011 - chairman of Dissertational Council at Baku Slavic University. He is a member of the Azerbaijan Writers Union. The professor of faculty “the Theory of the literature” of Baku Slavic University. From May, 2000 to March 17, 2014 years held the position of Pro-rector of BSU, on a teaching department.

First of all, flowers were laid to the bust of national leader Heydar Aliyev, set in the lobby of the higher educational institution. Speaking at the event, Mikayil Jabbarov congratulated Asif Hajiyev with new appointment and wished him success in his future work. The Minister having greeted the members of the Scientific Council of the University, congratulated them on the holiday Novruz. Reading out the order of the President on the appointment of Rector of the BSU, Minister of Education has noted, that the claims made by the head of state to area of education, is in the development of national identity and citizenship, to provide professional knowledge and competitive training. Having emphasized, that the key role in this respect belongs to the "State strategy for the development of education in the Azerbaijan Republic", the Minister has noted, that BSU in this sense possesses rich traditions. "Pleases that fact that in the competition held by the ministry among students of universities, engaged in personnel preparation on pedagogical specialties, representatives of this higher education institution took the 4th place." According to statistical data, 51 percent of graduates of BSU work as teachers. The minister noted, that one of the most important factors of success of higher educational institutions depends on approach of the management of these universities to educational process. From this point of view, in BSU good traditions of management were approved. The rector of BSU Asif Hajiyev expressed gratitude to the President of the country for the high trust rendered to him. Asif Hajiyev declared that will carry on the healthy traditions formed in BSU. The former rector of BSU, the State Councilor of the Azerbaijan Republic on international, multicultural and religious questions Kamal Abdullaev, first of all, expressed gratitude to the President of the country and noted that election of the new rector from among employees of this higher educational institution is perceived, as a whole, as trust to staff of higher education institution. K. Abdullaev expressed confidence that the reforms realized in a higher educational institution, will successfully proceed in the future. He noted that always with pleasure remembers visit to university of the international leader Heydar Aliyev and other outstanding public figures. Vice-Rector of the University, the deputy Sakhiba Gafarova, managing chair, the deputy Sevindj Fataliyeva, managing chair of Rakhil Geybullayev, the head of Shadow Cabinet of the University Aydan Suleymanova expressed confidence in the further development of the BSU. At the end of the event, the Minister of Education noted that optimization of financial resources of higher educational institutions, training of the State system and targeted mechanisms is essential.  In this respect, encouragement of students, and especially those who chose pedagogical specialties, is the primary constituent of new approaches in higher education. Competitions were held for several sports. In competitions on basketball among girls the first place was awarded with a command of Jasamal district, the second place was awarded with a command of Khatai district, and the third place – was awarded a team of Narimanov district. In basketball competitions among young men took the first place team of Nasimi district, the second place - team of Sabail district, and the third place - team of Khatai district. In competitions between volleyball players the command of Khatai distrisct have received the first and second place, and the third place was won by team of the city of Sheki. Volleyball players of Sheki, showing a more successful results won the first place. In volleyball competitions among young men the second place was awarded a command of Salyan region, and the third place - a command of area Balakan region. At competitions on checkers were distinguished students of Surakhani district. The next places were taken by the team of vocational school No. 13 and of Nasimi district. In competitions on table tennis the first place was awarded a command of Khatai district, the second place took a command of Guba district, and the third place - a command of the Baku Vocational School №13. We shall note, that the Ministry of Education appreciates activity of students in sports competitions and expresses gratitude to everyone who in one way or another made the contribution to the organization and carrying out of these actions.

It is stipulated, that the combined team composed of 20 person will be generated in the course of trainings. In the national team football players of teams-participants of "An education cup" on the soccer, held are involved at the joint organization of the Ministry of Education, the Azerbaijani Student's Football Association (ASFA) and AFFA. The football players have differed on games, held within "An education cup" on soccer, will get chance to get to the national team and the right to represent Azerbaijan on the international tournaments. Games which will be held within the framework of the “An education cup”, starting in April, 2014. The teams of the higher educational institutions which have successfully acted at this competition, and as well as the differed players will be awarded by the Ministry of Education and AFFA. Let's note, that finishing of an infrastructure of football up to a level of modern requirements according to “State program for the development of football in Azerbaijan for 2005-2015” has led to a growing interest among young people for football. Paying great attention to questions of strengthening of the advocacy in the field of football, the Ministry of Education conducts active work on a direction of mass attraction to football of children, teenagers and youth.

In accordance with decree No.78 of the Cabinet of Ministers of the Azerbaijan Republic of March 13, 2014, after entry of the student into the country of training, the payments according to standard terms of training at the corresponding steps of education for this country, are carried out as follows: - for a step of the bachelor Canada and Great Britain - 8 months, other countries - 9 months; - for a magistracy step Great Britain - 12 months, other countries - 10 months; - for postgraduate study, doctoral studies, residency - 12 months For comparison we shall note, that the last years in case students entered the country of training between 1 and 15 dates of the current month, monthly grants for grant-aided students of the State Program were paid in the same month, and in case of entrance after 15th - from the beginning of the next month. For this reason, the students who are training within the State Program less than 15 days, the grant for this month wasn't paid. And after the new changes, besides noted standard term of training expenses on accommodation for the additional period (month or day) of training are determined by a way of multiplication of cost of monthly rate of the accommodation falling on one day, on number of additional days. The reforms undertaken to improve the process of execution of "State Program for education of Azerbaijan youth abroad in the years of 2007/2015" will be continued in the future.

According to this Order, since 2014/2015 academic years expenses for education of students of the corresponding category which is training on a paid basis at steps of the bachelor and a magistracy (in medical education – the main education and residency) and in specialized secondary educational institutions, will be paid at the expense of means of the state budget. The specified Order exempting the corresponding contingent of students from additional payments, will promote achievement of a great success by them in training. This Order which is one more example of the social and directed state policy, has been warmly welcomed by the students of the corresponding category who are training on the paid basis at steps of the bachelor and a magistracy (in medical education – basic education and residency) and in vocational secondary schools, as well as the general public.

Like every year, the Ministry this year remains true to its tradition - is to be with the families of internally displaced persons from Kelbedjar, help and provide moral support to people who were forced to leave their homes as a result of the aggressive policy of Armenia. The holiday gifts stipulated for 1250 families, were given by officials of the Ministry to families from Kelbedjar temporarily residing in the territory of Geygel district. Internally displaced persons expressed gratitude for the paid attention and support, and also stated hope for fast release of the occupied lands thanking the purposeful policy pursued by the President of the country.

The purpose of the competition carried out by the joint organization "Fund of the State Support of Development of Mass media" at the President of the Azerbaijan Republic and Azerbaijan Trade Unions Confederation, is to achieve bring to public awareness, through mass media, information on the main strategic directions, the purposes, the contents and an essence of reforms which will be carried out in the sphere of creation of a modern education system, to encourage involvement of news agencies to work on society education. In articles presented on competition, appropriating objectives within the limits of following directions are captured: creation of personally focused content of the education based on competence; modernization of human resources in the field of education; formation of the qualified teachers; creation in education of the mechanism of management transparent, effective and responsible for results; creation of infrastructure of the education providing training throughout life and conforming to modern requirements; creation of economically steady funding mechanism for an education system. In the near future rewarding the winners determined by structure of jury of competition is stipulated. By results of competition, for the first place (5 people) the premium at a rate of 1000 manat, for the second place (5 people) - the 700 manat, for the third place (5 people) - the 500 manat, and for an incentive additional place (10 people) - the 200 manat is provided. Winners also will be awarded by special diplomas of the Ministry of Education of the Azerbaijan Republic, "Fund of the State Support of Development of Mass media" at the President of the Azerbaijan Republic and Azerbaijan Free Trade Union Republican Committee of Education Workers.
